(NSI News Source Info) TORONTO, Canada - January 19, 2016: Rockwell Collins Inc., Cedar Rapids, Iowa, has been awarded a $30,727,886 undefinitized contract action for the Pakistani Air Force (PAF) C-130 fleet. 

Contractor will design, manufacture, integrate, train, provide technical support during installation, and deliver 11 C-130E model kits and five C-130B integrated avionics suites and kits. 

Additionally, Rockwell Collins shall develop, validate, and deliver consolidated B/E flight manual and associated checklists, and maintenance supplements required to operate, maintain, and sustain the PAF C-130 fleet. 

Work will be performed at Nur Khan Base, Islamabad, Pakistan, and is expected to be complete by Dec. 31, 2020. 


This award is the result of a sole-source acquisition. This contract is 100 percent foreign military sales to the country of Pakistan. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8553-16-C-0005).

(NSI News Source Info) TORONTO, Canada - January 18, 2016: Lockheed Martin Corp., Missiles and Fire Control, Orlando, Florida, is being awarded a $14,221,556 cost-plus-fixed-fee undefinitized contract action for the procurement of non-recurring engineering requirements on the Target Sight System (TSS), including software development and testing, system modification, testing, and installation requirements necessary to configure the TSS to the requirements of the government of Pakistan.  

The TSS provides target identification and tracking, passive targeting for integrated weapons, including Hellfire missiles, and a laser-designation capability supporting friendly laser-guided weapons.  The TSS is integrated into the AH-1Z Cobra attack helicopters.  

Work will be performed in Orlando, Florida (94 percent); and Ocala, Florida (6 percent).  The work is expected to be complete by December 2017.  Fiscal 2016 foreign military sales funding in the amount of $3,555,389 will be obligated at time of award.  Contract funds will not expire at the end of the current fiscal year.  


This contract is being negotiated on a sole-source basis in accordance with statutory authority 10 U.S. Code 2304(c)(4) as implemented by Federal Acquisition Regulation 6.302-4.  The Naval Surface Warfare Center, Crane, Indiana, is the contracting activity (N00164-16-C-JQ11).

(NSI News Source Info) TORONTO, Canada - June 30, 2014: (New Delhi)  The Indian Air Force or IAF may lose its traditional conventional edge against Pakistan if the contract to buy 126 Rafale medium multi-role combat aircraft or MMRCA is not clinched immediately, senior IAF officials told Defence Minister Arun Jaitley at an extensive briefing recently. French aerospace major Dassault Aviation had won the contract to supply the fighter jets to the IAF in 2012. 

The Air Force, which ideally requires 44 squadrons but can manage with 39, currently only has 32 squadrons; 12 of them of the near-obsolete MiG-21s. 

Mr Jaitley had only one query: what is the cost of the contract? 

The IAF's answer -- Rs. 100,000 crore spread over 10 years -- immediately evoked a positive reaction from Mr Jaitley, sources in the Ministry of Defence told NDTV. (Dassault Hopes to Sign Rafale India Deal This Year)

The enthused IAF brass now says that if the government gives the final clearance, the massive, and in many ways the first-of-its-kind contract, may be clinched in the next six months. 

Three sub-sets of the complicated deal have been completed, say sources. The committees that were in charge of Offsets, Maintenance, Transfer of Technology have concluded their work; it took them over two years to prepare documents running into thousands of pages. These include details of work share between Dassault and India's Hindustan Aeronautics Ltd or HAL, liabilities and costs to maintain and run the 126 jets. Over 41 articles in the defence procurement procedure or DPP have been taken on board while arriving at the final documentation. HAL has been designated the lead domestic production agency. 18 of the 126 jets will be produced in France and the remaining 108 will be manufactured at the production unit in India. But the committee responsible for costs and contract is yet to finalise its report. Once the deal officially receives clearance, this part of the contract may be ready for signing in less than two months, say sources. (France sees first Rafale jet deliveries to India by 2016)

Meanwhile, many of Rafale's competitors are lobbying hard against the contract and running down the fighter aircraft over various counts, including 'prohibitive' costs. 

But the IAF top brass is clear that the process to buy the MMRCA is irreversible, notwithstanding a view that the IAF must induct the HAL-made Light Combat Aircraft (LCA) Tejas instead of buying the expensive Rafale. 

IAF officials point out that the Tejas is yet to receive final operational clearance despite the home-grown fighter aircraft being in the making for over 30 years. As per revised timelines, the first full Tejas squadron in the Initial Operational Clearance configuration will be in place only by 2016-2017. 

"We have been hand-holding the LCA for a long time and will continue to support it. But it is not a replacement for a medium, multirole fighter aircraft. Its reach is barely 200 km while we need an aircraft with a reach of at least 1000-km if we have to pose any challenge in the Tibet Autonomous Region, where India expects a major threat to its air combat power in case of a conflict with China," said a top IAF officer.

Meanwhile, the Rafale deal is likely to be on top of the agenda during French Foreign Minister Laurent Fabius's two-day visit to India, which starts today.

The question now is whether prime minister Narendra Modi and defence minister Arun Jaitley will also treat the deal as a matter of top priority.

(NSI News Source Info) TORONTO, Canada - June 25, 2014: The Government of Myanmar is planning to acquire technologies from China and Pakistan to build JF-17 multirole combat aircraft at its own aircraft factory to boost its Air Force.

If JF-17 production is carried out in Myanmar it may induce an arms race with neighbouring countries who would in turn acquire sufficient air defence capabilities of their own. The Royal Thai Air Force already operates 12 Saab JAS 39C/D Gripen’s whilst the Bangladesh Air Force is planning to acquire combat aircraft from China and Russia.

At present the Myanmar Air Force is composed of 23,000 personnel. It is primarily responsible for the air defence of Myanmar and counter insurgency operations in support of the ground forces.

There are 10 operational air bases in Myanmar where its inventory of up to 32 MiG-29B and MiG-29SE’s are stationed along with 25 older F-7M, 21 Nanchang A-5C and a mix of 16 Chinese and Serbian jet trainers used for ground attack roles besides providing pilot training. The air force is also equipped with 9 Mi-35 attack helicopters over 90 transport and utility helicopters. In recent times it acquired Chinese 11 Sky 02A UAV’s to perform basic surveillance missions. Another 24 has been built in-country as Yellow Cat A2. The fixed wing transportation fleet consists of 4 Shaanxi Y-8, 2 Fokker F-27, 2 ATR-72, 2 Harbin Y-12 and 5 Pilatus PC-6. Maritime surveillance is conducted by 5 unarmed Britten-Norman Islander aircraft transferred by India.

The force is plagued by serviceability issues due to lack of spare parts and trained manpower however introduction of JF-17 would mean that Myanmar Air Force will be investing in such areas to mitigate its short comings.

Author Tony David from Jane’s notes that “In both new fixed-wing and rotary-wing capabilities, regional analysts note that a lack of pilot experience and weaknesses in maintenance and ground-to-air links still limit the operational effectiveness of the [Myanmar Air Force],”

The JF-17 is a light weight single engine multi-role combat aircraft developed jointly by China and Pakistan. It can be armed with a variety of bombs and missiles including PL-5EII, PL-9C and PL-12 AAMs, C-802A anti-ship missiles, general purpose bombs, laser guided munitions and countermeasures on its 7 hard points (four underwing, 2 wingtip, 1 under fuselage). The aircraft’s standard set of armaments are supplemented by a 23 mm GSh-23-2 twin barrel cannon or 30 mm version of the same.

The avionics suite includes DEEC electronic warfare suite, NRIET KLJ-7 multi-mode fire control radar, night vision goggles compatible with glass cockpit, helmet mounted sights (HMS) and externally mounted pods such as KG-300G self-protection radar jamming pod and WMD-7 day/night targeting pod.

A Russian RD-93 powers the JF-17 to a maximum speed of Mach 1.6. The combat radius of the aircraft is 1,352 km, ferry range being 3,482 km and service ceiling 16,920 m. The thrust to weight ratio on the aircraft is 0.95. Its maximum takeoff weight is 12,383 kg.
The standard export price for the JF-17 Block I is $20 million and Block 2 being $25 million.
Pakistan Air Force is the lone operator of the JF-17 with 54 aircraft operational including 6 prototypes.

The JF-17 was offered to the Bangladesh Air Force on numerous occasions but it was declined in favour of more sophisticated multi-role combat aircraft from China and Russia.

(NSI News Source Info) TORONTO, Canada - June 8, 2014: (KARACHI) More than a dozen militants equipped with heavy weapons and grenades attacked Karachi airport on Sunday night, killing at least four security personnel, SAMAA reports. The attack took place at terminal 1. 

According to reports reaching here, miscreants entered from old terminal and started indiscriminate firing followed by grenades. The attack is ongoing at the airport in the sprawling port city on Pakistan's southern coast of Pakistan. 

Gunfire could be heard coming from the terminal as authorities scrambled to secure the area.

Five bodies were brought from the airport to Jinnah Hospital, along with one person who had been wounded, the Associated Press was told by Dr. Seemi Jamali at the hospital.

Almost 4000 people were present at the ceremony held in the forecourt of the magnificent Rashtrapati Bhavan. Lakhs more, including Mr Modi's mother, watched on television. Minutes after he was sworn in a new website of the Prime Minister's Office was launched with a short first message from Mr Modi. "On 16th May 2014 the people of India gave their verdict. They delivered a mandate for development, good governance and stability. As we devote ourselves to take India's development journey to newer heights, we seek your support, blessings and active participation." (Prime Minister Narendra Modi's Message to India)

The new PM also said, "Together we will script a glorious future for India. Let us together dream of a strong, developed and inclusive India that actively engages with the global community to strengthen the cause of world peace and development." He promised in his signed message to use the "website as a very important medium of direct communication between us."

Mr Modi invited leaders from eight South Asian neighbours to his swearing-in ceremony, including Pakistan Prime Minister Nawaz Sharif, an unprecedented gesture that was as much a show of his determination to be a key player on the global stage as a celebration of his stunning election victory 10 days ago.

At Rashtrapati Bhavan, Mr Sharif sat next to Mr Modi's predecessor, Manmohan Singh. On Dr Singh's other side was Hamid Karzai, President of Afghanistan. Sri Lankan President Mahinda Rajapaksa, Mauritian Prime Minister Navinchandra Ramgoolam, Nepal's Prime Minister Sushil Koirala, Prime Minister Tshering Tobgay of Bhutan and Bangladesh parliament Speaker Shirin Sharmin also attended. (At President's Dinner for SAARC Leaders, a Pan-Indian Menu)

After the ceremony, Mr Sharif was the first to shake hands with the new Prime Minister.

In the audience were two former presidents, Sonia and Rahul Gandhi of the defeated Congress, top industrialists, Bollywood actors and saints and seers in saffron robes. 

BJP president Rajnath Singh will be Mr Modi's number 2 in government as Home Minister and took oath immediately after him. He was followed by senior BJP leaders Sushma Swaraj and Arun Jaitley. Mr Jaitley will be Finance Minister and will also have additional charge of Defence.

Ms Swaraj will be Minister for External Affairs. 

On Sunday, Mr Modi promised that he would head a lean Cabinet with a focus on "minimum government and maximum governance". On Monday evening, after he had seen off visiting dignitaries and the crowds began to melt, the PM posed for a group photo with his team - at 45 ministers the leanest council of ministers yet. (NSI News Source Info) TORONTO, Canada - May 26, 2014: Narendra Modi is to be sworn in as India's new prime minister in a ceremony to be attended by his counterpart from rival Pakistan.

Nawaz Sharif will join other regional leaders at the ceremony in Delhi's presidential palace.

It is the first time since the two countries won independence in 1947 that a prime minister from one state will attend such a ceremony in the other.

Mr Modi led his BJP party to a landslide win in the recent election.

The BJP won the biggest victory by any party in India for 30 years, gaining a majority in parliament and trouncing the outgoing Congress Party.

Monday's grand outdoor ceremony in front of the presidential palace will be attended by the leaders of all seven South Asian countries as well as Mauritius.

Tough stance

But all eyes will be on the presence of Mr Sharif, who is expected to hold talks with Mr Modi on Tuesday, says the BBC's Sanjoy Majumder.

The two nuclear-armed rivals have fought three wars in the past 60 years, and Mr Modi's BJP party advocates a tough stance on Pakistan.

"Pakistan wants good relations with India and I am going to New Delhi with a message of peace," Mr Sharif was quoted as saying by the Press Trust of India before he flew into the capital for the swearing-in ceremony.

Several thousand guests are expected to attend the inauguration during which President Pranab Mukherjee will administer the oath of office to Mr Modi, 63, and his council of ministers.

In a tweet, Mr Modi has indicated that his government will be leaner with fewer ministers in an attempt to make it more efficient.

Besides Mr Sharif, other regional leaders attending the ceremony include Sri Lanka's President Mahinda Rajapaksa, Afghan President Hamid Karzai, Bhutanese Prime Minister Tshering Tobgay, Nepal's Prime Minister Sushil Koirala and Maldives' President Abdulla Yameen Abdul Gayoom.

Bangladesh will be represented by Speaker Shirin Chaudhury as PM Sheikh Hasina will be travelling to Japan at the time of the swearing-in ceremony, reports say.

Tight security and traffic restrictions have been imposed in Delhi and all offices around the presidential palace will be closed five hours before the event takes place, according to the Press Trust of India.

Given the margin of victory, the BJP will be able to govern without coalition partners - 272 MPs are required for an absolute majority.


The Congress party finished with just 44 of the 543 seats and under 20% of the vote in what was its worst-ever performance.
