(NSI News Source Info) TORONTO, Canada - September 22, 2014The United States and allies launched airstrikes against Sunni militants in Syria early Tuesday, unleashing a torrent of cruise missiles and precision-guided bombs from the air and sea on the militants’ de facto capital of Raqqa, Syria, and along the porous Iraq border.


American fighter jets and armed Predator and Reaper drones, flying alongside warplanes from several Arab allies, struck a broad array of targets in territory controlled by the militants known as the Islamic State. American military officials said the targets included weapons supplies, depots, barracks and buildings the militants use for command and control. Tomahawk cruise missiles were fired from United States Navy ships in the region.

The strikes represent a major turning point in President Obama’s war against the Islamic State and open up a risky new stage of the American military campaign. Until now, the administration has bombed Islamic State targets only in Iraq, and had suggested it would be weeks if not months before the start of a bombing campaign against Islamic State targets in Syria.

The strikes come 13 days after Mr. Obama announced in an address to the nation that he was authorizing an expansion of the military campaign against the Islamic State, also known as ISIS.

UPDATE: Main Street Power Company, Inc.,* Boulder, Colorado, was added as an awardee under solicitation W912DY-11-R-0036 to compete for power purchase agreement task orders. This contract will be part of the solar technology suite of contracts. All awarded contracts, in all technologies – solar, wind, biomass and geothermal, will compete for task orders under an estimated ceiling of $7,000,000,000. Lockheed Martin Corp., Fort Worth, Texas, is being awarded a $60,000,000 modification to the previously awarded Lot IX F-35 Lightening II Joint Strike Fighter advance acquisition contract (N00019-14-C-0002) to procure long lead parts, materials and components in support of the procurement of four additional F-35A Air Systems for the government of Japan under the Foreign Military Sales program. Work will be performed in Fort Worth, Texas, and is expected to be completed in February 2015. Foreign military sales funds in the amount of $60,000,000 are being obligated on this award, none of which will expire at the end of the current fiscal year. Provengo, LLC, Oceanside, New York, is being awarded a maximum amount $45,407,529 firm-fixed-priced, indefinite-delivery/indefinite-quantity contract for 150,160 temperate-weather and 150,160 hot-weather boots in support of the Rugged All Terrain Boot program. All work will be performed in Portland, Oregon, and is expected to be completed in September 2017. L-3 Communications Corp., Ayer, Massachusetts, is being awarded a $39,688,613 indefinite-delivery/indefinite-quantity, firm-fixed-price, cost-plus-fixed-fee contract for the procurement of hardware items and associated engineering and technical services for multiple U.S. Navy ship classes. This proposed contract will provide various supplies and services in support of the analysis, repair, alteration, and product improvement of existing L-3 systems currently installed. Hampton Roads Mechanical of Virginia, Inc.,* Chesapeake, Virginia, is being awarded a maximum amount $19,883,426 indefinite-delivery/indefinite-quantity contract for utility systems at Naval installations in the Hampton Roads, Virginia, area of responsibility (AOR). The work to be performed provides for maintenance, inspection, cleaning, painting, repair, testing and replacement of utility systems in and around various government sites in the greater Hampton Roads area. Swiftships Shipbuilding, L.L.C.*, Morgan City, Louisiana, is being awarded an $18,000,000 not-to-exceed contract for the accomplishment of continuous lifecycle support for the Iraqi navy. This contract involves foreign military sales to Iraq. This contract will provide technical expertise in preventative and planned maintenance, emergent repairs, and platform overhaul support services for Iraqi patrol boats, off-shore vessels, and defender boats. Work will be performed on Umm Qasr Naval Base, Iraq, and is expected to be completed by October 2015. FMS funding in the amount of $9,000,000 will be obligated at time of award and the contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured pursuant to 10 U.S.C. 2304(c)(4). CGI Federal Inc., Fairfax, Virginia, is being awarded a $9,807,114 hybrid, cost-plus-fixed-fee, firm-fixed-price task order (N00039-14-F-0029) against an existing GSA Alliant contract (GS00Q09BGD0022) for engineering services in support of the modernization, virtualization, and migration of systems and applications from legacy data centers to authorized Department of Defense and Navy enterprise data centers, as well as commercial hosting facilities. This task order includes a one-year base period and four one-year option periods, which, if exercised, would bring the estimated cumulative value of the task order to $50,381,982. The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity.
Offshore Service Vessels, Inc., Cut Off, Louisiana, is being awarded an $8,798,690 modification under a previously awarded firm-fixed-price contract (N00033-13-C-2001) to exercise a one-year option for the time charter of maritime support vessel MV C-Champion. The vessel is used as a platform for launching and recovering small boats; refueling and provisioning small boats; and assisting with limited maintenance for small boats. The vessel also provides support to maritime security operations. Work will be performed worldwide, and is expected to be completed by October 2015. IBM U.S. Federal, Bethesda, Maryland, is being awarded $8,631,429 for firm-fixed-price task order 0006 under previously awarded a multiple award contract (N0004-13-D-QA03) to provide finance and audit systems and programming business integration services in support of Navy Enterprise Resource Planning efforts. Work will be performed in Mechanicsburg, Pennsylvania, and work is expected to be completed no later than Sept. 21, 2015. Fiscal 2014 Navy working capital funds in the amount of $5,055,833 will be obligated at the time of award. Contract funds will not expire by the end of the current fiscal year. Peter Vander Werff Construction, Inc.,* El Cajon, California, is being awarded $7,316,691 for firm-fixed-price task order 0005 under a previously awarded multiple award construction contract (N62473-14-D-0039) for repairs of the Air Operations Center, Building 1 at Naval Air Station Lemoore. Project will consist of new roof, bathroom remodeling, new office space, fire protection, new elevator, seismic upgrades, asbestos abatement and new air distribution system. Work will be performed in Lemoore, California, and is expected to be completed by March 2016. AIR FORCE
Leidos Inc., Reston, Virginia, has been awarded a $49,403,000 indefinite-delivery/indefinite-quantity contract for research and development. Contractor will conduct research and development and perform testing for integrated threat warning and countermeasure response, including missile warning, laser warning and hostile fire indication. In addition, contractor will develop techniques for detection of missile, laser and hostile fire threats, and develop and validate countermeasures for these threats. Work will be performed at Wright-Patterson Air Force Base, Ohio, and is expected to be completed by Sept. 22, 2020. This award is the result of a competitive acquisition with two offers received. Northrop Grumman Systems Corporation, El Segundo, California, has been awarded a $19,267,875 modification (P00002) adding Phase II base period within the general scope of the cost-plus-fixed-fee contract (HR0011-13-C-0096) for the Tactically Exploited Reconnaissance Node (TERN) program. The addition of the TERN Phase II program brings the total cumulative face value of the contract to $22,124,645 from $2,856,770.
