The award will provide for the operations and maintenance, logistics support services, and minor military construction to support contingency operations and military readiness exercises throughout U.S. Army Europe’s Area of Responsibility. Force Protection Industries, Inc., Ladson, S.C., was awarded an $185,864,608 firm-fixed-price contract. The award will provide for the modification of an existing contract to procure 167 Buffalo A2 vehicles, without bar armor installed, and 102 bar armor kits. Work will be performed in Ladson, S.C., with an estimated completion date of Nov. 1, 2012. One bid was solicited, with one bid received. Lockheed Martin Missiles and Fire Control, Orlando, Fla., was awarded a $163,700,048 firm-fixed-price and cost-plus-fixed-fee contract. The award will provide for the modification of an existing contract to procure AH-64D Apache modernized target acquisition designation sight / pilot’s night vision sensor. Work will be performed in Orlando, Fla., with an estimated completion date of Nov. 30, 2014. One bid was solicited, with one bid received. The U.S. Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-11-C-0120).

Project Time & Cost, Inc., Atlanta, Ga., was awarded a $150,000,000 firm-fixed-price contract. The award will provide for the architect-engineering services for nationwide cost engineering in support of the U.S. Army Corps of Engineers’ Walla Walla District. Work location will be determined with each task order, with an estimated completion date of Nov. 6, 2016. The bid was solicited through the Internet, with four bids received. The U.S. Army Corps of Engineers, Walla Walla, Wash., is the contracting activity (W912EF-12-D-0003).

Lockheed Martin Corp., Orlando, Fla., was awarded a $97,818,196 firm-fixed-price contract. The award will provide for the modification of an existing contract to support the Javelin Hardware Program. Work will be performed in Tucson, Ariz., and Orlando, Fla., with an estimated completion date of Sept. 30, 2014. One bid was solicited, with one bid received. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W31P4Q-09-C-0376).

AAI Corp., Hunt Valley, Md., was awarded a $77,311,855 cost-plus-incentive-fee and cost-plus-fixed-fee contract. The award will provide for the modification of an existing contract to support the Shadow Tactical Unmanned Aircraft Systems. Work will be performed in Hunt Valley, Md., with an estimated completion date of Feb. 29, 2012. One bid was solicited, with one bid received. The Boeing Co., Mesa, Ariz., was awarded a $54,836,820 firm-fixed-price contract. The award will provide for the modification of an existing contract to support various Army commands for services of the Apache D unique components on the performance based logistics contract. Work will be performed in Mesa, Ariz., with an estimated completion date of Oct. 31, 2012. One bid was solicited, with one bid received. MOCA Systems, Inc., Newton, Mass., was awarded a $50,000,000 firm-fixed-price contract. The award will provide for the architect-engineering services for nationwide cost engineering in support of the U.S. Army Corps of Engineers’ Walla Walla District. Work location will be determined with each task order, with an estimated completion date of Oct. 15, 2016. The bid was solicited through the Internet, with four bids received. Black & Veatch Special Projects Corp., Overland Park, Kan., was awarded a $48,000,000 firm-fixed-price and cost-plus-fixed-fee contract between two contractors. The award will provide for the architect-engineering services in support of the Ballistic Missile Defense System for new rehabilitation design. Work location will be determined with each task order, with an estimated completion date of Jan. 9, 2016. The bid was solicited through the Internet, with 28 bids received. The U.S. Army Corps of Engineers, Huntsville, Ala., is the contracting activity (W912DY-12-D-0001).

Mandus Group, Ltd., Rock Island, Ill., was awarded a $47,479,350 firm-fixed-price contract. The award will provide for the procurement for at most 460 hydraulic system test and repair units. Work will be performed in Rock Island, Ill., with an estimated completion date of Oct. 31, 2016. The bid was solicited through the Internet, with one bid received. The U.S. Army TACOM, Warren, Mich., is the contracting activity (W56HZV-12-D-0004).

Honeywell International, Inc., Tempe, Ariz., was awarded a $31,802,672 firm-fixed-price contract. The award will provide for the technical, engineering, and logistics services and supplies supporting the overhaul and repair of the T55 family of engines. Work will be performed in Corpus Christi, Texas, with an estimated completion date of Oct. 31, 2015. One bid was solicited, with one bid received. The U.S. Army Contracting Command, Aviation and Missile Contracting Center, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-11-C-0039).

Jorge Scientific Corp., Arlington, Va., was awarded a $21,100,003 cost-plus-fixed-fee contract . The award will provide for the development of the Legacy E Program to design new doctrine and training to answer the gaps in current operations as indentified by Regional Command East. Work will be performed in Afghanistan, with an estimated completion date of June 20, 2013. There were 999 bids solicited, with 999 bids received. The U.S. Army Contracting Command, Adelphi, Md., is the contracting activity (W911QX-12-C-0011).

DEFENSE LOGISTICS AGENCY

Hermes Consolidated, Inc., L.L.C., Denver, Colo. was awarded a fixed-price with economic price adjustment, indefinite-delivery/indefinite-quantity contract with a maximum $16,296,609 for aviation turbine fuel. Other location of performance is Wyoming. Using service is Defense Logistics Agency Energy. There were six solicitations with one response. Type of appropriation is fiscal 2012 Defense Capital Working Funds. The date of performance completion is March 1, 2012. The Defense Logistics Agency Energy, Fort Belvoir, Va., is the contracting activity (SP0600-12-D-0545).

NAVY

Huntington Ingalls, Inc., Newport News, Va., is being awarded an $8,673,842 cost-plus-fixed-fee level of effort contract for planning and design yard functions for standard Navy valves in support of nuclear powered submarines. This contract includes options, which, if exercised, would bring the cumulative value of this contract to $47,225,548. Work will be performed in Newport News, Va., and is expected to be completed by September 2012. Contract funds in the amount of $8,673,842 will expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-12-C-2101).

Lockheed Martin Mission Systems and Sensors, Moorestown, N.J., is being awarded a $7,420,953 modification to previously awarded contract (N00024-03-C-5115) to exercise an option for installation and test of the Aegis Combat System on new construction DDG 51-class ships. Tasks to be accomplished include planning, technical data package development, test procedure development, test engineering, installation engineering, and combat system test engineering. The required services include program management and operation support, quality assurance, configuration management, ship design integration, fleet lifecycle engineering support, installation support, firmware maintenance, combat system test and evaluation, Navy furnished material support, special studies, and future-ship integration studies. Work will be performed in Moorestown, N.J. (37 percent); Bath, Maine (25 percent); Pascagoula, Miss. (22 percent); Washington, D.C. (12 percent); Norfolk, Va. (3 percent); and Syracuse, N.Y. (1 percent), and is expected to be completed by September 2012. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Bell-Boeing Joint Project Office, Amarillo, Texas, is being awarded a $7,049,944 firm-fixed-price delivery order against a previously issued basic ordering agreement (N00019-07-G-0008) for the Block 20/C upgrade to the CV-22 to include co-site communications; multi-mission advanced tactical terminal replacement; standby flight instrument; global positioning system repeater system; parking brake light; and environmental control system upgrades. Work will be performed in Ridley Park, Pa. (86 percent); Fort Walton Beach, Fla. (13.6 percent); and Fort Worth, Texas (0.4 percent). Work is expected to be completed in December 2015. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

(NSI News Source Info) TORONTO, Canada / SEATTLE, USA - November 9, 2011: Boeing [NYSE: BA] on Nov. 3 received a $1.7 billion low-rate initial production (LRIP) award from the U.S. Navy for seven additional P-8A Poseidon maritime surveillance aircraft.
LRIP-II is the follow-on to an initial LRIP-I contract awarded in January to provide six Poseidon aircraft. Overall, the Navy plans to purchase 117 Boeing 737-based P-8A anti-submarine warfare, anti-surface warfare, intelligence, surveillance and reconnaissance aircraft to replace its P-3 fleet.
As part of the contract, Boeing will provide aircrew and maintenance training for the Navy beginning in 2012, in addition to logistics support, spares, support equipment and tools. The training system will include a full-motion, full-visual Operational Flight Trainer that simulates the flight crew stations, and a Weapons Tactics Trainer for the mission crew stations.
"This contract is the result of the Boeing and Navy team's hard work and commitment, and moves us a step closer to P-8A full-rate production," said Chuck Dabundo, Boeing vice president and P-8 program manager. "We've assembled and flown the first LRIP plane and continue to focus on building P-8A aircraft on cost and on schedule."
"LRIP-II brings the P-8A program one step closer to delivering the Poseidon to the fleet," said Capt. Scott Dillon, P-8A deputy program manager for the Navy.
Boeing completed assembly of the first LRIP-I aircraft at its Renton, Wash., facility this summer. The aircraft subsequently completed a successful first flight July 7, 2011, from Renton Field to Boeing Field, which marked its transition from fabrication and assembly to mission system installation and checkout in Seattle.
The Poseidon team is using a first-in-industry in-line production process that draws on Boeing's Next-Generation 737 production system. All P-8A-unique aircraft modifications are made in sequence during fabrication and assembly.
The team has built and is testing six flight-test and two ground-test aircraft under the U.S. Navy System Development and Demonstration contract awarded to Boeing in 2004. Four flight-test aircraft -- T1, T2, T3 and T5 -- are conducting testing at Naval Air Station Patuxent River, Md. The program's static test plane, S1, completed its test program in January. S2, the fatigue test plane, will begin testing next year. Initial operational capability is planned for 2013.
