DTN News: Bolivia To Host Servicing Center For Russian Aircraft *Source: DTN News / RIA Novosti (NSI News Source Info) BUENOS AIRES, Brazil - October 26, 2009: A technical support and repair facility for Russian aircraft in Bolivia will be built at a former U.S. base near the town of Chimore in the center of the country, Bolivian President Evo Morales said. "The Russian government has proposed to create a servicing center for Russian aircraft flying in Latin America. This center will be built here, in Chimore...and will later become an international airport, the largest in Bolivia," the Bolivian Patria Nueva radio quoted the president as saying at a Saturday meeting with his supporters prior to December 6 presidential elections. Morales said the initial investment in the construction is estimated at $5 million and the length of the existing runway will be extended by three times "to receive the most modern aircraft." Morales discussed last week the delivery of Russian aircraft with Nikolai Patrushev, chief of the Russian Security Council. Russia's Ilyushin Finance Co. leasing company is planning to deliver about 60 An-148 regional passenger jets in the next decade. Russia received in August a request from the Bolivian government for a $100-mln loan to finance the purchase of a new presidential plane and a variety of Russian-made military equipment, including Mi-17 Hip multipurpose helicopters to combat terrorism and drug trafficking. During the talks in February, Moscow and La Paz signed a bilateral agreement on military-technical cooperation.

(NSI News Source Info) MOSCOW, Russia - October 9, 2009: Russia's Strategic Missile Forces will conduct a series of exercises on October 9-17 in the Ivanovo Region, the forces' press service said on Thursday. At least six warplanes and helicopters will participate in the exercises, to be held near the town of Teikovo, located about 250 km east of Moscow. The statement did not specify the nature of the exercises, but said 36 pilots would participate. Teikovo is the base of 54th Strategic Missile Division, where the first two battalions were equipped with six road-mobile Topol-M (SS-27 Stalin) intercontinental ballistic missile systems. Topol-M missile, with a range of about 7,000 miles (11,000 km), is the mainstay of the ground-based component of Russia's nuclear triad. As of the start of 2009, the SMF operated 50 silo-based and six road-mobile Topol-M missile systems.

DTN News: Russian Airlines Face EU Ban From 2012 Over CO2 Emissions *Source: DTN News / RIA Novosti (NSI News Source Info) BRUSSELS, Belgium - August 24, 2009: The European Union has placed some 100 Russian air carriers, including Aeroflot, on a list of airlines that could be banned from European airports unless they reduce their environmental impact from 2012. The full list of nearly 4,000 airlines was published in the Official Journal of the European Union on Saturday. In accordance with a newly-introduced EU law, from January 1, 2012 all airlines operating in Europe will have to limit their carbon dioxide emissions or face penalties. The European Commission said that the list "is based on data provided by Eurocontrol using records of flight plans." Experts say air transport produces two percent of all manmade carbon dioxide emissions and 13 percent of CO2 from transport.
During the Soviet era, Aeroflot was the Soviet national airline and the largest airline in the world. Since the dissolution of the USSR, Aeroflot has been transformed from a state-run enterprise into a semi-privatised airline which ranks amongst the most profitable in the world. Aeroflot is still considered the de facto national airline of Russia. Aeroflot has embarked on a fleet modernisation program, extensive route restructuring, and an image overhaul, in order to bring the airline up to world standards. The airline joined SkyTeam in April 2006.
During the Soviet era Aeroflot was synonymous with Russian civil aviation. It became the first airline in the world to operate sustained regular jet services on 15 September 1956 with the Tupolev Tu-104.
In January 1971 the Aeroflot Central Administration of International Air Traffic was established within the framework of IATA, and became the industry's sole enterprise authorised to operate international flights. Abroad, the airline was known as Aeroflot Soviet Airlines. In 1976 Aeroflot carried its 100 millionth passenger.
Its flights were mainly concentrated around the Soviet Union, but the airline also had an international network covering five continents: North and South America, Europe, Africa and Asia. The network included countries such as the United States, Canada, United Kingdom, Spain, Cuba, Mexico and the People's Republic of China. Since the 1970s some transatlantic flights were flown using Shannon Airport in Ireland as an intermediate stop, as it was the westernmost non-NATO airport in Europe.

A Thai court on Tuesday refused to extradite alleged Russian arms dealer Viktor Bout to the United States to face trial on charges of supplying weapons to Colombian rebels. The unexpected ruling in favor of Viktor Bout was welcomed by Russia. The United States, which had mounted the sting operation that led to his arrest at a Bangkok hotel, said it was "mystified" by the court's decision. Bangkok Criminal Court Judge Chittakorn Pattanasiri said Thai prosecutors have 72 hours to indicate whether to appeal, and, if not, Bout will be set free. If an appeal is filed, Bout will be held pending further proceedings. The 42-year-old Bout, who has denied any wrongdoing, jumped up from his seat upon hearing Tuesday's ruling and hugged his crying wife. He flashed a victory sign to TV cameras as he was escorted from the courtroom by guards. Bout's extradition hearing was marred by allegations from both the Americans and Russians, some in public, mostly in private, accusing each other political interference and of bribing Thai officials _ a common practice in a country where the judiciary is notoriously corrupt. "Round one has gone to Bout, but the battle for justice for this international menace is not over. It is unacceptable that this man goes free," Ed Royce, the top Republican on the House Foreign Affairs subcommittee on terrorism, said in a statement. "Politics seems to have trumped the law. Something is rotten in Bangkok." There was no immediate comment from the Thai government. Bout has never been tried despite being the subject of U.N. sanctions and a Belgian money-laundering indictment. Over the past two decades, he has allegedly supplied weapons used in civil wars in South America, the Middle East and Africa. He was arrested in March 2008 after U.S. agents posed as arms buyers for the Revolutionary Armed Forces of Colombia, or FARC, which Washington classifies as a terrorist organization. Two months later, he was indicted on charges of conspiring to sell millions of dollars worth of weapons to FARC, including more than 700 surface-to-air missiles, thousands of guns, high-tech helicopters and airplanes outfitted with grenade launchers and missiles. If convicted in the U.S. of the most serious terrorism-related charges, he could be sentenced to life in prison. When the Thai court took up the request to extradite Bout in June 2008, it seemed like an open and shut case. Under the Thai-American extradition treaty, authorities only needed to identify Bout, prove his crimes merit a trial and show the case was not political. But from the start, Bout's extradition hearing was marred by repeated delays as a defense attorney fell sick and witnesses failed to turn up. The delays inspired a Cold War-era tug of war between Russia and the United States. Arms trade experts have alleged Bout has been useful for Russia's intelligence apparatus, and that Russia did not want him to go on trial in the United States. American lawmakers led by Royce accused the Russians of influencing the process. The Russian Foreign Ministry has publicly criticized the pressure it said was being applied on Thailand by the Americans. In interviews with The Associated Press, representatives on both sides have leveled unproved accusations of Thai officials being bribed by the other side. Still, Bout's extradition appeared inevitable after a Thai Foreign Ministry official told the court in May that the request met the conditions of the Thai-American extradition treaty. Yet on Tuesday, Judge Chittakorn rejected the extradition request because he deemed FARC a political movement, rather than a terrorist group, which meant that Bout's alleged crimes were political offenses. Extradition cannot be granted when it involves a political offense. Chittakorn also ruled the extradition treaty did not apply because Bout's alleged crimes couldn't be prosecuted in Thailand and did not involve Thai citizens or Thai interests. U.S. Embassy deputy chief of mission James F. Entwistle said Thai prosecutors have said they will appeal. "We're disappointed and mystified by this lower court ruling," Entwistle said. "We think the facts, relevant Thai law, and the terms of the bilateral extradition treaty clearly supports the extradition of Viktor Bout to the United States to stand trial on serious terrorism charges." In Washington, State Department spokesman P.J. Crowley told reporters any appeal would be up to the Thai government. "We're disappointed in the court decision," he said. Russian Embassy official Andrey V. Dvornikov said Moscow was "satisfied" with the court's decision and he was awaiting the Thai prosecutors' decision on an appeal. "This case will be over when Mr. Bout is home," he said. The U.N. suspects Bout's clients have included warlords and dictators, including Liberia's Charles Taylor and Libyan leader Moammar Gadhafi, the late dictator Mobutu Sese Seko of Zaire and both sides of the civil war in Angola. Bout, whose network of companies had as many as 50 airplanes, also reportedly supplied arms to the Taliban and, indirectly, al-Qaida _ charges he has repeatedly denied. In their 2007 book, "Merchant of Death: Money, Guns, Planes, and the Man Who Makes War Possible," Steve Braun and Douglas Farah alleged Bout sold as many as 10,000 AK-47 assault rifles to FARC in the late 1990s through a front company. The FARC has been trying to overthrow successive Colombian governments for a half-century. It has been put on the defensive in recent years by Colombia's U.S.-backed military. Bout's nickname, the "Merchant of Death," came in 2000 from a minister at Britain's Foreign Office who was concerned about Bout allegedly ferrying weapons around Africa. Bout is widely believed to be a model for the arms dealer portrayed by Nicolas Cage in the 2005 movie "Lord of War." David M. Crane, an international law professor at Syracuse University and former prosecutor of the Sierra Leone tribunal that indicted Charles Taylor, said Bout would likely return to weapons dealing if he is set free. "He was a player and could be a player again. This guy has nine lives," Crane said. "He certainly has the capability of showing up in the wrong place at the wrong time and providing weapons for cash or diamonds."

A Thai court Tuesday rejected a U.S. request to extradite Bout dubbed the "Merchant of Death," dealing a setback to American efforts to try him on charges of plotting to supply arms to Colombian rebels. A Bangkok court is set to rule on a request from Washington to extradite the 42-year-old former Soviet air force pilot, who is said to have inspired the Hollywood film "Lord of War" starring Nicolas Cage. The burly, moustachioed Bout was arrested in a sting operation at a hotel in the Thai capital in March 2008 on charges that he peddled weapons, including to Al-Qaeda, that were used in some of the world's most violent conflicts. Bout, who has since been held at a maximum-security prison outside Bangkok, has denied the charges and insists that he ran a legitimate air cargo business. "I never supplied arms and especially never had any deal with Al-Qaeda," Bout, who speaks six languages and is known by eight different aliases, said in a rare prison interview with British television earlier this year. Bout was born in the Tajikistan capital Dushanbe in 1967 and studied several languages -- including English, French and Portuguese -- at Moscow's military institute for foreign languages before joining the Soviet air force. He has repeatedly denied suggestions that he was a former KGB agent, but the fall of the Soviet Union allowed Bout to buy weaponry, aircraft and helicopters at throwaway rates and supply them to conflict zones. The planes and helicopters as well as the crew manning them were hardy, low maintenance and above all very cheap. Former British foreign office minister Peter Hain dubbed him the "Merchant of Death" and rights watchdog Amnesty International has alleged that at one time he operated a fleet of more than 50 planes ferrying weapons around Africa. The British press has also linked him to Osama bin Laden's Al-Qaeda network and to Afghanistan's extremist Taliban movement. Bout is also suspected of smuggling arms to former Liberian president Charles Taylor, who was subject to an UN arms embargo. He was nabbed in a sting operation at a five-star Bangkok hotel after allegedly agreeing to supply surface-to-air missiles to US agents posing as guerrillas from the Revolutionary Armed Forces of Colombia (FARC). Bout faces life in prison if sent to the United States and convicted there on terrorism charges, including conspiracy to kill US officers or employees and conspiracy to acquire and use an anti-aircraft missile. Journalist Douglas Farah, who co-authored a book on Bout, has called him "a unique creature" born of the end of Communism and the rise of unbridled capitalism when the Berlin Wall came down in the early 1990s. "He saw ... abandoned aircraft on the runways from Moscow to Kiev, no longer able to fly because of lack of money for fuel or maintenance; huge stores of surplus weapons that were guarded by guards suddenly receiving little or no salary; and the booming demand for those weapons from traditional Soviet clients and newly emerging armed groups from Africa to the Philippines. "He simply wedded the three things, taking aircraft for almost nothing, filling them with cheaply purchased weapons from the arsenals, and flying them to clients who could pay," Farah said. Bout, also known as "Boris" and "Vadim Markovich Aminov" among several other pseudonyms, has kept a high profile since his arrest, aided by an impassioned appearance by his wife at an extradition hearing earlier this year. "He became a celebrity in a sense because of NGOs and UN reporting about him," Alex Vines, head of the Africa programme at Britain's Royal Institute of International Affairs, told AFP. "He became the brand name for sanction-busting, but there are plenty of others who can offer the same services. It contributed to his problems, that he was a brand to be recognized," he said.

(NSI News Source Info) TEHRAN, Iran - July 25, 2009: An Iranian airliner overshot the runway and slammed into a perimeter wall killing 17 people in the second city of Mashhad on Friday in the country's second air disaster in 10 days, state media said. "There was an accident and a fire involving a passenger plane from Tehran to Mashhad that has left 17 people dead and 19 injured," the official IRNA news agency reported, quoting the deputy governor of Khorasan province, Ghahreman Rashid. Rashid identified the plane as a Russian-designed Ilyushin and said it carried 153 passengers. "All the dead and injured people and passengers have been evacuated and the fire has been completely controlled," Rashid said, according to IRNA. A senior transport official said the incoming aircraft had overshot the runway. "Instead of landing at the beginning of the tarmac, the plane landed in the middle of the runway," the ISNA news agency quoted deputy transport minister Ahmad Majidi as saying. "Because the tarmac?s length is short, it has gone off the tarmac and crashed into the opposite wall. "The Ilyushin 62 belonged to the Aria Airline," Majidi added referring to an independent Iranian carrier. The Mehr news agency said the plane crashed through the airport's perimeter wall before hitting power lines and coming to a halt in adjacent farmland. State television said that the accident occurred as the plane was landing at the international airport in Mashhad, a popular Shiite Muslim pilgrimage centre in northeastern Iran. "The plane... had a technical glitch," state television said quoting the director of the public relations department at Mashhad's Hashemi Najad airport, who was identified only by his surname Pirhandeh. The television's website quoted acting state aviation organisation director, Mohammad Ali Ilkhani, as saying that the plane had "swerved off the tarmac at Mashhad airport as it landed, before crashing nose-first into one of the airport?s walls." It was the second reported major incident in the past decade involving the Iranian carrier formerly known as Aria Air Tour. On November 13, 2000, a Russian-designed Yakovlev aircraft linking the southern Iranian cities of Ahvaz and Bandar Abbas was briefly hijacked before elite Revolutionary Guards intervened freeing the passengers at the cost of one crew member and two Guards wounded, according to a report by US carrier American Airlines on criminal acts against civil aviation. Friday's crash was the second deadly accident involving an Iranian airliner since July 15 when a Caspian Airlines plane crashed near the city of Qazvin, northwest of Tehran, killing all 168 on board. That accident occurred shortly after takeoff from Tehran's international Imam Khomeini airport on its way to the Armenian capital, Yerevan. The plane caught fire in mid-air and plunged into farmland outside a village in northwest Iran just 16 minutes after take-off, killing all 153 passengers and 15 crew members on board. Iran, which has been under years of international sanctions hampering its ability to buy modern Boeing or Airbus planes, has suffered a number of aviation disasters over the past decade. Its civil and military fleet is made up of ancient aircraft in very poor condition due to their age and lack of maintenance. In the most deadly previous crash, 117 people on board another Russian-designed aircraft, a Tupolev, were killed when it crashed into snow-covered mountains in western Iran in 2002. The Iranian crash earlier this month marked one of the deadliest series of crashes in many year. It came just two weeks after a Yemenia Airbus A310 crashed in the Indian Ocean off the Comoros with 153 passengers and crew on board, with only one survivor. That incident occurred just 29 days after the crash of an Air France A330, killing 228.

(NSI News Source Info) LONDON, U.K. - July 19, 2009: With Britain's prime minister under attack for under-equipping the armed forces, a report adds fuel to the fire, revealing that a shortage of helicopters has forced British forces in Afghanistan to use Russian choppers to fight the Taliban.
A borrowed Mi-8 helicopter in Afghanistan by British forces. The Mi-8 is the world's most-produced helicopter ~ 12,000, and is used by over 50 countries. There are numerous variants, including the Mi-8T which is armed with rockets and anti-tank guided missiles, in addition to carrying twenty-four soldiers. The Mil Mi-17 export version is employed by around 20 countries; its equivalent in Russian service in the Mi-8M series. The naval Mil Mi-14 and attack Mil Mi-24 are also derived from the Mi-8.
A report by The Mail on Sunday claimed that the Ministry of Defense is using civilian Russian-built Mi-8 and Mi-26 transport helicopters with freelance Russian and Ukrainian pilots to transport supplies and soldiers in Afghanistan.
The conservative opposition in Britain has accused Prime Minister Gordon Brown of denying vital resources to British troops in Afghanistan.
The shortage of military hardware and equipment and in particular helicopters has been cited as one of the main reasons behind rising UK casualties in the Afghan war. Critics argue that the shortage of helicopters has forced troops to travel by road and left them vulnerable to Taliban roadside bombs.
The Prime Minister, however, has defended himself by saying that "British armed forces are better equipped today than at any time... in the past 40 years."
"In the last two years we have increased helicopter numbers by 60 percent and... capacity by 84 percent," Brown told the House of Commons.
While the US reportedly has 120 helicopters in Afghanistan, Britain's armed forces have less than 30.
The Mail also added that the Army has borrowed commercial Russian Antonov aircraft to transfer vehicles and heavy equipment to Afghanistan.

(NSI News Source Info) MUMBAI, India - June 21, 2009: In a major violation of Indian airspace, a Russian aircraft hired by the US military which was overflying India on Friday evening was instructed by the defence ministry to change its flight path mid-way and head for Mumbai airport.
The Ukrainian-make AN-124 aircraft, owned by Russian private airline Volga-Dnepr, "would be allowed to get airborne again today" after the External Affairs Ministry gives the Air Operations Routing (AOR) authority to fly over Indian airspace, said IAF spokesperson Wg Cdr T K Singh on Saturday.
The Antonov 124, which intelligence sources said had 18 Russians on board, was on its way from Diego Garcia in the Indian Ocean — where the US has a base — to Kandahar in south Afghanistan when it was intercepted by Mumbai ATF on orders from the defence ministry. The defence ministry’s public relations official, Captain M Nambiar, confirmed that a foreign aircraft was instructed to divert to Mumbai airport.
"There has been a violation of our airspace by a civilian aircraft," he said. However, he denied that any IAF aircraft had escorted the US aircraft even as sources maintained that two IAF jets had indeed escorted the aircraft to Mumbai airport.
"An aircraft belonging to the US defence landed in Mumbai airport at 10.35 pm," said M G Junghare, general manager of Mumbai airport. The Mumbai International Airport Pvt Ltd (MIAL) spokesperson also confirmed the development, saying the aircraft was temporarily parked near runway 14.
According to the sources, the aircraft while seeking permission from the defence ministry to fly over Indian airspace had identified itself as a civil aircraft doing a non-scheduled (charter) operation.
All foreign aircraft doing non-scheduled or defence flights are required to submit their flight plans to obtain permission from Indian authorities to overfly Indian airspace. "This aircraft had asked for the status of a non-scheduled aircraft and it flew over Indian flight information region as such.
But to enter Pakistani airspace, it identified itself as a defence aircraft. It was still in Indian territory when this happened. The ambiguous status of the aircraft forced the defence ministry to issue orders to divert it to Mumbai," said the source.

There are three basic hypotheses of occurrence of syndrome of chronic fatigue : under influence of infections; owing to immunodeficiency; as a result of poisoning of an organism by neurotoxin. However, any of these hypotheses separately has not found no scientific, not clinical confirmation.

(NSI News Source Info) NEW DELHI - March 29, 2009: India has successfully tested the latest land attack version of the BrahMos supersonic cruise missile at a firing range in Pokhran, a spokesman for Russian-Indian joint venture BrahMos Aerospace Limited said Sunday. BrahMos is a supersonic cruise missile that can be launched from submarines, ships, aircraft or land. It is a joint venture between India's Defense Research and Development Organization (DRDO) and Russia's NPO Mashinostroeyenia who have together formed the BrahMos Aerospace Private Limited. The acronym BrahMos is perceived as the confluence of the two nations represented by two great rivers, the Brahmaputra of India and the Moskva of Russia. At speeds of Mach 2.5 to 2.8, it is the world's fastest cruise missile and is about three and a half times faster than the U.S.A's subsonic Harpoon cruise missile. A hypersonic version of the missile is also presently under development (Lab Tested with 5.26 Mach Speed). Though India had wanted the BrahMos to be based on a mid range cruise missile, namely P-700 Granit, instead Russia opted for the shorter range sister of the missile, P-800 Oniks, in order to comply with MTCR restrictions, to which Russia is a signatory. Its propulsion is based on the Russian Yakhont missile, and guidance has been developed by BrahMos Corp. The spokesman said that the missile had successfully hit its designated target. The BrahMos missile has a range of 290 km (180 miles) and can carry a conventional warhead of up to 300 kg (660 lbs). Analysts estimate that India could purchase up to 1,000 BrahMos missiles for its armed forces in the next decade, and export 2,000 to other countries during the same period. Embracing sobbing wives and parents in the freezing cold outside Kiev's Boryspil Airport on Friday, the crew of the MV Faina — 17 Ukrainians, two Russians and a Latvian — recounted how they were crammed into a tiny room and haunted by the fear of never seeing their families again. Somali pirates seized the Faina, laden with several dozen tanks and other heavy weapons, off the Horn of Africa on September 25. The ship and crew were released only last week, after pirates sped off in skiffs with a $3.2 million ransom that had been dropped to the ship's deck by parachute. In between, hunger, fear, worry and sadness gnawed at the Faina's crew. Looking tired and frail, most clad in green camouflage-patterened coats, the suntanned sailors said their diet consisted almost exclusively of rice or noodles only once or twice a day. They spent most of their 18-week ordeal caged up elbow-to-elbow in a small cabin, and were seldom allowed walks on the deck. "They put us in a cage like this was a safari and nobody came to us, nobody talked to us," said Atrium Girzhev, a skinny 22-year-old mechanic whose mother, Olga, had trembled with anxiety as she waited for him to disembark the plane. Girzhev said the crew tried to keep their spirits up by reading and rereading a small collection of books on the ship. Olexandr Prisukha, 44, said the pirates treated them roughly for the first month or so, but then eased up after some crew members made progress learning Somali and helped the pirates recover when they fell ill. "We wanted to live, and we survived," a smiling Prisukha said after embracing his wife, Olena, 41. "We're grateful to everyone who took part in our rescue." Still, he complained that the arms-laden ship was sent into dangerous waters with no military escort and no means of protection against pirates. Ukrainian President Viktor Yushchenko joined family members who greeted the sailors, even though many relatives had accused him of ignoring their plight. "What is most important is that human losses were avoided," Yushchenko told relatives at the airport. Russia's Sukhoi Aircraft Maker Opens Office In India
(NSI News Source Info) MOSCOW - February 9, 2009: Russia's Sukhoi aircraft maker opened on Monday a representative office in the capital of India, New Delhi, the company's press service said in a statement. Sukhoi, which is part of Russia's United Aircraft Corporation (UAC), is the manufacturer of the famed Su family of combat aircraft, as well as the new Superjet-100 passenger airliners. The Sukhoi office will support sales and maintenance of the aircraft delivered to India, and facilitate contacts with local authorities and companies, the statement said. The Indian Air Force, after years of negotiations, purchased 50 Su-30 aircraft in 1996 and acquired the license from Sukhoi and Russia to manufacture an additional 140 Su-30MKI aircraft. Currently 116 Sukhoi-30MKI are in service. Russia earlier said it had started talks with Indian firms on the delivery of SuperJet-100 passenger airliners and other civil aircraft to the country. "The Indian civil aviation market is very attractive. It is very dynamic and has great potential," said Alexei Fyodorov, UAC's general director at a recent meeting of the Russian-Indian intergovernmental commission on military-technical cooperation.
