 CONTRACTS

 DEFENSE LOGISTICS AGENCY

             BAE Systems - Speciality Defense Systems of Pa, Jessup, Pa., was awarded a firm-fixed-price contract with a maximum $108,493,311 for improved outer tactical vest, outer tactical vest, and individual repair kits.  Other location of performance is Tennessee.  Using services are Army, Air Force, and Marine Corps.  There were five responses to the Web solicitation.  Type of appropriation is fiscal 2012/2013 Defense Working Capital Funds.  The date of performance completion is Feb. 28, 2013.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM1C1-12-D-1027).

             GE Datex Ohmeda, Inc., Madison, Wis., was issued a modification exercising the third option year on contract SPM2D1-09-D-8348/P00016.  The award is a fixed-price with economic price adjustment contract with a maximum $19,847,688 for patient monitoring systems, subsystems, accessories, consumables, spare/repair parts, and training.  There are no other locations of performance.  Using services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies.  There were 17 solicitations with nine responses.  Type of appropriation is fiscal 2012/2013 Defense Working Capital Funds.  The date of performance completion is March 5, 2013.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity.

             Honeywell International, Tempe, Ariz., was awarded a firm-fixed-price, sole-source, indefinite-delivery/indefinite-quantity contract with a maximum $18,400,000 for the procurement of radar altimeter receiver transmitter.  Other location of performance is Minnesota.  Using service is Army.  There was one solicitation with one response.  Type of appropriation is fiscal 2012 through 2017 Army Working Capital Funds.  The date of performance completion is Feb. 28, 2017.  The Defense Logistics Agency Land at Aberdeen, Aberdeen, Md., is the contracting activity (SPRBL1-12-D-0005)

 NAVY

             Lockheed Martin, Mission Systems and Sensors, Moorestown, N.J., is being awarded an $88,467,830 cost-plus-award-fee, cost-plus-fixed-fee with performance incentives and cost-plus-fixed-fee modification to previously awarded contract (N00024-09-C-5103) to exercise options for fiscal 2012 Aegis Platform Systems Engineering Agent activities and Aegis Modernization Advanced Capability Build engineering for the CG 57 and DDG 51 class of ships.  Work will be performed in Moorestown, N.J., and is expected to be completed by December 2012.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

             Raytheon Co., Integrated Defense Systems, San Diego, Calif., is being awarded a $55,064,485 modification to previously awarded contract (N00024-11-C-2404) to exercise the option for the integrated shipboard electronics for LPD 27, consisting of:  engineering control system; magnetic signature control system; ship control system; navigation data distribution system; shipboard wide area network; wire-free portable communication system; integrated voice communication system; sensors; Marine Corps support equipment; and surface search sensor system (AN/SPS-73).  Work will be performed in San Diego, Calif., and is expected to be completed by February 2018. Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

             Raytheon Co., Goleta, Calif., is being awarded a $48,663,690 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for software development support of the ALR-67(V) 3 radar for the U.S. Navy and the governments of Australia, Kuwait, Qatar, Malaysia, Switzerland, Canada, and various other future foreign military sales customers.  Work will be performed in Point Mugu, Calif., and is expected to be completed in February 2017.  Contract funds will not expire at the end of the current fiscal year.  This contract combines purchases for the U.S. Navy ($28,891,633; 59.2 percent) and, under the Foreign Military Sales Program, the governments of Australia ($4,550,055; 9.4 percent), Kuwait ($1,975,745; 4.1 percent), Qatar ($1,975,746; 4.1 percent), Malaysia ($1,975,746; 4.1 percent), Switzerland, ($1,382,049; 2.8 percent), Canada ($1,386,915; 2.9 percent), and other future foreign military sales customers ($6,525,801; 13.4 percent).  This contract was not competitively procured pursuant to FAR 6302-1.  The Naval Air Systems Command, Weapons Division, China Lake, Calif., is the contracting activity (N68936-12-D-0018).

             Raytheon Co., Tucson, Ariz., is being awarded a $19,511,897 modification to a previously awarded indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract (N00019-11-D-0004) for AIM-9X integrated logistics support for the U.S. Air Force, U.S. Navy, and the governments of Singapore, Australia, Denmark, Finland, Turkey, South Korea, Switzerland, Saudi Arabia, and Poland.  Work will be performed in Tucson, Ariz. (97.57 percent); Rocket City, W.V. (0.51 percent); Cheshire, Conn. (0.41 percent); and various locations inside and outside of the U.S. (1.51 percent).  Work is expected to be completed in March 2013.  Contract funds in the amount of $12,379,408 will expire at the end of the current fiscal year.  This contract combines purchases for the U.S. Air Force ($9,244,777; 47.40 percent), U.S. Navy ($6,430,735; 32.98 percent), and, under the Foreign Military Sales Program, the governments of Singapore ($426,265; 2.18 percent), Australia ($426,265; 2.18 percent), Denmark ($426,265; 2.18 percent), Finland ($426,265; 2.18 percent), Turkey ($426,265; 2.18 percent), South Korea ($426,265; 2.18 percent), Switzerland ($426,265; 2.18 percent), Saudi Arabia ($426,265; 2.18 percent), and Poland ($426,265; 2.18 percent).  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

             HDT EP, Inc.*, Geneva, Ohio, is being awarded an $11,064,538 firm-fixed-price delivery order 0026 under previously awarded blanket purchase agreement (M67854-08-A-5023) for the procurement of 18,000, 36,000 and 60,000 british thermal units environmental control units with remote controls, power cords, and ducts in support of the Program Manager, Expeditionary Power Systems.  Work will be performed in Geneva, Ohio, and is expected to be completed by February 2014.  Contract funds will not expire at the end of the current fiscal year.  This delivery order was not competitively procured.  HDTEP is a historically underutilized business zone small business.  The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

             Lex Products, Corp.*, Shelton, Conn., is being awarded an $8,126,846 firm-fixed price delivery order 0003 under previously awarded blanket purchase agreement contract (M67854-11-A-5087) for the procurement of Mobile Electric Power Distribution System-Replacement components in support of the Program Manager, Expeditionary Power Systems.  Work will be performed in Shelton, Conn., and is expected to be completed by February 2013.  Contract funds will not expire at the end of the current fiscal year.  This delivery order was not competitively procured.  The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

             Rockwell Collins, Inc., Cedar Rapids, Iowa, is being awarded an $8,013,321 modification to a previously awarded firm-fixed-price contract (N00019-09-C-0069) to exercise an option to provide AN/ARC-210(V) electronic radio and ancillary equipment for the H-1.  The contract provides for the following: C-12561A/ARC control, radio sets, quantity of 15; MT-6567/ARC mounting bases, quantity of 86; MT-7006/ARC amplifier mounts, quantity of 15; AM-7526/ARC high power amplifier mounts, quantity of 15; MX-11641/ATRC LNA diplexers, quantity of 15; AS-3972/A nine-inch tunable antennas, quantity of 56; CV-4092/A digital converter, quantity of 26; and RT-1939(C)/ARC receiver –transmitter, quantity of 71.  Work will be performed in Cedar Rapids, Iowa, and is expected to be completed in June 2013.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

             Sea Box, Inc.*, Riverton, N.J., is being awarded a $7,707,538 firm-fixed-price delivery order 0008 under previously awarded blanket purchase agreement (M67854-08-A-5017) for the procurement of 317 small field refrigeration systems in support of the Program Manager, Expeditionary Power Systems.  Work will be performed in Riverton, N.J., and is expected to be completed by March 2013.  Contract funds will not expire at the end of the current fiscal year.  This delivery order was not competitively procured.  The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

             Robert and Co., Atlanta, Ga., is being awarded a maximum $7,500,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for complete architect and engineering services for petroleum fuel facilities in the Naval Facilities Engineering Command (NAVFAC) Southeast area of responsibility (AOR).  These services may include tank storage inspection, design of renovations to existing facilities, preparation of design-build request for proposals, and comprehensive integrated design services (full plans and specifications).  Task order 0001 is being awarded at $205,976 for architect-engineering consulting and design services for the replacement of underground fuel piping at Naval Fleet Logistics Center Jacksonville, Fla.  Work for this task order is expected to be completed by June 2012.  All work under this contract will be performed at various Department of Defense (DoD) and non-DoD facilities within the NAVFAC Southeast AOR, and is expected to be completed by March 2017.  Contract funds in the amount of $205,976 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with 13 proposals received.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Fla., is the contracting activity (N69450-12-D-0035).

 VIRGINIA CONTRACTING ACTIVITY

             Integrity Application, Inc., Chantilly, Va., was awarded a time-and-material contract with a completion date of Sept. 14, 2016, and a maximum value of $58,573,766 over a five-year period.  Under the terms of the contract, Integrity Application will provide the Defense Intelligence Agency with engineering and analytical services to be performed in Chantilly, Va.  The contract falls under the Virginia Contracting Activity (HHM402-11-C-0113).

 AIR FORCE

             The Boeing Co., St. Louis, Mo., is being awarded a $31,697,830 firm-fixed-price contract for Joint Helmet Mounted Cueing Systems full rate production.  One hundred and eleven systems are being procured for the U.S. Navy and, under the Foreign Military Sales Program, Pakistan, Belgium, Australia, Canada, Switzerland, and Finland.  The location of the performances is San Jose, Calif.  Work is expected to be completed Dec. 31, 2013.  ASC/WWSK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-01-D-0026).

             Booz Allen Hamilton, Inc., Herndon, Va., is being awarded a $14,945,646 cost-plus-fixed-fee, indefinite-delivery, requirements contract for a Survivability/Vulnerability Information Analysis Center which will perform research and development in order to complete the vulnerability analysis report, system prototype reports, and the risk analysis reports.  The location of the performance is McLean, Va.  Work is expected to be completed Feb. 28, 2015.  ESG/PKS DTIC, Wright-Patterson Air Force Base, Ohio, is the contracting activity (SP0700-03-D-1380, Delivery Order: 0456).

             Cannon Designs, Arlington, Va., is being awarded a $10,000,000 indefinite-delivery/indefinite-quantity contract for architecture-engineering services architectural indefinite-delivery/indefinite-quantity contract, maximum of $10,000,000.  The location of the performances is Arlington, Va.  Work is expected to be completed Feb. 28, 2017.  U.S. Air Force Academy, Colo., is the contracting activity (FA7000-12-D-0002).
