AIR FORCE

Raytheon Co.- Missile Systems, Tucson, Arizona, has been awarded an $85,500,000 indefinite-delivery/indefinite-quantity contract for Griffin missiles and support. Contractor will provide Griffin A and B Block II/III missiles, including test and support equipment with engineering support. Work will be performed at Tucson, Arizona, and is expected to be complete by Jan. 31, 2017. This award is the result of a sole-source acquisition. Fiscal 2015 procurement funds in the amount of $27,645,682 are being obligated for the first task order (0001) at the time of award. Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity (FA8656-16-D-0072).

ATK Launch Systems Inc., a wholly owned subsidiary of Orbital ATK Inc., Magna, Utah, has been awarded a $46,968,005 other transaction agreement for the development of three rocket propulsion system prototypes for the Evolved Expendable Launch Vehicle (EELV) program. This agreement implements Section 1604 of the Fiscal Year 2015 National Defense Authorization Act, which requires the development of a next-generation rocket propulsion system that will transition away from the use of the Russian-supplied RD-180 engine to a domestic alternative for National Security Space launches. An other transaction agreement was used in lieu of a standard procurement contract in order to leverage on-going investment by industry in rocket propulsion systems. This other transaction agreement requires shared cost investment with ATK Launch Systems Inc. for the development of prototypes of the GEM 63XL strap-on solid rocket motor, the Common Booster Segment (CBS) solid rocket motor, and an Extendable Nozzle for Blue Origin’s BE-3U upper stage engine. These rocket propulsion systems are intended for use on an Orbital ATK next generation launch vehicle.  The GEM 63XL strap-on solid rocket motor is also intended for use on United Launch Alliance’s Vulcan launch vehicle.  The locations of performance are Magna, Utah; Iuka, Mississippi; Chandler, Arizona; and Los Angeles Air Force Base, California. The work is expected to be completed no later than Dec. 30, 2019.  Air Force fiscal 2015 research, development, test and evaluation funds in the amount of $46,968,005 are being obligated at the time of award.  ATK Launch Systems Inc. is contributing $31,130,360 at the time of award.  The total potential government investment, including all options, is $180,238,059.  The total potential investment by ATK Launch Systems Inc., including all options, is $124,830,693. This award is the result of a competitive acquisition with multiple offers received. The Launch Systems Enterprise Directorate, Space and Missile Systems Center, Los Angeles Air Force Base, California is the contracting activity (FA8811-16-9-0002).

Space Exploration Technologies, Corp. (SpaceX), Hawthorne, California, has been awarded a $33,660,254 other transaction agreement for the development of the Raptor rocket propulsion system prototype for the Evolved Expendable Launch Vehicle (EELV) program. The Launch Systems Enterprise Directorate, Space and Missile Systems Center, Los Angeles Air Force Base, California is the contracting activity (FA8811-16-9-0001).

Scientific Systems Co. Inc.,* Woburn, Massachusetts, has been awarded an $11,565,001 cost-plus-fixed-fee Small Business Innovation Research III contract for an advanced navigation system technology demonstration on Small Diameter Bomb (SDB) Increment I. Contractor will flight test, demonstrate, and evaluate the technology readiness of an ImageNav-SDB advanced navigation system using the SDB Increment I. Work will be performed at Woburn, Massachusetts, and is expected to be complete by Jan. 13, 2018. This award is the result of a sole-source acquisition. Fiscal 2015 and 2016 research and development funds in the amount of $11,565,001 are being obligated at the time of award. Air Force Lifecycle Management Center, Rapid Acquisition Cell, Eglin Air Force Base, Florida, is the contracting activity (FA8656-16-C-0094).

NAVY

The Math Works Inc., Natick, Massachusetts, is being awarded an $11,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract to procure software licenses, and software maintenance, training, and consulting services in support of MATLAB, which is used for performing mathematical calculations, analyzing and visualizing data, and writing new software programs.  Work will be performed in Natick, Massachusetts, and is expected to be completed in January 2020.  Fiscal 2016 research, development, test and evaluation funds (Navy) in the amount of $72,516 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to 10 U.S. Code 2304(c) (1).  The Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity (N68936-16-D-0005).

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $28,842,000 not-to-exceed, cost-plus-fixed-fee delivery order against a previously issued basic ordering agreement (N00019-14-G-0020).  This delivery order provides for air vehicle retrofit modifications associated with the F-35A fuel tank overpressure engineering change proposal in support of the Air Force, and the governments of Australia, Italy, the Netherlands, and Norway.  Work will be performed in Fort Worth, Texas (62 percent); Ogden, Utah (28 percent); and Palmdale, California (10 percent), and is expected to be completed in March 2017.  Fiscal 2014 and 2015 aircraft procurement (Air Force); 2016 research, development, test and evaluation (Air Force); and international partner funds in the amount of $14,421,000 will be obligated at time of award, $6,656,033 of which will expire at the end of the current fiscal year.  This contract combines purchases of the Air Force ($26,855,466; 93.11 percent); and the governments of Netherlands ($1,633,244; 5.67 percent); Italy ($201,880; 0.70 percent); Norway ($100,940; 0.35 percent) and Australia ($50,470; 0.17 percent).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

UPDATE:  KWR Construction, Sierra Vista, Arizona, has been added as the fifth awardee to a combined $95,000,000 indefinite-delivery/indefinite-quantity multiple award construction contract. KWR will compete for task orders for multi-discipline construction requirements with additional capability to perform large-scale design-build projects necessary to support larger requirements at Luke Air Force Base. Contractors shall furnish all plant, labor, material, equipment, transportation, and supervision necessary to accomplish each task order in accordance with the contract, specifications, and additional terms and conditions. NAVY

Lockheed Martin, Mission Systems and Training, Moorestown, New Jersey, is being awarded an $80,043,707 modification to previously awarded contract N00024-13-C-5116 to exercise options for Aegis Combat System Engineering Agent (CSEA) efforts for the design, development, integration, test, and delivery of computer program baselines and associated technology insertion hardware design support for the next/future Advanced Capability Build (ACB).  Under this contract, the Aegis CSEA shall develop, integrate, test, and deliver computer program baseline ACBs and support Technology Insertions (TIs) - a replacement and/or upgrade of combat system computing hardware and associated middleware/firmware - design development; develop engineering products to support ship integration; support developmental test/operational test events; develop training and logistics products; and provide field technical support for designated Aegis baselines.  The systems engineering, development, and integration work under this contract shall begin with ACB 16 and TI 16, and continue with a future ACB/TI through the period of performance of the contract.  The specific option exercise in this modification provides for 2016 systems engineering, design, development, integration, test, and delivery of computer program baselines and associated technology insertion hardware design support for the next/future ACB.  Work will be performed in Moorestown, New Jersey (98 percent); and Manassas, Virginia (2 percent), and is expected to be complete by December 2016.   Fiscal 2016 research, development, test and evaluation (Navy); and fiscal 2014 shipbuilding and conversion (Navy), funding in the amount of $12,312,148 will be obligated at time of award.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

Sealift Inc., Oyster Bay, New York, is being awarded an $8,760,576 modification under a previously awarded firm-fixed-priced contract (N00033-14-C-3301) to exercise a one-year option period for the time charter of one U.S. flagged, self-sustaining ship, M/V Capt David I. Lyon, to support the Air Force’s at-sea prepositioning program.  Work will be performed worldwide and is expected to be completed by Jan. 12, 2017.  Working capital funds (transportation) in the amount of $6,351,323 will be obligated at the time of award.  Funds will not expire at the end of the current fiscal year.  The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity.

(NSI News Source Info) TORONTO, Canada - VISAKHAPATNAM January 11, 2016: US-based defence major Lockheed Martin today said it is encouraged about the recent liberalisation of India's FDI policy in the sector and is looking at increasing investments in the country. 

Phil Shaw, chief executive, Lockheed Martin India, said the 'Make in India' initiative of the government would help in boosting manufacturing in the country. 

"I think the opening of FDI in defence is encouraging and I think we will be able to do a lot more... We started in Hyderabad, we are looking at other parts of the country as well to invest," Shaw said at the CII Partnership Summit. 

During his visit to the US in September, Prime Minister Narendra Modi had met top Chief Executives including, Lockheed Martin Chairman and CEO Marillyn Hewson. 

The company already has manufacturing facilities near Hyderabad. 

Shaw said that the company would be working with local partners as "we move forward here in India". 

"We are an defence and aerospace company based out of the US... We are in India for a number of years now and for the last few years we begun manufacturing here," he said. 

Talking about 'Make in India', he said the programme focuses on what more foreign companies can do in India.

The order is valued at more than $2 billion at current list prices and bolsters Air China’s long-haul widebody fleet as it looks to expand its international network.

“The 777-300ER has consistently proved its value as a long-haul flagship for our customers around the world, making it the preferred choice for Air China’s international expansion,” said Ihssane Mounir, senior vice president, Northeast Asia Sales, Boeing Commercial Airplanes. “This order reflects the strength of our decades-long relationship with Air China and we look forward to partnering with Air China on additional opportunities in the future.”

China’s flag carrier continues to modernize its long-haul fleet to replace aging aircraft and plans to expand its growing network internationally. Air China currently operates a fleet 174 Boeing airplanes, including nearly all current Boeing production models, including the Next-Generation 737, 747-8 Intercontinental as well as 777-300ERs.

With this new order, Air China will increase its unfilled airplane orders with Boeing to 90 units, which include orders for new 787-9 Dreamliners.

The 777-300ER is one of the most fuel and cost-efficient airplanes in its class as well as the most reliable twin-aisle aircraft in the world. It also has the highest cargo capability of any passenger airplane in service. The 777-300ER will receive further improvements in 2016 designed to reduce fuel use by another two percent.
