(NSI News Source Info) TORONTO, Canada - April 24, 2012: The Boeing Company [NYSE: BA] has begun an extensive maintenance training program for Turkey's Peace Eagle Airborne Early Warning and Control (AEW&C) program at a Boeing facility near Seattle.

Classroom training for 10 Turkish Air Force personnel and two Turkish Airlines employees is being conducted by instructors from Boeing Defence Australia and Boeing Training and Flight Services. The training covers all aspects of the 737 AEW&C aircraft, including mechanical avionics, mission systems and electronic warfare subsystems.

The students will have access to computer-based training, simulators, training devices, and hands-on experience aboard the first Peace Eagle aircraft.

"Training is a critical part of the full capability Boeing is providing in the Peace Eagle program," said Mark Ellis, Peace Eagle program manager for Boeing. "Boeing is working closely with the Turkish Air Force and Turkish industry to ensure that they can effectively use and maintain this powerful airborne surveillance, communications and battle-management system."

81 students are scheduled to take the system maintenance courses at the Boeing facility over the next 10 months. Another 85 will train at the Peace Eagle main operating base in Konya, Turkey. Additionally, mission crew training is under way for 20 Turkish Air Force personnel at a Seattle-area facility.

The Peace Eagle program includes four 737 AEW&C aircraft plus ground support segments for mission crew training, mission support and system maintenance. System requirements verification testing is ongoing at Boeing facilities in Seattle and in Turkey. Turkish Aerospace Industries in Ankara, Turkey, is modifying three aircraft and providing flight operations. HAVELSAN in Ankara is providing system software and the Ground Support Center. Boeing is on plan to deliver the first aircraft by the end of 2012.

The 737-700 commercial airplane on which the AEW&C aircraft is based features 21st century avionics, navigation equipment and flight deck. Because of its advanced technology and a worldwide base of suppliers, parts and support equipment, the aircraft requires minimal downtime for maintenance.

The Peace Eagle AEW&C aircraft is equipped with Northrop Grumman's Multi-role Electronically Scanned Array antenna with integrated Identification Friend-or-Foe capabilities. The system also includes a flexible, open architecture for cost-effective future upgrades, an extensive communications suite and aerial refueling capability.

Obama's visit, on the last leg of an eight-day trip that marks his debut as president on the world stage, is a recognition of the secular but predominantly Muslim country's growing clout and Washington's desire for its help to solve confrontations and conflicts from Iran to Afghanistan. President Barack Obama disembarks Air Force One as he arrives in Ankara, Turkey, Sunday, April 5, 2009. U.S.-Turkish relationship suffered badly in 2003 when Ankara opposed the invasion of Iraq. But Obama will seek help from Turkey as he pushes a new regional strategy in Afghanistan and as it prepares to reduce the number of troops in Iraq. Obama's motorcade got plenty of friendly waves from small groups along a route from the international airport to the city center lined with security personnel. A few people waved tiny Turkish flags. Bush got a mostly indifferent response from the public in visits to the Muslim world. Turkey will not be the venue for Obama's promised major speech in a Muslim capital, but his April 5-7 trip will be a way to emphasize his message of reaching out to Muslims. Obama will stress Washington's support for Turkey's bid to join the European Union despite opposition from some member states. Obama urged EU leaders in Prague earlier on Sunday to accept Turkey as a full member of the 27-nation bloc, in remarks rejected outright by France and met coolly by Germany. Turkish entry talks with the EU have been held up by European concerns over human rights, a perceived lack of progress on reforms, and by a long territorial dispute with EU member Cyprus. Turkey has pledged several times to press on with EU reforms, and membership is seen many years off at best. Obama will meet Turkish Prime Minister Tayyip Erdogan and President Abdullah Gul, and will deliver an address to parliament in Ankara on Monday. In Istanbul, Obama will attend a reception of the United Nations Alliance of Civilizations, co-hosted by Turkey and Spain to bridge the gap between Western and Islamic countries.

(TAI), a major international supplier to Northrop Grumman Corporation on the F-35 Lightning II aircraft program, has produced and delivered its first structural assemblies for the jet. The metallic assemblies, which contain more than 100 parts each, represent the next major step forward in TAI's evolving role as a second source supplier of complete F-35 center fuselages. The company delivered its first F-35 composite parts in late 2008. Turkish Aerospace Industries, Inc. (TAI), a major international supplier to Northrop Grumman Corporation, has produced and delivered its first structural assemblies for the F-35 Lightning II aircraft. In the photo, a Northrop Grumman employee performs quality inspections on the assemblies, which will be used in F-35 conventional takeoff and landing (CTOL) center fuselages currently being produced for the second phase of low rate initial production. The assemblies from TAI will be used in center fuselages for F-35 conventional takeoff and landing (CTOL) variants. Northrop Grumman, a principal member of the Lockheed Martin-led F-35 industry team, is currently assembling those CTOL center fuselages in Palmdale, Calif., as part of the second phase of F-35 low rate initial production. "We are very encouraged by TAI's steady progress in maturing the production and assembly processes that will be required to eventually produce 400 center fuselages for the program," said Mark Tucker, vice president of tactical systems and F-35 program manager for Northrop Grumman's Aerospace Systems sector. TAI is scheduled to produce this metallic structural assembly for all CTOL center fuselages currently planned for the F-35 program, added Tucker. All of the assemblies will be produced in TAI's manufacturing facility in Ankara, Turkey. Northrop Grumman previously produced the assembly in Palmdale. Northrop Grumman is responsible for the design and production of center fuselages for all three variants of F-35 aircraft: CTOL; short take-off, vertical landing; and carrier-compatible. The F-35 Lightning II program expects to build more than 3,100 aircraft. As a member of the F-35 global industry team, Northrop Grumman is central to the development, production and support of the F-35 Lightning II. The company designed and produces the aircraft's center fuselage, radar and other key avionics including electro-optical and communications subsystems; develops mission systems and mission-planning software; leads the team's development of pilot and maintenance training system courseware; and manages the team's use, support and maintenance of low-observable technologies. Kyrgyz President Kurmanbek Bakiyev signed on Friday a decree to close the U.S. base used for the past eight years to support NATO operations in nearby Afghanistan.

The United States will have 180 days to withdraw some 1,200 personnel, aircraft and other equipment from the Manas airbase. Turkey's pro-government Yeni Safak, citing an unofficial U.S. source, reported that Washington could turn to Turkey as an alternative location for the military base should the U.S. get a negative response from two other Central Asian states, Uzbekistan and Tajikistan. "If the Tajik and Uzbek variants do not work, then the next in line will be Turkey's Black Sea coast [in] Trabzon," the newspaper reported. The decision to close the Kyrgyz base comes as U.S. President Barack Obama announced he will send an additional 17,000 soldiers to Afghanistan to fight Taliban and al-Qaeda insurgents. The move will increase the U.S. contingent to more than 50,000 personnel. Russia, which has an airbase in Kant, a short distance from the U.S. base at Manas, recently said it was ready to broaden cooperation with Washington on non-military supplies to Afghanistan via the "northern corridor," which is likely to cross Russia into Kazakhstan and Uzbekistan before entering northern Afghanistan. The Commander of U.S. Central Command Gen. David Petraeus, who is currently in Central Asia, may visit Turkey in the near future to discuss the issue, the newspaper said. The U.S. Air Force has been deployed at an airbase in Turkey's southern city of Incirlik since the signing of a joint agreement in 1954. The NATO base is currently home to the United States' 39th Air Base Wing and some 5,000 U.S. service personnel.

(NSI News Source Info) ROME - February 4, 2009: In an unusual outsourcing decision, Italian firm Alenia Aeronautica plans to employ a Turkish company to undertake structural work on an aircraft it is supplying the Italian Air Force. Alenia is "90 percent certain" it will outsource to Turkish Aerospace Industries (TAI) work on four ATR 72 maritime patrol aircraft it is selling to the Italian Air Force, a company official said. "This has been agreed with the Italian Air Force, and we are now discussing details with TAI," said the official at Alenia, a unit of Italy's Finmeccanica. An ATR72 anti-submarine warfare (ASW) variant of the -500 (itself a version of the maritime patrol variant of the ATR 42-500) is also in production and has been selected by Turkish Navy and Italian Navy for ASW and anti-surface warfare (ASuW) duties. Ten aircraft will be delivered to the Turkish Navy beginning in 2010. Italy's order of four aircraft will begin deliveries in 2012. For ASW and ASuW missions, the aircraft will be armed with a pod-mounted machine gun, light-weight torpedoes, anti-surface missiles, and depth charges. They will also be equipped with the AMASCOS (Airborne Maritime Situation and Control System) maritime surveillance system of Thales, as well as electronic warfare and reconnaissance systems, and will also be used for maritime search and rescue operations. It's the kind of work Alenia might do itself. But the logic in the deal stems from the fact Alenia has already contracted TAI to convert 10 ATR 72 civilian aircraft - which are built by Alenia and EADS - to anti-submarine warfare (ASW) configuration for delivery to the Turkish Navy. "We see the deal as saving money and benefiting from Turkish know-how," said the official, who acknowledged that the reduction of similar aircraft conversion activity within the Finmeccanica group had influenced the decision. That activity was undertaken by Finmeccanica unit Aeronavali, although the unit has been restructured following a diminished demand for passenger to cargo aircraft conversions. Work by Aeronavali converting Boeing 767 aircraft to tanker format for Italy has also been taken over by main contractor Boeing. "The restructuring of Aeronavali is a contribution" to the decision to outsource to TAI, the Alenia official said. Italy has picked for its maritime patrol aircraft the ATR 72/600, a new version of the ATR 72 boasting a glass cockpit, which will be certified next year and which has also been selected by Turkey for its ASW aircraft. The first of Italy's four aircraft will delivered to TAI in Ankara from the Alenia-EADS production line in Tolouse in 2010. TAI is expected to undertake structural work to ready the aircraft for mission systems, sensors and protection systems. "The first one should take 13 months, which takes us to 2011, at which time the aircraft will be flown to Alenia's Turin facility for flight tests," the official said. The first delivery to the Italian Air Force is expected in 2012, with subsequent deliveries to follow at six-month intervals. While Italy is ordering maritime patrol aircraft, it is set to request that the ATRs are ready to be upgraded to undertake ASW missions in the future, meaning a rear boom will be installed ready to take a magnetic anomaly detector (MAD), which Turkey's aircraft will have immediately. The aircraft will also be fit for sonar buoys and reinforcements will be made to support armaments. An Italian industry source said that an initial contract Italy had signed with Alenia in December was worth about 255 million euros ($332 million) and covered the supply of the four ATR 72 aircraft in maritime patrol configuration with relevant mission and protection systems, meaning a unit price of just under 64 million euros. A second contract to be signed by June will then cover the structural work needed to render the aircraft fit for an eventual ASW upgrade, as well as five years of logistics support. An Italian defense source said the total outlay would be 350 million euros - rather than the 400 million touted in recent parliamentary documents - meaning the second contract will be worth around 95 million euros. Even if it decides to upgrade its ATR 72s to ASW configuration, Italian defense officials have said they still plan to acquire a fully fledged multimission aircraft like the new Boeing P-8 in the future.

The Defense Ministry is considering rejecting a number of requests by Turkey to purchase advanced Israeli-made military platforms, officials told The Jerusalem Post on Sunday. The IDF and the Turkish military enjoy strong ties, but there is growing concern in Israel that the military could be losing its power and influence within and over the government. "Turkey is eyeing moderate Arab countries and is hoping to strengthen its ties with them," one senior defense official explained. "Just like we don't sell advanced military platforms to Jordan and Egypt, we may decide not to sell to Turkey." According to officials, several Turkish requests recently submitted to the Defense Ministry's Foreign Defense Assistance and Defense Export Organization (SIBAT) will need to be reviewed due to the change in political ties between Jerusalem and Ankara. The officials would not reveal which new military platforms Turkey had requested. The defense establishment is concerned that the diplomatic crisis with Turkey may also lead Ankara to annul an arrangement allowing the Israel Air Force to train and fly in Turkish airspace. "No one knows yet how this will affect our relationship on a defense level," explained one official. "We need to wait to see how this plays out." While defense officials reconsider the country's military ties to the Turkish state, other government officials worry about the significant business ties between the two economies. Non-military trade accounts for almost $4 billion annually, 60 percent of it in Turkish exports to Israel. Tourism is another enormous source of revenue for the Turkish economy, with 580,000 Israelis visiting Turkey last year according to government figures. Since the start of the diplomatic row over Operation Cast Lead, flight bookings to Turkey have dropped by 70%. However, "despite all the talk, no joint economic initiatives between the two states have been canceled," a senior Israeli diplomatic official told the Post Sunday. In particular, plans for a joint Israeli-Turkish infrastructure and energy corridor between the ports of Ceyhan and Haifa are still under way. "But people are starting to talk about the direction Turkey is taking," the official added. Politically, "Turkey's natural inclination is not toward Iran and Syria, but toward Europe and the US. Turkey wants to have regional influence - what could offer this more than a real role as a mediator between warring parties in the region?" asked the official. That mediating role has been severely damaged by Turkish Prime Minister Recep Tayyip Erdogan's excoriation of the Jewish State during the three weeks of fighting in Gaza. A senior diplomatic official told the Post over the weekend that Erdogan, and Turkey under his leadership, had "lost all credibility as an honest broker" in regional negotiations. In the field of defense, two Israeli companies most likely to lose out from a collapse in ties are Israel Aerospace Industries (IAI) and Rafael Advanced Defense Systems Ltd. In December, subsidiaries of IAI and Elbit Systems signed a $140 million deal to supply the Turkish Air Force with targeting pods. Israeli Military Industries (IMI) recently completed a $700m. deal signed several years ago with Turkey to upgrade the country's fleet of aging Patton-series M60 tanks. IAI also recently supplied Turkey with its advanced long-range Heron unmanned aerial vehicle. Sources in defense industries expressed hope that the crisis with Ankara would pass and would not have a negative impact on sales to Turkey. "Despite the soured diplomatic ties, there are very good relations between the two militaries," explained one official. "Israel has several contracts with Turkey that have been signed, and there is no reason to believe that they will not be upheld."
