Progeny Systems Corp.*, Manassas, Va., is being awarded a $9,475,409 indefinite-delivery/indefinite-quantity contract with cost-plus-fixed-fee pricing for the development and modification of client server applications that provide access to non-propulsion electronic systems on USS Virginia class submarines and various commercial off-the-shelf subsystems. This requirement includes the establishment of a “fly away” team and associated equipment to support the required timely service worldwide. This one-year contract includes four one-year options which, if exercised, would bring the cumulative value of this contract to a potential $49,904,517. Work will be performed in Portsmouth, Va. (50 percent), and Groton, Conn. (50 percent), and is expected to be completed Oct. 14, 2011. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured as this award constitutes a Small Business Innovation Research (SBIR) program Phase III follow-on effort to continue development of subsystems developed under Phase II. This award is derived from and extends efforts performed under prior SBIR funding agreements and is authorized under 10 U.S.C. 2304(b)(2) or 41 U.S.C. 253(b)(2).
