"We signed a contract this year on research and development of a future strategic bomber for the Russian strategic aviation. It will be a conceptually new plane based on the most advanced technologies," Igor Shevchuk said at the MAKS-2009 air show near Moscow.
Tu-95MC Bear and Tu-160 Blackjack bombers, Tu-22M3 Backfire long-range bombers and Il-78 Midas aerial tankers will form the backbone of the Russian strategic aviation in the next decade following extensive modernization.

"We expect 70% of the Air Force strength to be new and modernized aircraft by 2020," Col. Gen. Alexander Zelin told reporters.
"The development of the Russian Air Force will be carried out through extensive acquisition of new advanced aircraft and continuing modernization of the existing fleet," he added.
STRATEGIC AVIATION AND RECONAISSANCE AIRCRAFT
According to Zelin, Tu-95MC Bear and Tu-160 Blackjack bombers, Tu-22M3 Backfire long-range bombers and Il-78 Midas aerial tankers will form the backbone of the Russian strategic aviation in the next decade following extensive modernization.
The bombers, in particular, will be equipped with new targeting and navigation systems, which will enable them, in particular, to use conventional unguided bombs with a very high degree of accuracy - effectively engaging any target within 20 meters.
They will also have their operational range increased and their onboard defense systems significantly upgraded, the general said.
In addition, Zelin said Russia had been developing a fifth-generation strategic bomber which could be used effectively in both conventional and nuclear conflicts.
"The new plane will use a wide selection of high-precision weapons, and will have a whole range of new combat capabilities, allowing it to apply new methods to carrying out deterrence tasks," he said.
Russia will also develop in the near future a number of advanced reconnaissance aircraft including a stratospheric plane capable of avoiding enemy air defenses.
"Ultra-high altitude reconnaissance planes will play a key role in future wars because they will be capable of staying in the air for a long time and conduct reconnaissance operations deep into enemy territory while avoiding hostile air defenses," the Air Force commander said.
FRONTLINE AVIATION
The frontline aviation is the core of the Russian Air Force and currently comprises MiG-31B Foxhound interceptors, Su-27 Flanker and MiG-29 Fulcrum fighters, Su-24M Fencer fighter-bombers, Su-25 Frogfoot ground attack aircraft, and MiG-25R Foxbat and Su-24MR Fencer-E tactical reconnaissance aircraft.
Zelin said the Air Force will receive in the next decade not only modernized Su-27SM and MiG-29SMT fighters, but also generation 4++ Su-35S Flanker-E and MiG-35C Fulcrum-F fighters.
"The Russian Defense Ministry will start purchasing large numbers of these aircraft at the beginning of the next decade," the general said.
Meanwhile, Russia's fifth-generation multirole fighter is being developed by the Sukhoi aircraft maker, part of the United Aircraft Corporation (UAC), along with India's Hindustan Aeronautics Limited (HAL), under a preliminary intergovernmental agreement signed in October 2007.
"Flight tests of the [fifth-generation] aircraft are scheduled to start in the second half of 2009, and the aircraft is expected be put into service in the next few years," the commander said.
He also said Su-24 fighter-bombers will soon be replaced by advanced Su-34 Fullback aircraft.
The general reiterated that Russia will start in 2009 the production of the Su-25UBM, a two-seat version of the Su-25SM.
MILITARY TRANSPORT AVIATION
There are up to 300 transport aircraft in service with the Russian Air Force, including An-12 Cub, An-72 Coaler, An-22 Cock, An-124 Condor and Il-76 Candid planes.
The An-12, An-22, and An-26 planes will be decommissioned in the near future, Zelin said.
The An-26 plane will be replaced by Il-112B light transport aircraft with higher payload capacity and better fuel efficiency.
"The first Il-112 is expected to make its maiden flight in 2011. The Air Force will order over 70 planes of this type," the general said.
The An-12 will be most likely replaced by a medium-haul transport plane jointly-developed by Russia and India, Zelin said.
The plane, with a 20-ton cargo capacity, is expected to go in service with the Russian and Indian air forces in about eight years.
The An-124 and its modernized version, the An-124-100, will remain in service as a strategic heavy airlift transport aircraft. In addition, 12 Il-76 aircraft will be modernized to Il-76MD-90A starting in 2011.
HELICOPTERS
The existing fleet of Mi-24 Hind attack helicopters will be fully replaced with new-generation Mi-28N Night Hunter and Ka-52 Alligator attack helicopters by 2015.
"We have started deliveries of Mi-28N helicopters to combat units [in the North Caucasus military district] and plan to re-equip at least one squadron with these aircraft by the yearend," Zelin said.
"We are also expecting to complete the tests of the Ka-52 helicopter this year," he added.
The Ka-52 is a twin-seat derivative of the Ka-50 Hokum-A attack helicopter, and is designed primarily for reconnaissance and target designation purposes. It is similar to the U.S. AH-64 Apache attack helicopter.
UAV
The unmanned aerial vehicles (UAV) will start playing an increasingly important role in future combat. Given their much lower manufacturing and maintenance costs they could form as much as 40% of the Air Force fleet by 2025, Zelin said.
The Air Force will start receiving domestically-developed attack UAVs in 2011.
"Unmanned and manned aircraft will complement one another, and must be able to accomplish a full range of combat missions in regional or local conflicts," the general said.

(NSI News Source Info) MOSCOW, Russia - July 9, 2009: Russia lost six planes in its war with Georgia last August, not four as was officially announced, and at least three were downed by "friendly fire", a Russian military journal reported.

In August 2008, an unknown number of Su-25s of the Georgian Air Force participated in bombing raids on targets in South Ossetia during the War in South Ossetia, and Russian military Su-25 undertook air raids on targets in Georgia. The Russian military officially confirmed the loss of three Su-25 aircraft to the Georgian air defense, while it estimates that it destroyed 3 Georgian Su-25 in the war. In early August 2008, Russian Su-25s attacked the Tbilisi aircraft plant, where Su-25 is produced, dropping bombs on the factory's airfield.
Russia defeated neighbouring Georgia and briefly seized large chunks of its land in a five-day war after the U.S. ally tried to retake the pro-Moscow rebel region of South Ossetia.
But the war uncovered serious deficiencies in the Russian armed forces, prompting doubts among some analysts as to whether Moscow would be able to defeat a bigger enemy and spurring the Kremlin to accelerate long-delayed military reforms.
The authoritative Moscow Defense Brief said Russia lost six planes, not four as the government announced at the time, in a report citing military sources and media reports that is to be published on Thursday in its quarterly edition.
"The absence of cooperation between the Russian Army and Air Force led them to conduct completely separate campaigns," said the journal, published by the independent Moscow-based think tank, the Centre for Analysis of Strategies and Technologies.
"Pilots were not fully apprised of the situation on the ground, received inexact and late intelligence, and at the start of hostilities ... they did not even have exact information on the structure and strength of the Georgian Air Defense Forces." Official data provided by deputy chief of the General Staff Colonel-General Anatoly Nogovitsyn showed Russia lost three Su-25 ground attack aircraft and one Tu-22M3 long-range bomber.
But providing crew names, exact times, locations and types of aircraft, the Moscow Defense Brief argued that Russia in fact had lost six aircraft in combat during the five-day war.
The two aircraft that were lost but not mentioned in official reports were Su-24M front-line bombers, the report said.
FRIENDLY FIRE
"Of these (six), two aircraft were certainly downed by enemy fire, three were probably hit by 'friendly fire' and it remains difficult to determine who shot down the last one," it said. Five aircraft fell in South Ossetia and one in Georgia, it said. Contacted by Reuters, Russia's Defence Ministry declined immediate comment. A Georgian Defence Ministry official told Reuters that Georgia had shot down 15 Russian aircraft.
Aside from the downed aircraft, several other Su-25 ground attack aircraft were seriously damaged, though they managed to return to base, the journal said. All of these jets had been hit by shoulder-launched surface-to-air missiles, it said. The worst day of the campaign for Russian aviation was the war's second day, Aug. 9, with a total loss of four planes. A transport helicopter was destroyed in South Ossetia a few days after the end of combat when it collided with and badly damaged a helicopter gunship on landing.
"Russian Ground Forces ... were not sure until the end of combat whether Russia's aviation had achieved air superiority," the Moscow Defense Brief said.
"Russian aircraft were frequently taken by Russian and Ossetian forces for Georgian aircraft, and they were fired upon without identification and in the absence of any aggressive action on their part."

Russia's nuclear triad comprises land-based ballistic missile systems, nuclear-powered submarines equipped with sea-based ballistic missiles, and strategic bombers carrying nuclear bombs and nuclear-capable cruise missiles.
"Topol-M and Bulava ballistic missile systems will be the core of the Russian nuclear triad," said Maj. Gen. Alexander Shevchenko, in charge of Armed Forces' armaments maintenance and support.
At present, six types of silo-based and mobile ICBM system of the fourth and the fifth generation, including the heavy Voyevoda (SS-18 Satan), capable of carrying 10 warheads, and the Topol-M (Stalin) systems, are on combat duty with the Strategic Missile Forces.
According to open sources, the total arsenal of Russia's SMF comprises 538 ICBMs, including 306 SS-25 Topol (Sickle) missiles and 56 SS-27 Topol-M missiles.
In line with a new military doctrine, Russia will completely modernize the naval component of its nuclear triad by 2016.
Fourth-generation Borey-class nuclear-powered submarines armed with Bulava ballistic missiles will form the core of Russia's fleet of modern strategic submarines.
Shevchenko said the Russian Navy would commission two Borey-class nuclear submarines, Yury Dolgoruky and Alexander Nevsky, in the near future.
Each submarine is capable of carrying up to 16 Bulava-M ballistic missiles.
Russia will also modernize and expand its fleet of strategic bombers and create a national air-and-space defense network.
According to various sources, the Russian Air Force currently deploys 141 Tu-22M3 Backfire bombers, 40 Tu-95MS Bear bombers, and 14 Tu-160 Blackjack planes.
Russia plans to build at least one new Tu-160 bomber every one or two years to increase the number of available aircraft to 30.
Deputy Prime Minister Sergei Ivanov said in February that Russia would continue developing and modernizing its nuclear triad despite the current global economic crisis.

Russia Considers Temporary Air Bases In Americas
(NSI News Source Info) MOSCOW - March 14, 2009: Russia could use bases for its strategic bombers on the doorstep of the United States in Cuba and Venezuela to underpin long-distance patrols in the region, a senior air force officer said March 14.
"This is possible in Cuba," Gen. Anatoly Zhikharev, chief of the Russian air force's strategic aviation staff, told the Interfax-AVN military news agency.
The comments were the latest signal that Moscow intends to project its military capability in far-flung corners of the globe despite a tight defense budget and hardware that experts consider in many respects outdated.
Zhikharev indicated that Russia was looking only at occasional use of the facilities - not setting up permanent bases in the region.
He noted that the Venezuelan constitution prohibited establishment of military bases of foreign states on Venezuelan territory and described the Russian possible use of the facility there as "we land, we complete the flight, we take off."
Zhikharev said Cuba had a several air bases equipped with the long runways needed by the heavy bombers and said the facilities there were "entirely acceptable" for use by the Russian aircraft during long-distance patrols.
"If the will of the two states is there, the political will, then we are prepared to fly there" to the bases in Cuba, the agency quoted Zhikharev as saying.
The general also said that Venezuelan President Hugo Chavez had offered to let Russian strategic bombers use a military airfield on La Orchila island, a military base off the west coast of the country.
"Yes, there has been such a proposal from the Venezuelan president," Zhikharev said.
"If a relevant political decision is made, this is possible," he added.
Russia resumed patrols by its long-distance strategic bombers in August 2007 after a 15-year hiatus, noting at the time that it was mirroring the United States, which never suspended its global bomber patrols after the Cold War.
Last year, Russia temporarily based a pair of Tu-160 bombers at an airbase in Venezuela in a carefully-choreographed display of force regarded by as a warning message to the United States.
A Russian flotilla led by the nuclear-powered cruiser Peter the Great also joined Venezuelan navy vessels for maneuvers in the Caribbean late last year, timed to coincide with a visit to the region by President Dmitry Medvedev.
The previous U.S. administration of George W. Bush officially shrugged off the Russian aviation and naval moves in Latin America, characterizing them as more for show than anything representing a military worry for the United States.
In July, however, a top U.S. air force officer warned that Russia would cross "a red line" if it were to base nuclear capable bombers in Cuba.
"If they did, I think we should stand strong and indicate that is something that crosses a threshold, crosses a red line for the United States of America," Gen. Norton Schwartz said on July 23.
The Interfax report said there were three types of Russian aircraft capable of long-distance bomber patrols: the Tu-95MS, the Tu-160 and the Tu-22.
It was Tu-160 strategic bombers that were sent to Venezuela for temporary basing last year. Each aircraft of this type is capable of carrying 12 cruise missiles that can be fitted with nuclear warheads.
