(NSI News Source Info) TORONTO, Canada - December 10, 2014:  Russia’s Ministry of Defense has unveiled plans to acquire more than 150 new aircraft and helicopters in 2015 as part of plans to bolster and modernize the country’s Air Force.

Col. Igor Klimov, the spokesman for the Russian Air Force, told local news agency ITAR-TASS that, in the forthcoming year, the Air Force will focus its efforts on strengthening its military presence in the Arctic.

Under the plan, the new aircraft will include Sukhoi Su-34 bombers, Su-30SM and Su-35S fighters, Kamov Ka-52, Ka-226, Mil Mi-8AMTSh, Mi-28N and Mi-35 helos, Yakovlev Yak-130 advanced jet trainers, as well as Ilyushin Il-76MD-90 transport aircraft.

The Russian Air Force will also acquire new Nebo-M, Gamma and Sopka radars to boost its air surveillance capacity, Klimov said.

The latest announcement follows the recent establishment of the Arctic Strategic Command by Russia’s Defense Ministry.

In April, Russian President Vladimir Putin said that the Arctic has traditionally been a sphere of “special interest” to Moscow.


“It is a concentration of practically all aspects of national security — military, political, economic, technological, environmental,” Putin said April 22 at an expanded meeting of the country’s Security Council.

(NSI News Source Info) TORONTO, Canada - April 16, 2014The Russian Defense Ministry has signed a 17 Billion Rubbles ($473 million) contract with the United Aircraft Corp. (UAC) MiG corporation for the delivery of 16 MiG-29SMT fighters, the Novosti news agency reported. The MiG-29SMT is an upgraded variant of the MiG-29. It is operational with the Yemeni Air Force since the mid-2000s and with the Russian Air Force since 2008. In the past this model was also offered to India, Syria and Venezuela but failed to gain orders. More recently it was offered to Egypt.

Under the new order the 16 aircraft will be delivered over the next 3 years; the current order will help maintain the MiG-29 production line, expected to shift to the manufacturing of the MiG-35S. By that time, UAC is expecting the initial order for 100 MiG-35Ss from the Russian Air Force to be signed, with initial deliveries commencing after 2016. The contract also includes ground support and test equipment. The MiG-29SMT is an upgrade package developed for the MiG-29, bringing the avionics and weapons delivery capabilities of existing MiG-29 fighters (9.12 to 9.13 Build) to those of the more advanced MiG-29M (9.15 Build). These aircraft will help rebalance the heavy/light fighter fleet within the Russian Air Force, currently tipping toward the modernised heavy fighters (Su-34, MiG-31, Su-30), while the light fighter fleet is comprised of much older MiG-29s (about 220).

The Russian Air Force already operates 28 such aircraft, primarily on air superiority missions. Introduced in 2004 and built in 2006-2007, these aircraft were originally destined for Algeria but were refused by the customer claiming they didn’t meet the agreed quality standard. Eventually the aircraft were handed over to the Russian Air Force. The 16 currently on order will be new build, receiving the SMT upgrade during assembly.

As such, the new MiG-29SMT will be fitted with a multifunction, multimode Zhuk-ME radar with air/air and air/ground operating modes, uprated RD-33 ser.3 engines with afterburning thrust rated 8,300 kgf (81.4 kN) each. It will also get new avionics, a digital cockpit and improved navigation system. The cockpit of the MiG-29 SMT includes two new large-format multi-function display MFD-10-6 and implements the concept HOTAS. The aircraft is equipped for improved night attack capability, and secondary reconnaissance missions.

The aircraft has six underwing hardpoints and a ventral hardpoint carrying centreline pylon carrying up to five tons of payload. Its basic air/air load is comprised of R-73E, RVV-AE or R-27R1/R2 air/air missiles and expanded weapons fit that includes guided weapons such as the Kh-29T(TE) air-to-surface missiles (TV guided), Kh-31P anti-radiation missiles or KAB-500KR/L EO/Laser guided bombs. For maritime strike missions the aircraft can carry Kh-31A supersonic antiship missiles.

The MiG-29SMT carries an enlarged dorsal fuel tanks doubling the operational range of the ‘Fulcrum’ (to 836 nm / 1550 km). Having more fuel in the internal tanks would also clear more underwing hard points for weapon carrying. This modern is also fitted with aerial refuelling probe. To reduce radar reflection and improve survivability the MiG-29SMT is painted in special radar-absorbing paint.

According to the manufacturer, the modernisation introduced in the MiG-29SMT has ‘tripled’ its combat effectiveness and reduced operating costs by 40 percent.

(NSI News Source Info) TORONTO, Canada - February 13, 2014: Iran has presented Russia with a copy of a U.S. spy drone, proving it has reproduced the unmanned ScanEagle aircraft that its forces claim to have captured last year, Iranian media reported.


An Iranian Revolutionary Guards air defense commander, Farzad Esmayeeli, said he presented a copy of the drone during a Monday meeting with Russian Air Force chief Viktor Bondarev in Tehran, Fars reported.

"The drone built by the IRGC [Islamic Revolutionary Guards Corps] is a symbol of the technical capabilities of the Islamic Iran and today we presented a real model of it as a gift to Lieutenant General Viktor Bondarev and the Russian people," said Esmayeeli, who is in charge of air defense at the Khatam al-Anbia base.

Last month, Iran's army unveiled a highly mobile drone, called Yasseer, which media reports described as resembling the U.S. ScanEagle.

Iran has claimed advances in drone technology ever since its forces appeared to have captured a U.S. RQ-170 Sentinel two years ago. Iran claims to have brought down the drone, but U.S. officials said the aircraft had malfunctioned.

In December, 2012, Iran said its forces also captured a ScanEagle and vowed to reverse-engineer and reproduce the craft.

(NSI News Source Info) TORONTO, Canada - October 11, 2013: On the threshold of the 100-year anniversary of the Russian Air Force, holiday events are steadily increasing in number. A round table with the participation of the most prominent Russian military analysts, devoted to the development of a potential new bomber for the Russian Air Force, has taken place in Moscow. However, while estimating the need for “aircraft of the future”, the specialists have differed in their views.

There was at least one thing on which all the participants of the round table, which was held in the Rosbalt information agency, have agreed upon: Russia should continue maintaining the existing fleet of strategic aircraft in a proper condition and continue to upgrade them. The resources for the Tupolev Tu-95MS, Tu-160, and Tu-22М3 allow these aircrafts to remain in service for many years. In these conditions, the improvement of their equipment and weapons is one of the key tasks.

Such works are under way now. The Tupolev Tu-95MS and Tu-160 fighters are undergoing modernization and the first upgraded Tu-22М3М has already been handed over to the troops. Updated aircraft can use modern weapons, including non-nuclear precision-guided munitions, which makes them very useful in case of local conflicts. It is noteworthy that Russia currently has approximately 200 long-range aircrafts, including 66 Tupolev Tu-95MS and 16 Tupolev Tu-160s (the rest are Tupolev Tu-22М3s), and it is at the very least wasteful to leave all these heavy combat aircrafts without the possibility of carrying out non-nuclear tasks in local conflicts.

Despite the capabilities of the modernized Russian bombers, their resources are not infinite. They are to be replaced in 2030-2050 due to wear and tear on the airframes. Meanwhile, taking into account modern combat aircraft’s terms of development and serialized production, it is necessary to start development now in order to get a new aircraft by the beginning of 2030s. However, some specialists do not support this point of view. During the round table, Deputy Director of the Centre for Analysis of Strategies and Technologies Andrey Frolov was the main opponent of new strategic aircraft development.
“At this stage, maintaining the full-fledged nuclear triad is very burdensome for Russia. In this connection, developing a new long-range aircraft of the fifth generation may become one of the programs that do not make sense, but demand a lot of financial resources,” Frolov stated.

Other participants of the discussion supported the development of new aircraft. “Russia needs strategic bombers of the fifth generation, first of all, in order to support its status of a nuclear power,” the National Defense magazine Editor-in-Chief Igor Korotchenko said.
According to the analyst, it is “the aviation component of the strategic nuclear forces that is most adaptable to the task of sending signals to the opponents in critical moments, reminding them of the fact that the Russian armed forces are capable of solving any problems in case of a war.”

The head of the Institute of Political and Military Analysis Alexander Sharavin has also supported the new development: “I do not oppose the idea of upgrading old aircrafts. But what shall we do in 30 years? It is clear that such aircraft as the PAK DA project cannot be produced in three, five, or even ten years. Such tasks take many years to be fulfilled.”
The fate of PAK DA – the Prospective Air Complex for Long Range Aviation – is not clear yet. Arguments of all the participants contain a core of common sense. It seems that the general conclusion from all the above can be formulated as follows:

1. Today, maintaining the classic nuclear triad – long-range aviation, land-based missiles, and nuclear underwater missile carriers – is a topic for discussion.
2. Nevertheless, the development of a new long-range combat aircraft seems to be necessary. Given the length of Russian borders and the need to respond to potential threats, which may occur in different regions, Russia needs a unit of aircraft capable of readily hitting targets beyond the range of tactical aircraft without refueling in the air.
3. Until it comes to serial production of the new aircraft type, its development is not unduly wasteful, and it may be stopped, slowed down, and resumed at any point without special expenses.
4. Until convincing proof is received that new types of weapons – such as remotely piloted delivery systems and other aircrafts – can effectively replace the classic long-range bomber, this work should be continued. Development of an aircraft up to the moment of launching a series usually takes 10-15 years. It is a sufficient term for determining the prospects of the program.

(NSI News Source Info) TORONTO, Canada - July 27, 2013: (MOSCOW) - Russia's Defense Ministry has signed a 3.4 billion ruble ($103 million) contract with the Tupolev design bureau and Kazan Aircraft Plant to upgrade three Tu-160 Blackjack strategic bombers, Tupolev said Friday.

The delivery date for the supersonic, variable-geometry heavy bomber is December 31, 2015, the company said.

The ministry said last year at least 10 of the Russian Air Force’s Tu-160 bombers will be modernized by 2020, after which the upgraded aircraft will remain in service until a new-generation strategic bomber known as PAK-DA is developed.

The Tu-160, which entered service in 1987 and remains the largest supersonic aircraft in the world, is designed to engage strategic targets with nuclear and conventional weapons.

The Tu-160 supersonic strategic bomber was manufactured by the Tupolev Aircraft Research and Engineering Complex Joint Stock Company in Moscow and the Kazan based Gorbunov Aircraft Production Association in Tatarstan from 1980 to 1992. Production has since been restarted and a Tu-160 was delivered to the Russian Air Force in May 2000.

14 aircraft are now in service with Russia. One unarmed aircraft crashed in September 2003, the first crash since the aircraft entered service. Another aircraft is under construction. The Ukraine destroyed the last of its fleet in February 2001.

The purpose of the aircraft is the delivery of nuclear and conventional weapons deep in continental theatres of operation. The aircraft has all-weather, day-and-night capability and can operate at all geographical latitudes.

The performance of the Russian Tu-160 is often compared to the US B-1B. The aircraft has an operational range of 14,000km and a service ceiling of 16,000m. The maximum flight speed is 2,000kph at high altitude and 1,030kph at low altitude.

Kazan Aircraft Production Organisation (KAPO) has been given a contract to upgrade the Russian Air Force's 15 Tu-160 bombers. The Tupolev upgrade package will include new targeting systems, upgraded cruise missiles and electronic warfare suite.

DESIGN
The bomber's airframe has a distinctive appearance, with the wing and fuselage gradually integrated into a single-piece configuration. The airframe structure is based on a titanium beam, all-welded torsion box. Throughout the entire airframe, all the main airframe members are secured to the titanium beam.

The variable geometry outer tapered wings sweep back from 20 to 65 degrees in order to provide high-performance flight characteristics at both supersonic and subsonic speeds. The tail surfaces, both horizontal and vertical, are one piece and all-moving.

The aircraft uses fly-by-wire controls.

The aircraft is equipped with three-strut landing gear, a tail wheel and a brake parachute. For take-off, the aircraft requires a concrete runway of 3,050m.

The crew of the Tu-160 comprises a pilot and copilot, a navigator, and an operator. The four crew are equipped with zero/zero ejection seats, which provide the crew with the option of ejecting safely throughout the entire range of altitudes and air speeds, including when the aircraft is parked.

In the cockpit and cabins, all the data is presented on conventional electro-mechanical indicators and monitors, and not head-up displays or cathode ray tube displays. The Tu-160 has a control stick for flight control as used in a fighter aircraft - rather than control wheels or yokes, which are usually used in large transporter or bomber aircraft.

The Tu-160 can carry nuclear and conventional weapons including long-range nuclear missiles. The missiles are accommodated on multi-station launchers in each of the two weapons bays.

The Tu-16 is capable of carrying the strategic cruise missile Kh-55MS, which is known in the West by the NATO designation and codename AS-15 Kent. Up to twelve Kh-55MS missiles can be carried, six in each bay. The Kh-55MS is propelled by a turbofan engine. The maximum range is 3,000km, and it is armed with a 200-kiloton nuclear warhead.

The weapons bays are also fitted with launchers for the Kh-15P, which has the NATO designation and codename AS-16 Kickback. The Kh-15P Kickback has solid rocket fuel propulsion, which gives a range up to 200km. The Kickback can be fitted with a conventional 250kg warhead or a nuclear warhead. The aircraft is also capable of carrying a range of aerial bombs with a total weight up to 40 tons.

The aircraft is highly computerised, and the avionics systems include an integrated aiming, navigation and flight control system, with a navigation and attack radar, an electronic countermeasures system, and automatic controls.

ENGINES

The aircraft propulsion system consists of four NK-32 augmented turbofan engines, which each provide a maximum thrust of 25,000kg. The engines are installed in two pods under the shoulders of the wing. The air intake incorporates an adjustable vertical wedge. The bomber has an in-flight refuelling system. In the inoperative position, the refuelling probe is retracted into the nose of the fuselage in front of the pilot's cabin. The aircraft fuel capacity is 160,000kg. In February 2008, Tu-160 bombers and Il-78 refueling tankers practiced air refueling during air combat exercise, as well as Mig-31, A50 and other Russian combat aircrafts.

(NSI News Source Info) TORONTO, Canada - July 5, 2012: Despite a cooling off in relations between Russia and NATO countries, neither party has refused taking part in joint military programs.

One such program is the regular aerial combat training exercise of the US Air Force and its allies, called “Red Flag”. The next exercise is scheduled for October 2012.

US Military command came up with the idea of conducting Red Flag exercises during the Vietnam War, when the USAF and naval aviation primarily used heavy multi-functional bombers such as the F-4 Phantom-II and F-105 Thunderchief. These bombers demonstrated their inability to engage in close combat with Vietnam’s light MIG aircraft. The reason for such failings was the strong reliance placed on powerful radars and medium-range missiles on the new American fighters. However, in practice the engagements very often did not go the way the pre-war theoretical schemes designed them to and the ratio of losses did not benefit the American side.

The situation had to be corrected – especially since at the same time in the other part of Asia above the sands of Levant, pilots of the Israeli Air Force on French and American aircraft showed wonderful results in aerial combat missions against Arabs who had far more powerful aircraft compared to Vietnam and who had gone through the same Soviet school.

The US Air Force then ordered a study known as Project Red Baron II, which showed that a pilot's chances of survival in combat dramatically increased after he had completed 10 combat missions. As a result, Red Flag, since starting in 1976, had the goal of offering every pilot and weapon systems officer (WSO) the opportunity to fly 10 realistically simulated combat missions in a safe training environment to give them more experience in real combat situations.

Today the Red Flag exercise is an advanced aerial combat exercise conducted in several cycles during the year. Besides Red Flag and Red Flag-Alaska, which mainly focus on fighter aerial combat, there are other cycles as well. For instance, the Joint Expeditionary Force Experiment (JEFX) – a large scale exercise for the headquarters of the US Air Force and its allies.

There is also Jaded Thunder, which is a series of combat training exercises in the course of which pilots from the US Air Force, Naval, and Marine aviation learn to detect and identify ground targets, including those camouflaged as civilians or civilian objects in a congested urban area.

Finally, there is MAFEX – Mobility Air Forces Exercises. These involve training transport aviation, where pilots learn how to interact using various communications and target detection devices as well as in the situation of a radio-electronic war.

In spring of 2012 it became known that the Russian Air Force is to participate in the Red Flag training exercise in the fall of 2012 together with Americans. From 8 until 19 of October, Red Flag Air Combat Exercise 13-1 will be held at Nellis Air Force Base, Nevada (the exercises are numbered in accordance with the fiscal years, and exercise in the fall will be number one in the 2013 fiscal year). Like India, who participated in the Red Flag several years earlier using its Russian-made SU-30 MKI, Russia will get a chance this year to test its aircraft in realistic combat maneuvers with USAF aircraft. This chance is very important, since up until now the only Russian aircraft of the fourth generation which fought in a real combat situation against western aircraft has been the MIG -29, but the possibility of deploying it in the conditions of very specific wars of 1991 and 1999 was limited. Under such circumstances, the chance to test modernized Russian aircraft such as the SU -27 SM, SU-30M2, MIG -29SM and other strike aircraft – despite simulations, they are still against real western aircraft and pilots – is too attractive to be miss out on.

There is a political question, however: “Who are we friends against?” The answer is very simple: against nobody. Russia and the United States have been successfully talking the same language in the military sphere for a long time. Here, more problems unite the two countries than separate them. At the same time, the existing contradictions can be solved over a short period of time. However, as one could tell, that does not prevent us from continuing to study each other.

The first batch of upgraded fighters will be handed over to the Air Force by late 2020. It is also planned that all new T-50 fighters will have become operational by then.

“When a plane powered by a regular engine is taken to a wide angle of attack at low speeds, it loses control and stability and starts moving independently of the pilot’s commands, i.e. the plane moves randomly. The Su-35 has perfect controllability at any speed, even at negative speeds, for instance, when the plane drops tail-forward. The pilot can effectively put the plane in any angular position,” Sergei Bogdan, a Su-35 and T-50 test pilot, explained to Izvestiya.

The world’s first thrust-vectoring engine appeared in the export version of the Su-30 meant for India. The first contract for the delivery of such planes was signed more than 10 years ago. India currently operates 150 Su-30 aircrafts and plans to contract the delivery of another 100 machines. Furthermore, Russia supplies Su-30 models powered by these engines to Malaysia and Algeria.

“This is the same Indian version, but it is designed for our Air Forces and has Russian-made avionics. All of the new Su-27 class aircraft will now be powered by thrust-vectoring engines, because since 2011, the Defense Ministry has mostly sought to buy new machines,” a UEC spokesman said. According to him, technically these engines can be installed even in older planes, because they tend to wear faster than the body; however, when the time comes to replace the engines, they will likely install regular engines without vectorable jet nozzles, as the Air Force has plenty in its arsenal. As of now, the planes powered by the new engine are only used at pilot training centers.

Engines with vectorable jet nozzles will also power the MiG-29K carrier-based fighter aircraft, which the Defense Ministry is procuring for the Admiral Kuznetsov, the country’s only aircraft carrier. Klimov Engine Plant is already making these engines for the MiG fighters sold to India under the Admiral Gorshkov contract.

Aircraft designers keep working to perfect the PAK FA T-50, despite the fact that many developed countries have given up on their fifth-generation fighter plans to focus on sixth-generation unmanned aircraft. Experts agree that it would be reasonable to follow suit; however, Russia has neither the money nor time to develop its sixth-generation machines – the Russian aircraft fleet has not been upgraded in more than 20 years.

The T-50 took its maiden flight in January 2010. Completion of the missile systems designed specially for this fighter is scheduled for 2014. Sixty T-50 fighters are expected to be delivered to the Air Forces by 2020.

(NSI News Source Info) TORONTO, Canada - April 14, 2012: A contract to build Borey class submarines, the most costly of the 2012 state defense orders, faces delays over pricing, the Kommersant daily said on Saturday citing shipbuilding and defense sources.

“The defense ministry is again dissatisfied with the price substantiation, so the signing of the contract is ruled out in the near future,” a source in the shipbuilding industry told Kommersant.
According to the paper, Russia's United Shipbuilding Corporation (USC) said one submarine will cost about 26 billion rubles ($878,000), or about 130 billion rubles ($4.4 billion) in total.
A defense ministry source said “the manufacturers still want to sell it at an unjustifiably high price,” while shipbuilders say such prices would barely allow them to make any profit.
 Dmitry Rogozin, the deputy prime minister in charge of the defense industry, said earlier this week he was uncertain that the agreement will be reached on all state defense orders for 2012 before the April 15 deadline

He said that price is still being negotiated on some objects on the list that require a production period of five-seven years, for example those intended for the Air Force and the Navy.

(NSI News Source Info) TORONTO, Canada - April 2, 2012: Russia’s Defense Ministry has issued a technical specification for development of a strike unmanned air vehicle (UAV), Izvestia daily said on Monday quoting a high-level source.

Tranzas company will build the UAV's on-board electronics as well as its navigation and control systems. The airframe, which will weigh about five tons, will be produced by the Kazan-based Sokol design bureau.
The new aircraft will have a modular structure, the source said, and will be able to carry various types of equipment and armament.
Russia’s Defense Ministry sealed contracts worth an estimated 3 billion rubles ($101.9 million) with Tranzas and Sokol in October 2011 for research work into creation of strike and reconnaissance UAVs.
In late March, Russian Air Force commander-in-chief Col. Gen. Alexander Zelin, told Moscovsky Komsomolets tabloid that strike drones will enter service before 2020. He did not specify how many drones will be acquired.
The United States has relied heavily on UAVs including the Predator system to carry out missile attacks on insurgents in the Afghanistan-Pakistan border area.

(NSI News Source Info) TORONTO, Canada - March 3, 2012: The Russian Defense Ministry has signed a deal for 92 Su-34 Fullback fighter-bombers from the Sukhoi aircraft maker, the ministry said on Thursday.

The deal under which the warplanes are to be delivered by 2020 was signed by Defense Minister Anatoly Serdyukov and Sukhoi General Director Igor Ozar.
This is one of the largest warplane contracts under the government arms procurement program and it will help replace all of the Su-24 bombers currently in service with the “4+ generation” aircraft, Serdyukov said.
The Ministry will take delivery of 10 Su-34s in 2012, all of them to be deployed in the Western Military District. Last year six fighter-bombers were delivered to the Air Force. These come under an initial contract for 32 Su-34s.
At present the Air Force has 12 Su-34s.
Factoring in the new contract, the Air Force will have a total of 124 Su-34s. 
The ministry previously said a total of 70 Su-34s will be delivered by 2015.
Commenting on the deal, Douglas Barrie, air warfare specialist at International Institute for Strategic Studies in London, said “the Su-34 - previously known as the Su-27IB - has been long in the gestation.”
“The program began in the 1980s and has suffered as a result of funding problems. It is entering service well over a decade after it was envisaged originally to be replacing the Su-24 Fencer.”
However the Su-34 will - with the appropriate avionic and weapons systems - provide the air force with a capable long range strike platform, with considerably more punch than the Su-24, he said.
“Work is continuing to integrate modern air-to-surface weaponry now in development in Russia on the Su-34, with trials being carried out at the air force test center at Akhtubinsk.”
The news of the contract comes a week after Russia partially resumed flights of Su-24 Fencer tactical bombers after one of them crashed in Russia’s Urals.
All Su-24s were grounded after the crash, in the woods of the Kurgan region during a routine flight on February 13. Both pilots ejected safely. The crash was the third of a Su-24 in Russia over the last four months. The two previous crashes occurred in October and December 2011.
It has been in service with the Russian Air Force since the mid-1970s. However, in recent years Russia has gradually been phasing out the planes, which have a patchy safety record.
The Defense Ministry earlier said the Air Force will procure over 1,500 new aircraft by 2020.
Russia started the full-scale production of Su-34s in 2008 at a Novosibirsk-based aircraft-manufacturing plant, a subsidiary of the Sukhoi Aircraft Holding.
Designed by Sukhoi, the $36-million Su-34 fighter-bomber is a two-seat strike aircraft fitted with twin AL-31MF afterburner turbojet engines.
It is designed to deliver high-precision strikes on heavily-defended targets under any weather conditions, day or night, and is equipped with a 30-mm GSh-301 cannon, up to 12 Alamo or Archer AAMs, ASMs, and bombs.
