(NSI News Source Info) TORONTO, Canada - June 15, 2012: The Defense Security Cooperation Agency notified Congress on June 12 of a possible Foreign Military Sale to the Government of Qatar of 12 UH-60M BLACK HAWK Utility Helicopters, 26 T700-GE-701D Engines (24 installed and 2 spares), 15 AN/AAR-57 V(7) Common Missile Warning Systems, 15 AN/AVR-2B Laser Detecting Sets, 15 AN/APR-39A(V)4 Radar Signal Detecting Sets, 26 M240H Machine Guns, and 26 AN/AVS-6 Night Vision Goggles. The estimated cost is $1.112 billion. 

The Government of Qatar has requested a possible sale of 12 UH-60M BLACK HAWK Utility Helicopters, 26 T700-GE-701D Engines (24 installed and 2 spares), 15 AN/AAR-57 V(7) Common Missile Warning Systems, 15 AN/AVR-2B Laser Detecting Sets, 15 AN/APR-39A(V)4 Radar Signal Detecting Sets, 26 M240H Machine Guns, and 26 AN/AVS-6 Night Vision Goggles. Also included are M206 infrared countermeasure flares, M211 and M212 Advanced Infrared Countermeasure Munitions (AIRCM) flares, M134D-H Machine Guns, system integration and air worthiness certification, simulators, generators, transportation, wheeled vehicles and organization equipment, spare and repair parts, support equipment, tools and test equipment, technical data and publications, personnel training and training equipment, U.S. government and contractor engineering, technical, and logistics support services, and other related elements of logistics support. 

The estimated cost is $1.112 billion. 


This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that has been, and continues to be, an important force for political and economic progress in the Middle East. Qatar is host to the U.S. AFCENT forces and serves as a critical forward-deployed location in the region. 

The proposed sale of the UH-60M BLACK HAWK helicopters will improve Qatar's capability to meet current and future threats and provide greater security for its critical oil and natural gas infrastructure, and significant national events. 

Qatar will use the enhanced capability to strengthen its homeland defense. Qatar will have no difficulty absorbing these helicopters into its armed forces. The proposed sale of this equipment and support will not alter the basic military balance in the region. 

The prime contractors will be Sikorsky Aircraft Company in Stratford, Connecticut, and General Electric Aircraft Company in Lynn, Massachusetts. There are no known offset agreements proposed in connection with this potential sale. 

Implementation of this proposed sale will require the assignment of two contractor representatives to Qatar for a minimum of three years to support delivery of the helicopters and provide support and equipment familiarization. In addition, Qatar has expressed an interest in a Technical Assistance Fielding Team for in-country pilot and maintenance training. To support the requirement, a team of 12 personnel (one military team leader and 11 contractors) would be deployed to Qatar for approximately three years. 

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale. This notice of a potential sale is required by law and does not mean the sale has been concluded.

(NSI News Source Info) TORONTO, Canada - June 13, 2012:   Venezuelan President Hugo Chavez says his government has begun to assemble Kalashnikov assault rifles with assistance from Russia and has also started making surveillance drones.

Chavez says Venezuela has produced three drones so far. One of the small planes was shown on television atop a truck.

Chavez also said during a televised speech on Wednesday that Venezuela has so far assembled 3,000 Kalashnikov AK 103 rifles. 


He said that Venezuela has also started making grenades and ammunition for its military.


Chavez says Venezuela is strengthening its military with help from allies including China, Russia and Iran.

Under the name of Sant Arpia, the Mohajer 2, a quite famous Made-in-Iran drone, is currently flying in Venezuela.


Reportedly operating from the Cavim (CA Venezolana de Industria Militares) Maracay factory, where a new UAV facility has been unveiled by recent satellite imagery, the Mohajer 2 is a light unarmed drone that can be used for surveillance missions within a range of 50 km from the departure airfield at a speed of 200 km/h. Its ceiling is 11,000 feet of altitude and endurance is reported to be around 90 minutes.

Being equipped with skids, the Mohajer 2 is recovered using a recovery chute.

Although the dozen are believed to have been slightly modified by Caracas, the Mohajer 2 is an Iranian UAV model and, as such, it could not be purchased by Chavez, because of the embargo on the ayatollah regime.

Moreover, as highlighted by the special correspondent in Washington for the Spanish ABC.es Emili J. Blasco, the technology transfer agreement worth 28 million USD would seem to excede the price of a dozen drones (three of those crashed) that were purchased by Venezuela.

Indeed, along with a drone factory that has not come into operation, some more facilities have been built at Cavim. What Iranian personnel is doing inside the other facitilies remains a mystery. Maybe the mystery that U.S. drones aim to investigate.

The following image, published on several forums around the world (attribution hence impossible to determine), shows a Venezuelan Sant Arpia: noteworthy the tail section wears registration Arpia-002 while front section is marked “Arpia-003″. Does this mean the drone is made up of parts from different examples?

Along with the Sant Arpia, the Fuerza Aérea Venezolana (FAV) operates the ANT-1X, a smaller drone used for ISR (Intelligence Surveillance Reconnaissance) purposes.

Both drones equip the Grupo Aéreo de Inteligencia, Vigilancia y Reconocimiento Electrónico Nº 8, based at El Libertador, Maracay-Palo Negro airbase.

(NSI News Source Info) TORONTO, Canada - June 12, 2012: The IDF plans to approve the procurement of a second squadron of F-35 Joint Strike Fighters at a meeting of the General Staff later this month that will convene to finalize the military’s multi-year program.

Called Oz (Hebrew for Strength), the new multi-year program is scheduled to go into effect towards the end of the year. Chief of Staff Lt.-Gen. Benny Gantz will oversee deliberations on the program over the next few weeks and will bring the final plan to the government for approval.

One of the plan’s key elements is expected to be the procurement of a second squadron of F-35s despite reports of possible delays and a rise in cost.

On Tuesday, the US Senate Armed Services Committee questioned the quality of production of the aircraft by Lockheed Martin citing a “potentially serious issue” with its electronic warfare capability.

“The committee is... concerned about production quality and whether it is sufficient to ensure the delivery of JSF aircraft to the US and its allies at an affordable price,” the committee said in a report accompanying its fiscal 2013 defense budget bill.

Israel placed an order for its first squadron of F- 35s in October 2010 for $2.75 billion. Under the deal, Israel was supposed to receive 20 aircraft but the number could drop due to the rising cost per plane. The aircraft are expected to begin arriving in Israel sometime in 2017.

The fifth-generation stealth F-35 is purported to be one of the most advanced fighter jets in the world with the ability to fly undetected in enemy territory. Its uniqueness stems not only from its stealth capabilities but also due to its integrated sensor suite which provides pilots with unprecedented situational awareness and enables the sharing of information between the various aircraft.

The second contract would likely be of a similar number of aircraft and could mean – depending on when the second deal is signed – that the IAF could have 40 operational aircraft by the end of the decade.

Senate questions over the quality of production of the F-35 will compound the mounting woes of the $396b. Pentagon program, which has already been restructured three times in recent years to extend the development phase and slow production.

Italy has already scaled back its planned orders for the new, radar-evading warplane and several other countries are slowing their orders, citing budgetary pressures. Japan has warned it could cancel its order if the cost per plane rises from what it was offered.

(NSI News Source Info) TORONTO, Canada - June 5, 2012: The Boeing Company [NYSE: BA] on May 2 delivered the sixth and final Wedgetail Airborne Early Warning and Control (AEW&C) aircraft to the Royal Australian Air Force (RAAF).

"I would like to congratulate Boeing in achieving another key milestone in the delivery of the Wedgetail capability. 2 Squadron now has a full complement of aircraft and additional capability that will enable Initial Operational Capability to be declared later this year," said Air Vice-Marshal Chris Deeble, program manager, Collins and Wedgetail, Defence Materiel Organisation.
"Delivering the last aircraft into the Wedgetail fleet is the result of hard work, dedication and collaboration by the Boeing-led team and our Australian customer in bringing this powerful air battle management system -- the first of its type -- to the RAAF," said Rick Heerdt, AEW&C vice president for Boeing.
Boeing also has delivered all ground segments to support the fleet, which is based at RAAF Base Williamtown in Newcastle, Australia.
"Through the Australia-based Wedgetail One Team, Boeing is working together with the RAAF AEW&C System Program Office and No. 42 Wing to provide the best value-for-money engineering, maintenance, training and supply support and the highest levels of aircraft availability to meet the RAAF's operational needs," said Heerdt.
Based on the Boeing Next-Generation 737-700 commercial airplane, the 737 AEW&C aircraft is designed to provide airborne battle management capability with an advanced multirole electronically scanned radar and 10 state-of-the-art mission crew consoles that are able to track airborne and maritime targets simultaneously. The mission crew can direct offensive and defensive forces while maintaining continuous surveillance of the operational area.
Boeing also has delivered three Peace Eye AEW&C aircraft to the Republic of Korea, with one more scheduled for delivery later this year. Turkey's first Peace Eagle AEW&C is on plan for delivery by the end of the year.

The Los Angeles-based leasing company took delivery of a Next-Generation 737-800, which will be leased from ALC and operated by Korean Air.

(NSI News Source Info) TORONTO, Canada - June 5, 2012: Boeing's [NYSE: BA] Phantom Eye unmanned airborne system (UAS) completed its first autonomous flight June 1 at NASA's Dryden Flight Research Center at Edwards Air Force Base, Calif.

The 28-minute flight began at 6:22 a.m. Pacific time as the liquid-hydrogen powered aircraft lifted off its launch cart. Phantom Eye climbed to an altitude of 4,080 feet and reached a cruising speed of 62 knots. After touching down, the vehicle sustained some damage when the landing gear dug into the lakebed and broke.
"This day ushers in a new era of persistent Intelligence, Surveillance and Reconnaissance (ISR) where an unmanned aircraft will remain on station for days at a time providing critical information and services," said Darryl Davis, president, Boeing Phantom Works. "This flight puts Boeing on a path to accomplish another aerospace first -- the capability of four days of unrefueled, autonomous flight."
Phantom Eye is the latest in a series of Boeing-funded rapid prototyping programs, which include Phantom Ray, Echo Ranger, ScanEagle Compressed Carriage, and an associated Common Open Mission Management Command and Control (COMC2) system capable of managing all of the company's unmanned assets.
"While Phantom Eye is important for many reasons, future ISR, strike and bomber programs also will benefit from the technologies we are developing and maturing for our customers," said Davis.
The flight took place following a series of taxi tests in April that validated ground guidance, navigation and control, mission planning, pilot interface and operational procedures.
"This flight demonstrated Phantom Eye's initial handling and maneuverability capabilities," said Phantom Eye Program Manager Drew Mallow. "The team is now analyzing data from the mission and preparing for our next flight. When we fly the demonstrator again, we will enter higher and more demanding envelopes of high-altitude flight."
Phantom Eye's innovative and environmentally responsible liquid-hydrogen propulsion system will allow the aircraft to stay on station for up to four days while providing persistent monitoring over large areas at a ceiling of up to 65,000 feet, creating only water as a byproduct. The demonstrator, with its 150-foot wingspan, is capable of carrying a 450-pound payload.

(NSI News Source Info) TORONTO, Canada - June 5, 2012: Boeing [NYSE: BA] has successfully demonstrated its SATCOM on the Move (SOTM) product on a live Ka-band satellite network. The demonstration in May connected three sites in Australia and the United States using integrated voice, video, and data communications over the increased bandwidth available on the latest generation Ka-band satellite mobile terminals. This capability uses the Wideband Global SATCOM (WGS) system, also developed by Boeing.


During the demonstration, High Mobility Multipurpose Wheeled Vehicles (Humvees) fitted with cameras and handheld radios successfully connected to test labs in Australia and the United States, simultaneously combining videoconferencing with military radio and telephones. The integrated SOTM demonstration proved core elements of a seamless, secure and deployable communications system.
This latest SOTM product evolved from combat-proven technologies used by the U.S. Army during Operation Iraqi Freedom in 2003.
