(NSI News Source Info) TORONTO, Canada - May 19, 2013:  Chinese Premier Li Keqiang today began talks with his Indian counterpart Manmohan Singh on all crucial bilateral issues within hours of his arrival here when he affirmed that his visit will "inject new vigour" into bilateral ties and strengthen mutual trust.

57-year-old Li, accompanied by a senior-level delegation comprising government officials and businessmen, arrived around 3pm on a three-day-visit and was received by minister of state for external affairs E Ahamed and senior ministry officials including foreign secretary Ranjan Mathai.

In a written statement issued upon his arrival, Li said it serves the fundamental interests of the two countries and their people and is a blessing to Asia and the world at large that China and India coexist peacefully, maintain friendly relations and work together to realize national rejuvenation.

He also said China regarded India as an important partner and friend, adding, "I am looking forward to exchanging views with Indian leaders on bilateral ties and regional and global issues of common concern."

Li also expressed confidence that his visit would strengthen mutual trust, deepen cooperation, expand common interests and consolidate bilateral friendship, which would inject new vigour into the China-India strategic and cooperative partnership designed for peace and prosperity.

Meanwhile, sources said today's restricted meeting will only discuss issues of "major concerns". Among other matters, India will convey its concern over recent Chinese incursion in Ladakh region and stress that the special representatives of India and China, who are scheduled to meet in next few months, take it up in detail to avoid such occurrences in future.

India has been pressing for clarification and confirmation on Line of Actual Control (LAC) in the India-China border areas pending the final settlement.

"Everything is on the table," joint secretary (East Asia) Gautam Bambawale said when asked about the issues to be discussed between the leaders of the two countries, which are witnessing differences on various crucial matters including boundary, waters and on market access under economic ties.

"The two Prime Ministers would talk about these subjects. Since it (incursion) being the recent occurrence(will be discussed)," he said.

Talks on trans-border rivers, especially India's concern over Chinese constructing three additional dams on Brahmaputra river are also expected to figure in the restricted talks.

(NSI News Source Info) TORONTO, Canada - May 14, 2013: Chinese leaders are making much of the fact that 200 years ago China was a mighty empire that generated a third of world GDP and 150 years later that was down to less than five percent. 

Now, because economic reforms in the 1980s, Chinese GDP is 16 percent of the world total and rising. But 200 years ago China was 35 percent of the world’s population and now is 20 percent. The U.S. has a fifth of GDP on the planet with only five percent of the population. China expects their GDP to surpass that of the U.S. within 10-20 years and then keep going. This makes many Chinese feel great and more willing to tolerate the police state bureaucrats who run the country.

Yet many Chinese and foreign economists doubt that the growth will go where Chinese officials say it will. That’s because Chinese economic growth has been slowing down and that trend is likely to continue because of numerous problems with the Chinese banking system and industrial policy as well as unfavorable trends in pollution and labor force growth.

Still, most Chinese are proud of their economic achievements in the last three decades and see this as the return of China to the leading position it has held for thousands of years. The 19th and most of the 20th century were a disaster for China and a recovery from that is seen by Chinese as long overdue. Foreigners, especially if they aren’t neighbors of China, have a hard time appreciating how important this is in China. But for those who live close to China, these new Chinese attitudes and aggressiveness are regarded with a sense of dread. Traditional China was an arrogant, aggressive and brutal state. The neighbors all have considerable experience with this and don’t look forward to seeing the bad old days return. China simply sees it new assertiveness as reclaiming what was lost in the many defeats it suffered during the 19th and early 20th century. It’s aggression borne of arrogance, which has been the cause of so many wars in the past.

A scene from a Chinese TV drama in which a naked young woman salutes Red Army soldiers heading off to battle in the Second Sino-Japanese War has gone viral and been widely criticized on the internet, reports ifeng, the website of Hong Kong's Phoenix TV.

The scene portrays a village girl removing her clothes and saluting the soldiers after she learns that they have not felt the touch of a woman in a long time. Internet users feel the scene is an example of anti-Japanese nationalism going too far and many have called the scene a "naked" attempt to grab more viewers, saying such series should be more serious in their treatment of the historical material.

The note of sexuality introduces a particular problematic resonance. War crimes committed by occupying Japanese troops between 1937-1945 included the systematic rape and murder of Chinese women during the Nanjing Massacre and the use of "comfort women" — women from China and other countries forced into prostitution at Japanese military brothels — crimes which are still a major source of bitterness. The nude scene on one level thus seems to suggest the reclaiming of Chinese women's bodies from Japanese tyranny and restoring them "correctly" as vessels for Chinese men.

One netizen described the drama as "anti-Japanese porn," while another asked how the scene got past the censors. Others said the scene twists history, which would confuse viewers as to the facts of the conflict — though historical accuracy has rarely been a strong point of such dramas.

In 2012 alone, Japanese soldiers were killed off thousands of times over in Chinese TV dramas and there are signs that audiences are becoming tired of increasingly overwrought Tarantino-esque revenge fantasies, including a man tearing a Japanese soldier in half with his bare hands or another blowing up an airplane with a well-timed grenade toss.

(NSI News Source Info) SINGAPORE - December 2, 2012: Singapore on Sunday deported 29 mainland Chinese bus drivers involved in the city-state's first industrial strike in 26 years.

The drivers, working for state-linked transport operator SMRT, staged the strike on Monday and Tuesday over a salary dispute and to demand better working conditions. Their work permits had been revoked ahead of their deportation.

"The Ministry of Home Affairs confirms that all 29 former SMRT bus drivers have been repatriated to their home country," the ministry said in a statement.

"They were cooperative and the process took place without incident," it said, adding that Chinese embassy officials and SMRT staff assisted in the repatriation.

Four other drivers were charged in court and authorities said they would lodge charges against a fifth on Monday for their involvement in the work stoppage which the government ruled was illegal.

If found guilty, they could be jailed for up to a year, fined a maximum of Sg$2,000 ($1,640) -- the equivalent of two months' wages -- or both.

The strike, the first since 1986 and which caught the government by surprise, has highlighted tightly-controlled Singapore's heavy dependency on migrant labour to drive its economic growth amid a labour shortage resulting from falling birth rates.

Strikes are illegal in the affluent island-state for workers in "essential services" such as transport unless they give 14 days' prior notice and meet other requirements.

Manpower Minister Tan Chuan-Jin said Saturday the workers broke Singapore law, but also chided SMRT saying the company "could have done better in managing their labour grievances and concerns".

SMRT has promised to look into the strikers' demands, fumigate their bedbug-infested dormitory rooms, find alternative housing in 2013 and open permanent communication lines with its Chinese workers.

"Valuable lessons have been learnt from this incident which are being addressed by the management," SMRT said in a statement Saturday, pledging to be "more proactive, responsible and sensitive to the needs" of its drivers.

A total of 171 drivers launched the strike November 26 by refusing to report for work and staying in their dormitories, with the number falling to 88 on the second day.

Sinapan Samydorai, director for Southeast Asian affairs at civil rights group Think Centre, on Saturday criticised the government action as "a bit too harsh".

The seven-day Malabar 2012 exercise involved the American and Indian navies.

The Centre’s move followed a quiet policy decision in the defence ministry to scale down — but not stop — the friendly military engagements with the US armed forces, which have gathered pace and increased in complexity over the past decade.

The defence ministry is wary of the “hype” that the US builds around joint military exercises with India.

Among the most important of the war games that the Indian and US forces conduct is the Malabar series involving the two navies. An air force component is integral to the exercises because the US deploys a carrier battle group.

The Malabar exercise in 2007 in the Bay of Bengal involved the armed forces of five countries and was easily the largest international war games that India has hosted. The exercise involved three aircraft carriers and the Indian Air Force (IAF).

That drill irritated the Chinese so much that Beijing asked New Delhi if it was forging a military alliance against it.

For this year’s Malabar exercise, based out of Chennai, the US deployed the Carrier Strike Group-1 with the Nimitz-class carrier USS Carl Vinson in the lead. The US also deployed a Los Angeles-class nuclear submarine.

When the IAF asked to be part of the exercise, the ministry turned down the request. While it was reworking its proposal, air headquarters communicated its desire to naval headquarters.

The navy was of the view that involving the air force would require a change in the “Con Ops” (concept of operations).

The air force wanted to deploy its Shamsher (Jaguar) fighter-bombers that are assigned to the maritime strike role. The IAF’s Maritime Air Operations are headquartered in its southern command.

After the navy told the IAF that it was too late to change the “Con Ops”, the air force wanted a separate exercise with the US navy, the second-largest air force in the world. The USS Carl Vinson alone carries 85 aircraft in its hangars and flight deck.

The highlight of the seven-day Malabar 2012 in the absence of complex maritime-aerial drills was the refuelling in high sea of the USS Carl Vinson by the Indian Navy’s new Italy-built feeder vessel, the INS Shakti. India also deployed the INS Satpura, the indigenously built stealth frigate commissioned earlier this year.

The Carrier Strike Group-1 included, apart from the Nimitz-class aircraft carrier USS Carl Vinson, the Ticonderoga-class guided-missile cruiser USS Bunker Hill and the Arleigh Burke-class guided-missile destroyer USS Halsey (DDG 97).

It also deployed the Military Sealift Command fast combat support ship, the USNS Bridge. The Indian assets included the frigate INS Satpura, destroyers INS Ranvir and INS Ranvijay (D55), and the corvette INS Kulish along with the replenishment oiler INS Shakti.

The exercise took place in approximately 450 nautical miles of sea and air space. The INS Satpura led one group and the USS Bunker Hill another.

(NSI News Source Info) TORONTO, Canada - April 14, 2012: Is China a peaceful nation that only wants to turn out Apple iPads and iPhones? Or is the Middle Kingdom bent on attacking the U.S.? Beijing is the long, and strong, pole in the tent for the U.S. military – and they know it. China is the new Soviet Union, and perhaps it should be.

But is there a downside to view Beijing through such a lens? (Congress has created the U.S.-China Economic and Security Review Commission to track China’s growing clout [remember when the CIA was our chief threat exaggerator?] It also compels the Pentagon to report annually on Chinese military threats [remember when, for good or for ill, we counted on the Defense Intelligence Agency to keep track of such things?])

Do such assessments only create a self-fulfilling prophecy (self-fulfilling prophecy: something that allows the self-licking ice-cream cone, with apologizes to John Cameron Swayze, to keep on licking)? Perhaps not. After all, former Defense Secretary Caspar Weinberger’s multi-colored annual editions of Soviet Military Power — which portrayed the Soviet Union as a military superpower during the 1980s as the Pentagon, DIA and CIA missed its internal rot — hardly strengthened the Red Army.

Two contrary views:

In the Chinese government’s China Daily newspaper, Luo Yuan, the executive director and deputy secretary-general of the Chinese Society of Military Science, writes:

Every cent that is spent on the Chinese military is to safeguard its citizens and its territory and help maintain peace. Last year, China spent $75 to protect each of its citizens, and $9.72 to protect each square kilometer of its land. The US on the other hand spent $2,201 to protect each of its citizens and $75.3 to protect each square kilometer of its territory. It is not difficult to see which country is the real threat.

Some have alleged that China’s military budget has outgrown its demand for self-defense, but it should be pointed out that China has never staged any military exercises off the coast of another country or carried out any close reconnaissance of another country. And it is worth remembering that China has never seized a single inch of another country or region’s territory. On the contrary, others are occupying its reefs and isles and plundering its resources. China is justified in spending money on its military to keep its territory intact.

Commentary magazine’s April cover story on the other hand, is all about the coming war with China. Long-time China-watcher Bill Gertz writes:

…the U.S. military [in November took] off the gloves as part of a major war-fighting initiative to counter new Chinese weapons that might succeed in enabling its weaker forces to defeat the United States in a regional war.

The Pentagon will press the defense industry for new ideas, as one defense official put it, “about how to go into China.” Public discussion of [the new Pentagon strategy known as] Air-Sea Battle has been focused largely on operations outside China, such as anti-submarine warfare, mines and countermine warfare, and defending carriers 1,000 miles from Chinese territory. Internal military operations against China under Air Sea Battle will include special forces commando raids on missile forces and bases and, most controversial, covert action and aid to ethnic groups, such as the Uighurs in Xinjiang, anti-regime elements inside Tibet, and ethnic Inner Mongolians seeking to reunite with independent Mongolia.

It’s a safe bet that Luo Yuan’s argument is too benign (no mention of Taiwan or Tiananmen, for example). But it’s fair to suggest that Gertz’s is too menacing (no mention, for example, that nearly everything in every American Walmart is made in China).

We pay the U.S. military to survey the horizon for threats, and prepare to deal with them. China bears watching: its actions makes its neighbors uneasy, and the fate of Taiwan will have to be resolved one way or the other. But, interestingly, as each side focuses on wars that might come, they all seem to erupt in China’s backyard, not ours.

That’s probably a good thing, most Americans would say. But it sure doesn’t look that way to the Chinese.

Once the proposed Chinese carriers are deployed, the radius of the Chinese Navy's range is expected to reach Guam, where a U.S. base is located. Thus, military experts are worried about China's moves prompting an arms race in Northeast Asia.

The dossier said the construction of the nuclear-powered carrier will be completed in 2020. China State Shipbuiling Corp's Jiangnan shipyard located on Changxing Island near Shanghai, will be responsible for its design and construction. The size is similar to former Soviet's unfinished atomic-powered carrier Ulyanovsk, the dossier states. China reportedly secretly purchased the design of Ulyanovsk from Russia. When the nuclear-powered carrier is finished, China will own an aircraft carrier which is on par with the U.S's newest of such vessels, the 97,000-ton atomic-powered USS Ronald Reagan, which recently docked at Busan Port to participate in a joint exercise between the South Korean and U.S. militaries.
