(NSI News Source Info) TORONTO, Canada - September 9, 2011: The Indian Defence Minister A.K. Anthony has announced that in order to strengthen the combat capability of the Indian Air force (IAF), over 300 Sukhoi-MKI fighters and ‘Tejas’ Light Combat aircraft (LCA) will be procured. The total cost of procurement will amount to roughly $ 14.30 billion and the Su-30 MKI and ‘Tejas’ LCA are already being manufactured by state-run Hindustan Aeronautics Limited (HAL).
Defence Minister has indicated that the provisions in the Defence Procurement Procedure (DPP) allow procurement and the subsequent manufacture of the fighter planes in India. Therefore, major aircraft procurement programme entail a mix of outright purchase from abroad and subsequent manufacture in India with increasing levels of indigenization. India promotes production of equipment, components and spares under transfer of technology from foreign suppliers through acquisitions categorized as "Buy & Make" and "Buy & Make (Indian)" under the DPP. Due to the sophisticated nature of the technology involved in design and manufacture of combat manufacture, the process has been gradual.
Elaborating on the procurement of the Sukhoi-30 MKI and ‘Tejas’ LCA, the Defence Minister stated that the total cost of procurement of the Su-30 MKI is over $ 12.38 billion while the cost of procurement of the ‘Tejas’ Light Combat Aircraft is about $ 1.93 billion. While HAL will be undertaking the manufacturing of the Su-30 MKI and ‘Tejas’, it will also be eventually be manufacturing the Medium Multi-Role Combat Aircraft (MMRCA) and Fifth Generation Fighter Aircraft (FGFA) planned for further induction into the IAF.
Last year, when the additional 42 Su-30 MKI were ordered from Russia, HAL was asked to speed up delivery to take the additional load. The IAF already have inducted more than 110 Sukhois out of original 230 aircraft and the additional 42 would took the total strength to 272 fighters. The Sukhoi’s are built under license at HAL’s five Divisions ( Nasik, Koraput, Hyderabad, Lucknow and Korwa) and are later assembled, integrated, test-flown and delivered from Nasik. Sources in HAL said that the overall production rate of Su-30MKI during 2009-2010 was falling far behind expectations.
HAL has stated that it has recorded a substantial increase in the delivery of aircraft in the year 2010-2011. Compared to the previous year, HAL’s delivery numbers were 63 percent higher which was the result of improved manufacturing procedures, outsourcing and optimal deployment of human resources. HAL claims that there have been delays in Su-30 MKI production due to late receipt of drawings from Russia. As for the ‘Tejas’ LCA programme, there have been delays and additional costs due to the expanded scope of the programme and increased cost of materials.

MISSILE DEFENSE AGENCY CONTRACT

The Missile Defense Agency (MDA) is announcing the award of a sole source cost-plus-award-fee/cost-plus-fixed-fee modification to Lockheed Martin Mission Systems and Sensors, Moorestown, New Jersey, under the HQ0276-10-C-0003 contract, P00019. The total value of this modification is $115,508,368, increasing the total contract value from $61,187,171 to $176,695,539. This modification accounts for the award of contract line item number (CLIN) 0001 for continued Aegis Ashore Combat System adaptation efforts, site planning, transportation planning, technology initiatives and studies. To support the efforts under CLIN 0001, this modification also increases CLINs 0011 (material) and 0012 (travel). The work will be performed in Moorestown, New Jersey. The performance period is through Sept. 30, 2012. Fiscal year 2011 research, development, test and evaluation funds will be used to incrementally fund this effort. Integrity Consulting Solutions LLC*, Frederick, Md. (N62583-09-D-0164); Prevailance, Inc.*, Virginia Beach, Va. (N62583-09-D-0165); Quintech Security Consultants, Inc.*, Summerville, S.C. (N62583-09-D-0167); Risk Management Associates, Inc.*, Raleigh, N.C. (N62583-09-D-0168); and Trinity Applied Strategies Corporation*, Alexandria, Va. (N62583-09-D-0169) are being awarded option year two under a previously awarded firm-fixed-price multiple award contract for anti-terrorism task force protection at Naval Facilities Engineering Command, Engineering Service Center, Port Hueneme. The work to be performed provides for engineering services related to performing quantitative vulnerability and risk assessments used to assess terrorist and other criminal threats and other anti-terrorism related studies including the development of new and innovative security countermeasures to mitigate those vulnerabilities and to conduct anti-terrorism training throughout the continental United States and its territories. The combined total value for all five contractors is $31,450,000. The total contract amount after exercise of this option will be $82,075,000. No task orders are being issued at this time. AAR Airlift Group, Inc., Palm Bay, Fla., is being awarded a $15,464,426 firm-fixed-price contract for ship-based and/or vertical replenishment services in support of Commander, U.S. Pacific Fleet. AAR Airlift Group, Inc., will provide helicopters, personnel, and operational and technical support services in the Western Pacific and Indian Oceans and the Arabian Gulf. This contract includes three 12-month options periods and one 11-month option period, which if exercised, would bring the cumulative value of this contract to $76,887,580. Work will be performed in the Western Pacific and Indian Oceans and the Arabian Gulf, and is expected to be completed in September 2012. If all option periods are exercised the completion date will be by August 2016. Contract funds are subject to availability of fiscal year 2012 funding, and funds will expire at the end of that fiscal year. BAE Systems, Norfolk Ship Repair, Norfolk, Va., is being awarded a $14,074,420 modification to contract (N00024-11-C-4403) for the USS Leyte Gulf (CG 55) fiscal year 2012 Extended Selected Restricted Availability (ESRA). An ESRA includes the planning and execution of depot-level maintenance, alterations, and modifications that will update and improve the ship's military and technical capabilities. Work will be performed in Norfolk, Va., and is expected to be completed by November 2012. Contract funds in the amount of $14,074,420 will expire at the end of the current fiscal year. Norfolk Ship Support Activity, Portsmouth, Va., is the contract activity.

PSI Sierra, LLC*, California, Md., is being awarded a $9,479,842 modification to a previously awarded indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract (N00421-08-D-0006) to exercise an option for technical services in support of the Information Technology/Information Management Department at Naval Air Systems Command/Naval Air Warfare Center Aircraft Division, Patuxent River, MD. (NSI News Source Info) TORONTO, Canada - September 9, 2011: Hundreds of Egyptian protesters, some swinging hammers and others using their bare hands, tore down parts of a graffiti-covered security wall outside the Israeli Embassy in Cairo on Friday. Thousands elsewhere protested for the first time in a month against the country's military rulers.
Seven months after the popular uprising that drove Mubarak from power, Egyptians are still pressing for a list of changes, including more transparent trials of former regime figures acused of corruption and a clear timetable for parliamentary elections.
Egyptians have grown increasingly distrustful of the Supreme Council of the Armed Forces, which took control of the country when Mubarak was forced out on Feb. 11 after nearly three decades in power. The council, headed by Mubarak's defense minister, Field Marshall Hussein Tantawi, has voiced its support for the revolution and those who called for democracy and justice.
But activists accuse it of remaining too close to Mubarak's regime and practicing similarly repressive policies, including abusing detainees. The trials of thousands of civilians in military courts has also angered activists.
"In the beginning we were with the military because they claimed to be protectors of the revolution, but month after month nothing has changed," said doctor Ghada Nimr, one of those who gathered in Tahrir Square.
One banner in Cairo read, "Egyptians, come out of your homes, Tantawi is Mubarak."
Outside the Israeli Embassy, protesters for the second time in less than a month pulled down the Israeli flag from atop the 21-story building.
Egyptian security forces did not intervene as crowds climbed up the embassy's security wall, pummeling it with sledge hammers and tearing away large sections of the cement and metal barrier, which was recently put up to better protect the property from protests.
Since Mubarak's fall, calls have grown in Egypt for ending the historic 1979 peace treaty with Israel, a pact that has never had the support of ordinary Egyptians. Anger increased last month after Israeli forces responding to a cross-border militant attack mistakenly killed five Egyptian police officers near the border.
Protesters marched to the embassy from Cairo's Tahrir Square, where thousands more demonstrated against Egypt's ruling generals. Demonstrators in Cairo also converged on the state TV building, a central
courthouse and the Interior Ministry, a hated symbol of abuses by police and security forces under Mubarak. Protesters covered one of the ministry's gates with graffiti and tore off parts of the large ministry seal.
Protests also took place in Alexandria, Suez and several other cities. Twenty people were injured, including one in a coma, the Health Ministry said.
About 850 people were killed in the early days of the Jan. 25-Feb. 11 uprising. Tantawi is scheduled to testify in Mubarak's trial in closed sessions that begin Sunday. The 83-year-old Mubarak is on trial on charges of complicity in the deaths of protesters, a charge that could bring the death penalty.
The judge in the trial banned TV cameras from the courtroom during this week's sessions, and starting Sunday the proceedings will be closed to the media and the public.
The lack of transparency in trials of members of Mubarak's inner circle has angered many in Egypt.
"These are all practices of the old regime: repression and restriction on freedoms," said Cairo protester Khaled Abdel-Hamid.
Ali Mustafa Ali, who traveled from the northern Sinai peninsula to participate in Friday's protest in Cairo, said he is most angered by the trials of thousands of civilians in military courts, many of them political activists facing years in jail.
Ali said the military must also show they are serious about a transition to civilian rule by announcing a clear schedule for parliamentary elections

"The military council's politics are not clear. It seems they are trying to stay in control and not hand over power to civilians," he said.
The council has not set an exact date for the elections, but they are expected to take place in October or November.
The Muslim Brotherhood, which has the ability to mobilize scores of protesters, did not take part in Friday's protests. Spokesman Essam El-Arian said the group, which was outlawed under Mubarak, is in support of the military's promises to hold elections sometime this year.
"These demands take time and can only be carried out by an elected government," said El-Arian.
