(NSI News Source Info) TORONTO, Canada - January 14, 2016: Raytheon Co., McKinney, Texas, was awarded a $13,366,719 modification (P00041) to contract W56HZV-12-C-0046 for nine turrets for the Marine Corps Light Armored Vehicle anti-tank variant.  

Work will be performed in McKinney, Texas, with an estimated completion date of July 30, 2018.  Fiscal 2016 other procurement (Army) funds in the amount of $13,366,719 were obligated at the time of the award.  


Army Contracting Command, Warren, Michigan, is the contracting activity.

SUMMARY
The TOW 2A, TOW 2B Aero and TOW Bunker Buster missiles can be fired from all TOW launchers – including the Improved Target Acquisition Systems (ITAS), Stryker anti-tank guided missile vehicle (modified ITAS) and Bradley Fighting Vehicles (Improved Bradley Acquisition Subsystem).

With its extended range performance, the TOW Weapon System is the long-range precision, heavy anti-tank and assault weapon system of choice for the U.S. Army Stryker, Bradley Fighting Vehicle, ITAS High-Mobility Multipurpose Wheeled Vehicle and Light Armored Vehicle-Anti-tank platforms. The TOW weapon system will be in service with the U.S. military beyond 2050.


The weapon system is deployed with more than 40 international armed forces and integrated on more than 15,000 ground, vehicle and helicopter platforms. TOW is also the preferred heavy assault anti-armor weapon system for NATO, coalition, United Nations and peacekeeping operations worldwide.

(NSI News Source Info) TORONTO, Canada - August 20, 2015Defense contractors competing for a contract to build the U.S. military’s replacement to the iconic Humvee are eagerly awaiting a decision from the Army.

Humvee-maker AM General, truck-maker Oshkosh Corp. and defense contracting giant Lockheed Martin Corp. are vying to begin production of the Joint Light Tactical Vehicle, or JLTV.

An announcement on which company will be chosen to build the first 17,000 production models of the vehicle is expected either this week or next, sources told Military​.com.

Overall, the Army and the Marine Corps plan to buy a total of 54,720 JLTVs to replace about a third of the Humvee fleet at an estimated cost of more than $30 billion, or about $559,000 per vehicle, according to Pentagon budget documents.

That figure, which rose from earlier estimates, includes expenses for research and development, overhead and add-on equipment such as radios, weapons and armor. Officials have said the cost of manufacturing the vehicle alone will be about $250,000.

The companies submitted their final bids to the Army in February. Each of the firms previously delivered 22 prototypes for testing under an earlier contract.

Over the past decade, the Pentagon spent nearly $50 billion buying 25,000 or so of the bigger, mine-resistant ambush protected, or MRAP, vehicles as part of a rapid-acquisition effort spearheaded by then-Defense Secretary Robert Gates to better protect troops from roadside bombs in Iraq and Afghanistan.

Thousands of the hulking vehicles were subsequently scrapped, mothballed or handed down to local police departments because the military never intended them to be a permanent part of the tactical wheeled vehicle fleet.

Now, the Army and Marine Corps are trying to incorporate some of the lessons learned from the wars into a lighter vehicle. “As we move forward, it will be a central piece of the Army,” former Army Chief of Staff Gen. Ray Odierno said in June of the JLTV.

(NSI News Source Info) TORONTO, Canada - March 23, 2015The blue-green team is gearing up for operational tests that could build momentum for the embattled F-35B Lightning II — or add more fuel to the fire of outspoken critics.

The first shipboard operational test period for the Marine Corps' short take off and vertical landing version of the Joint Strike Fighter is scheduled to take place May 18-30 aboard the amphibious assault ship Wasp. Six of the jets will participate, four out of Marine Corps Air Station Yuma, Arizona, and two from MCAS Beaufort, South Carolina.

Evaluators will assess the stealth jet's integration and operation within the full spectrum of flight and maintenance operations, as well as supply chain support while embarked at sea, said Maj. Paul Greenberg, Marine Corps spokesman. Lessons learned will "lay the groundwork" for future deployments, he said. The aims of the at-sea tests include:

*Assess day and night take-offs and landings, weapons loads, and extended range operations.
*Assess aircraft-to-ship network communications.
*Evaluate the landing signal officer's launch and recovery software.
*Test the crew's ability to conduct scheduled and unscheduled maintenance.
*Determine the suitability of maintenance support equipment for shipboard operations.
*Assess the logistics footprint of a deployed, six-plane F-35B detachment.

The F-35B remains the centerpiece of Marine fixed-wing modernization because "it supports our doctrinal form of maneuver warfare and our operational need for close air support in austere conditions and locations potentially inaccessible for traditional fighters," Greenberg told Navy Times on March 17."The Lightning II will provide effective close-air support to our Marines and sailors when they need it the most."

Twenty-one alterations were required to equip the Wasp for regular operation of the F-35B aircraft, according to Matt Leonard, spokesman for Naval Sea Systems Command. Each alteration will be made on all L-class ships during planned availabilities and in line on newly constructed ships in advance of the F-35B's arrival.

Among the biggest challenges has been the downward force and heat of the F-35B's engines as it lands, which has burned the nonskid deck. A new highly tolerant, temperature resistant thermal spray coating was applied and has been successfully evaluated aboard Wasp during F-35B, V-22, AV-8B and other helicopter flight operations, Leonard said.

The Wasp also underwent seven "cornerstone" alterations that provide necessary electrical servicing upgrades, expand weapons handling and storage, provide for the F-35B Autonomic Logistics Information System, secure access facilities, and relocate the flight deck tramline for flight safety.

The Wasp is the test ship for the F-35B and has not made a major deployment in over a decade.

While the Air Force's decision to replace the venerable A-10 with its F-35A variant has nabbed headlines, some analysts and lawmakers remain critical of the Corps' next-generation jump jet for three reasons. It has the shortest range and smallest payload of any F-35, its capabilities are reduced and it's the most expensive. An Air Force F-35A airframe and engine runs $77.7 million, as compared to $105.5 million for the F-35B, and $89.7 million for the F-35C, according to an April 2014 Congressional Research Service report. The Marine Corps also plans to buy the carrier-based F-35C.

Supporters point out that few (if any) potential adversaries can beat the fifth-generation fighter, and this design amounts to a leap ahead for reconnaissance, electronic warfare and close-air support missions

"This actually doesn't just replace the F/A-18, the AV-8 or the EA-6. It's a fundamentally different capability," Marine Commandant Gen. Joseph Dunford said in March 10 testimony before the Senate Armed Services Committee. "It's a transformational capability. It'll do everything that those three aircraft will do, but also, in terms of the information environment, it'll do a significant amount more for the Marine air-ground task force."

Initial operating capability for the F-35B is scheduled for July.

(NSI News Source Info) TORONTO, Canada - January 4, 2014: The Pentagon repeatedly waived laws banning Chinese-built components on U.S. weapons in order to keep the $392 billion Lockheed Martin Corp F-35 fighter program on track in 2012 and 2013, even as U.S. officials were voicing concern about China's espionage and military buildup.


According to Pentagon documents reviewed by Reuters, chief U.S. arms buyer Frank Kendall allowed two F-35 suppliers, Northrop Grumman Corp and Honeywell International Inc, to use Chinese magnets for the new warplane's radar system, landing gears and other hardware. Without the waivers, both companies could have faced sanctions for violating federal law and the F-35 program could have faced further delays.

"It was a pretty big deal and an unusual situation because there's a prohibition on doing defense work in China, even if it's inadvertent," said Frank Kenlon, who recently retired as a senior Pentagon procurement official and now teaches at American University. "I'd never seen this happen before."

The Government Accountability Office, the investigative arm of Congress, is examining three such cases involving the F-35, the U.S. military's next generation fighter, the documents show.

The GAO report, due March 1, was ordered by U.S. lawmakers, who say they are concerned that Americans firms are being shut out of the specialty metals market, and that a U.S. weapon system may become dependent on parts made by a potential future adversary.

The waivers apply to inexpensive parts, including $2 magnets, installed on 115 F-35 test, training and production aircraft, the last of which are due to be delivered in May 2014. Lawmakers noted that several U.S. companies make similar magnets.

Kendall said the waivers were needed to keep production, testing and training of the Pentagon's newest warplane on track; avert millions of dollars in retrofit costs; and prevent delays in the Marine Corps' plan to start using the jets in combat from mid-2015, according to the documents. In one case, it would cost $10.8 million and take about 25,000 man-hours to remove the Chinese-made magnets and replace them with American ones, the documents indicate.

Lockheed is developing the F-35, the Pentagon's costliest arms program, for the United States and eight countries that helped fund its development: Britain, Canada, Australia, Italy, Norway, Turkey, Denmark and the Netherlands. Israel and Japan have also placed orders for the jet.

The program is already years behind schedule and 70 percent over initial cost estimates. At the time Kendall was granting the waivers, officials were acutely worried that further delays and cost increases would erode the foreign orders needed to drive down the future cost of each warplane.

In the documents, Kendall underscored the importance of the F-35 program to ensure continued U.S. military superiority and counter potential emerging threats from nations developing their own stealth fighter jets, including Russia and China.

He said additional delays would force the United States and its allies to keep its legacy fighters flying longer, which would result in higher maintenance costs. It would also leave them with older jets, which Kendall said "cannot match the offensive and defensive capabilities provided by F-35."

The Pentagon first disclosed problems with non-U.S. magnets in a little-noticed written statement to Congress in the spring of 2013. But the statement did not name companies involved and did not disclose that some of the parts came from China.

Officials at Northrop, Honeywell and Lockheed declined to comment on the issue, referring queries to the Pentagon.

Joe DellaVedova, spokesman for the F-35 Joint Program Office (JPO) at the Pentagon, said the office was committed to ensuring that federal defense acquisition laws were strictly followed.

"There was never any risk of technology transfer or other security breach associated with these manufacturing compliance issues," he said. "The JPO is working with industry to put in place long-term solutions to avoid the need for future waivers."

In his statement to Congress, Kendall said he took the matter "extremely seriously" and said Lockheed was told to take aggressive steps to identify any further cases, and correct its compliance process.

Bill Greenwalt, a former senior defense official and now an analyst with the American Enterprise Institute think tank, said the risk to national security appeared low since the magnets in question had no programmable hardware.

However, he added: "This is an area that will need considerable due diligence in the future to ensure that components for more high-risk applications are safe from potential tampering and foreign mischief."

SPECIALTY METALS

Since 1973, U.S. laws have banned the procurement of specialty metals produced outside the United States for use on U.S. weapons. A separate 2006 law also bans the purchase of end-use items and components that include such specialty metals.

The documents reviewed by Reuters show that Northrop first discovered the use of non-compliant Japanese magnets on the Active Electronically Scanned Array (AESA) radar it builds for the F-35 in August 2012, alerting the prime contractor, Lockheed, which then told the Pentagon.

A subsequent investigation of all parts on the F-35 turned up two more cases in which non-U.S. specialty metals were used on the F-35's radar, and on target assemblies built by Honeywell that are used for positioning doors and landing gear.

Northrop's radar was also found to contain $2 magnets made by Chengdu Magnetic Material Science & Technology Co, in China's Sichuan region, according to the documents.

The magnets used on the Honeywell target assemblies were acquired through Illinois-based Dexter Magnetic Technologies Inc.

Dexter and Chengdu Magnetic did not immediately respond to requests for comment.

KNOWING AND WILLFUL?

In June, the House Armed Services Committee asked the GAO to determine whether the companies involved "knowingly and willfully" supplied non-compliant magnets, and how the Pentagon investigated that question. The committee also asked GAO for recommendations on potential changes, such as fines or penalties for non-compliance to deter future problems, as well as suggestions for beefing up Pentagon supply chain management procedures.

In a document approving use of Chinese magnets on the batch of 32 F-35 fighter planes now being built, Kendall said neither Lockheed nor Northrop knowingly allowed the parts to be used.

In his waiver, Kendall wrote that Northrop's initial mistake, involving magnets built in Japan, was an "administrative oversight" and noted the firm quickly reported the matter when it was discovered in August 2012. It led to the comprehensive review that found two additional issues involving Chinese-built magnets.

It is not clear from the waiver documents whether Kendall determined that Honeywell's use of Chinese-built magnets involved a similar mistake.

(NSI News Source Info) TORONTO, Canada - April 4, 2013: Lockheed Martin’s [NYSE: LMT] Havoc 8x8, an eight-wheel-drive Armored Modular Vehicle, successfully completed amphibious testing as part of its evaluation for the Marine Personnel Carrier (MPC) competition.

The trials in and near the surf at Marine Corps Base Camp Pendleton, Calif., were conducted with the vehicle loaded to its full combat weight. During the Camp Pendleton testing, Havoc demonstrated its resistance to water penetration while easily accommodating a full complement of Marine Corps battle gear for the crew.
“The Havoc 8x8 showed its ability to negotiate all surf and wave conditions required by the United States Marine Corps,” said Scott Greene, vice president of Ground Vehicles for Lockheed Martin Missiles and Fire Control. “The vehicle maintained 100 percent operational readiness throughout the test.”

(NSI News Source Info) TORONTO, Canada - February 17, 2013: NELLIS AIR FORCE BASE, Nev.  -- The 57th Wing is preparing for the arrival of four F-35 Lighting IIs Feb. 28.

Arrival of the F-35s to Nellis Air Force Base, Nev., will mark the first time in the aircraft's history operational tests will be performed on the aircraft.

"It's the largest [Department of Defense] acquisition project in history," said Lt. Col. Kevin Wilson, 53rd Wing chief of joint strike fighter integration. "The Air Force's piece of that is the F-35 A model. It's the conventional takeoff and landing model often referred to as the CTOL model. That is what we'll be getting here at Nellis very shortly." 

Once on station, the F-35s will initially be used for operational test purposes. Their primary use will be for developmental test support, force development evaluation and supporting operational test aircraft at Edwards AFB, Calif., in support of the initial operational test and evaluation program.

"I think everyone is ready to get the jets here and to get them flying in an operational test mode," Wilson said. "Nowhere else in the DOD F-35 program, the Marine Corps, the Navy, or the Air Force, is anyone doing any kind of operational test yet. It's all on the developmental test side, which is, 'hey how does this stuff actually work' instead of 'How are we going to actually use this?' This is the first chance for us to use that."

Nellis is initially scheduled to receive four F-35A models.

"They'll be joined by a couple more in a couple of years and eventually there will be 12 operational test F-35s here and 24 F-35s for the [U.S. Air Force] Weapons School," Wilson said. 

A majority of the F-35As developmental test objectives will be accomplished at Edwards AFB. 

"The major part of what Nellis' F-35 operational test jets are going to do is what's called force development evaluation."

Force development evaluation is the continuous process of evaluating how a standard issued F-35 will be utilized to best execute the mission.

"That's the biggest piece of force development evaluation is the tactics development part," Wilson said.

The 422nd Test and Evaluation Squadron will design the tactics the F-35 is going to use in air-to-air and air-to surface combat. The squadron will also determine how to integrate the F-35 with other aircraft in the Air Force inventory.

Nellis does operational testing over Nevada Test and Training Range. 

The NTTR provides a flexible, realistic and multidimensional battle-space to conduct testing, training and tactics development in the support of U.S. national interests. The pilots aren't limited to how fast they can fly, how low they can fly, and they face a lot of simulated threats on the NTTR providing them with a realistic training environment, Wilson said.

"That is what the operational test world needs to come as close as possible to the perfect environment as far as developing those tactics," Wilson said.

"The environment and the people involved are sure to make the F-35s time at Nellis a successful one", Wilson said.

The F-35 is the newest fifth generation fighter aircraft in the DOD.

(NSI News Source Info) TORONTO, Canada - September 24, 2012: Expanding its portfolio of light military vehicles, Oshkosh Defense, a division of Oshkosh Corporation (NYSE:OSK), is unveiling its new Special Purpose All-Terrain Vehicle (S-ATV) designed for unconventional and reconnaissance missions at Modern Day Marine 2012, Sept. 25-27 in Quantico, Va. Oshkosh will also have its Light Combat Tactical All-Terrain Vehicle (L-ATV), which was selected for the Joint Light Tactical Vehicle (JLTV) Engineering, Manufacturing and Development (EMD) phase, at the show.

"We have developed a broad range of high-performance light vehicles to offer Warfighters next-generation capabilities for future battlefields," said John Bryant, vice president and general manager of Joint and Marine Corps Programs for Oshkosh Defense. Oshkosh specifically designed the S-ATV based on emerging worldwide requirements for forces performing unconventional and reconnaissance missions. The S-ATV utilizes Oshkosh's battle-proven off-road technologies and expertise to nimbly travel across rugged, remote and urban terrains at high speeds. The vehicle is available in multiple weight and protection configurations.
Delivering the Oshkosh JLTV Solution
Oshkosh received a contract in August to deliver 22 Light Combat Tactical All-Terrain Vehicle (L-ATV) prototypes for the JLTV EMD phase, as well as to support government testing and evaluation of the vehicles. The joint services are expected to replace tens of thousands of HMMWVs with the JLTV.

(NSI News Source Info) HONG KONG - September 26, 2011: Oshkosh Defense, a division of Oshkosh Corporation (NYSE:OSK), will showcase a range of cutting edge vehicle platforms and technologies to serve the U.S. Marine Corps in its exhibit at Modern Day Marine 2011 in Quantico, Va.

The Oshkosh Light Combat Tactical Vehicle (LCTV) will be on display at the show. Designed to demonstrate the future of light tactical vehicle technologies – including improved off-road mobility and exportable power capabilities – the LCTV has been independently developed and tested by Oshkosh Defense. The vehicle completed the Tecate SCORE Baja 1000 off-road race in the Mexican desert in 2010. Lessons learned during the race and feedback from the field have advanced the development of technologies available to the Marine Corps today, including Oshkosh offerings for upgrading the HMMWV fleet.

“Oshkosh Defense has developed industry-leading mobility and protection solutions for the Marine Corps’ heavy and medium fleets for years, and we are expanding our efforts with extensive R&D work to bring the light fleets up to a new level of performance,” said John Bryant, vice president and general manager of Marine Corps Programs for Oshkosh Defense. “We’ve developed an upgraded HMMWV using our battle-tested TAK-4® independent suspension system to give Marines improved mobility, survivability and ride quality.”

Oshkosh also will exhibit its innovations with exportable power solutions to meet the increasing energy demands of modern military equipment, in accordance with the DoD Operational Energy Strategy. A Medium Tactical Vehicle Replacement (MTVR) with On-Board Vehicle Power (OBVP), which can export up to 120 kW of military-grade power and reduce the need for generators, will also be on display. The MTVR with OBVP can deliver enough energy to power a command center, city block or small airport, and is currently in testing with Marines.

Marine Corps Deploys First UH-1Y Helo / First Marine Corps UH-1Y Helicopter With Northrop Grumman Integrated Cockpit Deploys In 13th Marine Expeditionary Unit (NSI News Source Info) WOODLAND HILLS, Calif. - January 15, 2009: Northrop Grumman Corporation's Integrated Avionics System (IAS) and the company's integration support were key parts of preparing the UH-1Y Huey helicopters for initial deployment early in 2009 with 13th Marine Expeditionary Unit.
The UH-1Y's IAS provides the helicopter with an interoperable glass cockpit and an avionics system that is fully integrated by Northrop Grumman. Critical mission data is available to the pilot and co-pilot on the four displays, reducing workload, eliminating delays, and increasing aircrew situational awareness. The glass cockpit is anchored by two of the company's open systems architecture mission computers, the heart of the IAS, that allow easy system upgrades as new technology is developed.
Under the US Marine Corps H-1 programme, 100 UH-1N Huey utility helicopters are being remanufactured by Bell Helicopter to the UH-1Y grade and 180 AH-1W SuperCobra attack helicopters to AH-1Z grade. In April 2005, the USMC decided that the helicopters will be built as new rather than remanufactured, starting from the third low-rate initial production (LRIP) batch in 2008.
Northrop Grumman supported the team that achieved Initial Operational Capability on Aug. 8, 2008 demonstrating that an aircraft has met all flight requirements and that the aircraft, pilots and air crew are ready for deployment. The pilots and crew had worked with the aircraft for a year at a Marine Light Attack Helicopter Training Squadron 303 before they were assigned to the 13th Marine Expeditionary Unit to prepare for this deployment.
“The UH-1Y program team surmounted the challenges presented by all new military platforms,'' said Ike Song, vice president of Northrop Grumman Navigation System Division's situational awareness systems business. “Northrop Grumman's close work with its industrial teammates and the Marine Corps and Naval Air Systems Command users helped meet those challenges and deliver the helicopters for the fleet deployment.''
Northrop Grumman is part of an industry team that is led by Bell Helicopter Textron Inc., the manufacturer of the helicopter, and includes Thales, and FLIR Systems Inc. Northrop Grumman personnel have worked closely with Bell Helicopter and government team members from both the Naval Air Systems Command's H-1 Program Office in Patuxent River, Md. and the Naval Air Warfare Center Weapons Division in China Lake, Calif., supporting flight testing of the aircraft at a number of military locations.
Part of the H-1 Upgrades program, the Marine Corps' UH-1Y Huey, replaces the aging UH-1N Huey that is currently fielded and in combat. According to program officials the UH-1Y doubles the range and payload of the UH-1N and provides significant improvements in maintainability and reliability, and its 84% commonality of parts with the AH-1Z reduces lifecycle costs by decreasing the aircraft's logistics footprint for both aircraft.
The total program requirement for the UH-1Y is 100 helicopters; however the Marine Corps is requesting an additional 23 aircraft to meet its Grow the Force initiative. Delivery is expected to be complete by the end of 2016.
