(NSI News Source Info) TORONTO, Canada - March 2, 2013: WASHINGTON and MELBOURNE, Australia — The F-35 Joint Strike Fighter has been cleared to resume flight operations, six days after a crack discovered in the engine caused the fleet to be grounded.

Flights will resume Friday afternoon weather permitting, according to program officials.


“Following engineering analysis of the turbine blade which developed a crack, F-35 flight operations have been cleared to resume,” the Joint Program Office and Pratt & Whitney said in a joint statement, released late Thursday night.

“This decision concludes a cautionary flight suspension that began on Feb. 21 after a 0.6 inch crack was found on a 3rd stage turbine blade of a test aircraft at the Edwards Air Force Base F-35 Integrated Test Facility during a routine inspection. Comprehensive tests on the blade were conducted at the Pratt & Whitney facility in Middletown, Connecticut. The engine in question is part of the F-35 test aircraft fleet, and had been operated at extreme parameters in its mission to expand the F-35 flight envelope. Prolonged exposure to high levels of heat and other operational stressors on this specific engine were determined to be the cause of the crack.”

“No additional cracks or signs of similar engine stress were found during inspections of the remaining F135 inventory.”

“No engine redesign is required as a result of this event. Within the current DoD inventory, 17 F-35s are employed in test and development at Patuxent River Naval Air Station and Edwards Air Force Base; the remaining aircraft are assigned to Eglin Air Force Base and Marine Corps Air Station Yuma, and comprise the initial F-35 training fleet.”

While DoD officials bring the fleet back online, the Pentagon announced a new deal worth $333,786,000 that will lay the path for an eventual deal on lot 8 of low rate initial production (LRIP). That money is part an advance acquisition contract designed to help Lockheed prepare for manufacturing the eighth batch of fighters.

“Lockheed Martin is pleased to be awarded long lead funding for the eighth F-35 Low Rate Initial Production contract, known as LRIP 8, by the Department of Defense,” Michael Rein, a Lockheed spokesman, wrote in an email. “This award provides our supplier base the stability needed to properly execute on our future production commitments. We will continue to drive down costs for these future aircraft as we have done on every previous LRIP contract.”

The optimistic tone was echoed 9,000 miles away, as Australian Defence Minister Stephen Smith expressed confidence in the F-35 program during comments made this week at the Australian International Airshow at Avalon, southwest of Melbourne.

“I’ve always been confident that in the end, the Joint Strike Fighter project would get up, that it would be successful, and that’s because the entire weight of the United States is behind it,” he said. “I remain confident that the Joint Strike Fighter will get up, but the risks continue to be schedule and cost.”

However, Smith reiterated that he would not allow an air combat capability gap to occur between the retirement of Australia’s Hornet fighters and F-35A introduction around 2020.

Australia has a requirement for up to 100 Joint Strike Fighters but faces the dilemma of either stretching out the life of its aging legacy Hornet fleet beyond its planned withdrawal date at the end of the decade or making a further interim Super Hornet purchase from Boeing.

Steve O’Bryan, Lockheed Martin vice president of F-35 program integration and business development, told reporters at the show that he was confident Australia would remain in the program.

“There is no indication from the Australian leadership of a reduction in commitment,” he said.

COMPANIES PUSH BACK AT CRITICISM
Despite a return to flight, there may be long-term consequences for the second grounding of the F-35 in a month.

Only a day after Smith reaffirmed his confidence in the F-35A, U.S. project head Lt. Gen. Christopher Bogdan told local press at Avalon that he thought Lockheed Martin and Pratt & Whitney would perform better if they had more skin in the game.

“What I see Lockheed Martin and Pratt & Whitney doing today is behaving as if they are getting ready to sell me the very last F-35 and the very last engine,” he told a media roundtable. “They are trying to squeeze every nickel out of that last F-35 and engine.”

Both Lockheed and Pratt moved quickly to push back against Bogdan’s assertions that they are not working as team players.

“Lockheed Martin is fully committed to delivering the F-35’s unprecedented 5th Generation capabilities to the men and women of our Armed Forces and those of our allies” Laura Siebert, Lockheed spokeswoman, wrote in a statement. “We are singularly focused on properly executing the F-35 development, production and sustainment tasks laid out in our various contracts. We do this in partnership with Lt. Gen. Bogdan and the entire JSF Program Office and strive daily to drive costs out of the program.

“We believe we are making significant progress in enhancing affordability of the jet as evidenced by the fact that we have reduced costs by 50 percent since the procurement of the first production aircraft; by outperforming U.S. government pricing estimates for the past contract lot buys; and by reducing labor costs by 14 percent between the 4th and 5th lot contracts. Going forward, we are confident the Low Rate Initial Production 6 and 7 contracts, currently under negotiation, will achieve even greater savings for the government and taxpayers,” according to the statement.

“Despite numerous cuts in the F-35 acquisition plan, Pratt & Whitney has maintained a long-term view and demonstrated our commitment by investing more than $50M dollars of our own funds and taking on risk ahead of contract schedule to prevent the program from experiencing delays,” Matthew Bates, the Pratt spokesman, wrote in an email.

Bates highlighted that the engine manufacturer offered to cover cost overruns for low rate initial production Lot 5 a year ahead of what the government had requested.

“We believe it is highly unusual for a contractor to take on this level of risk at such an early stage of a program,” Bates wrote. “We have also offered to assume more risk for sustainment cost through performance-based, fixed-priced provisions well ahead of plan. In addition, our investment has contributed to more than 40% of cost reduction since the delivery of our first production representative engine.

“We look forward to our continued dialogue with the Joint Program Office to further review the details of the F135 [engine] program, and to achieve alignment and further progress as the program moves ahead.”

It’s not the first time Bogdan has criticized the companies’ JSF performance. In September, Bogdan raised eyebrows when he called the relationship between Lockheed Martin and the JPO the “worst” he had ever seen — with a delegation of Lockheed officials sitting right in front of him.

Relations between Bogdan and the contractors seemed to warm during winter, especially in December, when an agreement was finalized to purchase a fifth batch of fighters, followed quickly by a preliminary agreement on a sixth batch weeks later.

But the second major grounding of the F-35 in the last month appears to have tested Bogdan’s patience. In January, the Marine Corps’ F-35B variant was grounded following an engine problem during a test flight. The source of that problem was later identified as an improperly crimped line in the fueldralic system, manufactured by subcontractor Stratoflex.

Last Friday, nine days after the F-35B resumed tests, the entire F-35 fleet was grounded when a crack was discovered in one of the blades in the Pratt-designed engine.

(NSI News Source Info) TORONTO, Canada - March 1, 2013:  The classification of similar products - be it fighters, computer systems or naval frigates - in generations is a well established practice and is generally accepted as a quick shortcut to define the broad characteristics and time frames of a given product category. However, the inherent rigidities, inflexibilities and oversimplifications of such practices cannot be ignored, in the fighter aircraft sector, in particular.

As an example, the generation sequence and headings used by Lockheed Martin for fighters are generally shared by the defence community and can be summarised as follows:

A fifth-generation jet fighter is a fighter aircraft classification used in the United States and elsewhere encompassing the most advanced generation of fighter aircraft as of 2013. Fifth-generation aircraft are designed to incorporate numerous technological advances over the fourth generation jet fighter. The exact characteristics of fifth generation jet fighters are controversial and vague, with Lockheed Martin defining them as having all-aspect stealth even when armed, Low Probability of Intercept Radar (LPIR), high-performance air frames, advanced avionics features, and highly integrated computer systems capable of networking with other elements within the theatre of war for situational awareness. The only currently combat-ready fifth-generation fighter, the Lockheed Martin F-22 Raptor, entered service with the U.S. Air Force in 2005

10. Advanced Medium Combat Aircraft (AMCA) India 



The Advanced Medium Combat Aircraft (AMCA), formerly known as the Medium Combat Aircraft (MCA), is a single-seat, twin-engine fifth-generation stealth multirole fighter being developed by India.

9. KAI KF-X  South Korea



The Korea Aerospace Industries KF-X is a South Korean program to develop an advanced multirole fighter for the Republic of Korea Air Force (ROKAF) and Indonesian Air Force (TNI-AU), spearheaded by South Korea with Indonesia as the primary partner. It is South Korea's second fighter development program following the FA-50.

8. Mitsubishi ATD-X Shinshin Japan



The Mitsubishi ATD-X Shinshin is a prototype fifth-generation jet fighter that uses advanced stealth technology. It is being developed by the Japanese Ministry of Defense Technical Research and Development Institute (TRDI) for research purposes. The main contractor of the project is Mitsubishi Heavy Industries. Many consider this aircraft to be Japan's first domestically made stealth fighter. ATD-X is an acronym meaning "Advanced Technology Demonstrator – X". The aircraft's Japanese name is Shinshin. The aircraft's first flight is scheduled for 2014.

7. Mikoyan LMFS Russia


This Aircraft is also going to be introduced in 2020, it is a single engine stealth fighter and is based on the canceled MiG 1.44. Russian Air Force is going to use this aircraft and the project success rate is estimated as 80%.

 6.  J-XX China


 This will be introduced in 2020 and will be used by Chinese Air Force. It is proposed to have a single engine stealth fighter and will be based on J-10B, JF-17 or may be on a totally new design.

5. Sukhoi/HAL FGFA Russia/India

The Sukhoi/HAL Fifth Generati on Fighter Aircraft (FGFA) is a fifth-generation fighter being developed by India and Russia. It is a derivative project from the PAK FA (T-50 is the prototype) being developed for the Indian Air Force. FGFA was the earlier designation for the Indian version, while the combined project is now called the Perspective Multi-Role Fighter (PMF).


The completed PMF will include a total of 43 improvements over the T-50, including stealth, supercruise, advanced sensors, networking and combat avionics.

Two separate prototypes will be developed, one by Russia and a separate one by India. According to HAL chairman A.K. Baweja (speaking shortly after the India-Russia Inter-Governmental Committee meeting on 18 September 2008), both the Russian and Indian versions of the aircraft will be single-seater. The first aircraft will begin testing in India in 2014, with introduction into service expected by 2022.

4. F-35 Lightening II (JSF)  U.S., U.K, Italy, Netherlands, Australia, Canada, Norway, Denmark,  Turkey, Israel, Singapore,  Japan


The Lockheed Martin F-35 Lightning II is a family of single-seat, single-engine, fifth generation multirole fighters under development to perform ground attack, reconnaissance, and air defense missions with stealth capability. The F-35 has three main models; the F-35A is a conventional takeoff and landing variant, the F-35B is a short take off and vertical-landing variant, and the F-35C is a carrier-based variant.



The F-35 is descended from the X-35, the product of the Joint Strike Fighter (JSF) program. JSF development is being principally funded by the United States. The partner nations are either NATO members or close U.S. allies. It is being designed and built by an aerospace industry team led by Lockheed Martin. The F-35 carried out its first flight on 15 December 2006.

The United States plans to buy a total of 2,443 aircraft to provide the bulk of its tactical airpower for the U.S. Air Force, Marine Corps and Navy over the coming decades. The United Kingdom, Italy, Netherlands, Australia, Canada, Norway, Denmark, and Turkey are part of the development program; Israel, Singapore and Japan may also equip their air services with the F-35.

3. Black Eagle J-20 China



The Chinese J-20 “Black Eagle” 5th generation fighter could be superior to the F-35 Lightning II, and even on a par with the F-22 Raptor with its range, radar-evading stealth capability, as well as with its firepower.

2. PAK-FA Russia

 The Sukhoi PAK FA is a twin-engine jet fighter being developed by Sukhoi for the Russian Air Force. The Sukhoi T-50 is the prototype for PAK FA. The PAK FA is one of only a handful of stealth jet programs globally.


The PAK FA, a fifth generation jet fighter, is intended to be the successor to the MiG-29 and Su-27 in the Russian inventory and serve as the basis of the Sukhoi/HAL FGFA being developed with India. The T-50 prototype performed its first flight 29 January 2010. By 31 August 2010, it had made 17 flights and by mid-November, 40 in total. The second T-50 was to start its flight test by the end of 2010, but this was delayed until March 2011.

The Russian Defence Ministry will purchase the first 10 evaluation example aircraft after 2012 and then 60 production standard aircraft after 2016. The first batch of fighters will be delivered with current technology engines. The PAK-FA is expected to have a service life of about 30–35 years.

1. F-22 Raptor USA

The Lockheed Martin/Boeing F-22 Raptor is a single-seat, twin-engine fifth-generation supermaneuverable fighter aircraft that uses stealth technology. It was designed primarily as an air superiority fighter, but has additional capabilities that include ground attack, electronic warfare, and signals intelligence roles. Lockheed Martin Aeronautics is the prime contractor and is responsible for the majority of the airframe, weapon systems and final assembly of the F-22. Program partner Boeing Defense, Space & Security provides the wings, aft fuselage, avionics integration, and training systems.



The aircraft was variously designated F-22 and F/A-22 during the years prior to formally entering USAF service in December 2005 as the F-22A. Despite a protracted and costly development period, the United States Air Force considers the F-22 a critical component of U.S. tactical air power, and claims that the aircraft is unmatched by any known or projected fighter. Lockheed Martin claims that the Raptor's combination of stealth, speed, agility, precision and situational awareness, combined with air-to-air and air-to-ground combat capabilities, makes it the best overall fighter in the world today. Air Chief Marshal Angus Houston, former Chief of the Australian Defence Force, said in 2004 that the "F-22 will be the most outstanding fighter plane ever built."

The high cost of the aircraft, a lack of clear air-to-air combat missions because of delays in the Russian and Chinese fifth-generation fighter programs, a U.S. ban on Raptor exports, and the ongoing development of the planned cheaper and more versatile F-35 resulted in calls to end F-22 production. In April 2009, the U.S. Department of Defense proposed to cease placing new orders, subject to Congressional approval, for a final procurement tally of 187 operational aircraft. The National Defense Authorization Act for Fiscal Year 2010 lacked funding for further F-22 production. The final F-22 rolled off the assembly line on 13 December 2011 during a ceremony at Dobbins Air Reserve Base.

(NSI News Source Info) TORONTO, Canada - February 26, 2013: Boeing's [NYSE: BA] liquid hydrogen-powered Phantom Eye unmanned airborne system completed its second flight Feb. 25, demonstrating capabilities that will allow it to perform intelligence, surveillance and reconnaissance (ISR) missions for up to four days without refueling.

During the flight, at NASA's Dryden Flight Research Center at Edwards Air Force Base, Calif., Phantom Eye climbed above an altitude of 8,000 feet and remained aloft for 66 minutes at a cruising speed of 62 knots before landing. The aircraft exceeded what it achieved last year during its first flight when it flew at an altitude of 4,080 feet and remained aloft for 28 minutes.
"Today’s combination of geopolitical and economic issues makes Phantom Eye's capabilities, affordability and flexibility very attractive to our global customers," said Darryl Davis, Boeing Phantom Works president. "No other system holds the promise of offering on-demand, persistent ISR and communications to any region in the world, rapidly responding to natural disasters and national security issues."
Boeing is self-funding development of the environmentally responsible Phantom Eye, which generates only water as a byproduct of its propulsion system.
"This flight, in a more demanding high-altitude flight envelope, successfully demonstrated Phantom Eye's maneuverability, endurance and landing capabilities," said Drew Mallow, Phantom Eye program manager.
Following the first flight, Boeing upgraded the aircraft's software and hardware, including the landing gear. The upgrades paid off in the form of a picture-perfect landing.
The Phantom Eye demonstrator is capable of carrying a 450-pound payload while operating for up to four days at altitudes of up to 65,000 feet.

(NSI News Source Info) TORONTO, Canada - February 23, 2013: Several hours of heavy rain and a thunderstorm in the Greek capital Athens have flooded roads and homes, caused traffic jams and disrupted the train and tram network, officials say.

The deluge inundated basements and forced authorities to close underpasses and a central subway station. The fire department said it had received at least 600 calls to drain water from houses and businesses.

Many of the city's streets remain ankle-deep in water.

"It was one of the worst thunderstorms we have ever had in the greater Athens area [since 1961]," fire department chief Sotiris Georgakopoulos told NET state television.

At one point the rainfall was so intense that parked cars were swept away by racing waters.

A young female driver died in a major flooding in Athens during heavy torrential rain on Friday morning, police authorities announced, as the weather conditions were gradually improving.

The 24-year-old victim had been stranded in her car in the flooded main street of a northern suburb of Athens and suffered a heart attack, according to police and hospital sources, local media reported.

The heavy rainfall, which had started in the early hours of Friday and was receding by afternoon, caused major floods in several parts of Greece's capital, material damages in cars and buildings, short power cuts, traffic jams and disrupted sea transports.

The Fire Brigade received approximately 1,000 telephone calls to evacuate motorists or pump out flooded basements of homes, office buildings and metro stations.

In a central Athens district, a derelict building collapsed without injuries. A female member of a technical team which was fixing a leak on the Greek parliament building's roof was slightly injured, when a metal part collapsed and she found herself hanging through a glass panel, local media reported.

Arrival of the F-35s to Nellis Air Force Base, Nev., will mark the first time in the aircraft's history operational tests will be performed on the aircraft.

"It's the largest [Department of Defense] acquisition project in history," said Lt. Col. Kevin Wilson, 53rd Wing chief of joint strike fighter integration. "The Air Force's piece of that is the F-35 A model. It's the conventional takeoff and landing model often referred to as the CTOL model. That is what we'll be getting here at Nellis very shortly." 

Once on station, the F-35s will initially be used for operational test purposes. Their primary use will be for developmental test support, force development evaluation and supporting operational test aircraft at Edwards AFB, Calif., in support of the initial operational test and evaluation program.

"I think everyone is ready to get the jets here and to get them flying in an operational test mode," Wilson said. "Nowhere else in the DOD F-35 program, the Marine Corps, the Navy, or the Air Force, is anyone doing any kind of operational test yet. It's all on the developmental test side, which is, 'hey how does this stuff actually work' instead of 'How are we going to actually use this?' This is the first chance for us to use that."

Nellis is initially scheduled to receive four F-35A models.

"They'll be joined by a couple more in a couple of years and eventually there will be 12 operational test F-35s here and 24 F-35s for the [U.S. Air Force] Weapons School," Wilson said. 

A majority of the F-35As developmental test objectives will be accomplished at Edwards AFB. 

"The major part of what Nellis' F-35 operational test jets are going to do is what's called force development evaluation."

Force development evaluation is the continuous process of evaluating how a standard issued F-35 will be utilized to best execute the mission.

"That's the biggest piece of force development evaluation is the tactics development part," Wilson said.

The 422nd Test and Evaluation Squadron will design the tactics the F-35 is going to use in air-to-air and air-to surface combat. The squadron will also determine how to integrate the F-35 with other aircraft in the Air Force inventory.

Nellis does operational testing over Nevada Test and Training Range. 

The NTTR provides a flexible, realistic and multidimensional battle-space to conduct testing, training and tactics development in the support of U.S. national interests. The pilots aren't limited to how fast they can fly, how low they can fly, and they face a lot of simulated threats on the NTTR providing them with a realistic training environment, Wilson said.

"That is what the operational test world needs to come as close as possible to the perfect environment as far as developing those tactics," Wilson said.

"The environment and the people involved are sure to make the F-35s time at Nellis a successful one", Wilson said.

The F-35 is the newest fifth generation fighter aircraft in the DOD.
