(NSI News Source Info) MOSCOW, Russia - October 23, 2010: Russia will need to build more than 150 Bulava ballistic missiles in the next decade, an expert on the Russian arms industry said on Friday.

Igor Korotchenko, editor-in-chief of the National Defense magazine, told RIA Novosti that at least 124 missiles would be required for the eight Borey class nuclear-powered submarines that will enter service over the next decade, and a further 30 or 40 will have to be set aside for test launches.

In order to reach that goal, the capacities of the only plant producing Bulava missiles, near the town of Votkinsk in the Urals, will have to be increased, he said.

The development of the Bulava has been beset by problems, but the latest test launch was successful.

The missile, which was fired from the Dmitry Donskoy submarine in the White Sea on October 7, hit its designated target in the Kura test range in Russia's Far Eastern Kamchatka region.

The Bulava (SS-NX-30), a three-stage liquid and solid-propellant submarine-launched ballistic missile (SLBM), has officially suffered seven failures in 13 tests.

Test launches were put on hold after a failed launch on December 9, 2009, which was caused by a defective engine nozzle.

Two more test launches are planned before the end of the year: one from the Dmitry Donskoy sub, and the other from Russia's newest strategic nuclear-powered submarine, the Borey class Yury Dolgoruky.

The Russian Navy is planning to conduct at least four test launches of the Bulava ballistic missile at the end of June. "I believe that this summer will be decisive in terms of adopting Bulava for the service with the Navy," First Deputy of the Naval General Staff Vice Admiral Oleg Burtsev said in an interview with Ekho Moskvy radio station on Saturday. "We will continue Bulava tests launches from Dmitry Donskoy submarine and ultimately from Borey class Yury Dolgoruky sub, which is scheduled to carry out several test launches during sea trials," Burtsev said. The Yury Dolgoruky is the first of Russia's Borey class strategic nuclear submarines, which have been exclusively designed for the Bulava, and is currently undergoing sea trials. The admiral confirmed that if the tests are successful, both the submarine and the missile could be put into service with the Russian Navy by the end of 2010. The Bulava (SS-NX-30) is a three-stage liquid and solid-propellant submarine-launched ballistic missile (SLBM). It carries up to 10 MIRV warheads and has a range of over 8,000 kilometers (5,000 miles). The Bulava submarine-launched ballistic missile (SLBM) has officially suffered seven failures in 12 tests. Some analysts suggest that in reality the number of failures was considerably larger, with Russian military expert Pavel Felgenhauer contending that of the Bulava's 12 test launches, only one was entirely successful. "So far the Bulava tests have not been very successful, but we are looking for the causes [of the failures] and working to rectify them, and we will definitely bring this work to conclusion," Serdyukov said. He also said the Sineva strategic missile would remain in service with the Armed Forces for the next several years. On Thursday, Russia successfully test-launched a Sineva intercontinental ballistic missile from a submarine in the Barents Sea. The RSM-54 Sineva (NATO designation SS-N-23 Skiff) is a liquid-propellant submarine-launched ballistic missile designed for Delta IV-class submarines that can carry up to 16 missiles each. The Sineva, which is already in service, is seen as a rival to the troubled Bulava, which has been specifically designed for the new Borey-class submarines, but whose future development has been called into question by some lawmakers and defense industry officials over a string of failed tests. However, the Russian military has insisted that there is no alternative to the Bulava and pledged to continue testing the missile until it is ready to be put into service with the Navy.

The missile, which is being developed by the Moscow-based Institute of Thermal Technology (MITT), has suffered six failures in 11 tests. The general director of the institute has resigned over the failures, seen as a setback in the development of Russia's nuclear deterrent. Sergei Kovalyov, who helped design three generations of Russia's strategic submarines, said the testing of Bulava, which is the most advanced submarine-launched ballistic missile ever developed in Russia, is a very complex process and takes time and effort to succeed. "Beyond any doubt, Bulava is a much more sophisticated missile [than the previous missiles]. Although we lag behind in the electronics, it uses far more sophisticated materials and components. Solid-fuel missiles are used around the world. The Topol [land-based missile] flies. I am convinced that Bulava will fly as well," Kovalyov said in an interview published by the Rossiiskaya Gazeta government daily on Thursday. The expert dismissed criticism over serious problems in the Bulava missile testing process, saying the designers were forced to bypass required testing stages due to a lack of funds and the lack of necessary facilities. "In Soviet times, during the first stage of trials, dummy missiles were fired from a floating launch pad in Balaklava [a town on the Crimean Peninsula, which now belongs to Ukraine] to test the underwater segment of the trajectory," Kovalyov said. "After that, similar tests were conducted on board a re-equipped submarine. They were followed by a number of launches from a land-based launch pad in Nenoks in the Arkhangelsk region to test the flight range," he said. In the case of the Bulava missile, "there were no conditions to carry out tests at a floating launch pad in Balaklava, and there was no opportunity to conduct ground-based tests of the missile either, because the funds needed to build launch pads and a new silo were not provided." The expert also complained about the poor quality of missile components provided by a large number of sub-contractors, and the absence of military representatives at manufacturing plants to ensure quality control. "Some of the failed launches were caused by faulty components, which the military reps would never allow to pass," Kovalyov said. He also dismissed as "pure nonsense" media speculation that the U.S. was interfering with Bulava tests by using powerful radars or laser beams. "No country in the world possesses such a capability," the designer said. The Russian Defense Ministry said in July the Bulava tests could resume as early as in August.

"In our understanding, it is important to know exactly what the Navy should be by the year 2050, proceeding from two things: it must be a balanced nuclear missile force and, secondly, it must comply with the state's national interests and economic possibilities," Adm. Vladimir Vysotsky said on the occasion of Russia's Navy Day being celebrated on Sunday. Vysotsky said the Russian Navy should develop harmoniously without any preference given to the construction of surface ships or submarines. "We will be building combat systems in addition to warships. I call this the construction of the Navy with open architecture, which will feature combat systems, complexes, ships, aircraft, anti-missile defense, outer space and the submarine environment," he said. Vysotsky said that failures with the tests of Russia's new Bulava sea-launched intercontinental ballistic missile manifested a crisis in the development of technologies in Russia. The missile, which is being developed by the Moscow-based Institute of Thermal Technology (MITT), has had six failures in 11 tests, and the general director of the institute resigned on Tuesday over what is believed to be a serious setback in the development of Russia's nuclear deterrent. At the same time, the Navy chief said that Russia's modern Project 955 Borey nuclear-powered strategic submarines were not intended to be equipped with Sineva ballistic missiles instead of Bulava. Under the Russian State Arms Procurement Program for 2007-2015, the Navy is expected to receive at least five Project 955 Borey nuclear-powered strategic submarines equipped with new Bulava ballistic missiles and two Project 885 Yasen nuclear multipurpose attack submarines. The RSM-54 Sineva (SS-N-23 Skiff) is a third-generation liquid-propellant submarine-launched ballistic missile (SLBM) that entered service with the Russian Navy in July 2007. It can carry four or 10 nuclear warheads, depending on the modification, and has a maximum range of over 11,500 kilometers (about 7,100 miles). (NSI News Source Info) MOSCOW, Russia - July 17, 2009: Russia's latest test of its advanced submarine-launched ballistic missile Bulava has failed, with the missile self-destructing, the Defense Ministry said Thursday — another setback for the nation's efforts to upgrade its aging arsenal. The failure was the seventh in 11 test launches for the Bulava, and could have consequences for Russia's top missile designers and missile force commanders. The Defense Ministry said in a statement that the missile was fired Wednesday from the submarine Dmitry Donskoi, but its first-stage malfunctioned and the weapon self-destructed. No other information was released. Russian forces earlier this week conducted two successful tests of another less-advanced missile, the Sineva. Military analysts, however, had been closely watching for the latest, long-promised test of the Bulava. Defense Ministry officials had suggested a test was likely on Wednesday. However, there was no announcement of any sort that day, stoking speculation that the missile had again failed. "Another failure would certainly provoke a serious soul searching in Russia," Pavel Podvig, a well-known analyst of Russia's missile forces, wrote in his blog on Wednesday. "It is probably too late to shut the program down, but the fact that the industry is not able to get the missile to fly ... is quite worrying." Despite the failures, Russian leaders have boasted about the Bulava's capability to penetrate missile defenses and described it as a key part of the military's future nuclear arsenal. Military commentator Alexander Golts said the failure was due to the fact that top government and military leaders were rushing to upgrade the aging-Soviet arsenal to keep up with the U.S.' technological advances. He said missile designers skipped crucial steps in the testing process, such as running tests on land, instead of going straight to maritime conditions. He also noted that the Bulava is the first missile to be designed and manufactured in post-Soviet Russia. That means that many of the research institutes and scientists who worked closely under the Soviet military industrial complex have withered away, for lack of government funding. "The system disappeared, and they've had to build the system from scratch, and therefore serious failures," he said. Deputy Prime Minister Sergei Ivanov, who is overseeing efforts to upgrade some of Russia's military capabilities, was quoted last month as saying that the Bulava would have to undergo many more tests before being commissioned into use. Ivanov also blamed the failures on manufacturing flaws, saying that it's difficult to control the quality of all parts supplied by the 650 subcontractors involved.

The "Bulava" is a submarine-launched ballistic missile under development in Russia. The Moscow Institute of Thermal Technology is chiefly responsible for the missile's design. The Bulava carries the NATO reporting name SS-NX-30 and has been assigned the GRAU index 3M30. In international treaties, the common designation RSM-56 is used.
"The next launch is planned for the second half of July, and a total of four or five launches are planned in 2009," Adm. Vladimir Vysotsky said. Despite five failures in 10 trials, the last unsuccessful trial being in December 2008, Russia's Defense Ministry is planning to complete Bulava tests and put the ICBM into service by the end of 2009. "It will fly, it will definitely fly," Vysotsky told reporters. The Russian military says the Bulava, along with Topol-M ballistic missiles, will become the backbone of Russia's nuclear triad. The triad comprises land-based ballistic missile systems, nuclear-propelled submarines armed with sea-launched ballistic missiles, and strategic bombers carrying nuclear bombs and nuclear-capable cruise missiles. The Bulava-M (SS-NX-30) ICBM carries up to 10 nuclear warheads and has a range of 8,000 kilometers (5,000 miles). The three-stage ballistic missile is designed for deployment on Borey-class Project 955 nuclear-powered submarines. Currently, six types of silo-based and road-mobile ICBMs, including the heavy Voyevoda (SS-18 Satan), capable of carrying 10 warheads, and the Topol-M (Stalin), are in operational service with the Strategic Missile Forces. The SMF reportedly has a total of 538 ICBMs, including 306 SS-25 Topol (Sickle) missiles and 56 SS-27 Topol-M missiles.

(NSI News Source Info) BALABANOVO, Russia - June 12, 2009: Topol-M and Bulava ballistic missiles will constitute the backbone of Russia's nuclear triad, a senior defense ministry official said on Wednesday. Russian Topol-M intercontinental ballistic missile is displayed during a Victory Day parade rehearsal on April 24, 2009 in Alabino, outside Moscow, Russia. On May 9, 2009 Russia will mark the 64th anniversary of the Soviet Union's victory over Nazi Germany in World War Two. Russia's nuclear triad comprises land-based ballistic missile systems, nuclear-powered submarines equipped with sea-based ballistic missiles, and strategic bombers carrying nuclear bombs and nuclear-capable cruise missiles. "Topol-M and Bulava ballistic missile systems will be the core of the Russian nuclear triad," said Maj. Gen. Alexander Shevchenko, in charge of Armed Forces' armaments maintenance and support. At present, six types of silo-based and mobile ICBM system of the fourth and the fifth generation, including the heavy Voyevoda (SS-18 Satan), capable of carrying 10 warheads, and the Topol-M (Stalin) systems, are on combat duty with the Strategic Missile Forces. According to open sources, the total arsenal of Russia's SMF comprises 538 ICBMs, including 306 SS-25 Topol (Sickle) missiles and 56 SS-27 Topol-M missiles. In line with a new military doctrine, Russia will completely modernize the naval component of its nuclear triad by 2016. Fourth-generation Borey-class nuclear-powered submarines armed with Bulava ballistic missiles will form the core of Russia's fleet of modern strategic submarines. Shevchenko said the Russian Navy would commission two Borey-class nuclear submarines, Yury Dolgoruky and Alexander Nevsky, in the near future. Each submarine is capable of carrying up to 16 Bulava-M ballistic missiles. Russia will also modernize and expand its fleet of strategic bombers and create a national air-and-space defense network. According to various sources, the Russian Air Force currently deploys 141 Tu-22M3 Backfire bombers, 40 Tu-95MS Bear bombers, and 14 Tu-160 Blackjack planes. Russia plans to build at least one new Tu-160 bomber every one or two years to increase the number of available aircraft to 30. Deputy Prime Minister Sergei Ivanov said in February that Russia would continue developing and modernizing its nuclear triad despite the current global economic crisis.

(NSI News Source Info) MOSCOW - June 1, 2009: Russia's navy has 12 nuclear-powered ballistic missile submarines in service, but only eight of them are combat-capable, a Russian military analyst said on Monday. The Typhoon class submarine is a type of nuclear-powered ballistic missile submarine deployed by the Soviet Navy in the 1980s. With a maximum displacement of 26,000 tonnes (26,000 long tons), Typhoons are the largest class of submarine ever built. The source of the NATO reporting name remains unclear, although it is often claimed to be related to the use of the word "typhoon" by Leonid Brezhnev in a 1974 speech while describing a new type of nuclear ballistic missile submarine. In its day it was one of the most feared weapons of mass destruction ever made. Although technically able to successfully deploy their long-range nuclear missiles while moored at their docks, Soviet doctrine for these vessels was to have them attack North America while submerged under the arctic circle, avoiding the traversal of the GIUK gap to remain safe from enemy attack submarines and anti-submarine forces. The cost of operations for the Typhoon submarines was so high that the Russian Navy retired all but one of them in favor of older Delta class SSBNs after the collapse of the Soviet Union. "Out of 12 vessels, Northern Fleet's Typhoon class Dmitry Donskoi submarine has been overhauled to test new Bulava sea-based ballistic missiles, six Delta-IV class units are being refitted with modernized version of the R-29RM (SS-N-23) missile, known as Sineva, and five Delta-III class submarines are deployed with the Pacific Fleet" said Mikhail Barabanov, editor-in-chief of the Moscow Defense Brief magazine. "Submarines of the Delta-III class are being gradually decommissioned. About eight [strategic] submarines in total are considered combat-ready," the analyst said. He added that two Typhoon class submarines, the Arkhangelsk and the Severstal, remain in reserve at a naval base in Severodvinsk in north Russia, but they are not fitted with missiles and need further repairs. Typhoon class subs will be replaced by new-generation Borey class strategic submarines, which will be equipped with Bulava sea-based ballistic missiles. Russia started mooring trials of the first Borey class vessel, the Yury Dolgoruky, in March. The vessel is 170 meters (580 feet) long, has a hull diameter of 13 meters (42 feet), a crew of 107, including 55 officers, maximum depth of 450 meters (about 1,500 feet) and a submerged speed of about 29 knots. It can carry up to 16 ballistic missiles and torpedoes. Two other Borey class nuclear submarines, the Alexander Nevsky and the Vladimir Monomakh, are currently under construction at the Sevmash shipyard and are expected to be completed in 2009 and 2011. Russia is planning to build a total of eight submarines of this class by 2015. In addition, the Russian Navy has about 30 nuclear-powered attack subs equipped with either SS-N-19 Shipwreck long-range anti-ship cruise missiles or torpedo tubes, but only 17 of them are operational, the analyst said. Diesel-electric submarines are represented by about 20 Kilo class vessels. They will be gradually replaced by Project 667 Lada class submarines. The sub features a new anti-sonar coating for its hull, an extended cruising range, and advanced anti-ship and anti-submarine weaponry, including Club-S cruise missile systems. According to Barabanov, the Russian Navy has at least seven 'special purpose' submarines designed for testing of new technologies and weaponry. Some open sources earlier reported the existence of Project 20120 B-90 Sarov diesel-electric submarine, which has a nuclear reactor as a supplementary power generator. The vessel was commissioned in 2007 and according to some reports may be used by Russia's Northern Fleet as a spy vessel in northern waters.
