(NSI News Source Info) TORONTO, Canada / LE BOURGET, PARIS., France - June 22, 2011: After India rejected its F-16 jets, US defence major Lockheed Martin on Monday said it is willing to offer the latest F-35 stealth fighter planes if the US government approves it. "The decision has to be taken by the (US) government.
There has not been any discussion between us and the Indian Government," Lockheed's Martin Director of Communications of F-35 Michael J Rein said, saying his firm is willing to rejoin the bid for the $11 billion fighter jet deal for procurement of 126 Medium-Multi Role Combat Aircraft.
The Indian Government had rejected Lockheed's offer of F-16 along with another US firm Boeing's offer of F/A-18 Super Hornet from the race for procurement of the jets.
Rein said the offer of F-35 stealth fighter to India has been mentioned in a draft Senate Bill and it was up to the US Government to take it forward.
The proposal to allow sale of F-35 stealth fighter has brightened the prospects of Lockheed Martin returning to the race for the deal, a top official of an Aerospace firm attending the Paris Air Show said.
Meanwhile, the air show here is abuzz with speculation that Lockheed Martin is trying to rejoin the MMRCA bid with its fifth-generation fighter aircraft (FGFA), F-35, which is still under development. Lockheed Martin's F-16 offer, along with those from other contenders, was rejected by India in April. Its head of corporate strategy and business development Patrick Dewar said the US Senate Armed Services Committee had "asked the defence department to study the 'desirability and feasibility' of a joint strike fighter sale to India".
Both Boeing and Lockheed Martin had been aggressively biding for the anticipated $11 billion deal.
Rein, who is here to as part of Lockheed Martin’s delegation to Paris Air Show, was replying to a question on reports that the US defence major will offer its F-35 jets to India to rejoin the race for the MMRCA contract, billed as one of the largest in recent times world-wide.
Lockheed Martin had offered the F16IN Super Viper to India which was rejected by the Indian government along with Boeing's F-18 Super Horne and Russian MiG.
India has shortlisted two European contenders, French Dassault Rafale and European Eurofighter for procuring 126 Medium-Multirole Combat Aircraft (M-MRCA) deal for the Indian Air Force (IAF) in April.
However, another executive, not wished to be named, said it would be difficult for Lockheed Martin to rejoin the competition as Indian government has already completed the shortlisting exercise.
India, however, has already launched the joint development of its own FGFA with Russia. Moreover, weeks after the MMRCA rejection, in a move seen widely as meant to compensate the US, India approved the $4.1 billion purchase of 10 C-17 Globemaster transport aircraft, manufactured by Boeing. The deal is expected to sustain 23,000 jobs in the US.

(NSI News Source Info) KOTTAKKAL, Kerala, India - October 22, 2010: Boeing is optimistic it will make the shortlist for India's medium multirole combat aircraft (MMRCA) requirement in 2011 with its F/A-18E/F Super Hornet, says Rick McCrary, capture team manager for its Defense, Space & Security business unit.

With India having completed in-country flight evaluations of the six candidate airframes, McCrary believes a shortlist will be issued next year to narrow the field, most likely after the Aero India air show in Bangalore.

"I think it will be the heavy twins," he says, referring to the Super Hornet and rival offers with the Dassault Rafale, Eurofighter Typhoon and RSK MiG-35. "They're looking for more serious medium combat aircraft, in weight and performance," he says.

Lockheed Martin and Saab are also pursuing the MMRCA contract offering their single-engined F-16IN and Gripen NG designs.

The Indian air force is seeking an initial 126 aircraft, with an option for 50% more at the same unit price, but McCrary says the service could eventually need up to 400 of the winning design. "They've got a huge air force, but it's ageing," he notes.

Deliveries will start within 36 months of a contract award, which is expected to be made in 2012. The first 18 aircraft will be completed by the successful bidder before final assembly and manufacturing responsibilities are progressively transferred to India. "This is a 20-year programme," McCrary notes.

In the case of Boeing, the company would first transfer final assembly and test of the Super Hornet for India from its St Louis site in Missouri and then "work back from there."

McCrary says New Delhi's recent selection of GE Aviation's F414 engine - which also powers the Super Hornet - for the MkII version of its Tejas light combat aircraft could help Boeing's bid for MMRCA. "We think they're disconnected, but would certainly like to think there's some synergy there."

Boeing also continues to answer requests for information about the Super Hornet from the United Arab Emirates about its new fighter requirement. France is also pursuing a proposed sale of its Rafale to the UAE's air force.

(NSI News Source Info) FARNBOROUGH, England - July 26, 2010: The versions of the F-16 being delivered to customers now - and which is in contention for an Indian order for 126 jets - are the most advanced 4th generation multi-role fighter aircraft currently available on the international market, its manufacturer Lockheed Martin said Wednesday.
"The F-16 continues as a modern, highly capable, affordable and supportable fighter. The programme is healthy and active, with firm production through 2013 and a strong likelihood of new orders that will extend the line for several more years," Bill McHenry, director of business development for F-16 programmes, told reporters at the Farnborough International Airshow.
Aircraft now being produced for Turkey, Pakistan, Morocco and Egypt are the advanced Block 50/52 F-16 C/D configuration. The United Arab Emirates was the launch customer for the Block 60 F-16 E/F version, which is the platform for the proposed variant called the F-16IN Super Viper for the Indian Air Force’s medium multi-role combat aircraft competition. A decision on this is likely later this year.
McHenry also added that there is a backlog of 86 F-16s, including a recent order from Egypt for 20 advanced Block 50/52 aircraft, the sixth follow-on buy for this country.
More than 4,450 F-16s have been delivered worldwide since the programme’s inception more than 30 years ago - including 53 follow-on buys by 14 countries.
In addition to the F-16 production programmes, Lockheed Martin continues to develop the F-16 for the future by integrating advanced technologies through upgrade programmes for existing F-16s to ensure interoperability with the world’s only 5th generation fighters - the F-22 Raptor and F-35 Lightning II.
"This integration of advanced technologies for fielded and new aircraft provides an opportunity for F-16 operators to benefit from the latest developments in technology and capabilities for fighter aircraft," McHenry said.
"This synergy will parallel technology and provide a natural bridge from the 4th generation of fighters to the 5th generation," he added.
Headquartered in Bethesda, Maryland, Lockheed Martin is a global security company that employs about 136,000 people worldwide and is principally engaged in the research, design, development, manufacture, integration and sustainment of advanced technology systems, products and services. The corporation reported 2009 sales of $45.2 billion.

But in the long run, there could be limitations over issues of Transfer of Technology (ToT) that India mandates now for major arms deals. Representatives of Lockheed Martin, which is developing the aircraft, have indicated in the past that the aircraft could be available to India if the Indian Air Force (IAF) opted for the F-16 Super Viper in its quest for some 200 Multi Role Combat Aircraft (MRCAs) but recently, the company made a presentation to the Indian Navy without this condition. Lockheed Martin’s Vice President for Business Development Orville Prins told India Strategic defence magazine that a presentation about the aircraft was made to the Indian Navy recently after it expressed interest in the newer generation of aircraft for its future carrier-based aircraft requirements. The Indian Navy is buying 45 Mig 29Ks for the Gorshkov, or INS Vikramaditya, which it will get from Russia in 2012 and its first indigenous aircraft carrier. But for its second indigenous carrier, and possibly more in the future, the Navy is looking for a newer generation of aircraft. Although the best of the weapon systems in the US are developed by private companies, the funding for their research and development is provided by the Government which exercises full control on the resultant products and their sale to any foreign country. ToT is a serious issue and in most cases, technology, particularly source codes, is not shared even with Washington’s best allies in the West or East. Lockheed Martin apparently made the presentation to India after authorization by the US Department of Defense (DOD), but Prins pointed out that the F 35 could be sold only after clearance from the US State Department, for which bilateral negotiations between New Delhi and Washington would need to be held once India expressed interest. The US is steadily emerging as a new supplier of sophisticated arms to India, which urgently needs to replace and augment its mostly outdated Soviet-vintage systems with high technology weapons of the 21st century. Beginning 2002, when an agreement for the sale of 12 Raytheon’s artillery and short-range missile tracker system, the AN/TPQ 37 Weapon Locating Radars (WLRs) was signed, the US has supplied systems worth nearly $ four billion. But over the last few weeks, the Indian Ministry of Defence has sent firm orders, or Letter of Request (LoR) for 10 C 17 Globemaster III strategic lift aircraft for the Indian Air Force (IAF) and 145 Bofors M 777 ultra light howitzers the Indian Army badly needs for its mountain operations. The competing gun from Singapore Technologies lost out as the company was mired in allegations of corruption in an Indian Ordnance Factory Board scam. Originally a Swedish company, Bofors was purchased by the US United Defense in 2000, and later acquired by the US arm of BAE Systems. In fact, as the US Administration had imposed restrictions on the sale of military equipment to India after the 1998 nuclear tests, President Bill Clinton went out of the way to allow United Defense- Bofors an exception to sell its guns to India if the Indian Army opted for them. The Indian Army is badly in need of various types of artillery guns, and keeping in mind the developments in the neighbourhood, the Indian government recently cleared the acquisition of this ultra light howitzer in a government-to-government deal under the US Foreign Military Sales (FMS) programme. The gun has been deployed with excellent results in the rugged mountains of Afghanistan. Made with titanium alloys, the M 777 is about 40 per cent lighter than a standard gun and can be easily transported under-slung by a helicopter. Originally a Swedish company, Bofors has been much maligned in India due to the allegations of corruption in the sale of its 155 mm FH 77B guns in the mid-1980s. Operationally however, these guns played a significant role in India’s victory in the 1999 Kargil War to evict Pakistani intruders from the Himalayan heights on the Indian side of the border. India has also deployed the gun at the highest battlefield in the world at Siachin. Ferrying them to those daunting heights in parts and then assembling them has been a terrific job by itself for the Army. LORs for both the C 17 and M 777 have been issued only in the past couple of weeks. India has less than 20 IL 76 Soviet-supplied Il-76 aircraft, which will mark 25 years of their induction in April 2010. Although a fuel-guzzler, the IL 76 has served the IAF well and still has a residual life of 10 to 15 years with some periodic modifications as the IAF has utilized it carefully. Manufactured in Uzbekistan, which was a part of the Soviet Union, the IL 76 is now out of production and most of its existing serviceable units have been acquired by China. There is no matching aircraft to replace the IL 76, the closest being the C 17, although bigger aircraft are available from both the US and Russia. The C 17 has nearly double the capacity of an IL 76, but according to Air Marshal Goel, a veteran of IAF’s transport fleet, full load on an aircraft is never really carried as it hinders its range and fuel capacity. Unlike the IL 76 though, the C 17 can be refueled midair for much longer flights, and needs only two pilots and one loadmaster for operations, that is half the crew of what the IL 76 requires. Despite its massive size, the C 17 can take off and land on unpaved grassy fields like a football ground at very steep angles, an important capability in battle conditions. Notably, IAF had also placed an order for six C 130J Special Operations aircraft with an option for six more in 2008 with the US Lockheed Martin. A smaller aircraft than the C 17, it is also very capable and can operate from small grassy fields to quickly get away after loading or unloading. Lockheed Martin has offered to transfer the manufacturing facility to India if 40 or 50 aircraft are ordered for military and civil use, particularly in the mountainous north-east regions. The Border Security Force (BSF) is also considering to buy one or two C 130Js, albeit without some specialized systems that the IAF needs. The JSF is a fifth generation aircraft, to be used by the US Air Force, Navy and Marines, and perhaps will be the last manned aircraft by that country before unmanned, high-powered long-range drones and helicopters fully take over the skies by the middle of this century. The USAF is already conducting joint manned and unmanned combat operations in Afghanistan, clearly indicating the gradual transition underway. The unmanned systems, controlled from airbases in the US itself on the other side of the globe, are both reconnaissance and armed, and their use has increased in the recent years to neutralize terrorists in the troubled mountainous region on both sides of the Afghan-Pakistan border. F 35 is a single-engine, single-seat stealth aircraft, being developed with several foreign partners to help reduce development and production costs, and is still being tested for its varied capabilities. It will be available in conventional takeoff and landing mode as well as in short-take-off-and-vertical-landing (STOVL) for carrier landings. Thanks to the numbers, it could cost as low as $ 50 million only per unit, or the price of a modern Medium Multi Role Combat Aircraft (M-MRCA) despite its highly advanced features. The JSF 35B conducted its first STOVL propulsion test in flight for the first time on Jan 7 last week at the Naval Air Station (NAS) Patuxent River, and it will be some time before it goes into production. Its programme partner countries include Britain, Italy, Netherlands, Canada, Turkey, Australia, Norway, Denmark , Singapore and Israel, all of whom would possibly supply some components, and investments. Whether India joins the production programme or not is an open question, depending upon the numbers required. The Indian Navy cannot have a large requirement and the Indian Air Force is already committed to buying the similar but perhaps more expensive Fifth Generation Fighter Aircraft (FGFA) to be jointly produced by Russia’s Komsomolsk-on-Amur Aircraft Production Association (KNAPPO) – which produces SU 30 jets – and India’s HAL. The Russians have done substantial work in this regard, and hope to fly its single seat version by 2015-16 while the IAF hopes to induct its two-seat version by 2017. IAF wants the second seat “missionised” for weapon operations for the co-pilot, a practice that the Israelis have also opted for in their F-16 aircraft. China, which has been accused of stealing technology by Russia, is also trying to develop a 5th generation fighter. In any case, it’s a question of time when the environment in the strategic Indian Ocean region, and around India, is filled by the likes of stealth and futuristic aircraft. The Americans had proved to be unreliable in the 1960s when they made several promises for equipment after the Chinese aggression on India and did not fulfill them. The geopolitical realities have perhaps changed and they are willing to offer some of their best technologies. The US is steadily opening its stable of sophisticated weapons to India. After the sale of Raytheon’s WLRs, which was actually the first combat system under the Foreign Military Sales (FMS) received from the US after India’s nuclear tests in 1974 and 1998, the US has also sold eight highly advanced Boeing P8-I Multi-mission Maritime Aircraft (MMA) to the Indian Navy to patrol the Indian Ocean. The aircraft is still under development, and significantly, will be available to the Indian Navy nearly at the same time as to the US Navy, which has paid for its development. This was preceded by the transfer of an old amphibious ship, USS Trenton, renamed INS Jalashwa, and its six onboard Sikorsky utility helicopters at nominal costs for the Indian Navy. The P8-I is the most hi-tech system yet to be acquired by India, and according to Boeing’s Integrated Defense Systems India Head, Dr Vivek Lall, “its sale is unprecedented” in terms of US transfer of technology. In August last year, another US arms major, Northrop Grumman, also offered its futuristic Hawkeye 2-D combat management aircraft to the Indian Navy. This aircraft is also under development and it India opts to buy it, then this system will also be available to the Indian Navy nearly at the same time as the US Navy. The P8-I deal is the biggest yet at $ 2.1 billion, while the other major deal for C 130Js has been placed at nearly $ one billion. The deal for the 10 C 17s, which was formally announced by Boeing from Long Beach. California on Jan 8, could be bigger than that of the P8-Is, depending upon the configuration and requirements of the Indian Air Force. No details are available. Notably, Boeing and Lockheed Martin have also fielded their respective F/A-18 Super Hornet and F-16 Super Viper combat jets to India in the six-cornered MRCA competition, but the US is also adding other sophisticated systems like the Lockheed Martin’s Aegis shipboard anti-missile system, which had been used two years ago to shoot down a satellite in space with precision as part of an apparent technology demonstration. Orville Prins said that presentation on the Aegis system had also been made to the Indian Navy and the Ministry of Defence. On offer are also some of the best precision missiles and engagement systems from Raytheon, which does not make any platforms but builds onboard capabilities. Sources say that it is also offering its latest Airborne Standoff Radar (ASTOR), which is perhaps the latest in Synthetic Aperture Radar (SAR) technology, to India. The system has been fielded in Afghanistan by the British forces only llast year. Notably, most of the combat systems with the Indian Armed Forces are either old or outdated. For instance, except for the Su 30MKI combat aircraft, all the fighter and transport aircraft with the Indian Air Force are at least 20 years old. Onboard precision engagement technology is the key to modern warfare and defence. The US has that. But how far India goes in buying the US systems will largely depend not only on the technology and price offered, but also on the Transfer of Technology (ToT) that most major deals now warrant as a policy.

Anyone offering full ToT will surely have the upper hand here. Reliability and service is given top priority because we have to keep them may be for the next 30 yrs or so and this aspect of the fighter would be given more brownie points than flying characters etc. “It’s the biggest fighter aircraft deal since the early 1990s,” said Boeing’s Mark Kronenberg, who runs the company’s Asia/Pacific business. DID has offered ongoing coverage of India’s planned multi-billion dollar jet fighter buy, from its early days as a contest between Dassault, Saab, and MiG for a 126 plane order to the entry of American competitors and even EADS’ Eurofighter.
Equally important will be the AESA. Or else why should everyone offer the AESA as part of the package.Another major factor will be the politics behind it. One factor that could influence could be the time frame of induction. My take about whether it’ll be a single or twin engine fighter who’ll win the competition, I think it wont make any difference as a twin engine fighter has more reliability while a single engine fighter will have much lower operating costs which are both priorities for the IAF. Now let me dissect each of them one by one. 1) THE MIG 35: Since russia and the US are the only two countries that makes every nut and bolt of their fighter jets,the russians are the only ones that can brag about “complete” transfer of technology . Another plus point is that it is so many percentage cheaper than all the other twin engined peers in the competition.Plus we already operate the mig 29 ,our navy is buying them,have MRO facilities, is going to produce RD 33 locally so integration of the MIG 35 into the IAF will be a breeze compared to all the other fighters.We can also customize the aircraft to our needs like the Su 30 MKI.Now the negative points include less reliability , lower tech( the AESA is first gen ), almost total dependency on russia, lack of support and spares which has been a headache for the IAF especially with the Mig 29’s. Also Russia doesn’t offer much of political mileage more than what we have now and ditching them will hurt them,but not so much, as our the major chunk of weaponry, even future ones, is gonna still remain Russian.I guess the russians too believe that they have a huge chance of losing the deal to the west, so there is not going to be a major fallout.Though the Mig 35 has exceptional flying charac, the avionics part is still very much hollow even with the AESA and OLS(the counterpoint that can be given here is that we can customize it to our expected level). The Russian air force has not given a clear indication of inducting it in large numbers and i think they are more inclined towards waiting for the pakfa and this can be a problem as far as support of the aircraft goes in the long term. 2) Eurofighter Typhoon: I’m really appreciative of the aircraft’s capabilities and it is a winner( with the CAESAR ) in all fronts as a weapons platform compared to all other aircraft’s in the competition. But for me this aircraft has the least chance of winning the competition.The EF consortium recently won a 9 billion euro deal for 112 a/c.9 billion euros is around 14 billion US$. and our order is for 126(plus an option of 63 more) .Our budget is 10~12 billion plus we’ll have to shell out money for weapons, support and service for around 30 yrs,ToT, manufacturing facilities for the aircraft and all this is going to be a hell lot of money much above our budget. Yes, 50% of it is gonna come back to us as offsets but then the money we’ve got to pay them in the first place will be exorbitant. Second regarding ToT , I hope they can fulfill that part but the status of their radar is still unclear. Yes the tranche 3 will have an AESA but will it be available for our evaluations is still unknown. They have reportedly tested it back in 2007 but its present status is unclear. On the political front the Europeans have proposed a package which is still unknown. Also on offer is partnership in the euro fighter project for further development but i guess we can arm twist anyone into being part of future development of the platform. Also the fatigue life of the eurofighter is pretty low. around 6000 hrs.This means lower service life which is really bad news especially for the IAF. Also most of the partner nations in EF will spend more resources on purchasing the F 35 when its available. This is highlighted by the Brits cutting back on their commitment towards buying their share of EF’s. Also the new tender called for additional AJT’s for the IAF as they are unhappy with the Hawks, can put a black mark on the companies involved in the EF consortium. Plus point is that if EJ200 engine gets selected for the LCA, EF and LCA will have the same engine. Also the EADS is also helping the LCA to meet is IOC target.Also if the deal happens , the technology being transfered will be top class.. But i think so much is not enough to turn the tide towards the EF with their major drawback being, as i told you.. THE PRICE.. 3) Dassault Rafale: An excellent aircraft, as good as the typhoon, a winner in all fronts except the price tag.The rafale isn’t cheap, might be as costly as the Typhoon. But has a few plus points. The whole aircraft is almost entirely french (may be not as entirely as their American and Russian counterparts) so ToT wont be a problem for the French. Snecma is helping us make the 90 kN Kaveri which we might also be able to use in the rafale if bought. The rafale is going to be the primary aircraft for the french which is only going to complemented by their stealth UCAV which is under development unlike the Typhoon. The Rafale is also the big brother of the mirage 2000 which we operate and was the original choice for the MRCA. The Indian pilots rave about the mirage and the rafale will only be better. With the French promising us the source codes i guess we can equip it with the any weapon system of our choice. The AESA they offer is the only one that is under production other than the american onesThe fact that there is a naval variant too makes the deal very attractive.The french also claim very low operating costs. Plus they’ll be so aggressive in this deal coz they still haven’t won anywhere.They are still hanging on the balance in Brazil . They’ve always been bulldozed by the Americans . Now the negative point is the price. I don’t believe even in my wildest dreams that they can stick to our budget limit unless they give us substantial discounts , also taking into account the the followup order we might place.The typhoon consortium wont be able to do this because its a consortium!! while the rafale can be discounted coz its entirely a french plane and there is no need to convince a bunch of governments about selling a fighter cheaper than what they themselves get. Also the french cant give us anything substantially new politically as they’ve agreed to all our demands (security council seat , nuke deal) long back. The french also has the dirty habit of selling arms to anyone if they get money , even to our neighbor in the west regardless of our concerns. 4) Saab Gripen NG: The first true multirole aircraft that went into production , this one is a truly capable aircraft. It was built from bottom up to be network centric and will truly fit Lock and key into IAF’s network centric doctrine. Plus points include the swash plate AESA( under development , so can be its biggest drawback if it isn’t ready in the stipulated time) , the very low price tag with no aircraft on offer( leaving aside the f 16 sv) so much bang for the buck.Also the data link on the Gripen ,the man-machine interface etc are world class. Its 10 mins refueling and rearming time shows its mission availability and its short take off and landing characteristics will be very attractive to the IAF.The airframe life is 8000 hrs (for the C/D), compared to 6000 hrs for the typhoon. This coupled with very low operating costs(remember it has a single engine) makes it a mouth watering deal. They are also offering more than 50% offset and offering partnership to develop the MCA. The development of the LCA mk ii will be significantly faster with Swedish support. Also like the rafale, the gripen will be the main strike aircraft for the swedes for the next 2-3 decades.So no worries on the support front.The swedes are also offering to integrate any weapon of our choice russian, EU , American and Indian and will let us customize the aircraft any way we want. And if the F 414 gets selected for LCA , it’ll have a common engine with the gripen hence better inventory management. The Gripen will ,as the swedes claim, be the perfect junior partner for the Su 30 MKI (so will the LCA). Also there is a possibility that the Kaveri engine would be fitted into the gripen which if happens would be absolutely great ,both for us and the swedes. Now coming to its negative points, it brings absolutely no political mileage . India can offer the swedes more politically(if they buy the LCA ) than they can offer us. Also their call of “independence” if they buy the platform shouldn’t be taken seriously as they have a significant part of critical aircraft components( engine , radar ) sourced from outside.In my opinion the swedes should’ve selected the Eurojet engine instead of the F 414 for the Gripen NG which would’ve gone a long way lending their independence tag much needed credibility. The LCA mk ii when developed will be strikingly similar in capability and the IAF wouldn’t want two similar aircraft’s in the same class. Also the gripen will be in a tight situation if they lose the Brazilian and Indian deal and would. But that would also make them fight tooth and nail for the deal but how worthwhile is their fight, only time will tell. 5) F-16 super Viper: First things first.. It is American. that means a combination of high technology + the burden of sanctions. The aircraft we are buying should be around for the next 30 years. 30 years is a long time. It was in the last 7-8 years that the Americans have become close to us and they offering us high technology was unthinkable before that.So the next 30 years can also spring in a few surprises. Any thing can happen in this time period from US being our close ally to them slapping us with sanctions. Counter argument can be that there is no guarantee that the Russians wont turn against us and help the Chinese or whatever. But history wise the Americans are more notorious in ditching their partners than the the Russians( for eg take the case of Pakistan) . The Americans deal with the motto “There are no permanent friends, only permanent interests”. I’m no anti american and i believe they were a very responsible superpower(if you forget Iraq , kosovo and Afghanistan ). Now back to F 16 SV. It has a combat ready AESA which is much more advanced than what anyone offers except maybe the AN/APG 79, the platform is combat proven( though not in fights among equals), is agile, comes with advanced sensors and EW suite and as Lockheed martin claims, with some generous sprinkling of 5th gen tech from the F 35 and 22. They are shutting down their production in the US and would want someone to take over its remains and maybe act as a production and support hub for the rest of the world. They are also dangling the F 35 carrot which the navy is somewhat keen to have … Negative points include 4th gen aircraft beefed up to meet our requirements , Indians not very impressed with its capabilities from what they’ve seen from various exercises they’ve participated.The fact that it is gonna be discontinued in the immediate future to make way for the F 35. The typical Indian mindset of i dont want the same car as my neighbor even if it is the latest version. The fact that we’ve to pay 7% royalty to the UAE gov since most of the stuff inside the SV was funded by UAE. And all the reasons stated above when i started writing bout the SV. It was worth buying it if had some 5th gen stuff in it.But i guess the Americans are equating 5th gen=AESA. It would come cheaper than most of the other competitors but i myself is not very inclined towards it ( may be my Indian attitude “Since The whole world has it , i want something new” ). 6) The F/A 18 Super Hornet: Well the Super Bug is a very rugged Aircraft. Any thing capable of carrier landing and take off (including the rafale) would be a very capable one.The SH is also capable of huge payloads and has a very good range compared to all the other aircraft.It is a true multirole/swing role aircraft in every sense.Its RCS is said to be the lowest among the competition, only beaten by the Fifth gen ones. Another strong point is the reliability and the maintenance aspect of the aircraft which is unbeatable in the competition which the IAF is sure to notice. It naturally had to be so as it was made to be Carrier based.The airframe service life is >8600 hrs Also notable is the AESA that comes with it. It is the best that is offered among all the radars and i’m not going in detail bout its specs because it has been dissected and discussed in this same thread. It also has one of the best avionics package and though they dont claim anything to be 5th gen in it , i think it is a much better package than the F 16’s offer. And it would be cheaper than the twin engined euro canards by a mile ( but wont beat the MIG 35) coz of the numbers on order by the USN. Plus it comes with the F 414 on offer to the LCA . Now coming to the not so good aspects of the SH , it is American so everything what i’ve written about the SV would apply here too. The SH isn’t very agile ( it is agile but not as much as the flankers or the eurocanards ). But i don’t think the IAF this time around is concentrating on the close combat aspect of the fighters so this might be forgiven.The SH may also be replaced (or complemented )by the naval variant of the F 35 but the USN might keep it till 2030 at least). Then the problem of ToT. If the americans would’ve given full ToT on this bird i bet there wouldn’t have been any competition coz no one could have matched what the super bug offered. But sadly it isn’t so , throwing the whole competition open. Finally I guess the the competition is between the Rafale , SH and the Gripen ;Yeah, more like the Brazilian tender.What ever differences we have strategically with the Brazilian requirements I’m sure the IAF would be keenly watching it while carrying our evaluation . (NSI News Source Info) BANGALORE, India - September 2, 2009: Three F-16 advanced fighters of U.S. aerospace major Lockheed Martin will soar into the skies Monday for the flight evaluation trials (FET) of the medium multi-role combat aircraft (MMRCA) the Indian Air Force (IAF) is seeking to replace its ageing Soviet-era MiG-21 fleet. The F-16IN Super Viper is a unique new fighter sharing a heritage with the world's only fifth generation fighters – the F-35 Lightning II Joint Strike Fighter and the F-22 Raptor. Evolutionary integration of fifth generation technologies makes the F-16IN the most advanced fourth generation fighter in the world today. This ultimate fourth generation fighter is tailored exclusively to meet or exceed all of India’s Medium Multi Role Combat Aircraft (MMRCA) requirements. The F-16IN is the right choice for the Indian Air Force (IAF) and is ready for integration into India’s infrastructure and operations now. "We are flying in three F-16s from Dubai to Bangalore Aug 31 for the month-long field trials. The fourth-generation advanced fighters are currently with the United Arab Emirates (UAE) Air Force. They will be flown by our test pilots along with U.S. Air Force pilots," a senior Lockheed Martin official told IANS here.In the run-up to the trials, to be conducted in Bangalore, near Jaisalmer in Rajasthan desert and in high-altitude Leh in September, Lockheed Martin has flown-in an advance team, including a logistics group, for ground preparations.
"The F-16s, with fifth generation capabilities, will demonstrate to the IAF their strike power, speed, accuracy and its awesome 360-degree maneouvers, with its sophisticated active electronically scanned array (AESA) radar," Lockheed Martin director Michael R. Griswold said.
If Lockheed Martin bags the lucrative order, estimated to be about $10 billion at current prices for 126 aircraft, it will manufacture an Indian version, christened F-16IN Super Viper that will carry about 8,000kg of conventional weapons or nuclear warheads.The other five aircraft in the fray for the order are Boeing's F/A-181N Super Hornet, the Dassault Rafale, the Saab Gripen, the Russian MiG-35 and the European consortium EADS Eurofighter Typhoon.
As per the global tender floated last year, the winning bidder will have to deliver 18 aircraft in fly-away condition, while the remaining 108 will be manufactured by the state-run Hindustan Aeronautics Ltd (HAL) under a technology transfer deal.
Though the tender is for 126 aircraft, there is an option for an additional 50 percent, or 63 more aircraft.The F-16 trials will take place a fortnight after Boeing flew in its two Super Hornets Aug 14 and conducted trials for about 10 days from Aug 17 in Bangalore before taking-off to Jaisalmer and Leh for a series of trials in hot and cold weather conditions.
During the second round of field trials, senior IAF test pilots will join Lockheed Martin test pilots to fly the tandem-seater fighters for a firsthand feel of its capabilities and technologies, especially its electronic warfare abilities.
"Initially, the IAF pilots will co-pilot the aircraft, taking controls mid-air after familiarising themselves with the systems and the advanced navigation aids. In the subsequent trials, the IAF pilots will take command of the aircraft for evaluating its various parameters, including use of weapons," a Lockheed Martin official said but declined to be named.
The IAF has formed two teams of two test pilots each for the flight trials, which will be conducted in three stages: pilot familiarisation, field trials and weapons systems trials. The third stage will be conducted in the country of manufacture.
The technical evaluation was completed early this year after the six manufacturers responded to the IAF's Request for Proposal (RFP) in August 2007.
"All the trials are on a no-cost-no-commitment basis. The IAF will buy only the aircraft that meets all the parameters in terms of capabilities and cost," a defence analyst told IANS here.

(NSI News Source Info) BANGALORE - February 14, 2009: Like it or not, Suman Sharma, who was the first civilian woman to fly the F-16IN Super-Viper also became the first woman in the world to fly the MiG-35, just minutes after Rakesh Sharma flew the F-18 Super Hornet on Friday at the Yelahanka air base as part of Aero India 2009.

MiG Aircrafts head Mikhail Globenko told TOI: "She is the first woman to fly on the MiG-35. Two reasons convinced us to fly her -- this aircraft is extremely safe and MiG pilots are remarkable. We knew she would be in a safe aircraft and in safe hands. We showed that in 2007 display too. And then we found she was brave, physically fit and ready to take the flight. We have in fact invited her for the Moscow air show in August."
Suman's flight comes in the context of Russian air force not having women fighter pilots at the moment and Russian women not having flown the aircraft. Interestingly, the flight happened on Friday the 13th. "It is a coincidence that we flew her on a military aircraft when we don't have women fighter pilots."
In the rush of personalities that this aero show has seen, Suman who first flew the F-16IN was followed by Abhinav Bindra on the F-16IN and Rakesh Sharma on the F-18. Now Suman herself was back again but this time on the MiG-35.
Suman said MiG authorities were convinced that she could fly as co-pilot and take the gravitational pull as she had already experienced the flight on the F-16 IN. "It was a 42-minute ride and was exciting. We did 20,000 feet at 0.9 mach. The pilot was conversing with me in English and asked me how I felt throughout."
Suman and her pilot did the side rolls and the 360 degree turns and high angle of attack for the manouvres and pulled 7G which has been the highest in this personality-driven flights. "I think the MiG 35 is about power -- tremendous power. You can feel it in flight. Perhaps it has to do with the fact that it is twin engine. The stability and agility seemed remarkable with all the weight."
Its also a colourful aircraft with beautiful blue colour painted on the back. It also has the lean and curvy airframe which makes it appear deadly. The Mikoyan MiG-35 is a further development of the MiG-29M/M2 and MiG-29K/KUB technology. Classified as a 4.5 generation fighter aircraft, the only existing prototype is the third modification of the existing MiG-29M2 airframe which previously served as MiG-29M2 model demonstrator.
The MiG-35 is now classed as a medium-weight aircraft because its maximum take-off weight has increased by 30% which exceeds its previous criteria of classification.
MiG Corporation had their first official international MiG-35 presentation during Aero India 2007.
