(NSI News Source Info) TORONTO, Canada - December 13, 2013: Russia’s military will acquire more than 210 new planes and helicopters, over 250 armored vehicles and more than 40 intercontinental ballistic missiles in 2014, President Vladimir Putin announced. The ongoing program to modernize the Russia’s military armament has developed “a good rhythm of work,” Putin said, according to local daily Kommersant.

The announcement came Tuesday at the meeting of the Russian Defense Ministry’s board in the presence of Defense Minister Sergei Shoigu. The acquisitions will be part of the country’s plan to spend US $650 billion on new arms and military equipment by 2020.

Putin said that Russia might be facing a number of potential security threats and challenges in the near future. These include armed conflicts in the Middle East, the withdrawal of international forces from Afghanistan, and plans to expand US missile defense to Europe. He also noted the Russian Navy would need to protect the country’s security and interests in the Arctic.

Shoigu said that, along with procurements of new arms, there was a necessity to intensify the training of troops. In 2013, Russia’s armed forces acquired 56 planes, 122 helicopters, 260 tanks, 112 armored infantry fighting vehicles, 279 armored personnel carriers, six vessels, a submarine, and a number of missile and gun systems, the defense minister said.

The Russian Navy missile cruiser Marshal Ustinov is expected to rejoin the fleet in 2015 following delays in the warship’s refit, the Zvezdochka shipyard said Friday.

The Marshal Ustinov, a Slava-class missile cruiser, was launched in 1982 and commissioned with the Russian Northern Fleet in 1986. It has been undergoing a refit at the Zvezdochka shipyard in northern Russia since 2011.

The completion of the work, which included repair of the propulsion system and overhaul of the ship’s missile, communications and navigation systems, was originally scheduled for 2014. However, diagnostics revealed that the majority of electrical cables on the vessel must be replaced, the yard said.

Officials from the United States and China met Sept. 9, 2013 in Beijing for the 14th annual Defense Consultative Talks. Dr. James Miller, undersecretary of defense for policy, and Lt. Gen. Wang Guanzhong, deputy chief of the People’s Liberation Army General Staff, led their respective country’s delegations. The U.S. delegation included representatives from the Joint Staff, U.S. Pacific Command, the National Security Staff and the State Department.

Miller and Wang underscored the accomplishments that the U.S.-China military-to-military relationship has achieved thus far this year. They discussed how to sustain the positive momentum in building a constructive military relationship and advance a new model of military-to-military relations into the future. In this regard, the two agreed to further the exploration of the two proposals on military confidence building offered by President Xi at Sunnylands.

The two leaders discussed how to enhance strategic trust and build upon opportunities to expand cooperation in areas of mutual interest, including humanitarian assistance, disaster relief, peacekeeping, and maritime safety. They also discussed ways to enhance communications to improve understanding and avoid misperception. Both agreed to continue discussions between maritime legal experts, and sustain dialogue in key strategic areas including nuclear, missile defense, space, and cyber.

The two sides also exchanged views on the East and South China Sea. On North Korea, Miller emphasized the significant concerns of the United States regarding North Korea's nuclear and missile developments and called on China to maintain and increase pressure on North Korea to bring the regime back to credible and authentic negotiations aimed at denuclearization.

(NSI News Source Info) TORONTO, Canada - March 30, 2012: North Korea has fired two short-range missiles off its west coast amid international alarm at its planned long-range rocket launch, South Korean newspapers say.

The North fired what appeared to be two KN-01 ground-to-ship missiles with a range of up to 120 kilometres from a missile base near the western port of Nampo, Chosun Ilbo newspaper said.

It quoted an unidentified Seoul government official as saying the launch on Thursday was apparently aimed at improving the performance of the projectile and was unrelated to the rocket launch scheduled for next month.

South Korea's defence ministry declined to confirm the reports.

The Stalinist North frequently conducts such short-range tests but the timing sometimes coincides with periods of tension.

Analysts say new leader Kim Jong-un has been trying to burnish his military credentials by conducting short-range missile tests since the death of his father.

The North reportedly test-fired two short-range missiles off its east coast on December 19, the same day it announced the death of leader Kim Jong-il.

On January 13 South Korean officials said that the North fired three short-range missiles off its east coast in an apparently routine exercise.

(NSI News Source Info) KOTTAKKAL, Kerala, India - October 17, 2010: A firing test of a new Sijjil-2 missile on May 20, 2009, that featured an increased 2,400 km range and solid propellant engine, has marked the next dangerous stage of the ambitious ballistic missile (BM) program of the Islamic Republic of Iran (IRI). The purpose of this short report is to provide a brief analysis of different aspects of the program, establish a potential logical link between it and the nuclear program, developed by the IRI, and to offer possible explanations of the motivations behind the Iranian quest for what one may call a hybrid BM – WMD capabilities, with some potential scenarios of its application and implications. This essay represents the personal views of the author and not of INEGMA or other institutions.

The Iranian ballistic missiles program emerged amid the Iran – Iraq war in the 80s as an initial attempt to gain a deep strike capability, replacing the own degrading air force and mitigating Iraqi air superiority. However, the end of war did not lead to cessation of the program; moreover, it was steadily accelerated throughout the 90s. Starting with the supplies of ready weapons from foreign sources, within a decade and a half Iran had established and gradually enhanced the research and development branch, industrial-technological cycle, training base, and finally, an operational component of its own missile forces. The IRI missile effort has finally moved from the shadow into the spotlight in mid-00s, when the U.S. invasion in Iraq dramatically changed both the Iranian strategic environment and posture.

As of mid-2010, the IRI BM potential remains largely obscure. The bulk of the program constituted from the short-range ballistic missiles are mostly different derivatives of the 'Scud family'. However, the primary weapon of concern in relation to the presumable WMD program are the medium-range ballistic missiles (MRBM), primarily the Shahab-3, which already are both in operational status and online production, the Sijjil-2 (formerly Ashoura) and the Shahab-4 and some other unidentified projects at the R&D stage. Based on open sources, the estimate number of deployed Shahab-3 launchers is between 6 and 12. This asset, essentially based on the North Korean No-Dong design, has a liquid fuel engine and a range near 2,000 km with Israel, Turkey, South-East Europe and the Arabian Peninsula in range. This is not a full-fledged missile force yet, but not a rudimentary either.

In addition, the May 2009 test of Sijjil-2 indicated a next qualitative stage of the Iranian BM program. The significance of a solid propellant engine goes far beyond purely technical domain and has also at least operational, and perhaps, even strategic implications. It dramatically reduces reaction time (i.e. provides a "launch-on-warning" capability given no need to fuel missiles prior to launch), complicates detection by space, aerial and other ISR assets and poses a more complex targeting challenge for the opposing military forces. Apparently, mobility, survivability, precision and range of fire of the IRI missile units would continue to advance. The intermediate-range ballistic missiles, based on the North Korean Taepodond design, and even intercontinental ballistic missiles (ICBM) which development is disguised under space launch vehicle project are looming on the horizon: According to an open source estimate, the ICBM might be operational as early as in 2015; this timeline coincides with most estimates of when Iran will have enough weapon-grade highly-enriched uranium (HEU). Presumably, these projects would be associated with development of multiple independently targeted / manoeuvrable re-entry vehicles and sophisticated guidance systems.

An indicator that requires a special attention is the place of the BM units in the Iranian military forces order of battle. It is integrated into the Air Force branch of the IRGC and should be considered as an essentially a missile force since it barely has any aircraft. More broadly, the IRGC is characterized by a unique role in the IRI politico-military hierarchy and the entire national security system, being subordinated directly to the top leadership. In particular, the IRGC is in charge of the national nuclear program, presented as "peaceful." In case the last statement is false, that implies that the Corps would combine control over both WMD capability and delivery means. The potential application of the IRI missile capabilities should be analyzed from two perspectives – conventional and unconventional, and viewed through the lenses of doctrine of asymmetric response, which is deeply enrooted into the Iranian strategic thinking.

Conventional Application

On one hand, Iran intensively used BM during its war with Iraq; by fact, in the last period of war it became an only asset to outreach the adversary's strategic rear. Later, in 1994 and 2000, Tehran was not hesitating to use ballistic missiles to strike the Iranian armed opposition camps in Iraqi territory in a rare application of essentially strategic weapons for counterinsurgency ends. At a glance, it justifies a suggestion that Iran needs its BM force to apply missiles per se precisely for such or similar purposes. Other suggestions would state that Iran might target Israel in case of war with its conventional missiles to influence its morale, similarly to what was attempted by Iraq in 1991. The BM also would give the Iranians a capability to project firepower to the southern shore of the Gulf (i.e. influence the global energy factor and threaten the U.S. military bases). That would become even more feasible, if the Iranian defense industry is able to develop cluster sub-munitions and fuel-air explosive warheads to supplement currently available high explosive (HE) warheads. Thus, the argumentation stressing conventional reasons behind the IRI missile capabilities – such as asymmetric military assets against a superior adversary(s), tool of economic warfare and strategic influence – has a right to exist.

However, certain observations allow challenging previous arguments. Iran continues to expand the range of missiles. Increase of the missile's range unavoidably leads to decrease of a payload. To deliver 100 kg of HE to a distance of 2,500 km does not make sense. An increased range also results in increase of the circular error probable (CEP) of the missile. In simple terms, that means that chances to defeat a distant target with the HE warhead especially having a relatively small physical signature, are modest at least. Such low accuracy leaves an only feasible conventionally-oriented goal – to strike spatial targets such as big cities, using BM as a tool of psychological terror, and providing an adversary a just cause and a legal case to respond overwhelmingly with full force. Subsequently, the real applicability of the BM in its conventional mode remains rather limited, and this brings the issue to an unconventional option.

Unconventional Application Track 1: Nuclear Option

The analysis of the details of the IRI nuclear program is not a purpose of this short report; however, it is based on the increasingly shared worldwide assumption that the end-state of the Iranian venture is a nuclear weapon. Iran rapidly boasts tempo of its enrichment effort at the specialized facility in Natanz and, probably, some other facilities dispersed throughout the country and hardened to avoid an Osirak-type air raid. An industrial quantity of the enriched uranium at the Iranian disposal is already a matter of fact; the anticipated next stage might become its weaponization. According some estimates, as for mid-2009 Iran was within one to three years from crude nuclear weapons, with a deliverable one looming on the horizon: The joint U.S.–Russian technical experts' threat assessment team reported at the same time, Iran would be able to successfully marry a 2,500 km range missile with a nuclear warhead in 6–8 years.

All said the above assertion makes treating the ballistic missiles from opposite to a conventional option – in a potential capacity as a nuclear weapons, the delivery means. Indeed, the tactical and technical features of the Iranian BM make them not just a more preferable delivery means than aircraft (that is important in the light of poor state of the IRI Air Force and overwhelming air superiority/air defense capabilities of the potential adversaries), but, by definition, the only weapon of choice in the Iran's inventory. The nuclear explanation removes a controversy over above mentioned range / payload ratio and CEP problems: Weight and impact effects of a nuclear warhead are totally different from a conventional one. Thus, the utility of the BM coupled with a nuclear weapon appears high. Below is a fictional geopolitical scenario that involves both components.

The Shiite communities of Bahrain and the Eastern province of Saudi Arabia, led by radical pro-Iranian leaders start uprising against "oppressive regimes" and rapidly gain control over certain areas. The respective governments are caught off-guard and seek assistance from the Western allies. Tehran issues vocal warnings against an external interference reinforced by a nuclear test at the desert site in eastern Iran and multiple ballistic missile launches. The awareness of existence of a deliverable nuclear arsenal of Iran, coupled with the obvious display of its determinations, paralyzes the decision-making processes, sharply exacerbates trans-Atlantic rift, freezes any military response options and eventually leads to inaction. Iran gains control over the mentioned territories via its Islamist Shiite proxies; the region is in disarray, the global energy market destabilized, and the naval base of the U.S. 5th Fleet in Bahrain is ceased to exist.

Unconventional Application Track 2: Chemical Option

The IRI chemical warfare capability is opaque. Politically, Tehran exploits victimization track, referring to its suffering from the chemical weapon during war with Iraq as a moral obstacle to pursue such a capability. Moreover, Iran is a signatory of the Chemical Weapons Convention. Despite of the fact that some international reports indicated that Iran experiments with chemical agents and even develops initial production capabilities of the mustard gas, hydrogen cyanide, phosgene, sarin and tabun, there is a tacit agreement to consider Iran as a state free of chemical weapons. Yet, there is another side of the issue. First, the victimization argument does not seem convincing from the standpoint of realpolitik executed by Iran. That means it could reverse the course 180 degree if needed. Second, Iran has an extensive petrochemical industry infrastructure that gives plenty of opportunities to maintain covert dual-use track chemical programs able to "fast weaponized" in need. Of the five agents mentioned the first three are essentially battlefield agents and have no logical feasibility to be coupled with the long-range BM. However, the nerve agents such as sarin and tabun are worth to be considered in the next virtual strategic scenario below.

Iran and Syria enter a strategic alliance aimed at the 'liberation' the Golan Heights (a minimum objective) and the destruction of Israel (an ultimate objective). In a D-day Iran delivers from its territory a massive long-range missile strike with chemical nerve agents warheads on the Israeli Air Force (IAF) bases, the Jericho-2 missile units' locations and reservists mobilization depots. The surprise missile attack is coordinated with the massive armor onslaught by the Syrian army on the Heights. The entire Israeli defense system is essentially based on the rapid mobilization of its reserve forces and air superiority; however, the unconventional missile strike creates havoc in the key points. The casualties, loss of control, need to decontaminate the exposed installations and hardware, and evacuate civilians, complicated by necessity to perform in the protective gear, heavily undermines mobilization deployment of the Israel Army and effectively pin down the IAF on its bases in the critical hours of Syrian offensive. Taking over the Heights, amid intensive international pressure on both sides to stop hostilities, Syria halts an advance and claims a unilateral cease-fire after achievement of its goals, thus diminishing justification reasons for a reprisal nuclear counter-attack by the survived Israeli assets. Whatever unrealistic a given scenario appears, especially keeping in mind the long shadow of the Israeli nuclear weapons, one should not disregard a mix of religious zeal, irrational motives or risk acceptance rationales from the Iranian side (mentioned in the next section) that may enable it to ignore the potential retaliation threat.

Drivers Behind the WMD-Missiles Nexus

The intention of to get the WMD capability is based on the Iranian perceptions of threats and sources of those threats. Since the Islamic revolution of 1979 and establishment of the current regime the IRI leadership clearly indicated the foes – the United States and Israel. An emerging WMD potential will be primarily oriented against both. There is a set of three possible explanations of the IRI quest for the nuclear weapons that is indivisible from its missile program.

Minimal Deterrence ('Shield'). This explanation might be based on the obsession of the IRI politico-military elite about the U.S. effort to changed regime by force. This notion is deeply enrooted into contemporary Iran's strategic culture. According to this hypothesis, the IRI seeks a minimal (defensive) nuclear deterrent potential vice the United States, and if not being attacked, will never use nukes first, being fully aware of the overwhelming response. By the same token, Iran would not strike Israel, since the nuclear explosions and radioactive fallout affect not only the Arab-Muslim population in Israel and Palestine, and perhaps, in the broader region.

Deterrence Plus ('Sword'). This explanation suggests, that feeling itself protected and emboldened by newly acquired nuclear capability and being driven by a mix of geopolitical and mega-religious motivations, the IRI would transform towards more aggressive posture and militarized behavior, proactively exerting pressure, and imposing its own influence in the Gulf, Iraq, Levant, the Caucasus and the Central Asia, notwithstanding the United States, West, Russia and Arabs security interests. The lack of a unified stand and political will from the latter would result in a situation when counter-deterrence efforts will prove ineffective and futile.

Irrational Modus Operandi ('Apocalypses Now'). This explanation is based on the assumption that at least part of the current IRI top leadership, influenced by the apocalyptic religious zeal of Shiite 12er Islam, does not answer characteristics of the rational actor's model. This suggestion is either hard to justify or deny, so the hypothesis has a right to exist. Whatever true, such factors as a non-transparent nature of the regime, its perplexed national command authority and decision-making system, misperceptions, miscalculations, gambling, risk acceptance, domestic political determents and even mentioned above doomsday motivations, all combined make the incoming IRI nuclear potential extremely hazardous for the global security and stability.

Conclusion

The following considerations should be kept in mind in relation to the IRI BM program. This program is inherently linked to the nuclear program and should be treated indivisibly from it. The program in question has relatively low conventional application utility and extremely high unconventional one. The ultimate goal of Iran is to get an operational nuclear weapon. At the same time, the missile program per se has already taken shape as the IRI's strategic asset and a political warfare force multiplier. By conducting repetitive missiles tests, supported by extensive media and propaganda coverage, Iran simultaneously tests the will and cohesion of the Western alliance, signaling its intentions to the world. The nature of reaction (or, perhaps, a lack of such) to its actions strengthens Tehran's perception of the strategic paralysis of the U.S. and soft stand of the EU. Equally, the missile factor has seriously affected the American-Russian relations through the BMD controversy, as well as negatively influences the Middle East regional dynamic. The threatening verbal posture of Iran towards Israel already has been in some way practically applied through the projection of the missile threat during the 2006 Israeli-Hizbollah war. Finally, it increases a domestic political capital of a radical wing of the regime that manipulates with the citizens' national pride sentiments.

Overall, the Iranian intentions–capabilities nuclear equilibrium steadily gains momentum – the former are stated and the latter are shaping. As for the ballistic missiles' program, it is a missing link that brings them together. At the moment Tehran detonates the first nuclear device at a test site, Iran will get both its shield and sword. To continue this medieval warfare terms hyperbola, if one gets a crossbow, the next logical step is to have bolts for it; otherwise, it is completely nonsense to have a crossbow. This is an explicit parallel with the true nature and the real ends behind the advancing ballistic missiles programs of the Islamic Republic of Iran.

(NSI News Source Info) MOSCOW, Russia - September 12, 2009: Venezuelan President Hugo Chavez has said that Caracas is to receive Russian short-range missiles. Chavez was speaking after returning home from a 10-day world tour, including a visit to Russia. "Soon some little rockets are going to be arriving," he said at the presidential palace. "They can fly 300 kms. And they don't miss their targets." "We are not going to attack anybody, these are just defence tools, because we are going to defend our country from any threat, wherever it may come from," he went on. He did not say how many missiles would be delivered. Chavez also said Venezuela would buy Russian T-72 and T-90 tanks. Venezuela is embroiled in a dispute with neighboring Colombia over its plans to allow U.S. troops to deploy to the country. Russian President Dmitry Medvedev said on Thursday after Kremlin talks with Chavez that Russia would sell Venezuela tanks and other types of military equipment. His announcement came after Chavez had said that Venezuela would recognize Abkhazia and South Ossetia. Russia recognized the former Georgian republics as independent states shortly after last August's war with Georgia, which began when Georgian forces attacked South Ossetia in a bid to bring it under central control.

The smart missile system called "Shahin (hawk)", which has a range of more than 40 kilometers, is capable of targeting fighter jets and helicopters, Iran's Defense Minister Brigadier General Mostafa Mohammad-Najjar who inaugurated the production line was quoted as saying.
The research and production phases of the defense system, including missile, missile interceptors, hardware and software networks and launch pad have been carried out by Iranian experts, Mohammad-Najjar said, adding that it will promote Iran's defense capabilities against possible air attacks.
Iranian President Mahmoud Ahmadinejad announced last month that Iran has successfully launched an advanced surface-to-surface missile named "Sejil 2" with a range of about 2,000 km.
Mohammad-Najjar announced last year that the Islamic Republic has successfully test-fired a new generation of surface-to-surface missile named Sejil which has a range of about 2,000 km. Iran had already test-fired its another Shehab-3 missile capable of hitting targets within a range of 2,000 km, vowing that its missile capabilities are "a defensive tool against invasions."

The United States and its Asian allies suspect North Korea is using the launch as a cover for a long-range missile test. North Korea and Iran have both come under international pressure over their nuclear activities and are reported to maintain close ties on missile technology.

The missiles managed to locate, track and intercept the rockets in flight, whether fired singly or simultaneously, it reported. Channel Ten said the missiles, which can destroy rockets with a range of up to 70 kilometres (43 miles), will become operational in 2010 when the first batch is delivered to the Israeli air force. The missile system, named Iron Dome, was the target this month of a scathing report by Israel's state comptroller, who accused the defence establishment of wasting time and money on the proposed rocket protection shield. "Huge sums have been wasted because of hazardous decisions for the development of an anti-rocket defence system over the past eight years," State Comptroller Micha Lindenstraus said in her annual report, which paints a picture of bureaucratic waste and irregularities. Iron Dome and the associated Magic Wand defence system are being developed by Israel's Rafael weapons research company. In the summer of 2006 during the second war in Lebanon, the Shiite Hezbollah movement fired more than 4,000 Katyusha rockets with a 40-kilometre range, forcing around a million inhabitants of northern Israel to flee south or take refuge in shelters. Israel said its "Cast Lead" onslaught against Hamas in the Gaza Strip in December and January was aimed at ending of the firing of rockets from the Palestinian enclave towards southern Israel.

"Iran would face in a dramatic way a growing unity against her pursuit of dangerous nuclear technology." Russia has consistently rejected the U.S. justification for the anti-missile radar and interceptors planned for the Czech Republic and Poland, and views them as a major national security threat. However, Levin said that with cooperation the divisive issue could actually improve the atmosphere between Washington and Moscow. Ellen Tauscher, a likely candidate for a top nonproliferation post in the administration of President Barack Obama, questioned the need for the missile shield. President Barack Obama's video message to Iran offering a "new beginning" is an imaginative start to his attempt to improve relations - but huge obstacles remain. In diplomacy such efforts at overcoming major differences sometimes end simply in defining those differences more sharply. These issues were not directly mentioned by Mr Obama but this is what he is referring to: *Iran to give up uranium enrichment and accept international offers to provide fuel for nuclear power *Iran to stop arming Hezbollah in Lebanon and Hamas in Gaza *Iran to help in achieving peace in Afghanistan and Iraq *Iran to stop threatening Israel. Iran will want the following: *Acceptance of its right to enrich uranium *An end to UN sanctions *An end to US sanctions *An end to America's "colonialist attitudes". What Obama really means It is worth deconstructing the president's speech to try to read between the lines. Flattery is often a good way to start - he talks about the "great" Iranian civilisation and conjures up warm images with references to common family feelings on public holidays. All this, on the Iranian spring holiday of Nowruz, is an effort to overcome Iranian suspicions that it is held in low esteem by the US. Perhaps the diplomatically key phase is this: "My administration is now committed to diplomacy that addresses the full range of issues before us."
He adds: "This process will not be advanced by threats." This means an end, for the moment at least, to the implied threats of military action. The president is offering a period of calm in which to allow this diplomacy time to work. He does not however say how long this period will last. But note how carefully the phrase about threats was written. It does not in fact rule out threats in the future. The absence of threats applies only to the process of diplomacy. If diplomacy fails, threats might return. Mr Obama also means that stopping threats also applies to Iranian threats, especially against Israel. Incidentally, the US position now diverges quite strongly from the Israeli. The Israelis have recently been making increasingly worried statements about Iran's potential nuclear weapons capacity, suggesting that while diplomacy might come first, military action might come second. Update: Israeli President Shimon Peres has also broadcast to Iran, on the Farsi service of Israel radio. His tome was much sharper, appealing to the Iranian people but dismissing the leadership as "religious fanatics." He commented: "You can't feed your children enriched uranium." His statement was in effect an appeal for the current Iranian president Mahmoud Ahmadinejad to be voted out in the June election. The US president also offers carrots, among them "constructive ties between the United States, Iran and the international community" in an "engagement that is honest and grounded in mutual respect". The ties refer to the potential for diplomatic relations to be restored between the US and Iran, but he does not commit himself openly to that outcome at this stage. "Honest" engagement means that there will be tough talking. "Mutual respect" means that the US will listen. Close to the bone Another key phrase: "You, too, have a choice." This is not a threat but it is a warning. Mr Obama gets close to the bone. Iran, he says, must recognise that rights come with "responsibilities". This means that Iran might have the right to enrich uranium but should not do so because it is creating concerns about its ambitions. Nor should it stir up trouble in the region, is another subliminal message. Mr Obama offers another carrot. He accepts that Iran should take its "rightful place in the community of nations", but adds significantly: "That place cannot be reached through terror or arms." The measure of Iran's greatness is not "the capacity to destroy". "Terror or arms" means Hezbollah and Hamas and maybe its own military build-up. The "capacity to destroy" is a reference to nuclear weapons, even though Iran says that it will not build them, and to Iranian missile development. Importantly, the president implicitly offers an end to sanctions by saying that he wants a future with "greater opportunities for partnership and commerce". At this stage he is offering only "greater" opportunities, not the full opening, but the deal is in prospect. He also looks to a future "where you and all your neighbours and the wider world can live in greater security...". "All" the neighbours include Israel, of course. There is a very ambitious agenda here. The process suggests direct talks if that is what Iran wants.

(NSI News Source Info) JERUSALEM - March 18, 2009: Ballistic missiles could be Israel’s weapon of choice against Iranian nuclear facilities if it decides on a pre-emptive attack and deems air strikes too risky, according to a report by a Washington think-tank. Israel is widely assumed to have Jericho missiles capable of hitting Iran with an accuracy of a few dozen metres (yards) from target. Such a capability would be free of warplanes’ main drawbacks — limits on fuel and ordnance, and perils to pilots. Extrapolating from analyst assessments that the most advanced Jerichos carry 750 kg (1,650 lb) conventional warheads, Abdullah Toukan of the Center for Strategic and International Studies said 42 missiles would be enough to “severely damage or demolish” Iran’s core nuclear sites at Natanz, Esfahan and Arak. “If the Jericho III is fully developed and its accuracy is quite high then this scenario could look much more feasible than using combat aircraft,” he said in the March 14 report, titled “Study on a Possible Israeli Strike on Iran’s Nuclear Development Facilities”. Israel, whose jets bombed Iraq’s nuclear reactor in 1981 and mounted a similar sortie over Syria in 2007, has hinted that it could forcibly deny Iran the means to make an atomic bomb. But many experts believe the Iranian sites are too distant, dispersed and fortified for Israel’s warplanes to take on alone. Israel neither confirms nor denies having Jerichos, as part of an “ambiguity” policy veiling its own assumed atomic arsenal. A veteran Israeli defence consultant played down the idea of ballistic missiles being used for conventional attacks. “You look at any major Western military, and you’ll see that such strikes are the purview of manned warplanes, while ballistic missiles are reserved for nuclear-strike scenarios,” the consultant told Reuters on condition of anonymity. I’m still curious as to why they are waiting. There has to be a moment in which Israel can do nothing more than take military action. Makes me wonder about what is going on behind the scenes in the intelligence community. Are they waiting to see if some covert sabotage works out? I think this whole situation is too complex for any civilian to truly understand. They’re probably taking every measure possible until the point of no return, not to mention their preparation for a likely retaliation from several fronts. Imagine having to prepare this kind of operation, not to mention preparing your own defence forces for what’s likely to come in the aftermath. Scary stuff. Here’s more on the Jericho III It is estimated that the Jericho III entered service by 2008. The Jericho III is believed to have a three-stage solid propellant and a payload of 1,000 to 1,300 kg. It is possible for the missile to be equipped with a single 750 kg nuclear warhead or two or three low yield MIRV warheads. It has an estimated launch weight of 29,000 kg and a length of 15.5 m with a width of 1.56 m. It likely is similar to an upgraded Shavitspace launch vehicle. It will probably have longer first and second-stage motors. It is estimated that it will have a range of 4,800 to 7,000 km (2,982 to 4,350 miles), and probably significantly greater with a payload of 350kg (one Israeli nuclear warhead). It is believed that the Jericho 3 is inertial guided with a radar guided warhead and silo-based with mobile vehicle and railcar capabilities. The Jericho 3 will give Israel nuclear strike capabilities within the entire Middle East and Europe. The range of the Jericho 3 also provides an extremely high impact speed for nearby targets, enabling it to avoid any ballistic missile defenses that may develop in the immediate region. On 17 January 2008 Israel test fired a multi-stage ballistic missile believed to be of the Jericho III type reportedly capable of carrying “Special warheads”.

The official's visit to China comes amid international concerns over North Korea's launch of what it says is a satellite, but what is widely suspected in the West as a cover-up for testing of ballistic missiles capable of carrying nuclear warheads. Last week North Korea announced plans to launch a communications satellite between April 4 and April 8. Tensions remain high on the Korean Peninsula due to the expected satellite launch, as well as South Korean-U.S. military exercises that end on Friday. North Korea earlier said it could not guarantee the safety of civilian aircraft near or over its airspace, because of the exercises. The missile left the tube, but went off course and self-destructed due to a malfunction following the first stage separation. "The cause of the latest failure during the launch of the Bulava missile was purely technical. One of the subcontractors supplied faulty ejection cartridges which were used in the separation of the missile's stages," the source said. Despite the fifth failure in 10 trials, Russia's Defense Ministry is planning to complete a series of at least five Bulava tests and put the ICBM into service by the end of 2009. The Bulava (SS-NX-30) ICBM carries up to 10 nuclear warheads and has a range of 8,000 kilometers (5,000 miles). The three-stage ballistic missile is designed for deployment on Borey-class Project 955 nuclear-powered submarines. Sea trials of Yury Dolgoruky, Russia's first Borey-class strategic nuclear submarine, are due to start in the spring, when navigation begins in the White Sea. Two other Borey-class nuclear submarines, the Alexander Nevsky and the Vladimir Monomakh, are currently under construction at the Sevmash shipyard and are expected to be completed in 2009 and 2011. In the south, Hamas continues to smuggle weapons into Gaza despite a similar ceasefire ageement, supposedly conditioned on a cessation of arms smuggling, that the Olmert administration announced when concluding Operation Cast Lead in mid-January. Defense Minister Ehud Barak promised two years ago that the Iron Dome short-range missile defense system, along with other systems, would protect Israel from 90 percent of missile attacks, although mortar shells would continue to explode in Israel without interception. Barak announced in October 2007 that the Iron Dome was near completion and would be in place by 2010. He also has stated that its deployment is a precondition for handing over part of Judea and Samaria to the Palestinian Authority. Last year, officials admitted that the Iron Dome system would not be effective against Kassam rockets fired from less than two miles, meaning that it had no solution for tens of thousands of residents in the Gaza Belt communities, including Sderot. State Comptroller and Ombudsman Micha Lindenstrauss’s recent report of his investigation of the timetable of the Iron Dome system “documented endless delays, indecision, go-it-alone chaotic planning and sheer bureaucratic incompetence,” in the words of UPI reporter Martin Sieff.

Pyongyang first tested a long-range missile in 1998, when it launched a Taepodong-1 over northern Japan and claimed that it carried a domestically-developed satellite. In 2002, Pyongyang and Tokyo agreed to a moratorium on missile tests, but the secretive regime has continued research on ballistic missile technology. In 2005 North Korea announced that it had nuclear weapons and in July 2006 test-launched a Taepodong-2 long-range missile and later staged an underground test of a nuclear device. The UN Security Council passed Resolution 1718 on October 14, 2006, which forbids North Korea from conducting further nuclear tests or launches of ballistic missiles. "Even if it is a satellite launch, as North Korea insists, it will be a violation of a UN Security Council resolution. The United States and Britain share our opinion [on this issue]," Nakasone said. Some analysts believe, though, the impoverished country is not capable of developing a domestic space program, and that the planned rocket launch is simply an attempt to draw the attention of U.S. President Barack Obama's new administration to the issue of the stalled six-party talks on North Korea's controversial nuclear program. But defense analysts question the accuracy of Iran's longer-range missiles. Jafari's comment came amid sustained speculation that Israel could target Iranian nuclear plants. Some media reports earlier said high-ranking Navy officials, including vice admirals and rear admirals, may have been involved in the scheme. Under the scheme, the munitions were reportedly 'destroyed' and a commercial firm received over 1.6 million rubles ($45,000) from the federal budget for the work. In reality, the bombs and missiles were prepared for sale and smuggled abroad, the source said. Clinton meets March 6 with Russian Foreign Minister Sergei Lavrov, in a test of whether President Barack Obama's new diplomacy can improve U.S.-Russian ties, which were badly strained during the presidency of George W. Bush. Russia has denied that it was preparing to deliver sophisticated S-300 surface-to-air missiles to the Islamic republic, following reports it was about to supply the weapons to the U.S. arch-foe. There have been contradictory reports about whether Russia was to supply S-300s which Iran could use to defend against an airstrike on its nuclear facilities. Russia's state-owned arms export firm, Rosoboronexport, said in a statement that it was delivering "defensive" anti-aircraft systems to Iran while not commenting on reports it was sending S-300s. The United States and its ally Israel have never ruled out an aerial attack against Iran to thwart its nuclear ambitions. Obama has ordered a review of planned extensions of the U.S. anti-missile shield into Europe, a project which has angered Russia, but he wants Moscow to help deal with the missile threat that Iran poses. Washington maintains that if Russia were to help deal with that threat, it would minimise the need for such a system, which would have interceptors and a radar based in Poland and the Czech Republic.
