Chevron Americas Product, Houston, Texas, has been awarded a maximum $29,754,648 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for aviation turbine fuel. Pall Aeropower, New Port Richey, Fla., has been awarded a maximum $16,904,640 firm-fixed-price contract for particle separators. This contract is a sole source acquisition. Location of performance is Florida with an Oct. 31, 2017 performance completion date. Using military service is Army. Type of appropriation is fiscal 2013 Army working capital funds. X-Gen Pharmaceuticals*, Horseheads, N.Y., has been awarded a maximum $9,520,795 modification (P00024) exercising the fourth one-year option period on a one-year base contract (SPM2D0-09-D-0010) with seven one-year option periods for various pharmaceutical products. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. Location of performance is New York with a Nov. 2, 2014 performance completion date. Sauer Inc., Jacksonville, Fla., is being awarded $27,406,000 for firm-fixed-price task order 0005 under a previously awarded multiple award construction contract (N40085-09-D-5026) for the design and construction of an A School Barracks at Naval Air Station Oceana, Dam Neck Annex. The task order also contains three planned modifications, which if exercised would increase cumulative task order value to $31,910,953. Work will be performed in Virginia Beach, Va., and is expected to be completed by December 2015. Fiscal 2014 military construction, Navy contract funds in the amount of $27,406,000 are being obligated on this award and will not expire at the end of the current fiscal year. Six proposals were received for this task order. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity.
I.E.-Pacific Inc.*, San Diego, Calif., is being awarded $12,612,000 for firm-fixed-price task order 0007 under a previously awarded multiple award construction contract (N62473-09-D-1657) for design and construction of a security operations complex and military working dog facility at Marine Corps Air Station Yuma. The task order also contains a planned modification and one unexercised option item, which if issued would increase the cumulative task order value to $12,797,000. Work will be performed in Yuma, Ariz., and is expected to be completed by July 2015. Fiscal 2013 military construction, Navy contract funds in the amount of $12,612,000 are being obligated on this award and will not expire at the end of the current fiscal year. Four proposals were received for this task order. The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity. 
AIR FORCE
The DynCorp International LLC, Fort Worth, Texas, has been awarded a $76,577,468 modification (P00016) on an existing firm-fixed-price contract (FA8617-12-C-6208) for contractor operated and maintained base supply (COMBS) non-personnell services for the Joint Primary Aircraft Training System T-6A/B Texan II aircraft. The contract modification exercises an option for fiscal 2014 COMBS services being procured under the basic contract. Work will be performed at Fort Worth, Texas, and is expected to be completed by Oct. 31, 2014. This is not a multiyear contract. Fiscal 2014 Air Force operations and maintenance funds and fiscal 2014 Navy operations and maintenance funds in the amount of $8,028,671 are being obligated at time of award. The Joint Primary Aircraft Training System, Air Force Life Cycle Management Center/WLZJC, Training Aircraft Division, Mobility Directorate, Wright-Patterson Air Force Base, Ohio, is the contracting activity.
Exelis Systems Corp., Patrick Air Force Base, Fla., has been awarded a $23,275,661 modification (P00900) on an existing cost-plus-award-fee contract (F04701-01-C-0001) for Launch and Test Range System support functions to the Eastern and Western Range: range sustainment, external user support, projects and engineering services, systems engineering and interim supply support spares for the sustainment period. This modification extends the basic contract with a maximum period of performance of three months. Work will be performed at Patrick Air Force Base, Fla., and will be completed by Jan. 31, 2014. Fiscal 2014 procurement, operations and maintenance ($21,369,330), research and development ($1,157,438) and other procurement funds ($748,893) in the amount of $23,275,661 are being obligated at time of award. Space and Missile Systems Center/PKL, Peterson Air Force Base, Colo., is the contracting activity. 
U.S. SPECIAL OPERATIONS COMMAND
United States Marine Inc., Gulfport, Miss., is being awarded a $15,827,132 indefinite-delivery/indefinite-quantity contract for post-production and contractor logistical support services for the combatant craft assault. The work will be performed in Gulfport, Miss., and is expected to be completed by November 2017. Fiscal 2012 procurement funds in the amount of $3,017,352 are being obligated at time of award. This award is the result of a sole source acquisition. U.S. Special Operations Command, Tampa, Fla., is the contracting activity (H92222-14-D-0001).

Syrian President Bashar al-Assad told U.N. envoy to Syria Lakhdar Brahimi on Wednesday that any political solution to the crisis in Syria hinges on outside countries cutting off support to the rebels, according to state-run media.

The two met in Damascus. It was the first time they've convened since December.

Brahimi, who is on a Mideast tour to bolster support for peace talks, spoke with al-Assad about the framework for holding a conference in Geneva, Switzerland.

"Any success for any political solution must be linked to the end of any military support to military groups and to pressure the countries that are supporting these groups and are facilitating the entry of the terrorists and mercenaries into Syria by providing money and military support," al-Assad said during the meeting, according to Syrian state television.

The Syrian president further said, "This is an important step to prepare the framework to allow a national dialogue and put clear mechanisms to reach the desired objectives at the upcoming peace talks."

On Tuesday, Syria sacked Vice Premier Qadri Jamil for attending "unauthorized meetings abroad" after, a U.S. State Department official said, Jamil met over the weekend with U.S. Ambassador to Syria Robert Ford in Geneva. Also Tuesday, Syrian Foreign Minister Walid al-Moallem reportedly met with Brahimi to discuss the potential Syria conference in Geneva.

"Minister al-Moallem affirmed that Syria will participate in the conference on the basis of the Syrian people's exclusive right to decide upon their political future and choosing their leadership, rejecting any form of foreign interference, and having the dialogue in Geneva be between Syrians and led by Syria," the Syrian Arab News Agency reported.

Before being fired, Jamil suggested the conference would be held in November or December.

The rebels are not optimistic that any conference would yield a viable solution. Nineteen groups turned their backs on potential talks Sunday and warned that engaging the Assad regime was tantamount to treason.

They further said they would reject any resolution that doesn't oust al-Assad's government and charge it with war crimes.

"We consider participation in Geneva II and negotiating with the regime is trading the blood of martyrs and treason, and those will be held accountable in our courts," the coalition said in a video statement.

Brahimi was in Iran on Saturday and appeared at a joint news conference with Foreign Minister Mohammad Javad Zarif, who said Tehran, if invited, would participate in talks aiming to end the war via a political solution, according to Iran's state-run media.

More than 100,000 people have died in the Syrian conflict, the U.N. estimates. It began in March 2011 after government forces cracked down on peaceful protesters during the Arab Spring movement and is now a full-blown civil war.

(NSI News Source Info) KOTTAKKAL, Kerala, India - October 31, 2013: The U.S Navy has released a pre-solicitation notice for 36 additional Boeing F/A-18E/F Super Hornet strike fighters, which could potentially threaten the production ramp-up for the service’s Lockheed Martin F-35C Lighting II Joint Strike Fighter (JSF) variant.

But Naval Air Systems Command (NAVAIR) officials say that there is no current requirement for additional Super Hornets in fiscal year 2015. However, the service hopes to gain approval to negotiate a deal should the need arise for more jets.

“Currently, there is no fiscal 2015 or subsequent requirements for additional F/A-18E/Fs or EA-18Gs,” wrote NAVAIR spokeswoman Marcia Hart-Wise in an email to USNI News.

“Naval Air Systems Command released FY15 (Lot 39) F/A-18 E/F and EA-18G (Solicitation Number: N00019-13-R-0102) with the intent to secure justification and approval needed to negotiate a potential option for any prospective requirements that may emerge in fiscal 2015, USN or FMS [Foreign Military Sales].”

According to the Oct. 17 notice, NAVAIR intends to negotiate a fixed price deal with Boeing for the procurement of up to 36 F/A-18 E/F and EA-18G aircraft in fiscal year 2015. The procurement would also include all of the jets’ ancillary equipment and technical data.

In addition to the posting for the Super Hornet airframes, NAVAIR also released a similar notification for the jet’s General Electric F414-GE-400 afterburning turbofans on Oct. 28. According to that posting, NAVAIR intends to seek a fixed-price deal for up to 84 engines in fiscal year 2015 of which 12 would be spares.

Though Navy officials insist that they are committed to the F-35C, many in Washington suspect that the service is positioning itself to purchase additional F/A-18E/Fs while slowing down the F-35C procurement ramp up.

Such a strategy would allow the Navy to replace some of its increasingly decrepit early-model Boeing F/A-18A/B/C/D aircraft with newer Super Hornets. It would also allow the Navy to reduce the number of early production F-35Cs the service buys that would require various upgrades.

Richard Aboulafia, an analyst with the Teal Group, told USNI News that the Navy is likely paving the way for negotiation in case the U.S. Congress comes up with additional funding to keep the Super Hornet line open past 2016. The Navy was supposed to stop further Super Hornet procurement in the fiscal year 2014 budget.

“They’re not going to ask for them [new Super Hornets] because the budget environment is very difficult,” Aboulafia said. “Other than that, it’s very much in their interest to keep the line open.”

Mark Gunzinger, a noted air power analyst at the Center for Strategic and Budgetary Assessments, told USNI News that preserving a second fighter production line in the U.S. is a good thing. “I think it’s in our nation’s interest to maintain a healthy fighter aircraft industrial base,” he said.

But some of the additional aircraft may not be destined for the U.S. Navy, Aboulafia noted. The Super Hornet is a contender for Brazil’s continually delayed F-X2 program, which calls for the acquisition of 36 fighters. However, that is a very remote possibility because the F-X2 effort has been delayed until after Brazil’s next election, he noted. Further, Brazilian president Dilma Rousseff is extremely unhappy about the National Security Agency spy scandal.


When contacted by USNI News, Boeing referred all questions on the solicitation to the U.S. Navy.

(NSI News Source Info) KOTTAKKAL, Kerala, India - October 30, 2013: The Indian Air Force’s (IAF) fourth Boeing [NYSE: BA] C-17 Globemaster III departs for India from Long Beach on Oct. 19, keeping the company on track to deliver a total of five advanced airlifters to the IAF this year.

Boeing will deliver five more C-17s to India in 2014 to complete the contract.  

Since its first flight in 1991, the C-17 has amassed more than 2.6 million flying hours airlifting troops and large cargo, delivering humanitarian supplies by precision airdrop, and performing lifesaving aeromedical missions. Most recently, the IAF used its C-17s to support Cyclone Phailin relief efforts.

Boeing will complete production of the C-17 Globemaster III in the fourth quarter of 2015. In addition to the remaining C-17s for India, the company will build 15 more for other customers outside the United States. Boeing will continue after-delivery support of the worldwide C-17 fleet as part of the C-17 Globemaster III Integrated Sustainment Program Performance-Based Logistics agreement.

Boeing has delivered 258 C-17s, including 223 to the U.S. Air Force and a total of 35 to Australia, Canada, India, Qatar, the United Arab Emirates, the United Kingdom and the 12-member Strategic Airlift Capability initiative of NATO and Partnership for Peace nations.

In January 2010, the U.S. Government received a request from India for 10 C-17s through the U.S.'s Foreign Military Sales program, which was approved by the U.S. Congress in June 2010. On 23 June 2010, the Indian Air Force successfully test-landed a USAF C-17 at the Gaggal Airport, India to complete the IAF's C-17 trials. In February 2011, the IAF and Boeing agreed to terms for the order of 10 C-17s with an option for six more; the order was approved by the Indian Cabinet Committee on Security on 6 June 2011. Deliveries began in June 2013 and are to continue until 2014. The total cost of the ten-plane order is US$4.1 billion, and it will make IAF the second-largest C-17 operator. It was reported that the Indian Air Force has finalized plans to buy six more C-17s in the 13th five-year plan (2017-2022).

The aircraft provides strategic airlift and the ability to deploy special forces in the event of national emergencies or terrorism. They are operated by the air force in diverse terrain - from Himalayan air bases in North India at 13,000 ft to Indian Ocean bases in South India. The Indian Air Force's C-17s are based at Hindon Air Force Station, and are operated by the No. 81 Squadron Skylords. The first C-17 was delivered in January 2013 for testing and training;

 it was officially accepted on 11 June 2013. The second C-17 was delivered on 23 July 2013 and put into service immediately. IAF Chief of Air Staff Norman AK Browne called the Globemaster III "a major component in the IAF's modernization drive" while taking delivery of the aircraft at Boeing's Long Beach factory. On 2 September 2013, the Skylords squadron with three C-17s officially entered service with the Indian Air Force.


The Skylords regularly fly mission within India, to places like Port Blair, Leh and Thoise. 

The IAF first used the C-17 to transport equipment of an army infantry battalion to Port Blair on 1 July 2013. They have also been sent on foreign deployments. These include a flight to Tajikistan in August which carried special equipment and instrument landing aids, and another flight is planned in September for Rwanda to deliver heavy equipment to support the 4,000 Indian troops deployed in Congo as part of Indian Army United Nations peacekeeping missions. One C-17 was used for transporting relief materials during Cyclone Phailin.

(NSI News Source Info) KOTTAKKAL, Kerala, India - October 29, 2013: In an apparent message to Iran, the Israeli military said Thursday it had carried out a “special long-range flight exercise” and posted rare footage of the drill online.

The military said its squadrons practiced refuelling planes in midair this week and tested the air force’s ability. The accompanying footage shows a tanker plane refuelling a fighter jet midair, a key part of any long-range operation.

The release of the video comes just days before Western powers are to open new talks with Iran over its disputed nuclear program.

The U.S. and its allies accuse Iran of using its civilian nuclear program as a cover to develop nuclear weapons. Israel has repeatedly warned that it would be willing to take military action if necessary to stop Iran from going nuclear.

The talks on Iran’s nuclear program will be held next week with the five permanent UN Security Council members — the U.S., Russia, China, Britain, France — plus Germany, collectively known as the P5+1.

President Barack Obama disclosed in an interview with The Associated Press last Friday that U.S. intelligence agencies believe Iran continues to be a year or more away from building a nuclear weapon, in contrast to Israel’s assessment that Tehran is closer.

In recent speeches, Israeli Prime Minister Benjamin Netanyahu has warned against letting Iran drag the world along for talks while it continues to pursue a bomb. He’s been on a media blitz of late to warn the West against President Hassan Rouhani’s softer tone, which he dismissed as a trick aimed at removing crippling economic sanctions against Tehran over its nuclear program.

Israeli military officials said the drill took place over Greece, a key regional ally. The military has done similar drills in the past but releasing the footage appears aimed at sending a message to Iran before the talks that a viable military options remains.

Israel views a nuclear-armed Iran as a threat to its very existence, citing Iran’s repeated calls for Israel’s destruction, its long-range missile program and its support for violent anti-Israel groups like the Hezbollah in Lebanon.

Since the UN General Assembly last month, Netanyahu has assured journalists in the United States that he supports President Barack Obama’s diplomatic overtures to Iran’s new president, Hassan Rouhani, while also calling him a “wolf in sheep’s clothing” not to be trusted.

Western powers suspect Iran is trying to develop nuclear weapons, as it continues to enrich uranium well beyond the grade required for any civilian nuclear use.

The former senior official told the Post that Israeli intelligence assesses Saudi Arabia would not wait “a minute” after Iran acquires a nuclear weapon to build or buy one themselves, risking a nuclear arms race in the world’s least stable region.

“The Saudis have the missile technology already,” he said. “I’d be surprised if they don’t just take warheads from the Pakistanis. They’ve already paid for them.”

Emphasizing the importance of existing sanctions, the official said Iran would try to get the financial pressures lifted with as few concessions as possible.

While generally supportive of the prime minister’s policy, he said that the leadership of Israel’s intelligence community has repeatedly warned Netanyahu against striking and said that the tone of his speech to the UN last month was “a mistake.”


“He’s not the commander-in-chief,” he added. “But he can achieve consensus. And it can be done without leaks – it can be done.”....

“Bibi’s not bluffing,” said the retired senior official, who requested anonymity to speak freely. “He thinks it’s the 1930s. The Iranians are the Germans, and history has a sense of humor with six million Jews now in Israel.”
