(NSI News Source Info) TORONTO, Canada - August 20, 2015Defense contractors competing for a contract to build the U.S. military’s replacement to the iconic Humvee are eagerly awaiting a decision from the Army.

Humvee-maker AM General, truck-maker Oshkosh Corp. and defense contracting giant Lockheed Martin Corp. are vying to begin production of the Joint Light Tactical Vehicle, or JLTV.

An announcement on which company will be chosen to build the first 17,000 production models of the vehicle is expected either this week or next, sources told Military​.com.

Overall, the Army and the Marine Corps plan to buy a total of 54,720 JLTVs to replace about a third of the Humvee fleet at an estimated cost of more than $30 billion, or about $559,000 per vehicle, according to Pentagon budget documents.

That figure, which rose from earlier estimates, includes expenses for research and development, overhead and add-on equipment such as radios, weapons and armor. Officials have said the cost of manufacturing the vehicle alone will be about $250,000.

The companies submitted their final bids to the Army in February. Each of the firms previously delivered 22 prototypes for testing under an earlier contract.

Over the past decade, the Pentagon spent nearly $50 billion buying 25,000 or so of the bigger, mine-resistant ambush protected, or MRAP, vehicles as part of a rapid-acquisition effort spearheaded by then-Defense Secretary Robert Gates to better protect troops from roadside bombs in Iraq and Afghanistan.

Thousands of the hulking vehicles were subsequently scrapped, mothballed or handed down to local police departments because the military never intended them to be a permanent part of the tactical wheeled vehicle fleet.

Now, the Army and Marine Corps are trying to incorporate some of the lessons learned from the wars into a lighter vehicle. “As we move forward, it will be a central piece of the Army,” former Army Chief of Staff Gen. Ray Odierno said in June of the JLTV.

The Light Combat Vehicle, Redefined
The Oshkosh L-ATV is designed to keep Warfighters safe as battlefield threats evolve. The vehicle's crew protection system has been extensively tested and proven to optimize protection, weight and mobility. The L-ATV can accept multiple armor configurations so it can easily be adapted to changing operational requirements.

The L-ATV also uses the Oshkosh TAK-4i™ intelligent independent suspension system, building on the success of the TAK-4 family of suspensions used on more than 20,000 military vehicles. The TAK-4i system is tailored for high-performance, lightweight vehicles to give Warfighters unprecedented mobility in severe off-road terrain. It uses an advanced Oshkosh technology to deliver 20 inches of independent wheel travel; 25 percent more than any vehicle fielded with the U.S. military today.

Oshkosh specifically designed the S-ATV based on emerging worldwide requirements for forces performing unconventional and reconnaissance missions. The S-ATV utilizes Oshkosh's battle-proven off-road technologies and expertise to nimbly travel across rugged, remote and urban terrains at high speeds. The vehicle is available in multiple weight and protection configurations.
Delivering the Oshkosh JLTV Solution
Oshkosh received a contract in August to deliver 22 Light Combat Tactical All-Terrain Vehicle (L-ATV) prototypes for the JLTV EMD phase, as well as to support government testing and evaluation of the vehicles. The joint services are expected to replace tens of thousands of HMMWVs with the JLTV.

The L-ATV also applies the Oshkosh TAK-4i™ intelligent independent-suspension system to provide significantly faster speeds when operating off-road, which can be critical to troops' safety.

(NSI News Source Info) TORONTO, Canada - August 25, 2012: Lockheed Martin [NYSE:LMT] received a $65 million contract from the U.S. Army and U.S. Marine Corps to continue developing the Joint Light Tactical Vehicle (JLTV) through the Engineering and Manufacturing Development (EMD) phase.

The Lockheed Martin team optimized a JLTV model already proven in government testing to create its EMD design. The production-enhanced JLTV maintains the proven force protection, mobility, transportability and reliability of the earlier Technology Demonstration (TD) model, while significantly reducing weight and cost. The team’s JLTV design reflects improvements from more than 160,000 combined testing miles.

"We are extremely pleased to announce the selection of the Lockheed Martin JLTV design as one of three mature vehicles selected to enter the Engineering and Manufacturing Development Phase of the JLTV Program,” said Col. David Bassett, project manager at the JLTV Joint Program Office. “We are confident that the Lockheed Martin team, along with the other two selected vehicles, are ready to demonstrate their ability to meet and exceed our requirements, deliver vehicles on schedule, and achieve the manufacturing and sustainment costs necessary to compete effectively for production."

Formed in 2005, the Lockheed Martin-led JLTV team includes tactical wheeled vehicles expertise at BAE Systems in Sealy, Texas, which is an industry leader in advanced armor solutions and high volume assembly. The team also includes numerous Tier 1 suppliers, including: Allison Transmission, Cummins Engine, L3 Combat Propulsion Systems, Meritor Defense, Robert Bosch LLC and Vehma International of America.

“We’ve had a consistent team since day one, and this win highlights the merits of a stable, proven design,” said Scott Greene, vice president of ground vehicles at Lockheed Martin’s Missiles and Fire Control business. “Two JLTVs have been produced on an active manufacturing line, so we are already well prepared for rapid production and testing.”

The firm fixed-price contract has a 27-month performance period with deliveries of 22 vehicles taking place within 12 to 14 months. Primary variants with companion trailers include the utility carrier and shelter (JLTV-UTL), a two-seat prime mover with an open bed; and the general-purpose vehicle (JLTV-GP), which is a four-seater that will carry troops, ammunition and small supplies.

Lockheed Martin’s JLTV EMD vehicles are more affordable than their predecessors, offering lower-cost materials with high fuel efficiency and low logistical support costs.  The vehicles offer enhanced crew safety based upon government tests that show the design meets the high blast-protection standards, with margin, of many existing mine-resistant vehicles serving in combat today. Additionally, the Lockheed Martin team shaved hundreds of pounds off the TD design, which was already proven in helicopter lift tests.

(NSI News Source Info) TORONTO, Canada - August 23, 2012: The U.S. Department of Defense has awarded Oshkosh Defense, a division of Oshkosh Corporation (NYSE:OSK), a contract for the Joint Light Tactical Vehicle (JLTV) program’s Engineering, Manufacturing and Development (EMD) phase.  The JLTV program aims to replace many of the U.S. military’s aged HMMWVs with a lightweight vehicle that offers greater protection, mobility and transportability.

“The JLTV program is critical to supporting our troops who stand in harm’s way and deserve the best equipment that industry can provide,” said John Urias, Oshkosh Corporation executive vice president and president, Oshkosh Defense.  “The Oshkosh JLTV solution will allow the Army and Marine Corps to provide unprecedented levels of protection and off-road mobility in a light vehicle – so that their troops can accomplish their missions and return home safely.”

JLTV is managed by the Joint U.S. Army and U.S. Marine Corps program, under the leadership of the U.S. Army's Program Executive Office for Combat Support and Combat Service Support (PEO CS&CSS).  Under the contract, Oshkosh will deliver 22 Oshkosh-designed and manufactured JLTV prototypes within 365 days of contract award, and support government testing and evaluation of the prototypes.

Rigorous Development
Oshkosh committed significant resources for light vehicle research and development to produce the L-ATV. In preparation for the JLTV EMD phase, six generations of Oshkosh light vehicles were developed to respond to evolving requirements. Oshkosh’s L-ATV designs have been verified through extensive JLTV mission-profile testing. Notably, an L-ATV prototype called the LCTV completed the 1,061-mile Baja 1000 off-road race in the unforgiving terrain of the Mexican desert, demonstrating its unprecedented performance capabilities and reliability.

Lockheed Martin's (NYSE:LMT - News) Joint Light Tactical Vehicle (JLTV) has reached a key maturity milestone, accumulating over 145,000 combined internal and government testing miles across its family of vehicles. U.S. Army and Marine teams continue to accumulate durability miles as part of a 12-month test and evaluation phase at Aberdeen Proving Grounds, Md., and Yuma Proving Grounds in Yuma, Ariz.

"Reaching 145,000 combined testing miles shows that our vehicle design is mature and robust, and can stand up to the harsh conditions in which they will operate," said Scott Greene, vice president of Ground Vehicles at Lockheed Martin Missiles and Fire Control. "Our commitment to performance is equal to our commitment to affordability, and those qualities will only improve as we continue to optimize our design for an Engineering and Manufacturing Development proposal later this year."

Ten Lockheed Martin JLTV variants are undergoing government evaluations, as part of the Technology Development (TD) phase of the JLTV program, expected to conclude in May.

"Our JLTV family of vehicles has delivered consistent performance throughout the TD phase," Greene said. "TD offers challenging mobility and reliability trials that have pushed our vehicles to the extreme, and we're proud of the dependability and maturity our platform has demonstrated to the customer."

Lockheed Martin leads a team pursuing the JLTV program, a joint services effort to return advanced mobility, protection and payload to deployed troops by replacing a portion of the aging High Mobility Multipurpose Wheeled Vehicle (Humvee) fleet. The JLTV program creates a common family of vehicles consisting of the Combat Tactical Vehicle and Combat Support Vehicle, both with multiple variants and associated companion trailers.

Formed in 2005, the Lockheed Martin-led JLTV team includes BAE Systems Global Tactical Systems, Alcoa Defense and JWF-Defense Systems.

(NSI News Source Info) BRISBANE, Australia - November 17, 2010: The ‘Valanx,’ BAE Systems’ solution to meet the Australian Protected Mobility Vehicle – Light (PMV-L) and the US Joint Light Tactical Vehicle (JLTV) program requirements was publicly unveiled for the first time in Australia today.
The Valanx, being offered to the Australian Defence Force under Project Land 121-Phase 4, is the centrepiece of the BAE Systems stand at the 2010 Land Warfare Conference in Brisbane. Valanx is the result of four successive generations of demonstrator and prototype vehicles developed by BAE Systems. The JLTV and PMV-L programs will replace much of the Humvee fleet in the US and the Land Rover Perentie vehicle in Australia respectively. Director of Land and Integrated Systems Kim Scott said: “We believe the Valanx offers the Australian Army the safest and most capable vehicle. “It’s built for the modern warfighter and delivers on the demanding balance required for the ‘Iron Triangle’ of payload, performance and protection.” BAE Systems, along with partners Navistar Defense and Arvin Meritor, delivered three right-hand drive configured Valanx vehicles to the Australian Army in June 2010. The Valanx vehicles and trailer have been undergoing trials at Army’s test track in Monegeetta, Victoria since mid-2010, as part of the US Government’s JLTV program. In December, these vehicles will revert to Australian control for further evaluation against the Australian trials and evaluation program. Local Field Service Representatives from BAE Systems Australia have been providing support for the vehicles at Monegeetta throughout the trials program. Currently, the majority of Valanx’s components are at Technology Readiness Level (TRL) 7, which is used to measure equipment maturity. Mr Scott said the Australian vehicles were designed to be highly compatible with the US variants, ensuring interoperability between forces, while still being tightly tailored to meet the needs of Australian vehicle crews and commanders. “At present, the US and Australian teams within BAE Systems are working together to examine candidate components and subsystems to enable Australian SMEs to participate in the global supply chain for the Valanx, should we be successful in the 50,000-60,000 vehicle JLTV program. “This would provide 10-15 years of steady production for companies if selected.” The name Valanx is derived from the meaning of a phalanx – an ancient Greek formation designed to protect soldiers in combat – but introduces the “V” characteristic. The Valanx has a signature V-shaped hull, designed to deflect a mine blast away from the vehicle, protecting the soldiers inside. This effort is for the design and development of three joint tactical vehicles (JLTV) subconfigurations for Australia in the right hand drive and the delivery of two JLTV subconfiguration vehicles and one companion trailer for government testing.
Work is to be performed in Livonia, Mich. (47 percent); Sterling Heights, Mich. (41 percent); Muskegon, Mich. (9 percent); and South Bend, Ind. (3 percent), with an estimated completion date of May 19, 2011. Bids were solicited on the World Wide Web with seven bids received. TACOM Contracting Center, Warren, Mich., is the contracting activity (W56HZV-09-C-0108).
The joint light tactical vehicle (JLTV) is a new support vehicle programme being developed by the US forces, specifically the US Army, USSOCOM, and the Marine Corps to replace the rapidly ageing and outmoded high-mobility multipurpose wheeled vehicle (HMMWV), the design of which is over 25 years old. The new JLTV vehicle range is expected to confer more survivability from insurgent attacks such as road-side bombings and will also have a greater payload. The HMMWV was not designed from the outset to be an armoured combat and patrol vehicle but nevertheless has been employed as one. In contrast the JLTV has been specifically designed for patrol and combat operations. The JLTV project has been able to benefit from some of the knowledge gained during the future tactical truck system (FTTS) project.
The JLTV range will contain five armoured versions including infantry combat vehicles, command vehicles, reconnaissance vehicles, and armoured utility vehicles. There will probably also be an armoured personnel carrier and a number of other non-armoured versions for other purposes such as ambulances, utility vehicles and general purpose mobility.
There are several companies involved in the development of the JLTV project with several joint efforts having been established including Northrop Grumman and Oshkosh Corp, General Tactical Vehicle, a joint venture between AM General and General Dynamics Land Systems, Lockheed Martin and BAE (formerly Armor Holdings), BAE Systems and International Military and Government LLC, an affiliate of Navistar International Corporation (International Military and Government LLC is a wholly owned subsidiary of International Truck and Engine Corporation), Boeing, Textron, SAIC, DRS Sustainment Systems Inc and Force Protection Inc. The three contract awards for development of JLTV prototypes will be in October 2008 with a JLTV system development demonstration phase planned to begin in 2012. After this two contractors will complete the design and development of the JLTV FoV (family of vehicles) and companion trailers and then compete to produce the multiple JLTV variants. The MRAP-mine-resistant ambush-protected vehicle development has been given priority but all authorities agree that this will not replace the JLTV as it does not have the payload or versatility of the JLTV.

(NSI News Source Info) LIVONIA, Mich.,- July 21, 2010: The General Tactical Vehicles (GTV) team of General Dynamics Land Systems and AM General today delivered two Right-Hand Operation (RHO) Joint Light Tactical Vehicles (JLTVs), one companion trailer and supporting equipment on schedule to the U.S. government for Technology Development (TD) phase testing in support of the U.S. and Australia's Land Force Capability Modernization Project Arrangement (PA). The PA enables tactical vehicle interoperability and integration between the two countries. Delivery of the RHO JLTVs follows GTV's previous ahead-of-schedule deliveries of armor samples, ballistic hulls, seven vehicles and four trailers and spare parts for the TD phase. Test and evaluation of the RHO JLTVs includes a five-month reliability and durability test and evaluation process at the Monegeetta Proving Ground in Monegeetta, Victoria, Australia. Test site management for GTV will be performed by General Dynamics Land Systems-Australia and supported by Australian in-country suppliers. "Our RHO JLTVs provide increased protection, payload and performance for the Australian Defence Force, as well as over 90 percent commonality with the GTV JLTV vehicles delivered to the U.S. Army and Marine Corps in April," said Don Howe, GTV senior program director.
