            Bath Iron Works, Bath, Maine, is being awarded a $662,927,172 modification to previously awarded contract (N00024-11-C-2305) to exercise options for DDG 116 construction and associated engineering change proposals and design budgeting requirements.  Work will be performed in Bath/Brunswick, Maine (75.7 percent); Cincinnati, Ohio (7 percent); Walpole, Mass. (4.9 percent); Coatesville, Pa. (1.9 percent); Charlottesville, Va. (1.9 percent); York, Pa. (1.5 percent); Erie, Pa. (1.1 percent); Falls Church, Va.   A&D Fire Sprinklers, Inc.*, Santee, Calif. (N62473-12-D-0202); Fed Con/South Bay, J.V.*, Camarillo, Calif. (N62473-12-D-0203); Southwestern Dakotah, Inc.*, Tucson, Ariz. (N62473-12-D-0204); and Western Fire Protection, Inc.*, Poway, Calif. (N62473-12-D-0205), are each being awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity multiple award construction contract for new construction, repair, renovation, and alteration of fire protection systems at various locations within the Naval Facilities Engineering Command (NAVFAC) Southwest area of responsibility (AOR).  The maximum dollar value for all four contracts combined is $75,000,000.  No task orders are being issued at this time.  The work to be performed provides for design-build or fully designed projects for new construction, repair, renovation and alteration of fire protection systems.  The types of fire protection system construction projects may include, but are not limited to, the new installation, addition, alterations, and repair of:  fire sprinkler systems; fire protection system water supply storage and distribution systems; low and high expansion aqueous fire fighting foam systems; water spray and water mist systems; and fire alarm systems.  Associated components and systems that may also be included in the fire protection system construction projects for this multiple award construction contract may include:  incidental special hazard systems such as gaseous systems (carbon dioxide and clean agents), kitchen fire suppressions systems and dry chemical systems.  Work will be performed at various federal sites within the NAVFAC Southwest AOR, including but not limited to, California (93 percent), Arizona (2 percent), Nevada (2 percent), Utah (1 percent), Colorada (1 percent), and New Mexico (1 percent).  The terms of the contracts are not to exceed 36 months, with an expected completion date of February 2015.  Contract funds in the amount of $20,000 are obligated on this award and will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website as a 100-percent small business set-aside with nine proposals received.  These four contractors may compete for task orders under the terms and conditions of the awarded contract.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.

            PAE Government Services, Inc., Arlington, Va., is being awarded a $14,372,851 modification under a previously awarded cost-plus-award fee, indefinite-delivery/indefinite-quantity contract (N33191-07-D-0207) for the two month extension of option four, which provides for base operating support services at Camp Lemonnier and forwarding operating location Camp Simba, Manda Bay, Kenya.  The work to be performed provides for general management and administration services; public safety (harbor security, security operations and emergency management program); ordnance; air operations (airfield facilities and passenger terminal and cargo handling); supply; morale, welfare and recreation; galley; housing (bachelor quarters and laundry); facility support (facilities investment, janitorial, pest control services and refuse services); utilities (water, waste water and electrical); base support vehicle and equipment; and environmental.  The total contract amount after award of this modification will be $408,052,937.  Work will be performed in Djibouti and Kenya, and is expected to be completed by May 2012.  Contract funds in the amount of $14,372,851 are obligated on this award and will expire at the end of the current fiscal year.  The Naval Facilities Engineering Command, Europe Africa Southwest Asia, Naples, Italy, is the contracting activity.

            BAE Systems National Security Solutions, Mclean, Va., is being awarded a $9,986,085 cost-plus-fixed-fee, indefinite-delivery/ indefinite-quantity contract for the delivery and fielding of intelligence exploitation and targeting systems derived from the common geo-positioning services package of software and related hardware components of Distributed Common Ground Station Systems and similar National Geospatial-Intelligence Agency systems.  Work will be performed in San Diego, Calif. (70 percent), and Ridgecrest, Calif. (30 percent), and is expected to be completed in February 2014.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6.302-1.  The Naval Air Warfare Center Weapons Division, China Lake, Calif., is the contracting activity (N68936-12-D-0016).

(NSI News Source Info) TORONTO, Canada - February 28, 2012:  The Boeing [NYSE: BA] B-1 bomber aircraft has completed its 10,000th combatmission. The heavy bomber entered service with the U.S. Air Force on June 29, 1985, and has been in nearly continuous combat for the past 10 years. The milestone mission took off from a base in Southwest Asia and was flown in support of operations over Afghanistan before returning to base.

"The B-1 brings tremendous flexibility to our nation's defense," said Lt. Col. Alejandro Gomez, mission team lead. "In any mission, the B-1 has the ability to loiter, dash, positively identify targets, show force, and strike targets precisely. Whatever our aircrews are asked to do, they can perform with this aircraft."
B-1 crews in Southwest Asia fly a variety of missions, including close air support for troops on the ground, giving them cover and alerting them to threats they cannot see. On-site maintainers keep thefleet ready to fly.
"10,000 conventional combat missions for a relatively small fleet of 66 B-1s is a major milestone and a testament to the men and women who built, sustain and modernize the fleet, including the U.S. Air Force, Boeing and our subcontractors," said Rick Greenwell, Boeing B-1 program director. "We continue to draw on expertise and experience from across Boeing to enhance our support of this amazing aircraft."
The B-1 bomber has advanced over the years as it is modified for current needs. The aircraft began as a nuclear bomber and moved into a solely conventional role in the 1990s. It carries the largest payload in the Air Force's long-range bomber fleet -- during Operation Iraqi Freedom, it dropped 40 percent of all weapons while flying only 5 percent of the sorties.
Today's B-1 can carry a mixed load of weapons in each of its three bays. Its long range allows it to base far from the conflict and loiter unrefueled for long periods. Its swept wings allow it to fly fast, slow, low or high as the situation demands. With only four crewmembers required, missions can rapidly be adjusted in flight to keep up with adversaries. The radar and targeting pod can be used for positive target identification and the aircraft can employ a variety of other weapons, including Joint Direct Attack Munitions (JDAMs), Laser JDAMs, Joint Air-to-Surface Standoff Missiles-Extended Range, and BLU-129 warheads.
"The B-1 fleet and crews have readily adapted to an ever-changing environment to accomplish this 10,000th combat sortie milestone," said Greenwell. "This aircraft has proven its ability to continue to evolve and be effective well into the future."

                General Dynamics National Steel and Shipbuilding Co., San Diego, Calif., is being awarded a $359,750,000 modification to previously awarded contract (N00024-09-C-2229) for the procurement of the detail design and construction of a third Mobile Landing Platform ship.  Work will be performed in San Diego, Calif. (58 percent); Pittsburgh, Pa. (7 percent); Beloit, Wis. (6 percent); Crozet, Va. (3 percent); Chesapeake, Va. (2 percent); Belle Chasse, La. (1 percent); and various sites throughout the United States (14 percent) and outside the United States (9 percent).  Work is expected to be complete by January 2015.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

                L-3 Unidyne, Inc., Norfolk, Va., is being awarded a $31,395,509 modification to previously awarded contract (N00024-12-C-2402) for the Service Life Extension Program (SLEP) of four landing craft, air cushioned (LCAC) craft.  The LCAC SLEP will extend the service life of LCAC from 20 to 30 years; sustain/enhance craft capability; replace obsolete electronics; repair corrosion damage; reduce life cycle cost by improving reliability and maintainability; increase survivability; and establish a common configuration baseline.  The LCAC SLEP scope of effort includes repair and upgrade of the buoyancy box; gas turbine engine replacement; installation of a new skirt; installation of an integrated C4N equipment package; and accomplishment of selected craft alterations and repair work.  Work will be performed at Assault Craft Unit Four in Virginia Beach, Va., and is expected to completed by February 2014.  Contract funds will not expire at the end of the current fiscal year.  Naval Sea Systems Command is the contracting activity.

(NSI News Source Info) TORONTO, Canada - February 28, 2012: Security forces have foiled a Chechen-linked plot to assassinate Prime Minister Vladimir Putin, state television said Monday in a report likely to boost support for the Russian leader in a presidential election less than a week away.

Other candidates questioned the timing of the report, which comes as Putin and his party face unprecedented protests following a scandal-marred parliamentary election. The Communist Party candidate called the report a “cheap trick.”
The report, which included televised confessions, said the suspects were arrested in Ukraine and linked to a Chechen rebel leader who has claimed responsibility for terror attacks in Russia.
Putin has portrayed himself as a strong protector of Russia's national interests and has counted the victory over Chechen separatist rebels as one of the key achievements of his 12-year rule. The report casting him as a terrorist target could draw public sympathy and help secure his victory by a wider margin.
Putin, who was Russia's president from 2000 to 2008 and has been prime minister since then, is running for a third, now six-year presidential term. He is expected to win easily against four Kremlin-approved challengers, but the wave of protests since December's parliamentary election has undermined his image as a strong, popular leader.
Channel One said the suspects, acting on instructions from Chechen warlord Doku Umarov, were preparing to kill Putin in Moscow immediately after Sunday's election. It said the suspects were arrested in Ukraine's Black Sea port city of Odesa after an accidental explosion Jan. 4 while they were trying to manufacture explosives at a rented apartment.
The Ukrainian Security Service said earlier this month it had detained a man sought by Russian authorities on charges of terrorism and two of his accomplices in Odesa on Feb. 4, but said nothing at the time about them being linked to an anti-Putin plot.
Its spokeswoman, Marina Ostapenko, said Monday the announcement in Moscow came only now because the Russian special service was conducting its own investigation. She confirmed the main suspect was involved in a plot to kill Putin, but didn't elaborate.
There was no immediate explanation for the different number of suspects cited by Russia and Ukraine.
Channel One said the source for its information was Russia's Federal Security Service, the main KGB successor agency dealing with domestic security. The agency refused to comment.
Umarov, whose whereabouts are unknown, has not responded to the allegations.
A Chechen rebel website, KavkazCenter, shrugged off the report about the assassination plot as “election propaganda nonsense.” The website noted that the explosion in Odesa was initially reported to have been caused by a gas leak and then that the men were preparing the explosives for a contract hit on a local businessman.
Three veteran party leaders on the presidential ballot differed on whether the report could be believed, but all said they suspected the news was intentionally delayed until shortly before the election to provide maximum benefit to Putin.
Sergei Mironov, leader of the socialist Just Russia party, said the assassination plot was plausible. The others disagreed.
Gennady Zyuganov, the Communist leader running second in the polls, called the report “a cheap trick that reeks,” the state RIA Novosti news agency quoted him as saying.
The nationalist party leader, Vladimir Zhirinovsky, said the assassination plot was invented by political spin doctors and designed to appeal to “poorly educated old ladies” and housewives, the news agency reported.
The majority of Russians get their news from state-controlled television, whose blanket coverage of Putin casts him as the defender of a stable and prosperous Russia.
Putin spokesman Dmitry Peskov said the statements linking the reported plot to the campaign were “blasphemous.”
Channel One said two of the alleged members of the group arrived in Ukraine from the United Arab Emirates via Turkey with instructions from Umarov, the top military leader for the Chechen rebels. One of them, a Chechen, was killed during the accidental explosion in Odesa and the other one, Kazakhstan citizen Ilya Pyanzin, was wounded in the blast and arrested.
Pyanzin led the investigators to their contact in Odesa, Adam Osmayev, a Chechen who previously had lived in London and had been sought by Russia since 2007, the report said. The TV station showed footage of Osmayev's arrest in Odesa with black-clad special troops bursting in and a half-naked, bloodied Osmayev on his knees, his head bowed down.
Speaking to Channel One from custody in Ukraine, Osmayev described the group's mission: “Our goal was to go to Moscow and try to kill Prime Minister Putin ... Our deadline was after the Russian presidential election.”
Both of Osmayev's hands were bandaged, and his face was covered in green dots from an antiseptic used to treat his cuts.
He said he wouldn't have become a suicide bomber, but the other Chechen who was killed in the accidental explosion might have agreed. Osmayev added they considered using powerful military mines that would have made a suicide mission unnecessary.
Umarov, the Chechen rebel leader, has claimed responsibility for a number of attacks against Russia, including a January 2011 suicide bombing at Moscow's Domodedovo airport that killed 37 people and injured more than 180. He also had warned that many more such attacks would follow if Russia did not allow the Caucasus to become an independent Islamic state governed by Sharia law.
Umarov also claimed responsibility for the double-suicide bombing of Moscow's subway in March 2010 that killed 40 people.
He is seen more as an ideological than a military figure, as many militant cells operate autonomously and shun centralized command.
In response to Russia's opposition protests, Umarov issued a statement this month ordering his men to avoid hitting civilian targets, saying that civilians should be spared because they have risen up against Putin.
Channel One said Osmayev had led the investigators to a cache of explosives near a Moscow avenue that Putin uses to travel between his office and a suburban residence. A Russian security officer told the television station that the suspects also had videos of Putin's convoy taken from different angles to prepare for the attack.
Pyanzin, who also confessed on film, was shown saying the group were to sabotage economic facilities and then try to kill Putin.
