(NSI News Source Info) TORONTO, Canada - January 15, 2013: Russia will issue a $1 billion loan to Bangladesh for purchases of Russian-made arms and military equipment, Russian President Vladimir Putin said after talks with Bangladesh's Prime Minister Sheikh Hasina on Tuesday.

“Russia…will allocate a $1 billion loan to Bangladesh for purchases of Russian arms and military equipment,” Putin said.

Bangladesh is likely to use the cash to buy MiG-29SMT fighter jets and upgrade an earlier batch of MiG-29s, as well as buying BTR-80 armored vehicles and Mi-171 military helicopters, Russian military analyst Igor Korotchenko said.

The deal is part of an array of agreements signed during Putin’s talks with Hasina in Moscow on Tuesday. The two countries also settled on a project to jointly build Bangladesh’s first nuclear power plant and signed memorandums of understanding in various spheres, including anti-terrorism, justice, healthcare and education.

(NSI News Source Info) TORONTO, Canada - August 23, 2012: Russian Helicopters’ Ulan Ude factory will build Mi-171E multipurpose helicopters under a recent contract with China, a high-ranking defense industry source said on Tuesday.

Moscow and Beijing signed a contract in late July on the delivery of 55 Mi-171E helicopters to China. The cost of one unit in its basic configuration is estimated at $10-12 million.

“One of the largest helicopter export contracts on the delivery of Mi-171E helicopters to China will be carried out by the Ulan Ude aircraft plant,” the source told RIA Novosti.

Mi-171E is an advanced export version of the famed Mi-8 transport helicopter capable of transporting 37 passengers to a distance of 610 km (380 miles) at a speed of 250 km/h. Its loading capacity is four metric tons.

Mi-171E was specifically designed for operations in Middle East and Asian countries, the source said.

Developed from the basic Mi-8 airframe, the Mi-17 was fitted with the larger TV3-117MT engines, rotors, and transmission developed for the Mi-14, along with fuselage improvements for heavier loads. Optional engines for 'hot and high' conditions are the 1545 kW (2070 shp) Isotov TV3-117VM. Recent exports to China and Venezuela for use in high mountains have the new VK-2500 version of the engine with FADEC control.

The designation Mi-17 is for export; Russian armed forces call it Mi-8MT. The Mi-17 can be recognized because it has the tail rotor on the port side instead of the starboard side, and dust shields in front of the engine intakes. Engine cowls are shorter than on the TV2 powered Mi-8, not extending as far over the cockpit, and an opening for bleed-valve outlet is present forward of the exhaust.

Actual model numbers vary by builder, engine type, and other options. As an example, the sixteen new Ulan Ude built machines delivered to the Czech Air Force in 2005 with –VM model engines were designated as Mi-171Sh, a development of the Mi-8AMTSh. Modifications include a new large door on the right side, improved Czech-built APU, Kevlar armor plates around the cockpit area and engines. Eight have a loading ramp in place of the usual clamshell doors, and will load a vehicle up to the size of an SUV.

In May 2008 licensed production of the Mi-17 started in China, with production being led by Mil Moscow Helicopter Plant JSC and the Sichuan Lantian Helicopter Company Limited in Chengdu, Sichuan province. The plant built 20 helicopters in 2008, using Russian Ulan-Ude-supplied kits; production is expected to reach 80 helicopters per year eventually. The variants to be built by Lantian will include Mi-171, Mi-17V5, and Mi-17V7.

(NSI News Source Info) MOSCOW, Russia - November 27, 2010: Russia hopes that NATO will resolve the problems in financing a deal on the delivery of Mi-17 multipurpose helicopters to Afghanistan, Foreign Minister Sergei Lavrov said on Thursday.

"As to the purchase and delivery of helicopters [for Afghanistan], the NATO secretary general made a proposal to us when he was in Moscow in December last year, and we said we were ready to consider it in the context of a joint trust fund, which would ensure shared financing of these deliveries," Lavrov said after a meeting with his Afghan counterpart, Zalmay Rassoul, in Moscow.

"However, some problems have come up on the NATO side, and several options are being considered at present which may help, I hope, to reach an agreement to strengthen the Afghan army with additional Russian helicopters," the minister said.

Russia earlier said it was ready either to supply 21 Mi-17 helicopters under a possible NATO contract or to be part of a U.S.-run tender for supplying helicopters to the Afghan military. Moscow refused to deliver the helicopters free-of-charge.

The Mi-171 is an export version of the Mi-8 Hip helicopter. Currently in production at two factories in the Russian Volga area city of Kazan and the East Siberian city of Ulan-Ude, it features more powerful turboshaft engines and can transport up to 37 passengers.

In May, the United States lifted sanctions against Rosoboronexport, blacklisting it from tendering for U.S. arms deals. The sanctions were imposed in 2006 after the U.S. government accused Rosoboronexport of violating the nuclear non-proliferation regime.

Despite the ban, dozens of Mi-17s have been bought by the United States for Afghanistan and Iraq over the past four years via intermediaries as commercial items, thus avoiding direct contacts with Rosoboronexport.

(NSI News Source Info) DUBAI, - November 27, 2010: Russian helicopter deliveries to Iraq are proceeding as planned, a source in the Russian aircraft industry said on Thursday, in response to American claims that deliveries are over-budget and late.

His comments came shortly after the U.S. Foreign Policy magazine said Mi-17 troop transport helicopters deliveries were behind schedule.

An article entitled How Not to Buy a Russian Helicopter, published on November 12, said "only eight of the 22 ordered helicopters for Iraq have been delivered so far, well behind schedule and above budget."

The Russian source did not say how many helicopters had been delivered so far.
