(NSI News Source Info) PALO ALTO, Calif., , - July 30, 2010: Lockheed Martin [NYSE: LMT] Space Systems Company’s (LMSSC) Advanced Technology Center (ATC) has won a 5-year $7 million contract with the Department of Homeland Security’s (DHS) Science & Technology Directorate for the Complex Event Modeling Simulation and Analysis (CEMSA) project. Under the CEMSA contract, SSC will develop a new modeling, simulation and analysis infrastructure that can be integrated with existing DHS systems to provide advanced capabilities to assess, within a short decision window, the interdependencies and cascading effects on Critical Infrastructures and Key Resources (CIKR) when dealing with multiple, concurrent disruptions. The Lockheed Martin tool, called Rapid Analysis of Infrastructure Disruption (RAID), is a new modeling and simulation environment that will be more adaptive than current systems and will allow DHS and national leaders to analyze the impact of multiple disruptions at local, regional and national levels in a time frame required to make effective decisions. Future system requirements will build upon the work of the CEMSA contract. Lockheed Martin will specify, and deliver to DHS, a system design with all associated aspects including hardware and software architecture, interface specification, network throughput, operations concept, model identification process and a model maintenance/updating approach. Lockheed Martin’s deliverables also include a working prototype of the CEMSA system within the first 12 months of the project. “The strength of our RAID tool is the scientific qualifications of the team we have assembled and the specialized modeling and simulation techniques we employ to develop the environment,” said Dr. Steve Hall, principal software engineer at LMSSC, and RAID capture manager. “In addition, we have extensive experience with key technologies including: system of systems engineering, complexity theory, modeling abstraction and adaptive planning; and specific experience in the national infrastructure disturbance impact modeling domain.” Any single event of infrastructure disruption can have significant consequences as effects ripple outwards. Multiple disruptions – whether human-caused or the result of natural disasters – can spawn further failures as effects intersect and multiply. For example, the possible consequences of a terrorist attack during or following a hurricane are being investigated. Intelligence or other threat reporting suggests an adversarial organization might attempt to exploit vulnerabilities resulting from the dislocation caused by a severe weather event. Government leadership requires information about the high consequence scenarios that could evolve from such an attack. CEMSA/RAID will provide the capability to model the combined disruption of a hurricane with different attack scenarios to give a complete picture of the possible national impacts associated with different overall threats.     (NSI News Source Info) MOSCOW, Russia - July 30, 2010: Russian defense spending will increase by 60 percent, to more than 2 trillion rubles ($66.3 million) by 2013 from 1.264 trillion ($42 million) in 2010, a leading Russian business daily said on Friday. The Russian government made the relevant decision during a meeting on Thursday. The largest growth is planned for 2013, when the figure will rise by 0.5 trillion rubles ($16.6 million), Vedomosti reported. Konstantin Makiyenko from the Russian Center for Analysis of Strategies and Technologies (CAST) told the paper that the government is likely to spend more on the Navy, as well as the aviation and space industries. The construction of advanced submarines, including Yasen and Borei class subs, and Bulava ballistic missiles, as well as the construction of three new Talwar class frigates, three Improved Kilo class subs and other vessels for the Russian Black Sea Fleet are likely to require the largest part of the planned spending, Makiyenko said. The budged allocation should also consider spending on the construction of the first two Mistral class amphibious assault ships under a Russian-French deal, a Russian military plant manager told Vedomosti. This may account to about $0.5 billion, he estimated. Russia is currently in talks with France on the purchase of two Mistral class helicopter carriers and the construction of two others under a French license. Besides this, Russia is planning to spend 80 billion rubles ($2.65 billion) on 60 Su-family fighter jets starting 2010, and buy 26 MiG-29K Fulcrum-D carrier-based fighter jets, with the expected contract estimated at about 25 billion rubles (more than $828 million), a military aircraft plant manager told the paper. The plans also include the purchase of 32 Su-34 Flanker fighter bombers under the 2008 contract (a single plane then cost more than 1.1 billion rubles ($36.4 million), he said.

    (NSI News Source Info) MOSCOW, Russia - July 30, 2010: China has topped the list of the world's major polluters of the near-Earth space environment, followed by the United States and Russia, the Russian Federal Space Agency Roscosmos said on Friday. All together, the three main space powers produce 93% of space debris, according to a statement published on the agency's website. "According to estimates, 40% of space debris is produced by China. The U.S.'s share accounts for 27.5%, and Russia's [share] for 25.5%, with 7% falling on other countries involved in space exploration," the statement said. The NASA Orbital Debris Program Office has named Russia and CIS countries as the main polluters of outer space. According to the organization, Russia and its former Soviet allies disposed of a total of 5,833 spacecraft or their parts, including 1,402 satellites and 4,431 parts of carrier rockets, by ejecting them into near-Earth space. Some 15,550 "dead" spacecraft, rocket stages, upper-stage rockets and their parts are orbiting around Earth, according to the U.S. space agency. NASA also named France, Japan and India as major polluters of the near-Earth space environment, with the figures standing at 472, 190 and 170, respectively. Russian scientists have proposed the creation of an international airspace system for monitoring the near-Earth space environment. The idea has already been supported by the international community, Roscosmos said.

The secretary of the Air Force and the chief of staff of the Air Force determined the most effective basing for the F-22. This requires redistributing aircraft from one F-22 squadron to units at four F-22 bases. A second squadron will be relocated to an existing F-22 base. The affected bases are: Holloman Air Force Base, N.M.: Deactivate one squadron of F-22s and disperse that squadron’s aircraft to other F-22 units.     Walbridge-Brasfield & Gorrie, JV*, Detroit, Mich., is being awarded a $40,551,000 firm-fixed-price contract for construction of the Main Exchange replacement at the National Naval Medical Center, Bethesda. The work to be performed provides for the design and construction of a new facility to provide a two-story main exchange and an elevated parking deck to meet patron and employee parking requirements. Work will be performed in Bethesda, Md., and is expected to be completed by June 2012. Operation and maintenance, Bureau of Medicine contract funds in the amount of $2,913,854 will expire at the end of the current fiscal year. (N62583-09-D-0146), are each being awarded a modification to exercise option year one under previously awarded firm-fixed price 8(a) environmental multiple award contract for performance-based environmental consulting services in support of various Navy, Marine Corps and federal government programs, and other business lines that request assistance throughout the U.S. and its territories from the environmental restoration division of the Naval Facilities Engineering Service Center, Port Hueneme, Calif.     DEFENSE FINANCE AND ACCOUNTING SERVICE

    Bank of America N.A. Military Bank-Overseas Division, San Antonio, Texas, was awarded fiscal 2011 option of $7,200,000 to provide full banking services that are comparable, in scope and cost, to those available in the continental U.S. to authorized individuals that include: active duty U.S. military personnel; DoD civilian employees who are U.S. citizens; U.S. citizens who are employees of all other U.S. government departments, agencies, private organizations and non-appropriated fund instrumentalities carrying on functions on a DoD installation overseas; as well as authorized family members of such military and civilian employees. The program management office is in San Antonio, Texas; however, the majority of the work is performed on U.S. military facilities in Germany, the Netherlands, the United Kingdom, Italy, Korea, Diego Garcia, Honduras, Cuba, Japan, Okinawa and the Kwajalein Atoll.
