With 20 successful Aegis BMD intercepts, six successful Terminal High Altitude Area Defense (THAAD) intercepts and 26 successful Patriot Advanced Capability-3 (PAC-3) Missile intercepts since the inception of those programs, Lockheed Martin continues to build on its unmatched legacy as the pioneer of hit-to-kill technologies. “Lockheed Martin is proud to continue to lead ballistic missile defense efforts for the United States and allied nations,” said John Holly, vice president of Lockheed Martin’s newly established Missile Defense Systems operating unit, based in Huntsville, AL. “The depth and breadth of our experience in missile defense systems allows us to meet ever-evolving threats in support of global security.” Lockheed Martin operational systems and next-generation capabilities address each phase of missile defense – boost, ascent, midcourse and terminal – in support of the U.S. Missile Defense Agency’s (MDA) layered Ballistic Missile Defense System (BMDS) and international allies’ requirements. 2009 Missile Defense Milestones – Weapons Systems Aegis: In July, the Aegis BMD system destroyed a ballistic missile target in an at-sea firing under operationally realistic conditions – marking the continued successful engineering development of the next generational upgrade in Aegis BMD capability. The USS Bunker Hill completed its operational trial of its full combat system, which includes Aegis Open Architecture, in August. This milestone is part of the development path to merge Aegis Open Architecture and Aegis BMD in 2012, when the Aegis Modernization program begins for the Navy’s 62 Aegis-equipped destroyers. JS Myoko, Japan’s third destroyer equipped with the Aegis BMD system, successfully intercepted and destroyed a ballistic missile target above the atmosphere during an October test event. Also that month, the MDA awarded a $1 billon follow-on contract providing for the integration of Aegis BMD into the Aegis Modernization program and a contract vehicle for the next five years to continue evolving BMD capability. Additionally, the guided missile cruiser USS Lake Erie – using the latest Aegis BMD baseline version 4.0.1 and new Aegis BSP signal processor – proved successful during a series of long-range tracking, surveillance and engagement exercises against a variety of ballistic missile targets in October. MEADS: In July, the Medium Extended Air Defense System (MEADS) successfully completed Critical Design Reviews (CDRs) for all major components, clearing the way for production of radars, launchers, tactical operation centers, and reloaders needed for system tests. The program is on track to complete its final system-level CDR event in August 2010, with initial flight tests planned for 2012. The program announced that it had received approval to use a European cryptographic device to implement Identification Friend or Foe in October. The selected subsystem makes both of the MEADS radars more robust than other current U.S. systems and provides the highest level of fratricide prevention available to protect coalition pilots. MEADS is designed to permit full interoperability between the U.S. and allied armies, and it is the only medium-range air defense system to provide full 360-degree coverage. PAC-3 Missile: Lockheed Martin broke ground on an expansion of its state-of-the-art PAC-3 Missile production complex in Camden, AR, in May. This new facility will allow for continued production expansion and modest hiring of new employees over the next several years. In September, Airmen of the Japanese Self Defense Force and Lockheed Martin successfully conducted the second Japanese PAC-3 Missile flight test at White Sands Missile Range, NM. The flight test demonstrated the Patriot Configuration-3 upgrades to Japanese Patriot ground system, and the addition of the PAC-3 Missile Segment to detect, track, engage and destroy a tactical ballistic missile target in a realistic battlefield environment. On December 11, Lockheed Martin successfully conducted the PAC-3 Missile PC-08 Flight Test at White Sands Missile Range, NM. Preliminary test data indicates mission objectives were successfully achieved. The test demonstrated system capability using Post Deployment Build -6.5 (PDB-6.5) software to search, detect, track, engage, and kill an aerodynamic Tactical Ballistic Missile (TBM) using a ripple method of fire engagement. THAAD: In March, Lockheed Martin and the U.S. Missile Defense Agency conducted their sixth successful intercept in six attempts of the THAAD weapon system at the Pacific Missile Range Facility in Kauai, HI. This flight test demonstrated the system’s ability to detect, track and intercept a separating target inside the Earth’s atmosphere. This was the first salvo mission, with two THAAD interceptors launched against a single separating target, which is a tactical option for the system. Data indicates the first interceptor successfully destroyed the target while the second interceptor destroyed a large piece of debris from the initial intercept. This year, Lockheed Martin employees celebrated the 10th anniversary of the first THAAD successful intercept and the 25th anniversary of the first hit-to-kill intercept of a ballistic missile target outside of the Earth’s atmosphere.In October, the U.S. Army and the MDA activated the second THAAD Battery at Fort Bliss, TX, signifying the continued integration of THAAD into the U.S. Army’s Air and Missile Defense force structure. Unit training on the second THAAD Battery is underway with equipment hardware deliveries slated to occur within a year. 2009 Missile Defense Milestones – Next-Generation Capabilities and Supporting Systems C2BMC: Command, Control, Battle Management & Communications (C2BMC) continues to support real-world operations 24/7 around the world in 17 time zones, supporting the Missile Defense Agency’s strategic and regional objectives. Logistics and Sustainment: In November, Global Aerospace Logistics, LLC (GAL), Lockheed Martin and Raytheon announced the signing of a Joint Collaborative Agreement that will establish world-class logistics and sustainment services for the United Arab Emirates’ air and missile defense systems. Under the agreement, GAL will work with Raytheon and Lockheed Martin to develop a logistics and sustainment capability to meet the immediate and future needs of the UAE’s air and missile defense strategy. Targets and Countermeasures: Through 2009, Lockheed Martin’s Targets and Countermeasures Program has achieved 33 successful target missions out of 34 since 1996. Lockheed Martin’s unmatched 97 percent reliability rate has included unitary and separating targets, spanning land, sea and air launches. In 2009, Lockheed Martin shipped the next-generation Launch Vehicle-2 target to a test range in preparation for an upcoming test. Space Based Infrared System (SBIRS): In November, the Lockheed Martin-led team developing the Space Based Infrared System (SBIRS) program for the U.S. Air Force successfully completed thermal vacuum testing of the first geosynchronous (GEO-1) satellite, one of the most significant program milestones that validates spacecraft performance in a simulated space environment. The first SBIRS GEO spacecraft is planned for delivery to Cape Canaveral Air Force Station in late 2010, where it will then undergo final processing and preparation for launch aboard an Atlas V launch vehicle. In a “pull-the-plug” ceremony at its Moorestown facility, Lockheed Martin marked the successful completion of a full range of acceptance tests conducted over several months to verify system performance. This milestone indicates the Aegis system is now ready for shipboard installation on HOBART, the first of Australia’s three planned Aegis-equipped destroyers. In 2007, the U.S. Navy awarded Lockheed Martin a contract to equip the three Australian ships with the Aegis. The first AWD-1 system will now be packed and shipped to ASC Shipyard in Adelaide, South Australia. DTN News: Japan Intercepts Ballistic Missile In Hawaii Test *Source: DTN News / Int'l Media (NSI News Source Info) HONOLULU, Hawaii - October 28, 2009: A Japanese navy ship has intercepted a medium-range ballistic missile in a test off Hawaii.The U.S. military fired the test's target on Tuesday from the Pacific Missile Range Facility on Kauai.Japanese destroyer JS Myoko (DDG-175) ~ The JMSDF is working closely with the USA on missile defense activities. Air Force cooperation has also improved by leaps and bounds, allowing for much closer coordination with the USA in all aspects including missile tracking. Japanese involvement includes modification and improvements to the SM-3 long-range anti-air/ABM missile. This weapon will form the outer layer of Japan’s ABM system, deployed from its current fleet of 4 Kongo Class AEGIS destroyers. The inner layer will consist of land-based Japan Self Defense Forces PAC-3 Patriot missiles, and together they will form the initial ballistic missile defense for mainland Japan. Japan already has the upgraded AEGIS Weapon System and SM-3 Block IA Standard missiles in its inventory. The JMSDF has 4 AEGIS destroyers operating with SM-2 missiles at sea; the 5th and 6th AEGIS destroyers are under construction. The JMSDF is fully capable of integrating the modified AEGIS Weapon System and SM-3 Block IA into its operational forces and will receive data sufficient to maintain and support the systems. Presumably, this will include Cooperative Engagement Capability for its Kongo-Class AEGIS destroyers. The JS Myoko detected the target, tracked it and then fired an SM-3 interceptor missile from its deck. The interceptor hit the target in space above the Pacific Ocean. The Myoko is the third of four Japanese ships to be upgraded with ballistic missile defense technology. The second, the JS Chokai, participated in a test off Hawaii last November but an unidentified problem prevented its interceptor from shooting down the target. An investigation is ongoing. The first Japanese attempt, from the JS Kongo in 2007, was successful.

DTN News: U.S. Urges Japan To Export SM-3s Block 2A Missiles *Source: DTN News / Int'l Media (NSI News Source Info) TOKYO, Japan - October 25, 2009: U.S. Defense Secretary Robert Gates asked Japan last week to export a new type of ship-based missile interceptor under joint development by Tokyo and Washington to third countries, presumably European, sources close to Japan-U.S. relations said. Gates' request could lead to a further relaxation of Japan's decades-long arms embargo and spark a chorus of opposition from pacifist elements in the ruling Democratic Party of Japan and one of its coalition partners, the Social Democratic Party.Japan has been engaged in a ballistic missile defense dialogue with the United States since 1987 when the two countries signed an Agreement Concerning Japanese Participation in Research for the Strategic Defense Initiative. Since 1987, BMDO sponsored two joint industry studies, which recommended a two-tiered TMD architecture. In December 1993, a U.S.-Japan TMD Working Group (TMD WG) was created under the Security Sub Committee, Security Consultative Committee (SSC-SCC) to provide a forum for regular discussion of TMD and TMD-related matters such as regional political implications and treaty compliance. In October 1994, a Government of Japanled U.S.-Japan Bilateral Study on Ballistic Missile Defense was initiated; the study provided extensive simulation and systems analysis to identify and evaluate various missile defense alternative architectures. The results identified and evaluated specific Japanese TMD-related technologies associated with the U.S. Navy Theater Wide TBMD program and their related capabilities that would enhance U.S. TMD systems development. Gates made the request concerning Standard Missile-3 Block 2A missiles during talks with Defense Minister Toshimi Kitazawa on Wednesday, the sources said. The SM-3 Block 2A missile, an advanced version of the SM-3 series, is to be deployed on warships. Japan has a policy of not exporting weapons or arms technology, except to the United States, with which it has a bilateral security pact. Gates' request followed President Barack Obama's announcement in September that the United States is abandoning plans for a missile defense shield in Eastern Europe and adopting a new approach to antimissile defense. During his talks with Kitazawa, Gates called for a relaxation of Japan's arms embargo and prodded Tokyo to pave the way for exports of the new interceptors to third countries, particularly European, the sources said. Kitazawa refrained from answering directly, telling Gates the government would study the request as it is an internal matter for Japan, the sources said. The United States plans to begin deploying SM-3 Block 2A missiles in 2018. The Foreign and Defense ministries believe it will be difficult to reject Gates' request, the sources said. In December 2004, Japan and the United States signed an agreement for bilateral cooperation on a ballistic missile defense system. At the time, Japan exempted U.S.-bound exports of missile interceptors to be developed by the two countries from its arms embargo rules. Following an agreement on joint development of a new missile interceptor, Japan and the U.S. exchanged diplomatic documents on banning its transfer to third parties or its use for purposes other than originally intended without Japan's advance agreement. The sources said Japan would probably be forced to exempt the export of the interceptors to third countries or give its nod in advance as stated in the documents. The United States is hoping to get an answer to Gates' request by the end of 2010, and envisages Japan exporting the new interceptors to European countries, including Germany, the sources said. SM-3 interceptors are designed to be launched from warships equipped with the sophisticated Aegis air defense system against intermediate ballistic missiles. Japan began deploying the U.S.-developed SM-3 Block-1 interceptors on its Aegis destroyers in fiscal 2007. In fiscal 2006, Japan and the United States began to jointly develop the SM-3 Block 2A, an advanced and more accurate version. Japan is developing the core part of the interceptor, which protects an infrared ray sensor from heat generated by air friction, while the United States is in charge of developing the warhead, called the Kinetic projectile, which would hit and destroy a ballistic missile. Japan's arms embargo dates back to 1967, when then Prime Minister Eisaku Sato declared a ban on weapons exports to communist states, countries to which the United Nations bans such exports and parties to international conflicts. The policy was tightened in 1976 when then Prime Minister Takeo Miki imposed an almost blanket ban on the export of weapons. But in 1983, Japan exempted exports of weapons technology to the United States from the embargo.

(NSI News Source Info) JERUSALEM, Israel - September 13, 2009: On Sunday, the USS Higgins hauled up its anchor and sailed out of Haifa Port where it had docked for a short visit. An Arleigh Burke class destroyer - one of the largest and most powerful naval vessels built in the United States - the Higgins is one of 18 American ships with an Aegis interceptor system, capable of destroying enemy ballistic missiles above the atmosphere. In just a few weeks, additional Aegis vessels will arrive here to participate in the biennial Juniper Cobra missile defense exercise that the IDF has been holding with the US European Command (EUCOM) and Missile Defense Agency since 2001. This year's drill, scheduled for mid-October, is being described as the largest joint exercise ever held by the countries. During it they will jointly test four ballistic missile defense systems. In addition to the Aegis, the MDA and EUCOM are sending THAAD and Patriot 3 missile defense systems - America's most-advanced - for the first time. While the Higgins has not yet needed to use its Aegis system to intercept missiles fired into Israel, its crew is intimately familiar with the country's various security issues, particularly along the northern border. The ship is named for US Marine Col. William R. Higgins, who was kidnapped by Hizbullah in southern Lebanon in 1988, while serving as a commander of a UN peacekeeping mission. In August 1989, a cell linked to Hizbullah murdered him in response to the IDF kidnapping of Sheikh Abdul Karim Obeid, a senior cleric and leader of the guerrilla group who was involved in the kidnapping. His body was dumped, over a year later, on a Beirut side street. Israel had planned to use Obeid to obtain information regarding the fate of IAF navigator Ron Arad. Obeid was released in 2004 in exchange for the bodies of three soldiers - kidnapped in October 2000 - as well as shady businessman Elhanan Tannenbaum, in a large prisoner swap with Hizbullah. The cooperation between Israel and the US on missile defense dates back to the mid-1980s when they began to jointly develop the Arrow missile defense system. Since then, the US government has spent close to $3 billion on the Arrow, which is manufactured by Israel Aerospace Industries and Boeing. Earlier this year, Congress approved additional funding for the development of the Arrow 3, a larger version with greater range and the capability of intercepting missiles at higher altitudes. The cooperation peaked ahead of the 1991 Gulf War when the first Bush administration sent Patriot missile batteries to help defend the country against Saddam Hussein's Scud missile attacks. Last October, the Bush administration gave Israel a farewell gift in the form of the X-Band radar, which is deployed in the Negev and is capable of detecting targets thousands of miles away, providing five to seven minutes of warning before an Iranian missile strikes. This is in contrast to the 10 seconds the residents of Sderot have when a Kassam rocket is launched from the Gaza Strip. Juniper Cobra, senior defense officials said this week, is aimed at creating infrastructure in case Israel is attacked and the US decides to send the Aegis or THAAD to bolster the Arrow. The exercise spans several days and involves hundreds of Israeli and American soldiers, mostly from the air force. The primary focus of the Juniper Cobra exercise held in 2007, for example, was integrating the lower-altitude US Patriot missile systems with the higher-altitude Arrow-2. This year, the integration will focus on improving the interoperability between the Arrow, THAAD and Aegis. Officials said that the exercise may include live fire by the systems - most likely the Patriot - but the teams will mainly conduct computerized simulations of various threat scenarios launched from fictitious countries. The threats are then tracked and engaged by the various systems and the teams jointly write doctrine and staff procedures. For Israel, the exercise could not have come at a more important time. Since the beginning of the year, Iran has made some impressive leaps with its ballistic missile development, culminating with the February launch of its first homemade satellite - called Omid - as well as the successful launch in May of a new missile, the Sajil, that has a range of more than 2,000 kilometers, easily reaching most of Eastern Europe. This is impressive considering that just 10 years ago, the Iranians only had Scud B and C missiles. Today, they have their own production line of Shihabs and Sajils, for which they are building underground silos. In addition, Israeli assessments are that the Iranians will soon be capable of independently manufacturing their own version of the BM25 missile which they received from North Korea and has a range of more than 3,000 km. According to the assessments, the launch of the Omid demonstrates that Iranian scientists have also made breakthroughs in guidance technology which has also likely been applied to its ballistic missiles. According to Uzi Rubin, founder of the Arrow missile and a former head of the Homa Missile Defense Agency, Iran can also take unguided rockets like the Zelzal - which are also in Hizbullah's hands - and turn them into guided rockets with ranges topping 220 km. "This is an original Iranian project; we don't see it anywhere else," Rubin noted in a recent briefing at the Jerusalem Center for Public Affairs. The second major breakthrough is in the propulsion systems, which Iran has succeeded in upgrading from liquid to solid fuel. The main difference is that a missile that operates on liquid fuel needs to be fueled very close to launch, making it easier to discover with surveillance satellites or hovering aircraft. Solid-fuel missiles have a significantly longer shelf life and can be stored in underground silos for a long time, allowing the Iranians to just lift their cover and launch. It is not an easy task though to assess Iran's progress in missile development. On May 19, the EastWest Institute, a New York-based think tank that monitors global security, issued a report claiming that there was "no reliable information" on Iran's success in developing a solid fuel rocket. The next day, on May 20, Iran test fired the Sajil, proving without a doubt that it had independently mastered the capability. These developments indicate as possible reversal in roles between Iran and North Korea. If Teheran bought technology from Pyongyang two decades ago, today the flow of technology is believed to have reversed.

When testing concludes, the full Aegis Weapon System will be ready for installation in HMAS Hobart, the first of three Australian Air Warfare Destroyers under contract. Lockheed Martin’s Production Test Center replicates a ship’s superstructure and allows for the first integration of all the subsystems of the Aegis Weapon System, including the SPY-1D(V) radar, illuminators, all computing hardware, and the cabling that will be used in the final ship installation. In its Production Test Center, Lockheed Martin conducts testing concurrently with each subsystem’s installation, as well as with the entire completed Aegis Weapon System, in order to ensure the system is ready for the rigors of sea before it ever leaves land. “This land-based testing process is critical to the exacting reliability that Aegis continually delivers, and will deliver for the Australian Navy,” said Orlando Carvalho, vice president and general manager of Lockheed Martin’s Surface/Sea-Based Missile Defense Systems line of business. Upon completion of the testing, the Aegis Weapon System will be shipped to ASC Shipyard in Adelaide, Australia, when the shipyard is ready to install the system. It was commissioned in Boston on 20 September 1986, within sight of the historical monument commemorating the namesake battle. After commissioning, BUNKER HILL entered the Pacific Fleet via the Panama Canal. BUNKER HILL made its first deployment in July 1987, nearly one year ahead of schedule. During the deployment, the ship provided an anti-air warfare umbrella for the USS MISSOURI (BB 63) and USS RANGER (CV 61) battle groups and U.S. flagged tankers and ships transiting the Strait of Hormuz. In August 1988, the ship moved to Yokosuka, Japan joining the USS MIDWAY (CV 41) battle group. Shortly thereafter, the ship departed for a four month deployment in the U.S. Seventh Fleet area and was awarded the Meritorious Unit Commendation.From November 1990 through March 1991, BUNKER HILL was deployed to the Arabian Gulf in support of Operation Desert Shield and Desert Storm. The ship directed the tactical employment of 26 ships and over 300 combat aircraft from six nations. BUNKER HILL also launched a total of 28 Tomahawk cruise missiles against targets in Iraq. The cruiser was awarded the Navy Unit Commendation, the Combat Action Ribbon, and the Kuwait Liberation Medal for its exceptional performance. In July 1991, BUNKER HILL escorted the USS MIDWAY to Pearl Harbor, Hawaii for a turnover with USS INDEPENDENCE (CV 62). In March 1992, BUNKER HILL was part of the last battle group to visit the U.S. Naval Base at Subic Bay, Republic of the Philippines. In April 1992, BUNKER HILL departed Yokosuka for a seven month deployment to the Arabian Gulf. In the test carried out late Thursday, an interceptor missile from a naval destroyer, the USS Hopper, shot down a short-range ballistic missile, the Missile Defense Agency said in a statement. (The US military said Friday ~ July 31, it had carried out a successful test of its missile defense system off Hawaii's coast). The destroyer's Aegis weapon system "successfully guided the SM-3 (interceptor) to a direct body-to-body hit, approximately two minutes after leaving the ship," the agency said. "The intercept occurred about 100 miles (161 kilometers) above the Pacific Ocean," it said. On July 4, the US Independence Day holiday, North Korea launched seven missiles into the Sea of Japan in defiance of United Nations resolutions. It was the biggest salvo of ballistic weaponry since the North fired a long-range Taepodong-2 and six smaller missiles in 2006, also on July 4. North Korea's long-range missiles in theory could threaten the US Pacific coast, and before July 4 officials in Washington said the regime might launch a missile towards the US island state of Hawaii. In Thursday's test, the target missile was launched from the island of Kauai and two other warships joined in the test dubbed "Stellar Avenger," which was a joint effort of the US Navy and the Missile Defence Agency. The latest test marks the 19th successful shoot-down out of 23 tests at sea using the Aegis missile defense system, including knocking out a malfunctioning US spy satellite in February 2008, it said. Lockheed Martin and New Jersey-based Sensors are main contractors for the Aegis system on naval ships, and Raytheon is the prime contractor for the interceptor missiles.

The event also successfully demonstrated two new capabilities on other ships. These tests mark the continued successful engineering development of the next generational upgrade in Aegis BMD capability. The Aegis BMD system on USS HOPPER (DDG-70) detected and tracked the ballistic missile target, and computed a targeting solution to guide an SM-3 Block IA missile to a successful exo-atmospheric (outside the atmosphere) intercept. Nearby on the testing range, USS LAKE ERIE (CG-70) tracked the ballistic missile target and the post-intercept debris with an advanced BMD signal processor. The processor provides additional target discrimination capability and is part of the new Aegis BMD baseline 4.0.1, which was installed on USS LAKE ERIE in June for testing and certification. Aegis BMD 4.0.1 builds on earlier versions of the system that are operationally certified by the U.S. Navy and deployed in the Fleet. Over the next year, USS LAKE ERIE will complete a series of tests, leading up to full operational certification of the upgraded Aegis BMD 4.0.1 system in early 2011. Also nearby, USS O’KANE (DDG-77) used a prototype kill assessment system and a modified Mk 99 fire control system to collect telemetry data for improved post-mission analysis. Immediately following the first mission, USS LAKE ERIE (CG-70) conducted another successful tracking exercise against a second ballistic missile target, while the USS HOPPER and USS O’KANE both executed simulated engagements against the target. No intercept was planned or attempted. The Missile Defense Agency and the U.S. Navy are jointly developing Aegis BMD as part of the United States’ Ballistic Missile Defense System (BMDS). Recently the Navy’s independent operational test agent assessed the Aegis BMD and SM-3 Block IA system to be operationally effective and operationally suitable. Currently, a total of 20 Aegis BMD-equipped warships – 18 in the U.S. Navy and two in the Japanese Maritime Self-Defense Force – have the certified capability to engage ballistic missiles and perform long-range surveillance and tracking missions. Three additional U.S. East Coast-based Aegis-equipped ships are being modified to perform ballistic missile defense in the next six to 12 months. This newest upgrade to the operational BMD system deployed today adds the capability to defeat short-range ballistic missiles as they re-enter the atmosphere in their final (terminal) stage of flight. The system is already certified to defeat longer range ballistic missiles above the atmosphere. By June 2009, Aegis BMD version 3.6.1 will be installed in the U.S. Navy’s 17 of 18 Aegis BMD-equipped ships. Beginning next summer, Aegis BMD version 3.6.1 will also be installed on three additional Aegis-equipped ships, all homeported on the east coast, being modified to perform ballistic missile defense. Separate from the 3.6.1 installations, the Aegis BMD capable ship USS Lake Erie (CG 70), is being fitted with the next Aegis BMD spiral that includes an improved on board computing capability and the Standard Missile-3 Block IB. USS Lake Erie will begin sea trails of this next spiral in 2009. The Navy’s latest upgrade certification of the proven sea-based missile defense system followed a thorough government test and evaluation, including a June 2008 test mission with the Aegis BMD cruiser USS Lake Erie.
