(NSI News Source Info) TORONTO, Canada - August 2, 2013: The U.S. Navy recently awarded Boeing [NYSE: BA] a $1.98 billion contract for 13 additional P-8A Poseidon aircraft, continuing the modernization of U.S. maritime patrol capabilities that will ultimately involve more than 100 P-8As. The contract includes long-lead funding previously approved by the Navy. 

The Navy has now ordered 37 of the 117 P-8As it is expected to buy. To date, 10 have been delivered. Based on the Boeing Next-Generation 737-800 commercial airplane, the P-8 provides anti-submarine, anti-surface warfare as well as intelligence, surveillance and reconnaissance capabilities. The P-8 is replacing the Navy’s P-3 aircraft.  

“We’re on budget and on schedule and the Navy will stand up initial operational capability of this transformational aircraft by the end of the year,” said Rick Heerdt, Boeing vice president and P-8 program manager.  

“This new contract award will continue to deliver aircraft to the fleet squadrons scheduled to receive their initial batch of P-8As on cost, schedule and performance parameters in accordance with the approved Acquisition Program Baseline,” said Capt. Scott Dillon, the Maritime Patrol and Reconnaissance Aircraft Program Office’s program manager.

Boeing assembles P-8As in the same facility where it builds all its 737s. The Poseidon team uses a first-in-industry in-line process that takes advantage of the efficiencies in the Next-Generation 737 production system. After initial assembly, the   P-8A aircraft enter a separate mission system installation and checkout facility for final modifications and testing.

Initial operational test and evaluation (IOT&E) was completed in March; the Navy announced July 1 that the P-8A program had passed IOT&E and the P-8A was ready for fleet introduction.

Boeing’s industry team includes CFM International, Northrop Grumman, Raytheon, Spirit AeroSystems, BAE Systems and GE Aviation.

(NSI News Source Info) TORONTO, Canada - April 29, 2013: The Boeing Co., Seattle, Wash., is being awarded a $21,459,925 modification to a previously awarded firm-fixed-price contract (N00019-09-C-0022) for the upgrade of the Training System Support Center in support of the Low Rate Initial Production Lot III, P-8A Multi-Mission Maritime aircraft.  

This modification also includes the procurement for the tooling and data for the Weapons Tactics Trainer.  Work will be performed in St. Louis, Mo., and is expected to be completed in August 2016.  

Fiscal 2011 Aircraft Procurement Navy and Fiscal 2013 Research, Development, Test & Evaluation, Navy contract funds in the amount of $21,459,925 are being obligated on this award, of which $21,055,883 will expire at the end of the current fiscal year.  

The Naval Air System Command, Patuxent River, Md., is the contracting activity.

(NSI News Source Info) TORONTO, Canada - April 2, 2013: Boeing [NYSE: BA] handed over the seventh production P-8A Poseidon to the U.S. Navy on schedule March 29, marking the first delivery from the second low-rate initial production contract awarded in November 2011.

The maritime patrol aircraft departed Boeing Field in Seattle for Naval Air Station Jacksonville, Fla., where it joined six P-8As currently being used to train Navy crews.

"This is our second P-8A delivery of 2013, and we'll continue to provide the Navy with new Poseidon aircraft at a rate of nearly one a month," said Rick Heerdt, Boeing vice president and P-8 program manager. "We've got a full factory of P-8As for the U.S. Navy and P-8I aircraft for India, and we're working side-by-side with both customers to introduce the aircraft's advanced capabilities into their fleets."

Boeing is on contract to build and support 24 P-8A aircraft as part of three LRIP contracts awarded in 2011 and 2012. The Navy plans to purchase 117 P-8As, which are based on the Next-Generation Boeing 737-800 platform. The versatile multi-mission aircraft provides broad long-range maritime patrol capabilities -- anti-submarine warfare, anti-surface warfare, intelligence, surveillance and reconnaissance -- and will replace the Navy P-3 fleet.


The P-8A Poseidon is a long-range anti-submarine warfare, anti-surface warfare, intelligence, surveillance and reconnaissance aircraft capable of broad-area, maritime and littoral operations.

A derivative of the Next-Generation 737-800, the P-8A combines superior performance and reliability with an advanced mission system that ensures maximum interoperability in the future battle space.

Customers:
The P-8A is being developed for the U.S. Navy by a Boeing-led industry team that consists of CFM International, Northrop Grumman, Raytheon, GE Aviation, BAE Systems and Spirit AeroSystems.

The U.S. Navy plans to purchase 117 P-8As to replace its fleet of P-3C aircraft. In January 2011, Boeing received a $1.6 billion contract for low-rate initial production of the first six aircraft, spares, logistics and training devices; in November 2011, Boeing received a $1.7 billion LRIP award for seven additional P-8As. In September 2012, Boeing received a $1.9 billion contract for 11 aircraft, bringing the total to 24.
P-8A initial operational capability is slated for 2013.

On Jan. 1, 2009, Boeing signed a contract with the government of India to provide eight P-8I long-range maritime reconnaissance and anti-submarine warfare aircraft to the Indian navy. The P-8I is a derivative of the P-8A designed specifically for the Indian navy.

Australia signed an MOU with the U.S. Navy in 2009 and will collaborate in Increment 2. In March 2012, a production, sustainment and follow-on development MOU was signed.

(NSI News Source Info) TORONTO, Canada - March 15, 2013: The Boeing Co., Seattle, Wash., is being awarded a $128,393,761 modification to a previously awarded cost-plus-award-fee contract (N00019-04-C-3146) for engineering labor to perform extended lifetime fatigue testing, teardown, and post-teardown analysis of the P-8A airframe under the P-8A System Development and Demonstration Program.  

The engineering tasks and analyses are necessary to authorize P-8A operations for up to 150 percent of the specified service life of the airframe, dependent upon the results of the extended lifetime testing.  

Work will be performed in Seattle, Wash. (95 percent), and St. Louis, Mo. (5 percent), and is expected to be completed in December 2018.  Fiscal 2013 Research, Development, Testing and Evaluation, Navy contract funds in the amount of $128,393,761 are being obligated on this award, none of which will expire at the end of the current fiscal year.

(NSI News Source Info) TORONTO, Canada - December 20, 2012: The United States plans to deploy some of its newest warships and other high-tech weapons to the Asia-Pacific as part of a strategic shift to the region, a U.S. defense official said Dec. 19.

The Pentagon will send P-8 submarine-hunting aircraft, cruise missiles, Virginia-class submarines, coastal combat ships and F-35 fighter jets to Asian ports and bases in coming years, the senior official told reporters.

“What you’re seeing is part of a bigger effort; the Pacific theater will get the newest weapons systems first,” he said, speaking on condition of anonymity.

The Pentagon has promoted a tilt to Asia after a decade of ground wars in Iraq and Afghanistan, reflecting concern over China’s growing military power and its assertive stance in territorial disputes with its neighbors.

The United States already plans to deploy more than half of its fleet to the Asia-Pacific and to station four littoral combat ships — speedy new vessels designed to operate near coastlines — for rotational deployments in Singapore.

Defense Secretary Leon Panetta said Dec. 18 that the stealthy F-35 Joint Strike Fighter, which is still in development, could be deployed at the Iwakuni air station in Japan’s Yamaguchi prefecture by 2017.

Washington also is providing Japan with another powerful X-band radar to bolster its missile defenses, a move announced in September.

Vietnam, the Philippines and other countries in Southeast Asia are locked in escalating territorial disputes with China and have sought to bolster military ties to Washington to counter Beijing’s influence.

The senior U.S. defense official, recounting recent talks in Southeast Asian capitals, said governments were watching closely to see how China’s new political and military leadership will handle the territorial arguments.

“There was palpable concern and deep concern” over Beijing’s recent actions on the South China Sea, the official said.

He was referring to tough new maritime rules from China’s Hainan province, a controversial map in new Chinese passports and allegations that Chinese fishing boats cut the seismic cables of a Vietnamese geological survey vessel.

Hainan province adopted new regulations last month allowing local police to board and expel foreign ships entering waters it considers under Chinese jurisdiction.

And Beijing infuriated its neighbors by issuing new passports containing a map showing its claim to nearly the whole of the South China Sea.

Work will be performed in Seattle, Wash. (63.8 percent); Greenlawn, N.Y. (11.7 percent); Baltimore, Md. (11.0 percent); North Amityville, N.Y. (8.2 percent); and McKinney, Texas (5.3 percent); and is expected to be completed in May 2015.  

Contract funds will not expire at the end of the current fiscal year.

(NSI News Source Info) TORONTO, Canada - March 3, 2012: The Indian government has allocated its navy funds to buy an additional nine mid-range reconnaissance airplanes for nearly $1 billion.

The new aircraft will assist in maintaining India's Indian Ocean security and supplement the Indian navy's earlier order of P-8I Poseidon long-range reconnaissance airplanes from U.S. defense manufacturer Boeing.

The tender for the new aircraft is being sought by not only by Boeing and U.S. defense contractor Lockheed Martin, but Sweden's Saab, France's Dassault Aviation, Brazil's Embraer and European concern EADS, Web site navaltoday.com reported.

India's military specifications demand the new aircraft must carry missiles and torpedoes capable of destroying both surface ships and submarines and have a minimum flight range of the airplanes of 400 miles. The range of Boeing's P-8I is in excess of 1,250 miles.

In 2008 India signed an initial procurement contract with Boeing for eight P-8I Poseidon airplanes worth $2.1 billion, with another contract for an additional four P-8Is expected to be signed this month, as India intends to increase its fleet of Poseidon P-81 patrol aircraft to 24 in total.

(NSI News Source Info) TORONTO, Canada / SEATTLE, USA - November 9, 2011: Boeing [NYSE: BA] on Nov. 3 received a $1.7 billion low-rate initial production (LRIP) award from the U.S. Navy for seven additional P-8A Poseidon maritime surveillance aircraft.

LRIP-II is the follow-on to an initial LRIP-I contract awarded in January to provide six Poseidon aircraft. Overall, the Navy plans to purchase 117 Boeing 737-based P-8A anti-submarine warfare, anti-surface warfare, intelligence, surveillance and reconnaissance aircraft to replace its P-3 fleet.

As part of the contract, Boeing will provide aircrew and maintenance training for the Navy beginning in 2012, in addition to logistics support, spares, support equipment and tools. The training system will include a full-motion, full-visual Operational Flight Trainer that simulates the flight crew stations, and a Weapons Tactics Trainer for the mission crew stations.

"This contract is the result of the Boeing and Navy team's hard work and commitment, and moves us a step closer to P-8A full-rate production," said Chuck Dabundo, Boeing vice president and P-8 program manager. "We've assembled and flown the first LRIP plane and continue to focus on building P-8A aircraft on cost and on schedule."

"LRIP-II brings the P-8A program one step closer to delivering the Poseidon to the fleet," said Capt. Scott Dillon, P-8A deputy program manager for the Navy.

Boeing completed assembly of the first LRIP-I aircraft at its Renton, Wash., facility this summer. The aircraft subsequently completed a successful first flight July 7, 2011, from Renton Field to Boeing Field, which marked its transition from fabrication and assembly to mission system installation and checkout in Seattle.

The Poseidon team is using a first-in-industry in-line production process that draws on Boeing's Next-Generation 737 production system. All P-8A-unique aircraft modifications are made in sequence during fabrication and assembly.

The team has built and is testing six flight-test and two ground-test aircraft under the U.S. Navy System Development and Demonstration contract awarded to Boeing in 2004. Four flight-test aircraft -- T1, T2, T3 and T5 -- are conducting testing at Naval Air Station Patuxent River, Md. The program's static test plane, S1, completed its test program in January. S2, the fatigue test plane, will begin testing next year. Initial operational capability is planned for 2013.
