DTN News: Security And Defense ~ Israel Goes Ballistic

(NSI News Source Info) JERUSALEM, Israel - September 13, 2009: On Sunday, the USS Higgins hauled up its anchor and sailed out of Haifa Port where it had docked for a short visit. An Arleigh Burke class destroyer - one of the largest and most powerful naval vessels built in the United States - the Higgins is one of 18 American ships with an Aegis interceptor system, capable of destroying enemy ballistic missiles above the atmosphere. In just a few weeks, additional Aegis vessels will arrive here to participate in the biennial Juniper Cobra missile defense exercise that the IDF has been holding with the US European Command (EUCOM) and Missile Defense Agency since 2001. This year's drill, scheduled for mid-October, is being described as the largest joint exercise ever held by the countries. During it they will jointly test four ballistic missile defense systems. In addition to the Aegis, the MDA and EUCOM are sending THAAD and Patriot 3 missile defense systems - America's most-advanced - for the first time. While the Higgins has not yet needed to use its Aegis system to intercept missiles fired into Israel, its crew is intimately familiar with the country's various security issues, particularly along the northern border. The ship is named for US Marine Col. William R. Higgins, who was kidnapped by Hizbullah in southern Lebanon in 1988, while serving as a commander of a UN peacekeeping mission. In August 1989, a cell linked to Hizbullah murdered him in response to the IDF kidnapping of Sheikh Abdul Karim Obeid, a senior cleric and leader of the guerrilla group who was involved in the kidnapping. His body was dumped, over a year later, on a Beirut side street. Israel had planned to use Obeid to obtain information regarding the fate of IAF navigator Ron Arad. Obeid was released in 2004 in exchange for the bodies of three soldiers - kidnapped in October 2000 - as well as shady businessman Elhanan Tannenbaum, in a large prisoner swap with Hizbullah. The cooperation between Israel and the US on missile defense dates back to the mid-1980s when they began to jointly develop the Arrow missile defense system. Since then, the US government has spent close to $3 billion on the Arrow, which is manufactured by Israel Aerospace Industries and Boeing. Earlier this year, Congress approved additional funding for the development of the Arrow 3, a larger version with greater range and the capability of intercepting missiles at higher altitudes. The cooperation peaked ahead of the 1991 Gulf War when the first Bush administration sent Patriot missile batteries to help defend the country against Saddam Hussein's Scud missile attacks. Last October, the Bush administration gave Israel a farewell gift in the form of the X-Band radar, which is deployed in the Negev and is capable of detecting targets thousands of miles away, providing five to seven minutes of warning before an Iranian missile strikes. This is in contrast to the 10 seconds the residents of Sderot have when a Kassam rocket is launched from the Gaza Strip. Juniper Cobra, senior defense officials said this week, is aimed at creating infrastructure in case Israel is attacked and the US decides to send the Aegis or THAAD to bolster the Arrow. The exercise spans several days and involves hundreds of Israeli and American soldiers, mostly from the air force. The primary focus of the Juniper Cobra exercise held in 2007, for example, was integrating the lower-altitude US Patriot missile systems with the higher-altitude Arrow-2. This year, the integration will focus on improving the interoperability between the Arrow, THAAD and Aegis. Officials said that the exercise may include live fire by the systems - most likely the Patriot - but the teams will mainly conduct computerized simulations of various threat scenarios launched from fictitious countries. The threats are then tracked and engaged by the various systems and the teams jointly write doctrine and staff procedures. For Israel, the exercise could not have come at a more important time. Since the beginning of the year, Iran has made some impressive leaps with its ballistic missile development, culminating with the February launch of its first homemade satellite - called Omid - as well as the successful launch in May of a new missile, the Sajil, that has a range of more than 2,000 kilometers, easily reaching most of Eastern Europe. This is impressive considering that just 10 years ago, the Iranians only had Scud B and C missiles. Today, they have their own production line of Shihabs and Sajils, for which they are building underground silos. In addition, Israeli assessments are that the Iranians will soon be capable of independently manufacturing their own version of the BM25 missile which they received from North Korea and has a range of more than 3,000 km. According to the assessments, the launch of the Omid demonstrates that Iranian scientists have also made breakthroughs in guidance technology which has also likely been applied to its ballistic missiles. According to Uzi Rubin, founder of the Arrow missile and a former head of the Homa Missile Defense Agency, Iran can also take unguided rockets like the Zelzal - which are also in Hizbullah's hands - and turn them into guided rockets with ranges topping 220 km. "This is an original Iranian project; we don't see it anywhere else," Rubin noted in a recent briefing at the Jerusalem Center for Public Affairs. The second major breakthrough is in the propulsion systems, which Iran has succeeded in upgrading from liquid to solid fuel. The main difference is that a missile that operates on liquid fuel needs to be fueled very close to launch, making it easier to discover with surveillance satellites or hovering aircraft. Solid-fuel missiles have a significantly longer shelf life and can be stored in underground silos for a long time, allowing the Iranians to just lift their cover and launch. It is not an easy task though to assess Iran's progress in missile development. On May 19, the EastWest Institute, a New York-based think tank that monitors global security, issued a report claiming that there was "no reliable information" on Iran's success in developing a solid fuel rocket. The next day, on May 20, Iran test fired the Sajil, proving without a doubt that it had independently mastered the capability. These developments indicate as possible reversal in roles between Iran and North Korea. If Teheran bought technology from Pyongyang two decades ago, today the flow of technology is believed to have reversed.

"This morning, the Arrow system performed a successful test," the defense ministry said in a statement. "The success of the project marks a key step in its development plan and the improvement of the operational systems to offer a response to the growing threat of ballistic missiles in the region." Defense Minister Ehud Barak, who watched the test from a helicopter, said that together with a number of other rocket and missile interception systems being developed, the Arrow project "will offer optimal protection from near and immediate strategic threats," the ministry statement said. An Arrow Weapon System battery has four or eight launch trailers, each with six launch tubes and missiles, a Launch Control Centre, a communications centre, a fire control centre and the units of a mobile Green Pine radar system. It was the latest successful test of the Arrow, a project launched in 1988 during the now-defunct Star Wars program under then-U.S. President Reagan. Arrow was stepped up after Israel was hit by 39 Iraqi Scud missiles during the Gulf War. Development of the Arrow is now half-funded by the United States. Israel has carried out more than a dozen successful tests of the Arrow under various conditions. Israel considers Iran to be its arch-foe following repeated statements by Iranian President Mahmoud Ahmadinejad for the Jewish state to be wiped off the map. Israel, widely considered to be the Middle East's sole nuclear armed state, and Washington suspect Iran of trying to develop atomic weapons under the guise of its civilian nuclear program, a charge Tehran has repeatedly denied.

(NSI News Source Info) MOSCOW - March 14, 2009: Ninety of Russia's MiG-29 fighter jets have been rejected by military inspectors during checks after a crash in December, an air force spokesman said March 13, quoted by Interfax. "So far from the overall fleet of MiG-29s, about 200 planes have been examined, of which 100 have been permitted to fly. About 90 MiG-29s have been withdrawn from flying," Col. Vladimir Drik said. He added that checks were continuing on the rest of the MiG-29 fleet and that faulty planes would be repaired and put back in service as funds became available. Interfax estimated Russia's total number of MiG-29s at 300. Russia suspended MiG-29 flights in December when one of the jets crashed in Siberia, killing its pilot. The crash was attributed to a technical fault and followed another MiG-29 crash in October in the Chita area. First produced in the 1980s, MiG-29s have been exported through much of the world, notably being used by India's air force and by Iraq in the 1991 Gulf War. Despite a revival in Russia's financial position in recent years, the country's military has continued to suffer embarrassing technical failures, most notably with its accident-prone submarines.

(NSI News Source Info) February 6, 2009: The nation should be outraged by the news that military officials knew as far back as 1994 that the Humvee vehicle was a "deathtrap" against roadside bombs. According to a new inspector general's report, the Pentagon knew the Humvee didn't have enough armor to protect its occupants against improvised explosive devices, a shortcoming that later had devastating effects against American military personnel in the Iraq war. The inspector general's report says that officials from both the Army and Marines assessed the Humvee performance following the first Gulf War and the U.S. expedition into Somalia and found it lacking, to say the least. A 1994 report found the Humvees "even with a mine-protection retrofit kit developed for Somalia remained a deathtrap in the event of an anti-tank mine detonation." The assessment proved to be chillingly accurate. Troops in Iraq have sustained four times the casualties from roadside bombs while riding in Humvees than in the newer Mine Resistant Ambush Protected vehicles. With the information available 15 years ago, why didn't the Pentagon act upon it then and start development of a Humvee replacement? Defense analyst John Pike of globalsecurity.org told USA Today that development of a mine-resistant vehicle in the 1990s wasn't seen as a "good career move." The military already had spent hundreds of millions of dollars on the Humvees. Military planners back then also assumed future wars would be fast-moving blitzes rather than long ground campaigns. This was a tragic miscalculation. Do those who made those bad decisions back then have trouble sleeping now at night? If they don't, they should. Unfortunately, the devotion to the Humvees — with their low clearance, flat bottoms and light weight — didn't end in the 1990s. The recent report looked at the Marine Corps response in the early years of the Iraq war. Despite repeated requests from field commanders in 2005 for MRAPs, the Marine's Combat Development Command didn't either create a plan to field the vehicles or obtain funding for them. The inspector general is now looking into the Army's response during the same time period. Is it possible to hold anyone to account for these wrongheaded decisions? If so, let's do it. Additionally, the Pentagon must take these reports to heart and learn from past mistakes. Our troops, their safety and our military objectives should take precedent over blind loyalty to expensive equipment, especially the ineffective kind.

(NSI News Source Info) January 25, 2009: The U.S. Air Force is going back to the future, by creating a new B-52 squadron, so that it will be possible to give all squadrons time to train for nuclear bombing missions. With a max takeoff weight of 240-250 tons, the BUFF (Big Ugly Fat Fellow) is basically a large aircraft designed to carry bombs cheaply and efficiently. Currently, the B-52 force is limited, by law, to 76 aircraft. The current four squadrons each have 14 bombers and 17 crews. The remaining aircraft are assigned to a training squadron, or idle while awaiting upgrades. Twenty B-52s will get electronic and mechanical upgrades that will make all 76 of equal capability. To obtain the aircraft for the fifth squadron, each unit will now have 13 aircraft and 15 crews. The active duty training squadron will become the fifth operational squadron, and the reserve training squadron will take over all the training duties it used to share with the active duty squadron. The Air Force intends to keep the B-52 in service until at least 2040, an unprecedented length of service for a military aircraft. B-52s are periodically refurbished at the USAF maintenance depots such as Tinker Air Force Base, Oklahoma. Boeing suggested re-engining the B-52H fleet with the Rolls-Royce RB211 534E-4. This would involve replacing the eight Pratt & Whitney TF33s (total thrust 8 × 17,000 lb) with four RB211s (total thrust 4 × 37,400lb). The RR engines will increase the range and payload of the fleet and reduce fuel consumption. However, the cost of the project would be significant. Procurement would cost approximately US$2.56 billion (US$36 million × 71 aircraft). A Government Accountability Office study of the proposal concluded that Boeing's estimated savings of US$4.7 billion would not be realized. They found that it would cost the Air Force US$1.3 billion over keeping the existing engines. This was subsequently disputed in a Defense Sciences Board report in 2003 and revised in 2004 that identified numerous errors in the prior evaluation of the Boeing proposal, and urged the Air Force to re-engine the aircraft without delay. Further, the DSB report stated the program would save substantial funds, reduce greenhouse gas emissions, and increase aircraft range and endurance, duplicating the results of a Congressionally funded US$3M program office study conducted in 2003. The USAF continues to rely on the B-52 because it remains an effective and economical heavy bomber, particularly in the type of missions that have been conducted since the end of the Cold War, mainly against nations that have limited air defense capabilities. The B-52's capacity to "loiter" for extended periods over (or even well outside) the battlefield, while delivering precision standoff and direct fire munitions, has been a valuable asset in conflicts such as Operation Enduring Freedom in Afghanistan. The B-52 is the cheapest, to operate, heavy bomber in the air force, and one of them can cover all of Afghanistan. B-52s are based on the Indian Ocean island of Diego Garcia when they are supporting operations in Iraq or Afghanistan. With five squadrons, there will be time available for squadrons to train each year for nuclear missions (using nuclear armed cruise missiles), while still covering overseas obligations. During the Afghanistan war in late 2001, ten B-52s dropped a third of the bomb tonnage. That's a remarkable record for a fifty-year-old aircraft design. The B-52 carried that much of the load because it's the most cost-effective heavy bomber we have. The B-52 has a lower accident rate than the B-1 and B-2. Compared to the supersonic B-1 and high-tech B-2, the B-52 is a flying truck. Thus the B-52, despite its age, was the cheapest, safest and most reliable way to deliver smart bombs over Afghanistan. Lacking the supersonic speed of the B-1, or the stealth and automation of the B-2, the B-52 can carry up to 150 tons of fuel, and normally carries 12-20 tons of bombs (max load of 35 tons). What made the B-52 so useful in the Afghanistan war is its ability to stay in the air for so long. The B-52s flying out of the Indian Ocean island of Diego Garcia to Afghanistan typically stayed in the air for some 16 hours. Since it can refuel in the air, the B-52 can fly anywhere in the world with a load of bombs or missiles. Over Afghanistan, carrying a dozen 2000-pound JDAM (GPS-guided bombs), or a larger number of smaller bombs, a B-52 could circle a combat area for hours, waiting for the special forces guys or Air Force controllers on the ground to send them the coordinates of a target. The JDAM landed (over 90 percent of the time) within 50 feet of the location the ground troopers wanted it. Better yet, most of the bombs arrived within ten minutes of the request. Surviving enemy troops admitted that they were demoralized once they realized how this was working. At that point, the enemy fighters knew that if they saw Americans looking at them with binoculars (that included a laser range finder, to provide the B-52 with precise location data for the target), they had ten minutes to run away, or die. And often the enemy troops didn't know they were being set up for a JDAM. No place was safe from the one ton JDAMs. If you ran into a cave, it had better have another exit, because the JDAM would permanently close the one you just entered. The B-52 can carry a large variety of weapons, including eight Harpoon anti-ship missiles and 20 cruise missiles. The B-52 has seen a lot of action in Vietnam, the Persian Gulf War, in the Balkans and over Afghanistan. The B-52 prototype first flew in 1952. The last one built, a B-52H, was in late 1962. It's a large aircraft, with a wingspan of 185 feet, a length of 159 feet and a height of 17.5 feet (to the top of the fuselage, 40.6 feet to the top of the tail). Empty weight is 86 tons. It has a crew of five (pilot, copilot, navigator, electronics warfare officer and radar navigator). There used to be a gunner for a rear-firing 20mm cannon, but this was eliminated in the 1990s. Automation can reduce this even more. The 1970s era B-1 has a crew of four, and the 1980s era B-2 has a crew of two. The only B-52s flying are the B-52H model, all built in the early 1960s. A true replacement for the B-52 was never built because no one foresaw the development of such accurate smart bombs, and the ability of the U. S. Air Force to destroy most anti-aircraft defenses. Indeed, even when faced with heavy defenses, the B-52 was able to fight its way through. During the twelve days of Linebacker II raids against North Vietnam in 1972, 15 B-52s were shot down by Soviet-built SAM-2 missiles. The 150 B-52s stationed in Guam flew 729 missions, for a loss rate of two percent. But because of the number of sorties flown, ten percent of the B-52s involved were brought down. Of the 92 airmen in the downed aircraft, 33 died. After Vietnam, the B-52s received several generations of new electronic warfare equipment, learning much from the experience during Linebacker II. But there never was enough money to keep the B-52 completely up to date, especially with the equipment needed to use some of the newer bombs. Some B-52s got their JDAM equipment just before the 2001 war in Afghanistan. And this was mainly because the upgrade was cheap - wiring from the weapons officer's station to the bombs so GPS location data could be changed in flight. The 50-year-old B-52 became the weapon of choice over Afghanistan, able to hang around for hours and drop one-ton JDAM bombs on demand. The B-52 was upgraded to use JDAM before the B-1B because the B-52 is more reliable. Currently, the Air Force has the capacity to shut down the high-altitude missiles systems of just about anyone, and then bring the B-52s in at high altitude to avoid low-altitude anti-aircraft guns and mobile antiaircraft missile systems. The B-1 and B-2 were built to deal with even more intense antiaircraft defenses. But with the collapse of the Soviet Union in 1991, no one else has such a system. Perhaps, in the future, a nation like China may build another such formidable antiaircraft defense system. For the moment, because of the lack of first rate air defenses to stop it, the B-52 can still hack it in the combat zone, even delivering nuclear weapons.
