It is worthy of note that Russia already gave a loan to Cuba last week. “It does not go about any arms race or a threat to any country. It goes about the normal replacement of military hardware. The loan from Russia will give Bolivia an opportunity to replace the outdated hardware, which has been used in the nation during the recent 20 years. In addition, the country intends to acquire the An-148 jetliner as a presidential plane. The cost of the liner will make up about $30 million, Itar-Tass news agency reports.

Morales postponed the purchase, but said his government has now decided to buy it because of the offer to set up a service center for Russian planes in Bolivia.
Morales said Saturday the offer from President Dmitry Medvedev was delivered to him by Russia's ambassador.
The current presidential plane is U.S.-made Sabre jet from the 1970s.

(NSI News Source Info) MOSCOW, Russia - July 14, 2009: The first Russian-made Antonov-148 regional jet was towed from the assembly shop of the Voronezh plant (VASO) to the maker’s flight-test station.
The An-148-100 regional aircraft is the main model of the An-148. It seats 70 passengers at 34 in pitch (864 mm) or up to 80 passengers at 762 mm (30 in) pitch in a one class 2+3 seating layout. The aircraft is also configurable in a multiple-class layout which can carry fewer passengers, typically with 4 abreast business class.
The An-148-100 regional aircraft is the main model of the An-148. It seats 70 passengers at 34 in pitch (864 mm) or up to 80 passengers at 762 mm (30 in) pitch in a one class 2+3 seating layout. The aircraft is also configurable in a multiple-class layout which can carry fewer passengers, typically with 4 abreast business class.
Before being pulled out, the aircraft underwent a weight check. It confirmed that the airplane’s empty weight, close to 21 tons, lies within the technical specification. Now, the aircraft, designation number RA-61701, is being prepared for its maiden flight.
Meanwhile, VASO continues work on final assembly of two more An-148-100Bs out of the initial production batch of six airframes, all intended for the type’s launch customer, GTK Rossiya, Russian acronym for State Transport Company “Russia”. The airline placed a firm order for six An-148-100Bs with Ilyushin Finance leasing company at MAKS’2007. These feature passenger cabin of two classes seating 68 passengers. The airline is negotiating to firm up its option for further six aircraft, of which at least two shall come in VIP version, for Russian government officials.
The United Aircraft Corporation believes that, with VASO mastering production of the An-148 and Sukhoi that of Superjet 100, the Russian civil aircraft manufacturing industry has attained a world-class level, with both models of the large regional jets having been designed from scratch on computer screens and intended for profitable operations in service with domestic and foreign airlines.

Russia, Ukraine Discuss Joint Aircraft Production / Meeting of Ukrainian-Russian On Cooperation In Aviation Industry At ANTONOV ASTC
(NSI News Source Info) April 1, 2009: On March 24, 2009, the fourth meeting of Ukrainian-Russian subcommitee on questions of cooperation in sphere of aviation industry took place at ANTONOV ASTC. Leaders of the ministries and aviation enterprises of both contries participated in it. 

The Antonov An-148 is a regional jet aircraft designed by the Ukrainian aircraft firm Antonov. In December 2006 the An-148 completed certification testing and on February 26, 2007 received its type certificate with the Motor Sich D-436-148 engines and AI-450-MS Auxiliary Power Unit, a variant of the -9 APU series, from the Interstate Aviation Committee Aviation Register (IAC AR). There are plans to certify this airplane according to Joint Aviation Authorities JAR-25 standards, as the existing certification have already been designed to meet the ICAO Ch. 4 (noise and environmental requirements) as well as the established Western European airworthiness rules. An-148 is currently produced by Russian Voronezh Aircraft Production Association.
The Ukrainian party of the subcommitee was headed by Mr. Pinskii, First Deputy Minister of industrial policy of Ukraine – Chairman of Agency on Defense Industrial Complex, the Russian one – by Mr. Mantourov, Deputy Minister of industry and trade of Russian Federation.
During the meeting parties considered a number of questions directed at strengthening of cooperation in aviation branch including:
--insertion of additions into the Agreement between governments of Ukraine and Russian Federation on cooperation in sphere of development, production, deliveries and operation of aircraft dated August 20, 1997;
--possible ways of integration of “Joint Aviation Company” Russian JSC and Ukrainian aircraft building enterprises;
--joint production of AN-148, AN-140 and AN-74 families;
--assumption of serial production of AN-124 heavy transport.
As a result of the discussion the parties signed the Minutes with certain measures to realize the abovementioned questions.
Mr. Kiva, ANTONOV ASTC General Designer, President of Antonov Aircraft Building Concern, said: “Today we have worked very productively. It is pleasantly, that we have come to terms with our Russian colleagues practically in all questions. Our today’s meeting, without doubt, became one more fruitful step on the way of many years cooperation of aviation plants of Ukraine and Russia”.

Y. V. Tymoshenko, speaking at the meeting with workers of the plant, noted that development of the aviation branch is one of the priority direction of activity of Ukrainian government. “AN-148 today is one of the main projects of our aviation industry.
The AN-70 aircraft belongs to a new generation of the short takeoff and landing tactical military medium transport.
AN-70 is capable to carry practically any item of the military armament and equipment nomenclature with a total weight up to 35-47 t of cargo over the 3,000-5100 km range at cruising speed of 700-750 km/h, air drop of personnel and vehicles, including the single piece of cargoes up to 21 t with both high and low altitudes, delivery of 300 soldiers and evacuation of 206 wounded and sick persons. Maximum service range is 8,000 km. Depending on the type of operation and takeoff weight, AN-70 can be operated both from the concrete runways of the 1550-1800 m length and unpaved strips of the 600-800 m length with a low covering strength. With the short takeoff and landing regime, when operating from the 600-800 m length unpaved runways, AN-70 is capable to carry 20 t of cargo to the 3,000 km range.
Four D-27 engines with the SV-27 counter-rotating propfans ensure a high cruising speed and 20-30% fuel economy in comparison with modern turbojet airplanes. The integrated digital system of the airborne equipment provides operation of the aircraft at all latitudes, around-the-clock, in the VFR and IFR weather conditions, the flights over the military dispositions, the takeoff and landing from the unequipped unpaved airfields. Application of the equipment with the multiplex channels of data exchange makes it possible to modify and adapt easily the onboard avionics to any version.
The build-in aerial delivery system ensures the autonomous loading/unloading of the wide range of cargoes and their air dropping. The onboard loading equipment consists of four overhead rail electric motor hoists with a total cargo lifting capacity of 12 t, two onboard electric winches with the 1.5-ton tractive effort each. At customer request the aircraft can be equipped with the easily removable upper deck or roller conveyer to automate the container handling operations.

As Prime-minister said, the government is ready to give funds for production of two AN-70 military-transport STOL aircraft in accordance with the order of MoD of Ukraine.
D.S.Kiva, President of Antonov State Aircraft Building Concern, noted that “recovery of work at the serial plants is the most important factor of revival of aviation industry of Ukraine today. Giving funds for production of Antonov airplanes at Kiev and Kharkov aviation plants is the necessary and timely measure to overcome the crisis”.
