In Europe, Germany said it wouldn't take part in airstrikes, while the U.K. said it wasn't ruling out participation. Several dozen European and other countries agreed during this month's North Atlantic Treaty Organization summit in Wales to support the campaign, but as of Thursday, many were still weighing the specific nature of their involvement.

At the core of the emerging alliance, said U.S. and Arab officials, is an agreement with the Saudi government for it to host a training facility for thousands of Syrian rebel fighters who are combating both the Islamic State and President Bashar al-Assad's regime. Administration officials said Wednesday the deal was in place, but said late Thursday talks were still ongoing.

Among other uncertainties, U.S. and Arab officials said discussions about Mideast governments providing basing and overflight rights to American warplanes are ongoing. Also unclear is whether any of the leading Arab states would join in U.S. airstrikes against militants in Iraq and Syria. Qatar and the United Arab Emirates joined in the 2011 air campaign in Libya that helped overthrow strongman Col. Moammar Gadhafi.

Adding urgency to the effort, the Central Intelligence Agency in a new estimate Thursday said the size of the militant group at least doubled over the summer. Islamic State "can muster" between 20,000 and 31,500 fighters, said agency spokesman Todd Ebitz, citing a new review of intelligence reports from May through August.

In the agreement reached in Saudi Arabia, countries said they would participate in military efforts "as appropriate," which U.S. officials defended, saying it was reasonable to allow countries to decide on the extent of their participation.

"It was important; we made progress; the coalition is growing and now it has a clarity of purpose with the region, which is essential to our possibilities of success," Mr. Kerry told reporters in Jeddah.

In the cases of Turkey, European and Middle Eastern allies, U.S. officials said there was time to allow for "a deliberate, prudent process."

"'What role can you play? What are we all going to do together?'" State Department spokeswoman Marie Harf said, describing the nature of the discussions. "That process will be ongoing."

The U.S. military began a laborious process of gearing up for military training operations following new instructions Wednesday from Mr. Obama, preparing for expanded airstrikes in Iraq and the start of a first-ever air campaign in Syria. Officials said some components of the plan could take several months to come together.

Part of the military training operations will depend on congressional action to approve a $500 million funding request from the Obama administration. The request faced procedural and political obstacles on Thursday.

Overall, the process reflected the difficulty of forming a new international coalition to confront a growing regional threat.

In the communiqué signed by Arabic countries, officials pledged to curb the promotion of the Islamic State's radical Islamist ideology through their religious centers, media outlets and social media sites.

"There is no limit to what the kingdom can provide in this regard," Saudi Foreign Minister Saud al-Faisal said following the meeting with Mr. Kerry in Jeddah. "The kingdom is determined to face and overcome this scourge."

Mr. Kerry said he would continue his efforts to enlist Mideast support for the U.S. campaign during stops in Turkey, Egypt and France in the coming days.

U.S. officials also said the annual gathering of the United Nations General Assembly in New York this month will be a key venue to promote Washington's operations against Islamic State.

Russian and Syrian officials on Thursday indicated they would challenge Washington's strategy.

Russian officials said the Obama administration would need to get a U.N. Security Council resolution to launch military strikes inside Syria against the Islamic State. Syrian officials said they supported military operations against the terrorist organization but only if they are coordinated with Mr. Assad and his military leaders.

"There should be no mistakes," Syria's deputy foreign minister, Faisal Mekdad, told NBC News on Thursday. "Betting on other forces is a very big mistake."

Mr. Kerry at a news conference brushed off the Kremlin's suggestion that U.S. military action in Syria would violate international law.

"I'm really rather surprised that Russia would dare to assert any notion of international law, after what has happened in Crimea and eastern Ukraine," he said.

For many Arabic governments, a request to commit forces is considered likely to be met with deep reservations, said Alaa Batayneh, a member of Jordan's Senate who served as the country's energy minister until last year.

"Having boots on the ground is a red flag for many countries, and Jordan is one of them," Mr. Batayneh said.

For Saudi Arabia, in particular, the stakes are high in the campaign against Islamic State, which has vowed carry its fight to the kingdom's monarchy. But as one of the leading Sunni Muslim states, Saudi Arabia is hesitant to commit its troops to a war against fellow Sunni Muslims, however extreme they might be, for fear it would generate a domestic backlash.

"The Saudis need to respond and fight. The knife is on their necks, and they can't rely on the U.S. fighting the fight for them anymore," said a Lebanese security official familiar with the discussions over Arab troop deployments.

The Lebanese army has been fighting Islamic State since the militants streamed across the border last month.

While Saudi Arabia has funded and armed Syrian rebels, the training operation would be a new step in its commitment to bring down Mr. Assad's regime, said Jamal Khashoggi, an analyst close to the government.

"When you open training camps for groups that fight another government, that's a declaration of war" with potentially deep repercussions, Mr. Khashoggi said.

(NSI News Source Info) TORONTO, Canada - September 10, 2014: The AH-1W Super Cobra is the US Marines' attack helicopter. It is supplied by Bell Helicopter Textron, and entered service in 1985.

As well as the US Marine Corps (USMC), the Super Cobra is operational with the Turkish Land Forces and the armed forces of Taiwan. The AH-1W was deployed in support of Operation Iraqi Freedom in March 2003.

AH-1W Super Cobra orders and deliveries

Around 63 AH-1W helicopters were acquired by the Republic of China Army in 1990. As of January 2010, 59 helicopters were operational.

In 1990, the Turkish Army procured ten AH-1W Super Cobras. Six helicopters were operational as of July 2010. Two more AH-1W helicopters were delivered by the US in 2011 under a foreign military sales contract. About 167 AH-1W Super Cobra helicopters are being operated by the USMC.

The Republic of Korea Army obtained eight AH-1J Cobras in 1978 and three are in service as of January 2010.

The US Navy uses seven AH-1Ws for test and rating purposes on behalf of the USMC. The marine corps took delivery of three upgraded AH-1s from Bell in February 2008. Bell received a contract for 15 upgraded aircraft (11 UH-1Ys and four AH-1Zs) in September 2008 and delivered 20 upgraded H-1 helicopters (14 UH-1Ys and six AH-1Zs) in 2008.

The US Navy ordered 16 Lot 6 H-1 helicopters (five AH-1Zs and 11 UH-1Ys) in March 2009 totalling the entire contract to produce 65 upgraded H-1 aircraft (17 AH-1Zs and 48 UH-1Ys). Bell delivered six AH-1Zs and 17 UH-1Ys in March 2009.
In September 2008, NAVAIR (Naval Air Systems Command) ordered 46 AH-1Zs bringing its total orders to 226.

Super Cobra attack helicopter upgrade programme

A major upgrade of the Bell Super Cobra known as the H-1 programme is underway. The programme calls for the remanufacture of the US Marine Corps fleet of 180 AH-1W Super Cobra and 100 UH-1N utility helicopters to an advanced four-bladed configuration, which will operate to beyond 2020. An upgraded cockpit configuration allows easy co-pilot access to the night targeting system (NTS). These are also remanufactured with "zero-time" airframes comprising advanced technology.

The original two-bladed semi-rigid, teetering rotor system has been replaced with a four-bladed, hingeless, bearingless rotor system. The improvement in flight characteristics provided by the four-bladed configuration has led to increases in flight envelope, maximum speed, vertical rate-of-climb, payload and rotor vibration level.

The USMC subsequently decided on new-build rather than remanufactured UH-1Y helicopters and, in February 2008, awarded Bell a contract for the new build of 40 of the proposed 189 AH-1Z helicopters. Four additional helicopters were ordered in September 2008.

First flight of the AH-1Z took place in December 2000. The AH-1W entered low-rate initial production (LRIP) in October 2003. Five AH-1W helicopters were remanufactured to AH-1Z standard and took part in flight testing at NAS Patuxent River, Maryland. Sea trials in May 2005 included the first shipboard landing on USS Bataan, Wasp Class amphibious assault ship.

Developmental testing was completed in February 2006 and two test aircraft began operational evaluation (OPEVAL) with the USMC in May 2006. The first production AH-1Z helicopter was delivered to the USMC in January 2007. Phase II of OPEVAL began in February 2008, and the OPEVAL was completed in October 2010. In November 2010, the AH-1Z was approved for the full-rate production. Initial operating capability of the AH-1Z Cobra took place in February 2011.

The Turkish Army selected the AH-1Z King Cobra in July 2000 with a request for 50 out of a total requirement for 145 helicopters. In May 2004, it was announced that the acquisition was to be cancelled. The helicopters were to be built in Turkey by Tusas Aerospace Industries (TAI).

Super Cobra cockpit

Northrop Grumman has developed the integrated avionics systems for the AH-1Z. The systems include two mission computers and an automatic flight control system with four-axis stability control augmentation system. Each crew station has two 8in×6in multifunction displays and one 4.2in×4.2in dual function display, based on active matrix liquid crystal colour technology.

The displays are supplied by L-3 Ruggedised Command and Control Solutions. Smiths Aerospace supplied the weapon stores control and data transfer system.

The communications suite combines the new US Navy RT-1824 integrated radio, UHF/VHF, COMSEC and modem in a single unit. The navigation suite includes an embedded GPS inertial (EGI), a low-airspeed air data subsystem, which allows weapons delivery when hovering and a digital map.

In June 2002, Thales Avionics' TopOwl helmet-mounted display system was chosen for the USMC AH-1Z. The first system was delivered in January 2003. TopOwl, also fitted on Tiger, NH90 and Rooivalk helicopters, has integrated Gen IV image intensifier and FLIR capability and provides transition from day to night use at the push of a button.
Weapons and missiles

The Super Cobra can carry both TOW and Hellfire anti-armour missiles and is being qualified to carry the Maverick missile. The Raytheon BGM-71 TOW missile has a range of more than 3km and semi-automatic command-to-line-of-sight guidance. The AGM-114 Hellfire missile is manufactured by Lockheed Martin. It is equipped with a semi-active laser seeker and has a range of 7km. The Super Cobra has fire-and-forget capability when firing the Hellfire missile in co-operative mode with laser target illumination.

The Super Cobra was the first attack helicopter to qualify both the Sidewinder air-to-air missile and the Sidearm anti-radiation missile. Both missiles can use the same LAU-7 rail launcher. Sidearm has a range of more than 15km. AIM-9L Sidewinder is an all-aspect, short-range, air-to-air missile produced by Lockheed Martin and Raytheon. The missile has a range of 15km.

The Super Cobra can fire the Hydra family of unguided 70mm rockets or the larger 127mm Zuni rocket bombs. Since 2008, all units have been armed with the advanced precision kill weapon system (APKWS), a guided version of the Hydra. The US Army reopened the competition for the APKWS in September 2005 and BAE Systems was selected as the prime contractor on 27 April 2006. A $96.1m contract was awarded to BAE systems by the US Army for design and development of APKWS II laser guided rockets.

The Super Cobra carries a three-barrel, 20mm Gatling gun for close range (up to 2km) engagement and 750 rounds of ammunition. With the gun in a fixed forward position, the pilot can aim by manoeuvring the helicopter. Either crew member can slave the turret to the helmet-mounted sight and aim the gun by looking at the target.

The AH-1Z for the USMC will be armed with: 16 Hellfire missiles, six AIM-9 Sidewinder air-to-air missiles, 70mm rocket pods (7- and 19-shot), and a 20mm gun.
Sensors

Targeting for the AH-1W is provided by the night targeting system (NTS), jointly produced by Tamam Division of Israel Aircraft Industries Ltd and Kollsman.

NTS integrates a forward-looking infrared (FLIR) which provides automatic target tracking with a laser designator / rangefinder and video recorder.

Lockheed Martin has developed a longer range AN/AAQ-30 target sight system (TSS) for the AH-1Z to replace the NTS. TSS includes a third-generation four field-of-view FLIR based on a 3-5-micron staring array, CCD colour TV, Kollsman eyesafe laser rangefinder / designator and multi-target autotracker. L-3 Communications Wescam supplies the turret assembly. Lockheed Martin was awarded a contract to supply the first 16 systems to the USMC in March 2008.

Longbow International (a joint venture of Lockheed Martin and Northrop Grumman) is developing the Cobra Radar System for the AH-1Z, based on the Longbow millimetre wave radar on the AH-64D Apache. Cobra is a pod-based radar that can be mounted on a wingtip or in a stores position. Cobra can automatically search, detect, classify and prioritise multiple moving and stationary targets. It has a range of 8km against moving and 4km against stationary targets.

Countermeasures

The H1 Super Cobra upgrade includes provision of a new electronic warfare suite. A new radar warner, the AN/APR-39(XE2) from Lockheed Martin, replaces the Lockheed Martin AN/APR-39(V)2 pulse radar warner and the AEL Industries AN/APR-44 continuous-wave radar warner.

The ATK AN/AAR-47 missile warning system has been included in the upgrade suite. AN/AAR-47 uses infrared detectors to detect the missile plume. The Goodrich (formerly Raytheon) AN/AVR-2A laser warning receiver has also been added. The infrared countermeasures system is the AN/ALQ-144A developed by BAE Systems IEWS (formerly Sanders, a Lockheed Martin company).

The helicopter is also equipped with the AN/ALE-39 chaff and infrared flare dispenser manufactured by BAE Systems Integrated Defense Solutions (formerly Tracor) and Lockheed Martin Tactical Defense Systems.

Engines

Twin General Electric T700-GE-401 turboshaft engines provide a total of 2,410kW or 3,380shp.

In standard conditions, with an air-to-air ordnance load, the Super Cobra can take off and climb out at more than 4.1m/s on only one engine. It can hover out of ground effect (OGE) at 914m, with a load of four TOW and four Hellfire missiles, full turret ammunition and rockets.

Performance

The helicopter can climb at the rate of 8.2m a second. The maximum and cruise speeds of the helicopter are 388km/h and 274km/h respectively. The range and service ceiling are 648km and 3,720m respectively. The maximum endurance of the helicopter is three hours and 30 minutes. The helicopter weighs around 4,953kg and the maximum take-off weight is 6,690kg.

This contract combines purchases for the U.S. Navy ($74,071,450; 33.20 percent); U.S. Air Force ($74,148,758; 33.24 percent); and the governments of Turkey ($46,902,085; 21.03 percent); the Netherlands ($16,471,972: 7.38 percent); Singapore ($10,574,904: 4.74 percent); Morocco ($522,442; .23 percent); and Kuwait ($390,283; .18 percent) under the Foreign Military Sales Program. This contract was not competitively procured pursuant to FAR 6.302-1.

Turkey selected the FD-2000 for its new air defense system on Sept. 26, rejecting other options including the US Patriot system, Russia's S-300 and the European Aster 30. It will be used by the Turkish air force as a long-range air and anti-missile defense system to defend the airspace over the country's interior, while Patriot missiles deployed by NATO are guarding the country's border with war-torn Syria.

However, concern from the United States and other NATO members has arisen as to what extent the Chinese missile system can be integrated with the Patriot air defense system along the border, according to Bekdil. As China Precision Machinery Import-Export Corp has been named the contractor for Ankara's first long-range air defense architecture, Washington is also worried about the proliferation of nuclear techonology into Turkey.

The Beijing-based company is currently under US sanctions for violations of the Iran, North Korea and Syria Nonproliferation Act. "We are concerned about that Chinese company, and its role as a nuclear weapons technology proliferator in the world," Francis Ricciardone, the US ambassador to Turkey, told Defense News. "This is not a NATO system. China is not a member of NATO. This is one of the issues."

Turkey's loyalty as a NATO member has also been called into question by the organization over fears that the integration of the two systems could lead to classified information regarding the Patriot system being leaked to China. "How could Turkey, protected by NATO assets, ignore the alliance's concerns and opt for an air defense system to be built by a non-friendly country?" asked a NATO defense attache.

A Turkish official stated that the FD-2000 was selected based on considerations of price, technology, local work share, technology transfer and credit financing terms.

"The Chinese bid is perfectly in compliance with our terms and conditions," said Murad Bayar, head of the Ankara-based Undersecretariat for Defense Industries. "As part of this program, a Turkish defense company will be tasked with integrating the air defense system into a network operated by the Turkish Air Force." Even though some Chinese techonology may be used, Bayar sought to assured the Defense News that the missile will be a Turkish missile, not Chinese.

Meanwhile, experts and analysts have questioned whether the FD-2000 will be allowed to be integrated with other NATO missile defense systems. "NATO has the technical capabilities to isolate the Turkish air defense architecture by denying Ankara the interface data necessary for any integration," said a Western defense official. This will eventually leave the FD-2000 system useless and give the United States a pretext to block the contract, as it has done in the case of Israel in the past.

(NSI News Source Info) TORONTO, Canada - September 10, 2013: A chemical attack may be launched on Israel by Syrian rebels from government-controlled territories as a "major provocation," multiple sources told RT.


The report comes as Russian Foreign Minister Sergey Lavrov proposed that Syria puts its chemical weapons arsenal under international control for subsequent destruction in order to prevent a possible military strike against the war-torn country.

Moscow also urged Syrian authorities to join the Organization for the Prohibition of Chemical Weapons. The offer has already been passed over to Syrian Foreign Minister Walid al-Muallem, who met Lavrov in Moscow for talks on Monday. 

“We don’t know if Syria will accept the offer, but if imposing international control over chemical weapons stored in the country can help to avoid military strikes, we are immediately going to start working with Damascus,” Lavrov said. 

The Syrian Foreign Ministry has welcomed Moscow's initiative, “based on the Syrian’s government care about the lives of our people and security of our country,” Muallem said later on Monday.  

Meanwhile, US National Security Adviser Susan Rice made a statement saying that Damascus' alleged "use of chemical weapons against its own people" posed a threat to US national security. “The use of chemical weapons also directly threatens our closest ally in the region, Israel,” she said, speaking at the New America Foundation in Washington.

The statement was made shortly after RT published a report about the possibility of a chemical provocation. 

A few hours earlier, US Secretary of State John Kerry said that to avoid a military operation, Syrian President Bashar Assad has a week to surrender control of “every single bit” of his stock of chemical weapons to the international community. “But he isn't about to do it and it can't be done,” he added, speaking at a media conference in London as he wrapped up his European tour in a move to garner support for the Obama-proposed “limited” strike against Syria.

The US Administration has blamed the Syrian government for the alleged chemical weapons attack in the Damascus suburbs on August 21. Washington has maintained it has the intelligence to prove it, but has so far refused to make public a single piece of concrete evidence that would link the Assad regime to the deadly incident. 

On Sunday, the Senate Select Intelligence Committee released a series of 13 videos showing what is purported to be proof of chemical weapons use in Syria. The disturbing images of the victims of the alleged attack were earlier shown during a closed-door briefing to a group of senators, as Obama is trying to get authorization from Congress for the military strike on Syria. The administration told senators that the authenticity of the videos was verified by the intelligence community, reported CNN, which first aired the graphic material.

The videos depict scenes of convulsing children, men vomiting and struggling to breathe, and also what appeared to be dozens of dead bodies wrapped up in white sheets, lying side by side. But the footage still does not provide an answer to the question of who was behind the attack. The Syrian government and the opposition forces point the finger of blame at each other. 

It also remains unclear as to why exactly President Assad would order a chemical attack at a time when a group of UN experts were carrying out an investigation in the country.

There is proof the footage of the alleged chemical attack in Syria was fabricated, Mother Agnes Mariam el-Salib, mother superior of the St. James Monastery in Qara, Syria, told RT. She added that she plans to submit her findings to the UN.

Reaction to U.S. President Barack Obama's decision to delay military action against Syria pending a vote in congress is eliciting various reactions. Further delay for action gives them a chance to change the position of the weapons. In a sprawling tent city erected in Iraq, some of the thousands of people who've fled the civil war in Syria see things differently. Why does the U.S. interfere in Syria? We don't want the opposition to be in charge either. Whether and when the U.S. takes action is now up to Congress. (NSI News Source Info) TORONTO, Canada - June 24, 2013: Our NATO partner's and long considered one of our closest allies in the Muslim world, the Turks are now reportedly using their national airlines to ferry al-Qaeda terrorists to fight with the rebels in the Syrian Civil War, all with the support and approval of both the American and British governments, as reported by the London-based Muslim news portal Ahlul Bayt News Agency (ABNA) on June 22, 2013.

The Turkish Connection...

Cited only as a military source speaking on the grounds of anonymity, the source accused the Turkish intelligence agency of sending 93 al-Qaeda and Taliban terrorists from their training camps in Pakistan's lawless Waziristan province to the Turkish province of Hatay on the Turkish-Syrian coastal border.

Previous reports by ABNA have cited Turkey's national airline, Turkish Air, of transporting al-Qaeda and Taliban militants from North Waziristan in Pakistan to the Turkish borders with Syria.

According to the covert source, all 93 terrorists were passengers on the Karachi-Istanbul flight route, Turkish Air No. 709 on September 10, 2012.

Reportedly, all those transported were originally from Saudi Arabia, Kuwait, Yemen, Pakistan, Afghanistan and a group of Arabs already residing in Waziristan.

The Iraq Connection...

The anonymous source stated that over 65 percent of the Salafi fighting with the Syrian rebels in the Syrian province of Deir Ezzor are Afghans who have sworn allegiance to the al-Qaeda terrorist organization.

The unidentified source contends that these specific soon-to-be American equipped al-Qaeda fighters entered the eastern Syrian province via Iraq only after completing al-Qaeda training in Iraq.

The Obama Administration Connection...

ABNA reports that with Turkey, the U.S. and various Persian Gulf nations backing them, al-Qaeda has set up a new training camp for Salafi (radical Islamic fundamentalists) and Jihadi (Islamist global domination) terrorists in Northern Waziristan.

"A new Al-Qaeda has been created in the region through the financial and logistical backup of Turkey, Saudi Arabia, Qatar and a number of western states, [e]specially the US," a source told the Fars News Agency of Iran (FNA) last September.

ABNA quotes FNA's Ali Mahdian that the US and the British governments have been "playing with the al-Qaeda through their Arab proxy regimes in the region in a bid to materialize their goals, specially in Syria."

He went on to state that the Saudi and Qatari regimes serve as go-betweens to "facilitate the CIA and (British) MI6 plans in Syria through instigating terrorist operations by Salafi and Arab Jihadi groups, adding that the terrorists do not know that they actually exercise the US plans."

Yet, the source said the US and Britain are looking at the new Al-Qaeda force as an instrument to attain their goals and do not intend to support them to ascend to power, "because if Salafi elements in Syria ascend to power, they will create many problems for the US, the Western states and Turkey in future."

"Thus, the US, Britain and Turkey are looking at the Al-Qaeda as a tactical instrument," he said, and warned of the regional and global repercussions of the US and Turkish aid to the Al-Qaeda and Salafi groups.

As previously covered by Examiner.com, the Obama Administration has authorized the transfer of American arms and ammunition to the various Syrian rebel groups, to include the largest, the al-Qaeda affiliate Jabhat al-Nusra li-Ahl al-Sham (The Front for the Protection of the Syrian People), also popularly known as the al-Nusra Front.

 A portion of this contract is in support of foreign military sales for Turkey and United Arab Emirates.  

The total of the contract if all options are exercised will be $4,983,900,022.  The estimated completion date is Dec. 31, 2020.  

A combination of fiscal 2011, fiscal 2012 and fiscal 2013 Procurement funds in the amount of $1,316,639,035 are being obligated on this award.  


One bid was solicited, with one bid received.  The Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-13-C-0002).
