(NSI News Source Info) TORONTO, Canada - March 27, 2015: Northrop Grumman Technical Services, Sierra Vista, Arizona, was awarded a $48,691,384 modification (P00033) to contract WR8RGZ-13-C-0010 to continue contractor logistic services for the Hunter unmanned aircraft system. 


Fiscal 2015 operations and maintenance (Army) funds in the amount of $27,745,692 were obligated at the time of the award. Estimated completion date is March 29, 2016. 

Work will be performed in Sierra Vista, Arizona, and Afghanistan. 


Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

**Two countries aim to marry Israeli innovation with India’s vast manpower through trade and economic cooperation.
(NSI News Source Info) TORONTO, Canada - June 7, 2011: Israeli and Indian industry associations signed a memorandum of understating on recently aimed at spurring cross-border innovation and entrepreneurship, as the two countries add high technology to their growing network of trade and economic cooperation.
While bilateral trade has grown exponentially, the agreement between the Confederation of Indian Industry (CII), the country’s biggest trade association, and the Israel High Tech Industries Association, is unusual in that it focuses on technology. The Indian state of Andhra Pradesh, home to the up-and-coming software center of Hyderbad, is close to signing a pact with Israel’s Matimop, a government agency that facilitates multinational research and development ventures.

High tech is important to both countries, but their industries are very different. India is focused on software services -- writing code and operating systems for other companies. The National Association of Software & Services Cos (NASSCOM) forecasts will post exports of as much as $70 billion in the year to March 2012. The Israeli industry is much smaller but more diverse, and focuses on developing cutting-edge software, telecommunications and medicine. Exports in 2010 were about $29 billion.
Industry executives see potential to marry Israel’s innovative prowess with India’s huge and talented pool of human resources.
“There’s a complementary software story. Indian firms are entirely process orientated and Israel firms are much more about product,” Naushad Forbes, director of India’s Forbes Marshall and chairman of CII’s Innovation Council, told The Media Line. “If we put those two together, we can be unbeatable worldwide.”
Israel is trying to manage the shifting balance of world economic power. Countries like China and India post faster growth and present more intriguing markets than the older and slower economies of Europe and the US, which have been the biggest markets for Israel’s export-heavy economy. Closer trade and business ties also strengthens Israel’s political standing in the global community.
Starting at $200 million annually when diplomatic relations were established in 1992, trade between Israel and India ballooned to $4.7 billion mark last year when India vaulted into second place among Israel’s export markets. This does not include defense sales which are reportedly over $1 billion annually. In the first quarter of this year the level of trade plummeted to just $336 million, the Israel Export Institute reported on Wednesday, but industry figures and government officials are hopeful that growth will resume.
The two countries are negotiating a free-trade-area agreement (FTA) that will remove barriers to trade. In addition to the agreement with Andhra Pradesh, Israel is negotiating bilateral accords with two other Indian states. In March, Israel’s Finance and Industry Ministries allocated 100 million shekels ($29 million) to promote trade with China and India.
Much of the trade until now has been focused on defense, where increased arms spending has created a natural market for Israel military technology like unmanned pilotless vehicles (UPVs) and early airborne radar systems. These ties will likely deepen because of an Indian requirement that local components account for 30% of any contract, said Forbes. That will require Israeli companies to outsource or set up manufacturing in India.
Ties between Israeli and Indian technology companies are just starting, but they will likely involve more than sales. Companies will benefit mostly from combining Israeli innovation with India’s vast low-cost manpower.
“Israeli companies are already operating in India. We can learn from each other. There is a tremendous opportunity for collaboration and joint ventures,” Shri Sachin Pilot, the Indian minister of state for communications and information technology, said in Jerusalem.
In January 2009, India took delivery of the first of three Phalcon all-weather AWACS, also built by IAI, the flagship of Israel's defense industry, under a $1.1 billion deal. The radar system, produced by Israel's Elta Industries, is built around the Russian-built Ilyushin Il-76 aircraft. Delivery was advanced by two months following the carnage in Mumbai.
The Phalcons made India the first state in South Asia to have advanced multi-sensor AWACs capable of providing tactical surveillance or multiple airborne and surface targets and able to gather signals intelligence.
As part of the Phalcon deal, the Israelis disclosed they would establish five factories in India to produce artillery shells, a project reportedly worth $250 million.
Andhra Pradesh is already a high tech powerhouse, with software exports last year of $8 billion, equal to half the state’s total. But Ajay Misra, principal secretary to the state’s Information Technology and Communication Department, said India had ambitions to expand out of software into computer and telecommunications hardware. Israeli innovation could help, he said.
“That’s our next step,” he told The Media Line. “We’ve achieved a lot in the software and service sector, but in hardware we haven’t done anything on a big scale.”
In a taste of the kind of tie-ups that may be on the way, last Bangalore-based Tejas Networks, India's largest domestic telecom manufacturing company, is planning to acquire Ethos Networks, an Israel-based high-technology company specializing in carrier Ethernet and network-management products. Tejas now uses the Ethos team as an Israeli R&D center.
Steven Katz, a principal at the Israeli high technology investor, Vertex Venture Capital, said Israeli companies could also benefit from closer ties with India. But, he cautioned, managers will have to be careful about when and how they do it. It is critical that the most innovative parts of any new technology, where Israel’s comparative advantage lies, be developed at home.
“Once you [the company] get to a certain size and you need to build a new software module and you need 20 engineers, that’s when you can perform the development there,” Katz told The Media Line. “But the creativity and ingenuity should stay in Israel.”

Elbit Systems Ltd. (NASDAQ and TASE: ESLT) ("Elbit Systems") announced today the signing of a founder's agreement (the "Agreement") with Israel Aerospace Industries Ltd. ("IAI") to establish a joint company and a limited partnership (collectively the "Joint Entity") to perform a potential project of purchasing and maintenance of advanced training aircraft, as well as additional services (the "Project"), for the Israeli Ministry of Defense (the "MoD").

The Joint Entity established under the Agreement, will be equally owned (subject to required regulatory approvals), and will supply the MoD with the products and services required for the Project's execution. Certain portions of the Project's work scope will be acquired from IAI and Elbit Systems, respectively, in accordance with a work sharing plan determined by the two sides.

To the best of Elbit Systems' knowledge, the MoD is currently reviewing contractual possibilities with regards to the Project, and in this context has provided to Elbit Systems and IAI a request for information (RFI). It is the intention of the two companies to submit a response to the RFI in the coming days through the Joint Entity.

To the extent that there will be a contract between the Joint Entity and the MoD with regards to the Project, it is expected that its scope will be significant and that it will be performed over a long-term period. In the framework of a contract for the Project, it is also expected that the Joint Entity will seek sources of financing for the establishment of infrastructure and for the operation of the Project, as well as to purchase from aircraft manufacturers and other suppliers the aircraft and additional equipment required for the Project.

It is noted that at the time of this announcement, the Joint Entity and MoD have not yet signed an agreement for the Project and that there is no certainty that an agreement will be signed.

According to the Agreement, the scope of the Project will be divided to the extent possible equally between Elbit Systems and IAI, and if required, balancing arrangements will be established between the two companies.

(NSI News Source Info) TEL AVIV, Israel - November 10, 2010: Israel Aerospace Industries has delivered a converted B767-200ER Multi-Mission Tanker Transport to the Colombian air force. The aircraft, which has refueling capabilities, was converted by IAI's Bedek Aviation Group.

"We are proud and honored to deliver the Air Refueling B767 to the Colombian government and its air force," said Itzhak Nissan, Bedek Aviation Group's general manager. "The B767 MMTT configuration was jointly defined by IAI teams and Colombian air force pilots and officers to provide the best capabilities for both air refueling and transport missions.

The MMTT aircraft successfully completed flight tests, including in-flight refueling of Kfir/C10 fighter aircraft, also produced by IAI.

Israel Aerospace Industries' Bedek Aviation Group is a leading supplier of aviation maintenance, repair, overhaul and conversion services on a variety of commercial and military aircraft, engines and components.

IAI said Bedek's passenger-to-freighter conversion product line also includes: B737-300, B737-400, B767-200, and B747-400 aircraft.

The show will display IAI's proven technological capabilities with systems such as situation rooms and command and control stations, sensors, a real time image intelligence center, observation systems, and more.
This year's exhibition will focus on the topics of Safe City, Homeland Security (HLS),and safety and defense technologies. These topics will include challenges such as preventing violence and urban crime, the fight against terror, city policing, critical assets protection, crisis and large-scale disaster management, periphery defense systems, and more.IAI's extensive experience in projects of national and international scale makes it a key player in the HLS and Safe City markets worldwide. IAI develops, manufactures, and markets systems that provide total solutions to complete HLS missions. Some of these systems will be exhibited at the show, including:
EL/S 8994, Real Time Intelligence Center, which collects and organizes multi-layered image intelligence, using sensors such electro-optic, infra red and synthetic aperture radar (SAR). After the data has been collected, the system places it on a geographical map, allowing for the targets to be located using advanced technologies and computerized tools. The intelligence reports produced by the system are sent to decision-makers in the field or at headquarters.
Multi-Sensor Intelligence and Surveillance System (MSISS) is used to create a ground battlefield picture using intelligence gathered from a variety of sensors: motion detection radars, day/night ground electro-optic observation systems, aerostats, unmanned aerial vehicles for intelligence, surveillance, and reconnaissance (ISR), and phased array and acoustic sensors. MSISS processes all the data fed into the system and sends intelligence reports to commanders. The reports play a key role in helping to make informed, effective decisions about conducting missions in the relevant arena.
Combo pole (EL/I 3385) static ground observation system is used primarily to protect facilities. The system combines remote control sensors such short and medium range motion detection radar, electro-optic observation systems for night vision, video cameras,and communication systems. Data gathered by those sensors is sent to the command and control station. The system helps locate threats in the field, informs law enforcement officials, and ensures neutralization of the threat. The shares comprise 14.57% of all issued and outstanding Spacecom shares, which have a total worth of 167,325,000 shekels

Company backlog as of March 31st 2010 had a net growth of $1.55 billion since the beginning of the year, reaching a record high of $9.4 billion. Exports comprise 83% of the backlog orders. Company sales for the first quarter of 2010 reached $769 million, much like the first quarter of 2009. Export sales reached $624 million, an increase of 2% compared to the same quarter in 2009. Gross profit for the quarter reached $112 million (15% of sales), compared to $129 million (17% of sales) in the same quarter in 2009. The decrease in gross profit is primarily a result of the revaluation of the Israeli shekel, which affected the company's shekel-based expenses. Research and development expenses in the first quarter of 2010 were $32 million (4.1% of sales), compared to $28 million (3.7% of sales) in the first quarter of 2009, an increase of 12%.

Marketing, management, and general expenses in the first quarter of 2010 reached $50 million, compared to $47 million in the first quarter of 2009. The increase in expenses stems from the revaluation of the shekel. Other expenses (revenue), net in the first quarter were $10 million, a similar amount to that of the same quarter in 2009. The increase in expenses is a result of the shekel revaluation, which has also affected the company's fiscal responsibilities to its employees.

The company's financial revenues came primarily from income from bonds and from currency hedging operations, both of which are affected by changes in the exchange rate. Net profit for the first quarter was $17 million, compared to $15 million in the first quarter of 2009. This profit was reached in 2010 despite the shekel revaluation and the significant slowdown in certain commercial sectors in which the company operates. Positive cash flow from current activities was $330 million, compared to $209 million as of December 31st, 2009. The improved cash flow reflects the company's financial stability. On May 16th, 2010, the company signed an agreement with Eurocom Communications Ltd, in which IAI sold all of its shares of "Spacecom Ltd" to Eurocom in a private transaction. The shares comprise 14.57% of all issued and outstanding Spacecom shares, which have a total worth of 167,325,000 shekels. At the Board of Directors meeting in which the 2010 first quarter financial statements were approved, Yair Shamir, Chairman of the Board, said: "The company's $17 million net profit for the first quarter of 2010 is greater than the net profit of the same quarter in 2009, and significantly greater than the results of the last quarter. The profit was reached despite the slowdown in the commercial sector, and reflects the company's stability and success in the military sector. In the current quarter there has been a 2% increase in company sales to the military market, and an 8% decrease in sales to the commercial market, as compared to the same quarter in 2009. The slowdown in the commercial sector is continuing, despite some signs of recovery in certain areas, such as passenger-to-freighter aircraft conversions." IAI's President and CEO, Itzhak Nissan, said: "The company's backlog as of the end of the first quarter of 2010 reached $9.4 billion, following a number of new contracts totaling $2.6 billion signed during the quarter. The backlog can last for a number of years, ensuring the company's security in the short and the long term. 83% of the backlog is made up of exports to a variety of customers throughout the world. Export sales, worth $624 million, display a 2% increase compared to export sales in the same quarter of last year." Nissan added, "The company increased its research and development expenses using equity capital from $28 million in the first quarter of 2009, to $32 million in the first quarter of 2010, an increase of 12%. 4.1% of sales is invested in new product development of advanced technologies, contributing to the realization of the goals that company management has set, and thereby ensuring the future and continuing development of the company." IAI's Chief Financial Officer (CFO) Menashe Sagiv, emphasized that the company's cash balance is at $1.6 billion, and the cash flow from joint activities has reached $330 million – both of which reflect the financial strength of the company. The CFO went on the note that "the company conducts currency hedging operations in order to minimize exposure to the exchange rate. The company's current ratio is 1.14, and its quick ratio is 0.99."

Israel, which has emerged as a leading supplier of weaponry and equipment to the Indian defence forces since 1999, has occupied the largest exhibit space at 1,248 square metres.
Israel is the second-largest exporter of arms to India. India sought help from Israel notably in the domain of electronic warfare like radars, sensors, night vision equipments and special force equipments and so on. In the matter of air defense system, air-borne early warning and control system and even in military space program the two nations started extensive collaboration.

DTN News: South Korea To Transfer UAV, Missile Technologies To UAE *Source: DTN News / Korea Times By Jung Sung-ki Staff Reporter (NSI News Source Info) SEOUL, South Korea - January 09, 2010: Korea promised to transfer technology for its unmanned aerial vehicle (UAV) to the United Arab Emirates (UAE), following its successful bid to build four nuclear reactors in the Middle East nation, a government source said Thursday. (Image/Photo: RQ-101 unmanned aerial vehicle) Defense Minister Kim Tae-young made the commitment during his visit to the UAE in November to discuss bilateral defense issues as well as to support the landmark $20 billion deal, the source told The Korea Times. Kim also offered to provide key arms technologies related to the homegrown Hyunmoo ballistic and cruise missiles to the UAE as part of efforts to expand defense cooperation between the two countries, he said on condition of anonymity. Technology on an electromagnetic pulse bomb (EMP) is among the key items for cooperation promised by Korea, said the source. The state-funded Agency for Defense Development (ADD) has been pushing to develop the bomb capable of neutralizing an enemy's command-and-control, communications and defense radar systems. EMPs can severely disrupt electronic equipment, which is susceptible to damage by transient power surges. An EMP attack is generated by a very short, intense energy pulse or high-altitude nuclear blast. The agency plans to complete the development by 2014. "The UAE asked Korea to provide such key arms technologies as part of the package deal for the reactor contract," the source said. "Korea's positive response to the request played an important role in sealing the deal." Speculation has been growing after the agreement that there could have been some behind-the-scene promises to satisfy the UAE needs. At that time, Seoul's defense ministry declined to elaborate, only saying the two sides exchanged views on ways to expand bilateral defense cooperation programs. As for the UAV, Korea will offer the technology on the Night Intruder-300, also known as RQ-101, built by Korea Aerospace Industries (KAI), according to the source. KAI built the RQ-101 corps-level battlefield-reconnaissance UAV between 2001 and 2004. The Korean Army bought five sets of RQ-101s, with each set including six aircraft, a launcher and a ground-control station. KAI is also discussing the sale of the RQ-101 to Libya. The RQ-101 has a service ceiling of 4.5 kilometers and a cruise speed of 120 to 150 kilometers per hour. The 215-kilogram aircraft has a service radius of 200 kilometers and can operate for up to six hours in the air. The UAV is capable of multipurpose operations to perform missions like wide area surveillance, reconnaissance, target acquisition, bombing guidance, battlefield supervision and checking target break-down. It is also possible to transfer real-time images, especially in unfavorable environments during day and night. Some observers say, however, potential exports of the RQ-101 to either the UAE or Libya could cause a political or diplomatic row between South Korea and Israel given the ground-control station for the UAV was developed with technical assistance from Israel Aerospace Industries (IAI). IAI offered the technology when it sold its Searcher II UAVs to South Korea.Referred missile technologies are related to those for the 300-kilometer-range Hyunmoo-II ballistic missile and the 1,000-kilometer-range Hyunmoo-III surface-to-surface cruise missile developed by the ADD and LIG Nex1. The Hyunmoo-III missiles have been operational with the Army since last year. The Hyunmoo-III can hit targets with a margin of error of plus or minus five meters aided by a Terrain Contour Matching (TERCOM) system.

DTN News: IAI, EADS Discuss Adapting A320 For Airborne Early Warning *Source: DTN News / Int'l Media (NSI News Source Info) TEL AVIV, Israel - December 9, 2009: Israel Aerospace Industries and EADS are in advanced discussions on teaming up to offer an airborne early warning system installed on a member of the Airbus A320 family, an IAI official says. The discussions come after a series of overtures by IAI to adapt Elta Systems' conformal AEW technology to the A320 family. EADS's Military Aircraft division previously rejected the concept, says Baruch Reshef, deputy director of Elta's group marketing and sales division. But its attitude has recently changed. "They are in favour of co-operation if we can find solutions that fit their platforms," he says. IAI and EADS officials see a huge market opportunity for AEW technology, Reshef says, amounting to more than $10 billion over the next five years. IAI expects that an A320-based system could capture 30-40% of the market share, he says. The first such A320 AEW platform could be available for service entry within three to four years of a contract award, Reshef says. The installation process "would be quite short in comparison to other programmes", he adds. If both sides agree, IAI would help expand Airbus's portfolio of military offerings, which include the A330-based multirole tanker transport, A400M airlifter and a previous offer to provide adapted A320s for NATO's alliance ground surveillance programme - a capability which has subsequently been narrowed to include only unmanned aircraft. IAI would also gain a new platform for its conformal AEW technology, already installed on the Gulfstream G550 business jet for Israel and Singapore. EADS declined to comment on the report, following a request from Flight International. An A320-based system would join other Western market offerings in the airborne early warning and control segment, which include the Boeing 737, Northrop Grumman E-2D Advanced Hawkeye and Saab Microwave Systems' Erieye radar, which has so far been integrated with the Embraer ERJ-145 regional jet and Saab 340 and Saab 2000 turboprops. IAI's Phalcon series of AEW radars began with the EL/M-2075 L-band electronically scanned array, first installed on the Boeing 707 for Israel and Chile. India has also acquired the radar for installation on the Ilyushin Il-76 transport.

DTN News: Israel To Supply Radar Systems to South Korea *Source: DTN News / Defense Media (NSI News Source Info) JERUSALEM, Israel - September 24, 2009: Israel Aerospace Industries announced September 23 it has been awarded two contracts to sell radar systems worth $280 million to South Korea. The T-50 Golden Eagle, formerly known as the KTX-2, jet trainer and light attack aircraft is being built for the Republic of Korea Air Force (RoKAF). The aircraft is being developed in the T-50A advanced trainer and T-50B lead in fighter trainer versions. The T-50 LIFT is called the A-50 by RoKAF. The T-50 is designed to provide pilot training for current and next-generation fighters like advanced F-16s, F-22s and the joint strike fighter. The first flight of the T-50 took place in August 2002. The RoK Air Force has a requirement for 50 T-50 trainers and 44 T-50 LIFT. RoKAF placed a production contract for the first 25 T-50 in December 2003 and the first production aircraft was rolled out in August 2005. Under the terms of one contract, IAI subsidiary ELTA Systems will develop and supply an advanced radar system specifically for the FA/TA jets South Korea is developing. The radar enhances a fighter jet's air-to-air, air-to-ground, and air-to-sea capabilities, enabling long-range target detection and high-resolution mapping, the company said. The second contract is for the supply of an advanced air defense system, also ELTA Systems Ltd. Officials in Seoul announced earlier this month South Korea will buy the Green Pine Block-B radar system from Israel to detect and track North Korean ballistic missiles. The radars would be capable of monitoring ballistic missiles in flight at ranges of up to 500 kilometers (312 miles), covering nearly all North Korean soil if deployed in South Korea by 2012, the officials said. North Korea has about 600 Scud missiles capable of hitting targets in South Korea, and possibly Japanese territory in some cases. There are another 200 Rodong-1 missiles, which could reach Tokyo"

(AP Photo/Israel Aircraft Industries, File) The Arrow, a joint project between state-run Israel Aerospace Industries Ltd. and Chicago-based Boeing Co., is part of a multilayered missile-defense system Israel is working on to protect it from all forms of attack, ranging from short-range rocket fire from Lebanon and Gaza to longer-range missiles from Iran. Israel sees Iran as its biggest threat because of its nuclear program and development of medium-range ballistic missiles. Those fears have been compounded by Iranian President Mahmoud Ahmadinejad's persistent anti-Israeli rhetoric. Israel's concerns were heightened this week when U.S. Secretary of State Hillary Clinton said the U.S. would extend a "defense umbrella" over its Gulf Arab allies to prevent Iran from dominating the region "once they have a nuclear weapon." The comments raised eyebrows in Israel. "I was not thrilled to hear the American statement from yesterday that they will protect their allies with a nuclear umbrella, as if they have already come to terms with a nuclear Iran," Dan Meridor, Israel's minister of intelligence and atomic energy, told Army Radio. "I think that's a mistake." Hours after Meridor spoke, Clinton clarified her remarks, saying she was "not suggesting any new policy" on Iran and continued to believe that "Iran's pursuit of nuclear weapons is unacceptable." Israeli officials and analysts played down the glitches in the Arrow tests, saying they were expected in such a complicated project and would not affect the long-term development of the system. A statement from the Pentagon's Missile Defense Agency said the mission was an interception test and also exercised the Arrow system's interoperability with other elements of the U.S. ballistic missile defense system. The tests of the Arrow II system took place over the past week off the coast of California, most recently on Wednesday, the defense officials said. But communication glitches between the missile and the radar led U.S. defense officials to abort the test before an intercepting missile could be fired, they said. They spoke on condition of anonymity because they were not authorized to disclose details of the tests. The Pentagon said the target missile was dropped from a C-17 aircraft. It said the radar system detected the target, but "not all test conditions to launch the Arrow Interceptor were met, and it was not launched." It said the results were being analyzed. An operational version of Arrow II is partially deployed, and the U.S. and Israel are in the preliminary stages of developing an upgraded Arrow III. The homegrown "Iron Dome" system is designed to bring down short-range rockets of the kind Palestinian and Lebanese militants use. Last week, Israeli officials reported a successful live test of the system. The Arrow project was spurred largely by the failure of the U.S. military's Patriot missiles to intercept Iraqi Scud rockets that struck Israel in the 1991 Gulf War. Israeli Defense Ministry spokesman Shlomo Dror said tests of the same Arrow system in Israel earlier this year were "very successful." He said the recent tests were carried out in the U.S. because that would allow for greater distances than would be possible in Israel. He said malfunctions of systems still in their experimental stage were to be expected and said other tests were called off on Friday and Monday. The defense officials said the improved Arrow II was meant to intercept a dummy Iranian Shihab missile, which is capable of carrying a nuclear warhead. But U.S. officials blocked the launch of an intercepting missile because of the communications glitch, the Israelis said. Iran's Shihab-3 has a range of up to 1,250 miles (2,000 kilometers), putting Israel well within striking distance. Isaac Ben-Israel, a retired general and weapons expert, said the interceptor wasn't fired because it is too expensive to use in a test that isn't expected to go according to plan. He said such glitches are common when developing new systems and he did not consider it a significant setback. "I expect that within a short period of time, after they determine exactly what happened, they will repeat this experiment and then we will know if it works or not," Ben-Israel said.
