AMEC Environmental & Infrastructure Inc., Blue Bell, Pennsylvania (N39430-15-D-1629); Bristol Engineering Services Corp.,* Anchorage, Alaska (N39430-15-D-1630); Cape-Burns & McDonnell JV, Kansas City, Missouri (N39430-15-D-1631); CB&I Federal Services, Baton Rouge, Louisiana (N39430-15-D-1632); Dawson-Pond Joint Venture LLC,* San Antonio, Texas (N39430-15-D-1633); Gilbane Federal, Walnut Creek, California (N39430-15-D-1634); Truston Technologies Inc.,* Annapolis, Maryland (N39430-15-D-1635); and Weston Solutions Inc., West Chester, Pennsylvania (N39430-15-D-1636), are each being awarded an indefinite-delivery/indefinite-quantity global petroleum, oil and lubricant multiple award construction contract to provide sustainment, restoration and modernization and clean, inspect and repair for petroleum, oil and lubricant (POL) systems at various locations worldwide. The maximum dollar value including the base period and four option years for all eight contracts combined is $800,000,000. These eight contractors may compete for task orders under the terms and conditions of the awarded contract. AMEC Environmental & Infrastructure Inc. is being awarded task order 0001 at $3,107,222 for the cleaning, inspecting and repair of POL facilities at Naval Air Station Pensacola, Florida. Work for this task order is expected to be completed by December 2017. All work on this contract will be performed worldwide, dependent upon needs of the Navy and direction of the Defense Logistics Agency. Based on current trends, work will be distributed to the Far East (35 percent), Continental United States (CONUS) (35 percent), Hawaii (15 percent), Europe (10 percent) and Marianas (5 percent). For the CONUS estimate the 35 percent is estimated to be distributed to California (10.5 percent), Virginia (10.5 percent), Florida (5.25 percent), Washington (5.25 percent), Texas (1.75 percent), Georgia (0.35 percent), Louisiana (0.35 percent), Maryland (0.35 percent), Nevada (0.35 percent) and North Carolina (0.35 percent). The term of the contract is not to exceed 60 months, with an expected completion date of February 2020. Fiscal 2015 defense working capital funds in the amount of $3,282,222 are being obligated on this award and will not expire at the end of the current fiscal year. This contract was competitively procured via the Federal Business Opportunities website, with 16 proposals received. The Naval Facilities Engineering Command, Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity.
Hornbeck Offshore Services LLC, Covington, Louisiana, is being awarded an $114,000,000 firm-fixed-price contract for the purchase of three blocking vessels. This contract includes an option for the purchase of a fourth blocking vessel, which, if exercised, would bring the cumulative value of this contract to $152,000,000. Work will be performed primarily into and out of the ports of Kings Bay, Georgia and Bangor, Washington, and the work is expected to be completed Sept. 30, 2015. If all options are exercised, work will continue through Feb. 27, 2025. Fiscal 2015 other procurement (Navy) funds in the amount of $114,000,000 are being obligated at the time of award, and will expire at the end of the current fiscal year. This contract was awarded under other than full and open basis in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. Leidos Inc., Reston, Virginia, is being awarded a $33,940,895 modification under a previously awarded firm-fixed-price contract (N39430-13-C-1201) to exercise option period two for anti-terrorism/force protection global sustainment at Navy regions worldwide. The work to be performed provides for preventative and corrective maintenance, repair and replacement, service calls and systems/software upgrades for anti-terrorism/force protection ashore equipment. The total contract amount after exercise of this option will be $95,341,813. Work will be performed worldwide and work is expected to be completed March 2016. Fiscal 2015 operation and maintenance (Navy) contract funds in the amount of $33,940,895 are obligated on this award and will expire at the end of the current fiscal year. The Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity.

This contract includes nine 12-month option periods and one 150-day option period, which, if exercised, would bring the cumulative value of this contract to $346,795,380. Work will be performed at sea worldwide and is expected to be completed September 2015. If all options are exercised, work will continue through Feb. 27, 2025. Fiscal 2015 working capital funds in the amount of $18,106,860 are obligated for fiscal 2015, and will not expire at the end of the fiscal year. United Technologies Corp. (Pratt &Whitney), East Hartford, Connecticut, has been awarded a $407,000,000 indefinite-delivery/indefinite-quantity contract for engine component improvement program. Contractor will provide design improvement, life management/analysis, repair development and test of engines produced by Pratt & Whitney. Work will be performed at East Hartford, Connecticut, and is expected to be complete by Dec. 31, 2021. This contract involves foreign military sales. This award is the result of a sole-source acquisition. Fiscal year 2015 research, development, test and evaluation funds in the amount of $5,000,000 are being obligated at the time of award for task order 0001. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8626-15-D-0015).
ARMY
TRAX International Corp., Las Vegas, Nevada, was awarded a $41,730,133 modification (P00143) to contract W9124R-09-C-0003 for non-personal test support services for the Yuma Proving Ground, Arizona, through July 31, 2015. Fiscal 2015 research, development, testing and evaluation funds in the amount of $41,730,133 were obligated at the time of the award. Estimated completion date is July, 31, 2015. Work will be performed in Yuma, Arizona and at Ft. Greely, Alaska. Army Contracting Command, Yuma, Arizona, is the contracting activity.
Fidelity Technologies Corp.,* Reading, Pennsylvania, was awarded a $14,437,761 modification (P00018) to contract W56HZV-13-C-0052 for Armor B-Kits for the following: 202 Heavy Expanded Mobility Tactical Truck, 36 Palletized Load System, 30 TAM, and 38 M915A5 Line Haul. Fiscal 2015 other procurement funds in the amount of $14,437,761 were obligated at the time of the award. Estimated completion date is Dec. 31, 2016. Work will be performed in Reading, Pennsylvania. 3M Unitek Corp., Monrovia, California, has been awarded a maximum $32,500,000 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for variety of dental supplies. This contract was a competitive acquisition and two offers were received. This is a one-year base contract with four one-year option periods. Location of performance is California, with a Feb. 24, 2016 performance completion date. Using military services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Truman Arnold Companies doing business as TAC Air, Amarillo, Texas (SP0600-15-D-0027), $16,709,017; Truman Arnold Companies doing business as TAC Air, Fort Smith, Arizona (SP0600-15-D-0023), $13,806,639, have both been awarded a fixed-price with economic-price-adjustment contract for jet fuel. These contracts were sole-source acquisitions. These are four-year base contracts with no option periods. Locations of performance are Texas and Arizona, with a March 31, 2019 performance completion date. Using military services are Army, Navy, Air Force, Marine Corps and federal civilian agencies.
