CONTRACTS
NAVY
            AT&T, Vienna, Va. (N00189-12-D-0004); EWA, Herndon, Va. (N00189-12-D-0005); Macaulay Brown, Dayton, Ohio (N00189-12-D-0006); Northrop Grumman, Chantilly, Va. (N00189-12-D-0007); SAIC, McLean, Va. (N00189-12-D-0008); SRC, Inc., Chantilly, Va. (N00189-12-D-0009); Scientific Research Co., Atlanta, Ga. (N00189-12-D-0010); and URS, Germantown, Md. (00189-12-D-0011), are being awarded a firm-fixed-price multiple award contract for professional, technical, and analytical support in the mission areas of information assurance and information operations (IO).  Support services include the core capabilities of IO:  electronic warfare, computer network operations, psychological operations, military deception, and operations security.  The contract includes support for missions, functions, and tasks related to signal intelligence; strategic, operational and tactical planning; operational support and reachback; database/library management, fleet IO requirements; experimentation, tactics evaluation, and doctrine development; systems assessment; information technology management and administration; engineering and technical services; and management and professional support services.  The aggregate not-to-exceed amount, including the base period and four option years, for all eight contracts combined is $99,926,183.  Each contractor will be awarded the minimum guarantee of $50,000 at the time of award.  These companies will have the opportunity to bid on individual task orders.  Work will be performed at Norfolk, Va. (77 percent); Fort Meade, Md. (22 percent); and Whidbey Island, Wash. (1 percent).  Work is expected to be completed March 1, 2017.  Funding is fiscal 2012 Operations and Maintenance, Navy and will expire at the end of the current fiscal year.  The requirement was issued under a full and open competition and solicited via the Navy Electronic Commerce Online and Federal Business Opportunities websites, with eight offers received.  The Fleet Logistics Center Norfolk, Va., is the contracting activity.

            Raytheon Co., Goleta, Calif., is being awarded an $11,611,000 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract to procure up to 56,488 hours of sensor system software and hardware support in order to update, improve, and enhance tactical capabilities of the F/A-18 A-F/EA-18G aircraft.  Work will be performed in Goleta, Calif. (59 percent), and El Segundo, Calif. (41 percent), and is expected to be completed in February 2015.  This contract combines purchases for the U.S. Navy ($7,431,040; 64 percent); and, under the Foreign Military Sales Program, the governments of Malaysia ($1,337,587; 12 percent), Finland ($961,391; 8 percent), Switzerland ($877,792; 8 percent), Australia ($501,595; 4 percent), and Kuwait ($501,595; 4 percent).  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6.302-1.  The Naval Air Warfare Center, Weapons Division, China Lake, Calif., is the contracting activity (N68936-12-D-0001).

            BAE Systems, Land & Armaments, L.P., U.S. Combat Systems, Minneapolis, Minn., is being awarded an $8,747,878 modification to previously awarded contract (N00024-09-C-5394) for technical and engineering services in support of the MK 41 Vertical Launching System.  Work will be performed in Minneapolis, Minn. (82 percent), Brea, Calif. (17 percent), and Aberdeen, S.D. (1 percent), and is expected to be completed by December 2012.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

            Washington Patriot Construction, L.L.C.*, Gig Harbor, Wash., is being awarded $6,994,601 for firm-fixed-price task order 0012 under a previously awarded multiple award construction contract (N44255-10-D-5008) for design and construction of a passive vehicle barrier system at Naval Base Kitsap - Bangor.  The passive vehicle barrier system will provide a continuous passive barrier along a fence perimeter that is approximately two miles in length.  Work will be performed in Silverdale, Wash., and is expected to be completed by December 2013.  Contract funds will not expire at the end of the current fiscal year.  Five proposals were received for this task order.  The Naval Facilities Engineering Command, Northwest, Silverdale, Wash., is the contracting activity.

DEFENSE LOGISTICS AGENCY
            Hutchinson Industries, Inc., Trenton, N.J., was awarded a firm-fixed-price, sole-source contract with a maximum $10,806,545 for emergency acquisition of wheel and tire assemblies.  There are no other locations of performance.  Using service is Army.  Type of appropriation is fiscal 2012 Army Working Capital Funds.  The date of performance completion is Sept. 24, 2012.  The Defense Logistics Agency Land, Warren, Mich. (SPRDL1-12-C-0078).

(NSI News Source Info) TORONTO, Canada - February 10, 2012: Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $14,800,000 modification to a previously awarded advance acquisition contract (N00019-11-C-0083) to procure long lead items for F-35 Lightning II Joint Strike Fighter low rate initial production Lot 6 short take-off vertical landing (STOVL) aircraft for the Marine Corps. 

Work will be performed in Fort Worth, Texas, and is necessary to protect the delivery schedules of STOVL aircraft planned for delivery through December 2014.  Contract funds will not expire at the end of the current fiscal year.  

The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

CONTRACTS
NAVY
            L-3 Communications Corp., Londonderry, N.H., is being awarded a $49,958,000 firm-fixed-priced, indefinite-delivery/indefinite-quantity contract for Special Operations visual augmentation systems binocular night vision device (BNVD).  The BNVD’s will provide special operations forces with enhanced surveillance, identification, recognition, and detection in all light and weather conditions especially where vision is limited or restricted due to obscured and low/no light conditions.  Work will be performed in Londonderry, N.H., and is expected to be completed in February 2017.  This contract was competitively procured via the Federal Business Opportunities website, with three offers received.  The Naval Surface Warfare Center, Crane, Ind., is the contracting activity (N00164-12-D-JQ01).

            Northrop Grumman Corp., Information Systems Division, Rolling Meadows, Ill., is being awarded a $14,548,991 requirements contract to repair 20 items supporting the Consolidated Automated Support System electro-optical test bench.  Work will be performed in Rolling Meadows, Ill., and is expected to be completed by Feb. 8, 2017.  This contract contains option, which, if exercised, will bring the contract value to $24,405,873.  The applicable Navy Working Capital Funds will not expire before the end of the current fiscal year.  One company was solicited for this requirement and one offer was received in response to the solicitation.  NAVSUP Weapon Systems Support, Philadelphia, Pa., is the contracting activity (N00383-12-D-006P).

DEFENSE LOGISTICS AGENCY
            Dental Health Products*, New Franken, Wis., was awarded a fixed-price with economic price adjustment, indefinite-delivery/indefinite-quantity contract with a maximum $45,000,000 for distribution of general dental supplies.  There are no other locations of performance.  Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies.  There were 14 responses to the Web solicitation.  Type of appropriation is fiscal 2012/2013 Defense Working Capital Funds.  The date of performance completion is April 27, 2013.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM2DE-12-D-7459).

AIR FORCE
            Lockheed Martin Corp., Liverpool, N.Y., is being awarded a $26,197,869 firm-fixed-price, cost-reimbursable no fee, time-and-material contract for funding action and exercise of options for modernization of 29 AN/FPS-117 long range radars via the essential parts replacement program.  The location of the performance is Liverpool, N.Y.  Work is expected to be completed by June 20, 2016.  OO-ALC/GHSKA, Hill Air Force Base, Utah, is the contracting activity (FA8217-11-C-0005-P00003).

            General Atomics Aeronautical Systems, Inc., Poway, Calif., is being awarded a $8,143,903 cost-plus-incentive-fee contract for MQ-1 digital video integration.  The location of the performance is Poway, Calif.  Work is expected to be completed by May 30, 2014.  ASC/WIIK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-10-G-3038-0074 14).
