(NSI News Source Info) TORONTO, Canada / WASHINGTON, August 24, 2011: The U.S.-India defense relationship is a natural partnership created by shared interests and values and driven by increasingly routine day-to-day interactions, a senior Defense Department official said here today.
Robert Scher, deputy assistant secretary of defense for South and Southeast Asia, spoke to an audience at the New America Foundation.
Day-to-day successes that lay the groundwork for the U.S.-India defense relationship are rarely in the spotlight, Scher said, “but they are an important factor in driving our relationship forward and helping us understand each other.”
The U.S.-India relationship is a priority for the Obama administration and the Defense Department, Scher said, one that President Barack Obama has called a defining partnership of the 21st century. In recent years, he added, high-level visits have cemented the commitment of both nations to the bilateral relationship.
Indian Prime Minister Manmohan Singh visited the United States in 2009, and Obama traveled to India in 2010. Secretary of State Hillary Rodham Clinton’s July attendance at the U.S.-India Strategic Dialogue was her second trip there as secretary of state.
“India is a major regional and global power,” Scher said. “We view our relationship with India as a partnership of equals -- two nation states with a commonality of security interests in the Indian Ocean region and beyond.”
Scher said the most important thing the United States is doing in its defense relationship with India is building mutual trust and understanding that will help to ensure that common values and interests can translate into common approaches.
Three key areas in the U.S.-India defense relationship are people-to-people ties, military engagement and defense sales, the deputy assistant secretary of defense said.
Examples of people-to-people ties include attendance by service members from both nations at U.S. and Indian military educational institutions, Scher said.
“In 2010, we had nearly 100 members of the Indian armed services at military schools or courses in the United States,” he said. “These educational interactions are fantastic opportunities to share perspectives, understand cultural mindsets and simply become friends with colleagues.”
All three of the Indian military’s current service chiefs went to school in the United States during their careers, Scher noted.
“Air Marshal [Norman Anil Kumar] Browne graduated from the Air Command and Staff College, he said. “General [Joginder Jaswant] Singh is a graduate of both the U.S. Army Ranger School and the U.S. Army War College. And Adm. [Nirmal Kumar] Verma is a graduate of the U.S. Naval War College.”
In the United States, Scher added, retired Navy Adm. Walter L. Doran attended the Indian Defense Service Staff College in Wellington, Tamil Nadu, India, in 1979. There, he formed a close relationship with Indian colleagues who included former Indian Chief of Naval Staff Adm. Arun Prakash and Adm. Sureesh Mehta.
“This has real-world implications,” Scher said. “During his 10 years as admiral of the Pacific Fleet, Admiral Doran’s personal relationship with Admiral Prakash proved instrumental in initiating coordination between the U.S. and Indian response efforts to the 2004 Indian Ocean tsunami.”
The U.S. Naval Postgraduate School recently formalized a memorandum of understanding with India’s Defense Institute of Advanced Technology, he added.
“This September,” Scher told the group, “they will jointly conduct a defeating-terrorism workshop that will bring together senior leaders from both sides, including the director general of India’s Defense Research Development Organization and the [U.S.] chief of naval research to discuss ways to leverage research capabilities to contribute to the defeat of terrorism.”
A similar workshop on cybersecurity is planned for the near future, he said.
In January, the executive director of the Air Force Research Laboratory visited India with a team of Air Force scientists, Scher said. They returned to the United States with proposals for further discussions in 18 new technological areas, including nanomaterials, roadside-bomb detection and high-temperature super alloys.
“Several of these will likely lead to agreements for the exchange of technical information or collaborative research projects that will add to the dozen or so such agreements established between the two countries since 2005,” he said.
Military-to-military engagements are another element of the U.S.-India defense partnership, Scher said.
“We partner with the Indians on a number of educational, doctrinal, institutional, training and other subject matter exchanges,” he added. “These engagements and exercises provide opportunities for our militaries to work together and learn from each other, … and most importantly, they improve our ability to address real-life challenges.”
India routinely has more exercises with the United States than with any other country, Scher noted. “Over the last six years, we’ve done nearly 50 major exercises with India, … and our exercises are evolving in complexity,” he said.
Over a decade, Malabar, a regularly scheduled bilateral naval field training exercise with India, has advanced from little more than a passing exercise to a full engagement that exercises all functional warfare areas, Scher said.
“Malabar allows our navies to work cooperatively in integrated air and missile defense, antisubmarine and naval special warfare scenarios, for example,” he said.
In September, Scher said, in one of the first major interactions with the Indian coast guard, “we’re going to send a training team of subject matter experts to India to work with the Indian coast guard on counterterrorism and antipiracy-related boarding measures.”
The major U.S. exercise with the Indian army, Yudh Abyhas, started in 2004 as the first conventional army-to-army training with India since 1962, Scher said.
“The exercise, in addition to sharing training and capabilities, promotes cooperation between our armies on partner readiness,” he said. “The first deployment of Stryker vehicles outside the United States other than to a war zone was to India [to support their participation] in Yudh Abyhas.”
The practical effect of such interaction is to allow the two nations to make progress on issues of shared interest, such as maritime security, Scher said.
“The United States and India share a clear desire for freedom of navigation and unimpeded sea lines of communication, particularly in the Indian Ocean,” he said. “And through our military engagements this year, we will seek to deepen cooperation on key issues such as maritime domain awareness, countering piracy and humanitarian assistance and disaster relief.”
Together, the United States and India have an important role in fostering multilateral cooperation in Asia and supporting the emerging regional security architectures, Scher said.
“Overall,” he added, “we will increasingly look to India’s leadership and partnership in promoting and maintaining security in the region and the world.”
Defense sales to India increased from virtually no defense trade relationship in the 1990s to nearly $6 billion today in foreign military sales alone, Scher said.
“It is clear that the Indian military in the future will routinely use U.S. equipment and all services across a full range of mission areas,” he added.
The United States and India, Scher said, “are destined to be closer because of our shared interests and values, democracy, human rights and our desire for a stable, secure and inclusive world economy.”
All of this, he added, “makes us natural partners.”

“The Stryker is called ‘the backbone’ of the Army’s medium armored brigades and with these contracts, we will continue to strengthen the vehicle so it can protect our troops in theatre,” said Mike Cannon, senior vice president of General Dynamics Land Systems’ Ground Combat Systems. “Stryker delivers strength, speed, lethality and survivability where it counts.”

Stryker brigades have logged an estimated 25 million miles during 13 rotations to war zones. The Stryker is an eight-wheeled combat vehicle that is lighter, smaller and more readily deployable than other Army combat vehicles. Proven effective by the Army and the National Guard for defense and disaster-response missions, the Stryker family of vehicles stresses performance and commonality to reduce the logistics footprint and minimize costs. Strykers are available in ten variants: infantry carrier vehicle; commander’s vehicle; medical evacuation vehicle; fire support vehicle; engineer squad vehicle; anti-tank guided missile; mortar carrier; reconnaissance vehicle; mobile gun system; and nuclear, biological and chemical reconnaissance vehicle.

Under one contract for $92 million from the U.S. Army TACOM Life Cycle Management Command, General Dynamics will provide design and integration engineering services, prototypes, procurement of materials and components and an integrated solution that will deliver improved blast-protection levels to support Stryker brigades.

The second contract, worth $11.7 million, is to acquire the production cut-in for alternators and air conditioning for Stryker Mobile Gun System (MGS) vehicles. The MGS variant is a direct-fire infantry assault platform with a 105mm tank cannon mounted in a low-profile, fully stabilized, “shoot-on-the-move” turret to support dismounted infantry. It destroys vehicles, equipment and hardened positions with its bunker- and wall-breaching capability. It is also equipped to detect nuclear, biological and chemical weapons. Work on the contract is expected to by February 2011.

The third contract awarded is valued at $8.5 million and funds equipment and components in support of total package fielding of Stryker vehicles. Work on the contract is expected be completed by September 2011.

Work on these contracts will be performed in Sterling Heights, Mich. and London, Ontario, Canada by existing General Dynamics employees.

    (NSI News Source Info) LONDON, Ontario, Canada - August 14, 2010: General Dynamics Land Systems-Canada has been awarded a $35.5 million contract to produce 24 Light Armored Vehicles (LAV-A2) in various configurations for the United States Marine Corps.
    General Dynamics Land Systems, the Canadian company’s parent corporation, is a business unit of General Dynamics (NYSE: GD).The LAV-A2 is a mobile, agile and survivable system for conducting offensive and defensive operations in support of the Marine Air-Ground Task Force. The eight-wheeled amphibious vehicle is equipped with enhanced armor protection and an automatic fire-suppression system for crew protection, as well as a robust suspension for mobility.Vehicle production will be performed at the General Dynamics Land Systems-Canada operations in London, Ontario, and will be completed by April 2012.
    In total, 207 LAV-A2 vehicles have been ordered by the Marine Corps since 2007. Nearly 800 units of an earlier version of the Light Armored Vehicle entered service with the Marine Corps in the 1980s and continue operational employment today.
    The contract was signed through the Canadian Commercial Corporation, a Crown Agency of the Canadian Government.
    LAV-A2 standard. Phase I improvements include increased external and internal ballistic armor upgrades, improved fire suppression equipment, and upgrading the vehicle's suspension to the Generation II standard. Phase II upgrades include replacing the turret hydraulics with an electric drive system and replacing the thermal sight with an improved model incorporating a laser range finder. To reflect the improved significant survivability and capability enhancements occurring today, the LAV is being renamed as the LAV-A2. The LAV-A2 project involved developing and installing an internal and external ballistic protection upgrade package for the Light Armored Vehicles, an automatic fire suppression system for the interior of the vehicle and a Generation II suspension upgrade to support the added weight of the new armor. The suspension upgrade includes new struts/steering knuckles, torsion bars, shocks and mounts and drive shaft. The three-kit armor system provides the LAV with additional survivability against improvised explosive devices (IED) and direct-fire kinetic energy weapons. LAV-A2 includes the AN/PAS-13 Improved Thermal Sight System (ITSS) developed by Raytheon of McKinney, TX, scheduled for fielding by the end of 2007. The ITSS provides the gunner and commander with thermal images, an eye-safe laser range finder, a fire-control solution and far-target location target grid information. The new armor will provide 14.5 mm armor-piercing all around protection for both the crew and passengers of the vehicle, along with anti-spall lining in the vehicle to further protect the crew. It will be similar to the protection found on the U.S. Army's LAV-III "Stryker" variant.

The systems will draw on established technology like the M1A2SEP thermal management system, 1300 of which have been produced by Meggitt for the US Army in the last decade, Meggitt’s third generation combat thermal management system developed for the US Army MULE programme and the recently demonstrated US Army multi-fuel rotary auxiliary power unit produced by P3I for the Abrams Main Battle Tank. Meggitt and P3I aim to develop and demonstrate combat-ready systems that can be integrated easily into a range of US Army and international ground combat vehicles and function reliably in all known extreme environments. Meggitt and P3I estimate the new systems could reduce dependence on vehicle engine power by over 40% on platforms like the M1A2, M2A3 and Stryker family of combat vehicles while reducing vehicle energy and fuel consumption and the associated logistics impact by over 60%.

With more than six million miles accumulated through two completed Operation Iraqi Freedom rotations since October 2003, the Stryker vehicle has demonstrated a combined fleet operational-readiness rate of 96 percent. The Stryker is an eight-wheeled vehicle, which is lighter, smaller and more readily deployable than other Army combat vehicles and can travel at speeds up to 62 mph on roads with a range of 312 miles. There are 10 configurations of the Stryker: Infantry Carrier Vehicle; Anti-tank Guided Missile; Mobile Gun System; Mortar Carrier; Command Vehicle; Reconnaissance Vehicle; Engineer Squad Vehicle; Medical Evacuation Vehicle; Fire Support Vehicle; and Nuclear, Biological, Chemical and Reconnaissance. The variants have 85 percent parts commonality, which simplifies logistics.     (NSI News Source Info) WASHINGTON - June 18, 2009: U.S. Army leaders told lawmakers the service may add more Stryker brigades to the inventory during a June 16 Senate Subcommittee on Airland hearing. Based on the Canadian LAV III light-armored vehicle, which in turn is based on the Swiss MOWAG Piranha III 8x8, the Stryker is the U.S. Army's first new armored vehicle since the M2/M3 Bradley Fighting Vehicle in the 1980s. "There are about 3,600 Stryker vehicles, and over 2,700 have been fielded to-date. There are seven Stryker brigades. One of the things the Army is looking at in terms of force structure is, do we need more Stryker brigades to provide a balanced force with different capabilities across the spectrum?" said U.S. Army Lt. Gen. Ross Thompson, military deputy to the Asst. Secretary of the Army for Acquisition, Logistics and Technology. At the same time, Thompson said even if new Stryker brigades are added to the service's fleet of vehicles, there will still be a strong need for new vehicles and technologies to be developed. "There are 16,000 combat vehicles in the Army inventory. We will need to replace some of these existing systems at some point in time, such as Bradleys, Strykers, M113s and tanks," he said.     As part of this effort, Army leaders told lawmakers of their plans to build a new series of Ground Combat Vehicles to follow the recent cancellation of the 27-ton Manned Ground Vehicles. "We are working very hard on the Ground Combat Vehicle. I would not be surprised if we see a family of vehicles," said Gen. Peter Chiarelli, Army Vice Chief of Staff.

    (NSI News Source Info) SCOTT AIR FORCE BASE, Ill. - June 9, 2009: Members of Air Mobility Command's hub for global airlift, air refueling and aeromedical evacuation here are "all in" with its commitment to support joint worldwide operations, kicking off efforts this week to airlift more than 300 Stryker vehicles to military forces in Afghanistan. Stryker is a family of eight-wheel-drive combat vehicles, transportable in a C-130 aircraft, being built for the US Army by General Dynamics Land Systems - Canada (formerly General Motors Defense) and General Dynamics Land Systems Division of USA. Stryker is based on the GDLS Canada LAV III 8×8 light armoured vehicle, in service since early 2001. The LAV III is itself a version of the Piranha III built by Mowag of Switzerland, now part of GDLS - Europe. The term Stryker applies to a family of armored troop-transport vehicles used by the Army for ground operations. One vehicle can carry up to 11 troops and weighs approximately 19 tons, depending on the variation, according to an Army fact sheet. Moving the Strykers, which are assigned to the 5th Stryker Brigade Combat Team at Fort Lewis, Wash., is being accomplished by a combination of sealift and airlift assets. The vehicles and equipment are being taken by ship for the majority of the trip around the world, and then Air Force assets take over to fly the last portion of the journey into land-locked Afghanistan. Air Mobility Command officials plan to move the 300-plus vehicles and support equipment, totaling nearly 9,500 tons, into Afghanistan over the next two months on C-17 Globemaster IIIs flown by military crews, and AN-124s, operated by commercial partners. All efforts for the move are being closely coordinated by officials from the U.S. Transportation Command, headquartered at Scott Air Force Base. The 618th Tanker Airlift Control Center staff, also at Scott AFB, is responsible for planning and executing the airlift missions. "When requirements are identified to move large vehicles by air, the 618th TACC schedules those missions, tasks aircraft and aircrews to fly the missions, and obtains permission from other governments to overfly their countries while executing the missions," said Maj. Gen. Mark S. Solo, 618th TACC commander. "And once those missions are airborne, our 24-hour operations floor acts as 'virtual crewmember,' fulfilling any mission needs for that aircrew to make things go as smoothly as possible." The 618th TACC staff has been the lead for centralized control of AMC airlift, air refueling and aeromedical evacuation operations worldwide since its activation April 1, 1992. That coordination in recent years has included hundreds of thousands of point-to-point flights, called sorties, in support of operations Iraqi Freedom and Enduring Freedom.     (NSI News Source Info) CHARLOTTE, N.C. – May 28, 2009: General Dynamics Land Systems-Canada has awarded General Dynamics Armament and Technical Products a contract valued at more than $150 million to qualify and produce reactive armor tile sets for the Stryker family of vehicles. Deliveries are expected to begin in March 2010.
    Stryker is a family of eight-wheel-drive combat vehicles, transportable in a C-130 aircraft, being built for the US Army by General Dynamics Land Systems - Canada (formerly General Motors Defense) and General Dynamics Land Systems Division of USA. Stryker is based on the GDLS Canada LAV III 8×8 light armoured vehicle, in service since early 2001. The LAV III is itself a version of the Piranha III built by Mowag of Switzerland, now part of GDLS - Europe. Fabrication and final assembly of the vehicles is being shared among plants at Anniston, Alabama; Lima, Ohio; and London, Ontario.
    General Dynamics Land Systems is the original equipment manufacturer of the Stryker vehicle. All three companies are units of General Dynamics (NYSE: GD). General Dynamics’ reactive armor system comprises tiles that fasten to the exterior of the Stryker family of vehicles, allowing it to better withstand hits from a variety of anti-armor munitions.
    “Our reactive armor technology is light-weight and provides an increased level of equipment and troop protection against shape-charged threats, including rocket-propelled grenades or RPGs,” said Russ Klein, vice president and general manager of weapon systems for General Dynamics Armament and Technical Products. “We are proud to work with our General Dynamics’ teammates to provide potentially life-saving technologies to U.S. servicemen and women.”
    Work will be performed at the General Dynamics’ facility in Camden, Ark., and will create 20 new jobs at the Camden facility in January 2010. Program management will take place in General Dynamics’ Burlington Technology Center in Vermont. As a strategic partner, RAFAEL Armament Development Authority Ltd., Ordnance Systems Division, will share the production workload in Haifa, Israel.
    In support of this new contract, the Arkansas Economic Development Commission awarded General Dynamics a grant to offset costs incurred in purchasing production-related equipment. The grant provided the company with an opportunity to streamline production efforts, as well as create local jobs.
    General Dynamics Armament and Technical Products' facility in Camden, Ark., produces warheads and performs rocket-motor assembly and complete rocket integration. Employees are trained to handle energetic material, and the site adheres to stringent quality standards through the use of several advanced quality control laboratories. The 1,300-acre facility has more than 120 buildings that support a variety of U.S. military weapon systems programs, including the Hydra-70 2.75-inch rocket, Hellfire and Javelin missiles and the Modular Artillery Charge System.
