(NSI News Source Info) SINGAPORE - December 4, 2012: Oshkosh Defense, Oshkosh, Wis., is being awarded $13,897,265 for fixed-price delivery order #0018 under previously awarded indefinite-delivery/indefinite-quantity contract (M67854-12-D-0209). 

This delivery order is issued for the purchase of fiscal 2013 medium tactical vehicle replacement engineering change proposal kits, reducible height armor kits, and 300 Amp Alternators for the Navy Seabees. 

Contract funds in the amount of $13,879,265 will be obligated at the time of award.  Work will be performed in Oshkosh, Wis. (89 percent) and Israel (11 percent), and work for this delivery order is expected to be completed by Oct. 31, 2013.
  
Contract funds in the amount of $2,246,112 will expire at the end of the current fiscal year.

The TerraMax technology recently completed its first limited technical assessment for the U.S. Marine Corps Cargo UGV initiative, and Oshkosh will soon begin training Marines to independently conduct autonomous convoy missions for evaluation.

The Cargo UGV program utilizes an Oshkosh Medium Tactical Vehicle Replacement (MTVR) equipped with Oshkosh’s TerraMax UGV technology, resulting in an unmanned vehicle that has the potential to increase operator’s situational awareness, or reduce Warfighters’ exposure to lethal attacks. The Cargo UGV program is sponsored by the Marine Corps Warfighting Laboratory (MCWL) and the Joint Ground Robotics Enterprise (JGRE) Robotics Technology Consortium (RTC).

“The first limited technical assessment of Oshkosh’s TerraMax technology on the MTVR involved numerous tests and successful results, including obstacle avoidance, leader-follower behavior, GPS-denied operation and water crossings,” said John Beck, chief unmanned systems engineer for Oshkosh Corporation. “We are excited to be getting this technology into the hands of the Marines next week, when we train them to operate the system and gain their valuable feedback on its performance in a tactical environment.”

Accomplishments achieved during the Cargo UGV program’s first limited technical assessment included:

• Completion of more than six miles of driving without GPS input
• Successful avoidance of all obstacles
• Successful tracking of a variety of cooperative and non-cooperative vehicles

Oshkosh has advanced its TerraMax technology to deliver high performing road-following behavior, even in the absence of GPS. Oshkosh is incorporating short-range radars to provide 360-degree close-proximity obstacle detection and avoidance, which will allow a TerraMax-equipped vehicle to operate safely around pedestrians and in traffic, even in dusty conditions. Oshkosh received a contract for the Cargo UGV initiative in June 2010.

The Oshkosh TerraMax UGV technology is designed to retain a vehicle’s original payload and performance capabilities. Designed as a scalable kit, it can be integrated on vehicles, including those built by other manufacturers, as they are produced or retrofitted on existing vehicle fleets. The TerraMax technology can function in the same weather conditions and operating environments as manned vehicles, requiring minimal human interaction and operator training.

Oshkosh executives will be on hand with the TerraMax-equipped Cargo UGV at AUVSI to discuss the vehicle at booth #3230.

Army driver Private Matt 'Pimmy' Pimblett with the Mastiff Armoured Battlefield Ambulance in Helmand province[Picture: Crown Copyright/MOD 2009] Private Matt 'Pimmy' Pimblett, who has served two previous tours in Iraq, is now working in Afghanistan as a Royal Logistic Corps (RLC) driver with 254 Medical Regiment. Based in Camp Bastion, Pte Pimblett has driven the Mastiff armoured ambulance vehicle on Combat Logistic Patrols all over Helmand and Kandahar provinces in the south of the country. The logistic patrols ensure that the troops in the Forward Operating Bases (FOBs) receive the food, water, ammunition and supplies they need. The patrols have to contend with occasional small arms fire, rocket-propelled grenades (RPGs) and the improvised explosive device (IED) threat, so the presence of an ambulance vehicle is essential. Pte Pimblett said: "We supply people at FOBs with food, ammo, medical kit, and post, so it's very important. It's a dangerous job due to the IED threat. "We've had small arms fire and RPGs fired at us, found IEDs, and have assisted with the extraction of dead Afghan soldiers." "It was an eye-opener to the realities of war and the effects it can have on people's lives. "Nevertheless, I like getting stuck into the work and, although it may seem strange to people back home, I quite like the danger as I love the adrenaline rush!" Another RLC driver, Corporal Graham Laurence, is currently serving with 253 (North Irish) Medical Regiment in Afghanistan, also based at Camp Bastion. Cpl Laurence drives the battlefield ambulance, taking patients, many who have serious traumatic conditions, from the medical helicopters to the emergency department of the field hospital. Cpl Laurence said: "I was initially concerned to how I would react to seeing such things but after a while I was OK when I did see injured patients. "I am now comfortable carrying out my duty. It is really fulfilling to know that I played a critical role in getting soldiers to urgently needed specialist medical care." Cpl Laurence has also driven local Afghan civilians, who are sometimes treated in the hospital, out of Camp Bastion so they could go home: "It can be difficult communicating with the Afghans due to obvious language difficulties, but it does give a valuable insight into their culture and customs," he said.

These contracts will help advance diesel-electric and hybrid-electric drive technologies to improve fuel efficiency and on-board power capabilities. In collaboration with the Office of Naval Research, Marine Corps PEO Land Systems is providing technical and program support for each effort. Work for both contracts is scheduled to go through 2011. “Oshkosh Defense is a leader in military vehicle technology development and these contracts will further the innovative work we have done for future military fleets,” said Andy Hove, Oshkosh Corporation executive vice president and president, Defense. “Building on existing diesel-electric and hybrid-electric technologies will help Oshkosh develop more efficient, powerful and versatile vehicles.” Under the first contract, Oshkosh Defense will conduct hybridization and repower research efforts for the U.S. Marine Corps’ Medium Tactical Vehicle Replacement (MTVR). These efforts are targeted to improve the vehicle’s fuel efficiency and deliver industry-leading exportable power while maintaining the MTVR’s mobility, performance and effectiveness. In addition to integrating a lighter, higher-powered engine and maximizing common intake, exhaust and cooling system components, Oshkosh will incorporate a capacitor-based energy storage system to store energy during vehicle deceleration and idle periods. These advanced technologies will reduce engine and fuel demands during acceleration. Under a second contract, Oshkosh will develop an advanced and lightweight synchronous generator that can be used on diesel-electric military vehicles. The goal is to reduce the generator’s weight by 40 percent while maintaining the vehicle’s performance and power qualities. A second component of this contract includes the development of a next-generation traction system for improved off-road mobility with increased efficiency of operation. Oshkosh will oversee production of 2,244 Mine Resistant Ambush Protected All-Terrain Vehicles, which are designed to have MRAP-like protection while offering better mobility on rugged terrain. The Wisconsin-based vehicle maker will oversee production of 2,244 heavily anticipated Mine Resistant Ambush Protected All-Terrain Vehicles, and the order could grow to as many as 10,000 M-ATVs, Pentagon officials have said. The M-ATV is needed to provide the same type of protection expected of the MRAP while offering additional mobility, top Pentagon officials have said. MRAPs have struggled with the rocky terrain in Afghanistan. On June 2, the Joint Requirements Oversight Council approved a plan for 5,244 M-ATVs to be built, said Cheryl Irwin, a Pentagon spokeswoman. The plan calls for the Army to receive 2,598, with the Corps getting 1,565, Special Operations Command receiving 643, the Air Force getting 280 and the Navy receiving 65. An additional 93 vehicles would be set aside for testing, Irwin said. Because of the Pentagon’s urgent demand for these vehicles, Oshkosh began daily production on its manufacturing line a few weeks ago and may enlist the help of others to increase production, company officials said in statement. Oshkosh beat out three other teams to build the M-ATV: BAE Systems, Navistar International Corp., and Force Dynamics, a joint venture between General Dynamics Corp. and Force Protection Inc.
