The incident marked the first time in more than a decade that Chinese military aircraft have entered Taiwan’s side of the 180km-wide strait. According to Taiwan’s defense ministry, two Chinese Su-27 fighter jets briefly crossed the so-called “middle line” on June 29.

Confirmation of the close encounter comes as the U.S. and China are trying to cool tensions in the South China Sea and safeguard a recent improvement in bilateral military relations.

Taipei, whose relations with Beijing have also been on the mend, moved to downplay the incident. “This was not between Taiwan and China, but between China and the U.S.,” said a senior Taiwanese defense official. “The Chinese crossed the line to repel a perceived intrusion by a U.S. reconnaissance aircraft.”

China and Taiwan have long respected the middle line, which was drawn by the U.S. when it signed a mutual defense treaty with the island in 1954. The line functions as a buffer zone between China and Taiwan’s militaries, which still regard each other as enemies.

Chinese military aircraft have not crossed the middle line since July 1999, at a time of heightened tensions with Taiwan. That summer the People’s Liberation Army Airforce, which had rarely patrolled the area previously, flew hundreds of sorties over the Taiwan Strait.

China has also long objected to reconnaissance patrols of its coastline, especially since a PLA jet fighter collided with a U.S. spy plane in April 2001 near Hainan island. The PLA pilot died and Chinese authorities detained the U.S. crew for 11 days in a tense stand-off.

“This once again shows that U.S. military activity very close to our territory is a destabilizing factor in the region,” said a Chinese defense source. Chinese and U.S. military officials declined to comment.

The Pentagon declined to comment on this specific case but said U.S. reconnaissance flights in the area were “fairly routine” and were conducted in international airspace, as were the Chinese intercepts.

While Beijing still claims sovereignty over Taiwan and has threatened an invasion if the self-ruled island declared independence, relations between the two sides have warmed since Ma Ying-jeou was elected president in 2008.

The Taiwanese official said the island’s air force scrambled two fighters in reaction to the intrusion. He added there had not been any direct contact between the Chinese and Taiwanese planes.

According to Taiwan media, the U.S. spy plane left the area before it could be intercepted by the PLA fighters.

The Lane Construction Corp., Cheshire, Conn., is being awarded a $19,200,000 firm-fixed-price contract for repair of airfield pavement and lighting at Naval Auxiliary Landing Field Fentress. The work to be performed provides for repairs to runway pavements, lighting and airfield infrastructure. The concrete runway ends are to be reconstructed, including new simulated carrier decks of continuously reinforced concrete. Runway and taxiway pavement areas are to be elevated throughout. Airfield lighting systems and components will be entirely replaced, including runway edge and threshold lighting, distance markers, taxiway edge lighting, all lighting cable and controls, and lighting vault. Electric Boat Corp., Groton, Conn., is being awarded a $16,620,037 cost-plus-fixed fee order under previously awarded basic ordering agreement (N00024-10-G-4314) to support nuclear carrier repair work at Norfolk Naval Shipyard during on-going availabilities. This contract is for skilled tradesmen support to two chief of naval operations carrier maintenance availabilities. Scheduled to undergo repairs include USS Harry S. Truman (CVN 75) and USS George H.W. Bush (CVN 77). Work will be performed in Norfolk, Va., and is scheduled to be completed by July 2012. Electric Boat Corp., Groton, Conn., is being awarded a $16,182,802 modification to the previously awarded contract (N00024-09-C-2100) for continued procurement of common missile compartment prototype material, manufacturing and test. The contractor will be manufacturing and testing equipment to be used in the manufacture of the common missile compartment for the Ohio Replacement Program. The majority of the work will be performed in Groton, Conn., and is scheduled to be completed by August 2013. Contract funds will not expire at the end of the current fiscal year. Supervisor of Shipbuilding Conversion and Repair, Groton, Conn., is the contracting activity.

Bell Helicopter Textron, Inc., Hurst, Texas, is being awarded a $12,507,896 firm-fixed price, indefinite-delivery/indefinite-quantity contract to provide for the repair coverage of seven items required to support the H-1 aircraft. Work will be performed in Hurst, Texas, and is expected to be completed Nov. 30, 2013. Contract funds are Navy Working Capital Funds and will not expire at the end of the current fiscal year. DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Honeywell, Minneapolis, Minn., is being awarded a $7,139,288 cost-plus-fixed-fee contract. The Defense Advanced Research Projects Agency is funding Honeywell to design, develop, and deliver a demonstration of a gyroscope with a goal capability of absolute reference navigation in a compact, four diameter optically integrated gyro-head. Work will be performed in Pasadena, Calif. (16 percent); Somerset, N.J. (15 percent); King of Prussia, Pa. (8 percent); Glendale, Ariz. (16 percent) and Minneapolis, Minn. (46 percent). The work is expected to be completed by Aug. 27, 2012. The Defense Advanced Research Projects Agency is the contracting activity (HR0011-08-C-0019).

(NSI News Source Info) TORONTO, Canada / LONG BEACH, Calif., July 29, 2011: Boeing [NYSE: BA] on July 28 delivered a third C-17 Globemaster III airlifter to the United Arab Emirates (UAE) Air Force and Air Defence at the C-17 program’s final assembly facility in Long Beach.

“We selected the C-17 Globemaster III for the versatility and reliability the aircraft brings to our mission,” said UAE Air Force and Air Defence Officer Commanding Col. Pilot Humaid Al Mansoori. “The first two C-17s delivered to the UAE Air Force and Air Defence have been flying around the world in support of humanitarian missions. The fleet’s newest airlifter is a welcome addition so that we can continue to be ready for any contingency, anywhere and any time.”

The UAE Air Force and Air Defence accepted delivery of its first C-17 in May. Boeing is contracted to deliver a fourth C-17 to the UAE later this year and two more in 2012.

“Boeing employees and our supplier partners are proud of the quality that we build into every C-17 and pleased that the airlifters delivered to the UAE customer are already supporting missions worldwide,” said Boeing C-17 Program Manager Bob Ciesla.

The C-17 can transport large payloads across vast ranges without refueling and operate in extremely hot and cold climates, making it the optimum choice for meeting the UAE’s strategic and tactical airlift requirements. With a full payload of 170,000 pounds, a C-17 can fly 2,400 nautical miles on versatile missions including brigade airdrop and aeromedical evacuation. The C-17 also can land on short runways of 3,000 feet or less and land on austere airfields.

As a member of the worldwide C-17 “virtual fleet,” the UAE’s C-17s are supported through the Boeing C-17 Globemaster III Sustainment Partnership. Under the virtual fleet concept, C-17 customers receive comprehensive worldwide logistics support (spares, support equipment, tech orders, sustaining engineering, and on-site field teams) through use of shared resources across the entire fleet. This highly successful program ensures high levels of mission readiness by providing all C-17 customers -- regardless of fleet size -- cost-effective access to an extensive support program.

There are currently 234 C-17s in service worldwide -- 23 with international customers. The U.S. Air Force, including active duty, Guard and Reserve units, has 211. International customers include the Qatar Emiri Air Force, the UK Royal Air Force, the Canadian Forces, the Royal Australian Air Force, and the 12-member Strategic Airlift Capability initiative of NATO and Partnership for Peace nations. India became the newest C-17 customer in June, when India's Ministry of Defence signed an agreement with the U.S. government to acquire 10 C-17s that will be delivered in 2013-2014.
