(NSI News Source Info) BRISBANE, Queensland,- September 8, 2010: Vigilare, the Boeing [NYSE: BA] Network Centric Command and Control System (NC3S) developed for the Commonwealth of Australia, has entered service with the Royal Australian Air Force (RAAF) after excelling in a major multinational air combat exercise. On Sept. 2, the RAAF began using the Vigilare Northern Regional Operations Centre (NROC) at RAAF Base Tindal, Northern Territory, for surveillance and battlespace management operations across Australia. “With the acceptance into operational service for NROC, the RAAF and Defence Materiel Organisation (DMO) have concluded that the enhanced capability provided by Vigilare provides a robust Air Defence Command and Control (C2) system for Australia,” said Tim Malone, DMO project director for Project Air 5333 - Vigilare. “NROC is now correlating a myriad of data feeds from sensors and information across Defence, civil and foreign sources providing directed air surveillance and air battle management capabilities for the RAAF. In my opinion, this capability, especially the sophisticated Tactical Data Link implementation, is arguably world-class.” “We’re extremely pleased with the way Vigilare has transitioned into operational service at NROC,” said Steve Parker, vice president and general manager of Network and Space Systems for Boeing Defence Australia. “It’s indicative of the considerable engineering and project management rigor we’ve applied and the pragmatic relationship between Boeing, our supplier partners and our Australian Defence Materiel Organisation and RAAF customers. Vigilare has set the benchmark for future complex systems integration within the Australian Defence Force by bringing several disparate systems together to create a true systems-of-systems environment.” Prior to service entry, Vigilare participated in “Pitch Black 2010” -- one of the RAAF’s largest and most complex air combat exercises, which also involved the air forces of Singapore, Thailand and New Zealand. During the exercise, held July 16-Aug. 6, NROC was used as the central C2 node, providing continuous surveillance and battlespace management for offensive counter-air and offensive air-support operations. The system interacted with multiple assets, including RAAF F/A-18 Hornets, F-111s, Hawks, forward air control PC-9s, and AP-3C Orions; Republic of Singapore Air Force (RSAF) and Royal Thai Air Force F-16s; an RSAF E2-C Hawkeye Airborne Warning and Control aircraft, and other air mobility and air-to-air refueling assets. “We proved at Pitch Black that Vigilare is able to provide a comprehensive picture of the skies above in a coalition environment,” said Parker. “This system is a game changer for the RAAF because of its fully integrated data link capabilities, multi-level communications, multisource correlator tracking, and advanced system management capabilities.” Vigilare is on track for final system acceptance in mid-2011. The next major milestone leading up to this is completion of the Eastern Regional Operations Centre at RAAF Base Williamtown, New South Wales. NC3S works by combining information in near real-time from a wide range of platforms, sensors, tactical data links and intelligence networks to deliver tactical and strategic surveillance operations and battlespace management in the air and joint domains. The live inputs from these sources present a unified operational picture to the operator at single or multiple control centers. Indonesia - September 8, 2010: Russia will deliver two of its contracted Su fighter jets to Indonesia on Thursday, which is two days later comparing to the previously announced date, a source close to negotiations said. Russia's An-124 transport plane was to deliver two Su-27SKM planes to the air base in the city of Makassar in Indonesia's South Sulawesi province on Tuesday. The source said that the delivery was postponed due to technical reasons but Russia would meet the earlier announced deadline and the last contracted Su-27SKM plane will be delivered to the same base on September 16. Under a $300 million contract, signed in 2007, Russia is to complete the delivery of three Su-30MK2 and three Su-27SKM fighters to Jakarta by the end of 2010 in addition to two Su-27SK and two Su-30MK fighters purchased in 2003. On the whole, Russia sends the planes to Indonesia earlier than scheduled following a request by the Indonesian military authorities, who would like the aircraft to take part in a military parade dedicated to Armed Forces Day on October 5. Indonesia earlier said it needed at least one squadron equipped with 16 Sukhoi fighters to replace part of the outdated fleet of U.S. F-16 fighters.

The maximum dollar value, including the base period and four option years, for all five contracts combined is $97,000,000. Triton Marine Construction Corp. is being awarded task order #0001 at $1,254,000 for the design and construction to upgrade 12KV Loop Feed Circuits 401 and 425 at Naval Base Kitsap, Bremerton, Wash. Work for this task order is expected to be completed by Jul. 2011. All work on this contract will be performed primarily within the NAVFAC Northwest AOR which includes Wash. (92 percent), Ore. (2 percent), Alaska (2 percent), Idaho (1 percent), Mont. (1 percent), and Wyo. (1 percent), and may also be performed in the remainder of the U.S. (1 percent). The term of the contract is not to exceed 60 months, with an expected completion date of Sept. 2015. Contract funds for task order 0001 will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with 10 proposals received. These five contractors may compete for task orders under the terms and conditions of the awarded contract. SSFM International, Inc.*, Honolulu, Hawaii, is being awarded a maximum $40,000,000 indefinite-delivery/indefinite-quantity contract with a for construction management services on Guam. The work to be performed provides for construction oversight and quality assurance services to support construction projects and associated effort undertaken by Naval Facilities Engineering Command Marianas. No task orders are being issued at this time. Work will be performed in Guam, and is expected to be completed by Aug. 2014. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with 15 proposals received. The Boeing Company, Huntsville, Ala., is being awarded a $23,654,354 task order #0002 Phase IB under a previously awarded cost-plus-fixed-fee, indefinite-delivery order contract (N00014-09-D-0354) for the critical design of a 100-kW class Free Electron Laser (FEL) device which can be used to demonstrate scaleability of the necessary FEL physics and engineering for an eventual MW class Free Electron Laser (FEL) device. Under this effort, this Navy FEL Innovative Naval Prototype (INP) Program will encompass the transition from a demonstrated 14 kW FEL capability, currently at hand, to a weapon class 100-kW class capability. This 100 kW FEL effort is intended to provide the physics and engineering information needed to support a MW class FEL device development. The desired outcome of this effort is to transfer laboratory capability to Industry and to assess potential industrial roles in supporting the procurement program for FEL weapon systems. The Navy also wishes to gain insight into industry's longer term interest in participating in the follow-on integration, at a government test facility, or elsewhere, of the FEL device into a complete naval weapon system test bed to validate the concept for shipboard use. Work will be performed in Albuquerque, N.M. (45 percent); Medford, N.Y. (20 percent) and various government labs and subcontractor locations (35 percent), and work is expected to be completed Dec. 3, 2011. Contract funds will not expire at the end of the current fiscal year. The Office of Naval Research, Arlington, Va., is the contracting activity.

T.B. Penick & Sons, Inc., San Diego, Calif., is being awarded $16,818,418 for firm-fixed price task order #0004 under a previously awarded multiple award construction contract (N62473-10-D-5412) for design and construction of new recruit field barracks for Ranges 501 and 505, 31 Area at Marine Corps Base, Camp Pendleton. This project consists of a single-story facility and includes field barracks, drill instructor huts, and supporting facilities. The task order also contains one planned modification for furniture, fixtures, and equipment, which if issued would increase cumulative task order value to $17,391,489. Work will be performed in Oceanside, Calif., and is expected to be completed by Sept. 2012. Contract funds will not expire at the end of the current fiscal year. Eight proposals were received for this task order. The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.

Northrop Grumman Shipbuilding Inc., Newport News, Va., a sector of Northrop Grumman Corp. is being awarded a $12,048,638 cost-plus-fixed-fee modification to the previously awarded contract (N00024-09-C-2116) for procurement of additional long lead time materials in support of the construction preparation efforts for the second aircraft carrier of the Gerald R. Ford class (CVN 79). Work provides for necessary research studies; engineering; design; related development efforts; advanced planning; advanced procurement for detailed design and procurement of long lead material; logistics data; and other data to support the anticipated fiscal year 2013 ship detail design and construction of CVN 79. This contract modification provides for additional specific long lead materials in support of these preparation efforts. Work will be performed in Newport News, Va., and is expected to be completed by October 2011. Contract funds will not expire at the end of the current fiscal year. HydroidInc., Pocasset, Mass., is being awarded an $8,435,742 cost-plus incentive-fee contract for Littoral Battlespace Sensing (LBS) Autonomous Undersea Vehicles (AUVs), and associated support equipment. This contract will provide the Program Executive Office-Command, Control, Communications, Computers, Intelligence and Space, Navy Communications Program Office, PMW-120 a technology for meteorological and oceanographic (METOC) data collection, processing, and data/product dissemination. This contract includes five option periods, which if exercised, will bring the contract value to $77,668,315. Work will be performed in Pocasset, Mass., and is expected to be completed by March 2012. If all options are exercised, deliveries of LBS-AUV will continue through FY 2017. Contract funds will not expire at the end of the current fiscal year. This contract wascompetitively procured with using full and open competitive procedures via the Space and Naval Warfare Systems Center E-commerce website, with three offers received. BAE Systems Technology Solutions and Services, Rockville, Md., is being awarded an $8,002,910 modification to previously awarded firm-fixed price, cost-reimbursable line items contract (N00604-08-C-0002) to exercise option year three to provide operation and maintenance support for facilities operating under Naval Computer and Telecommunication Area Master Station, Pacific, Hawaii.
