(NSI News Source Info) TORONTO, Canada /ORLANDO/MUNICH/ROME - February 22, 2012: Lockheed Martin has begun integration testing on the third completed Medium Extended Air Defense System (MEADS)  battle manager at its facility in Huntsville, Ala.  


Integration testing on the third battle manager will continue throughout 2012 in support of a ballistic missile intercept test planned at White Sands Missile Range in 2013. Two other battle managers are already supporting system testing at Pratica di Mare Air Force Base in Italy and Orlando, Fla.
The MEADS battle manager controls an advanced network-centric open architecture that allows any combination of sensors and launchers to be organized into a single air and missile defense battle element. Through a capability called plug-and-fight, sensors, shooters or other battle managers act as nodes on the network. From the MEADS battle manager, a commander can add or subtract nodes as the situation dictates without shutting down the system.

MEADS International President David Berganini said, “Following the successful first MEADS flight test in November, the team continues to evolve MEADS’ battle management software and the plug-and-fight network, demonstrating coverage and flexibility that other systems cannot provide, including a 360-degree defense that protects our warfighters against next-generation threats.”

Using its 360-degree defensive capability, the advanced MEADS radars and  PAC-3 MSE
Missile, MEADS defends up to eight times the coverage area with far fewer system assets and significantly reduces demand for deployed personnel and equipment, which reduces demand for airlift.

MEADS International, a multinational joint venture headquartered in Orlando, Fla., is the prime contractor for the MEADS system. Major subcontractors and joint venture partners are MBDA in Italy and Germany, and Lockheed Martin in the United States.

The MEADS program management agency, NAMEADSMA, is located in Huntsville, Ala.

(NSI News Source Info) TORONTO, Canada - ORLANDO/MUNICH/ROME, June 21st, 2011: The National Armaments Directors of Germany, Italy and the United States have approved a revised set of development objectives for the Medium Extended Air Defense System (MEADS) program, including two intercept flight tests by 2014.
The refocused development program ensures that key national technologies will be demonstrated and that MEADS will readily mature into the advanced and effective terminal-phase air and missile defense system specified by Germany and Italy, and a viable option for U.S. procurement.
MEADS International (MI) President David Berganini said, “MEADS is a highly robust and flexible system, and that is why it is so important to keep this system moving forward. For example, with just a battle manager, launcher and fire control radar, MEADS provides full 360-degree protection against evolved threats at longer range than any system available today. Additionally, plug-and-fight capability lets other assets seamlessly join the network.”
MEADS is designed to provide full 360-degree protection and to defeat the emerging threat spectrum. It can defend up to eight times the coverage area of current sectored systems while using far fewer system assets. This allows for a substantial reduction in deployed personnel and equipment, with less demand for airlift, which significantly reduces overall system operation and support costs.
The revolutionary network-centric battle manager allows any combination of sensors and launchers to form an Air and Missile Defense battle element for specific mission objectives. Through this capability, MEADS can become the hub for national air and missile defense networks.
MEADS International, the MEADS prime contractor, worked with its NATO MEADS Management Agency (NAMEADSMA) customer to define and prioritize program objectives within authorized funding. By 2014, MI will finalize and demonstrate the MEADS system design and capabilities through modeling, demonstrations and three flight tests with two being intercepts. The scope adds nation-unique follow-on activities to complete system development.
NAMEADSMA General Manager Gregory Kee said, “Because of its advanced capabilities, there is international interest in MEADS. In budget-constrained times, nations need a capability that is modern, operationally more capable than existing systems, and with reduced manning requirements and lower operational costs. MEADS will offer the most advanced terminal-phase air and missile defense technology available at the conclusion of this revised design and development program.”
To support final system integration and flight test activities, MI has taken ownership of facilities at White Sands Missile Range, N.M. Test personnel will move onto the range in May to implement the development test program.

MEADS is designed to provide greater firepower with less manpower than current systems, producing dramatic operation and support cost savings.

The program completed Critical Design Review in August 2010 and has entered the proof of concept test phase that will culminate in two intercept flight tests. Under the Design and Development Memorandum of Understanding, the United States funds 58 percent of the program, and European partners Germany and Italy provide 25 percent and 17 percent respectively as partners in the NATO Medium Extended Air Defense System Management Organization (NAMEADSMO). With 20 successful Aegis BMD intercepts, six successful Terminal High Altitude Area Defense (THAAD) intercepts and 26 successful Patriot Advanced Capability-3 (PAC-3) Missile intercepts since the inception of those programs, Lockheed Martin continues to build on its unmatched legacy as the pioneer of hit-to-kill technologies. “Lockheed Martin is proud to continue to lead ballistic missile defense efforts for the United States and allied nations,” said John Holly, vice president of Lockheed Martin’s newly established Missile Defense Systems operating unit, based in Huntsville, AL. “The depth and breadth of our experience in missile defense systems allows us to meet ever-evolving threats in support of global security.” Lockheed Martin operational systems and next-generation capabilities address each phase of missile defense – boost, ascent, midcourse and terminal – in support of the U.S. Missile Defense Agency’s (MDA) layered Ballistic Missile Defense System (BMDS) and international allies’ requirements. 2009 Missile Defense Milestones – Weapons Systems Aegis: In July, the Aegis BMD system destroyed a ballistic missile target in an at-sea firing under operationally realistic conditions – marking the continued successful engineering development of the next generational upgrade in Aegis BMD capability. The USS Bunker Hill completed its operational trial of its full combat system, which includes Aegis Open Architecture, in August. This milestone is part of the development path to merge Aegis Open Architecture and Aegis BMD in 2012, when the Aegis Modernization program begins for the Navy’s 62 Aegis-equipped destroyers. JS Myoko, Japan’s third destroyer equipped with the Aegis BMD system, successfully intercepted and destroyed a ballistic missile target above the atmosphere during an October test event. Also that month, the MDA awarded a $1 billon follow-on contract providing for the integration of Aegis BMD into the Aegis Modernization program and a contract vehicle for the next five years to continue evolving BMD capability. Additionally, the guided missile cruiser USS Lake Erie – using the latest Aegis BMD baseline version 4.0.1 and new Aegis BSP signal processor – proved successful during a series of long-range tracking, surveillance and engagement exercises against a variety of ballistic missile targets in October. MEADS: In July, the Medium Extended Air Defense System (MEADS) successfully completed Critical Design Reviews (CDRs) for all major components, clearing the way for production of radars, launchers, tactical operation centers, and reloaders needed for system tests. The program is on track to complete its final system-level CDR event in August 2010, with initial flight tests planned for 2012. The program announced that it had received approval to use a European cryptographic device to implement Identification Friend or Foe in October. The selected subsystem makes both of the MEADS radars more robust than other current U.S. systems and provides the highest level of fratricide prevention available to protect coalition pilots. MEADS is designed to permit full interoperability between the U.S. and allied armies, and it is the only medium-range air defense system to provide full 360-degree coverage. PAC-3 Missile: Lockheed Martin broke ground on an expansion of its state-of-the-art PAC-3 Missile production complex in Camden, AR, in May. This new facility will allow for continued production expansion and modest hiring of new employees over the next several years. In September, Airmen of the Japanese Self Defense Force and Lockheed Martin successfully conducted the second Japanese PAC-3 Missile flight test at White Sands Missile Range, NM. The flight test demonstrated the Patriot Configuration-3 upgrades to Japanese Patriot ground system, and the addition of the PAC-3 Missile Segment to detect, track, engage and destroy a tactical ballistic missile target in a realistic battlefield environment. On December 11, Lockheed Martin successfully conducted the PAC-3 Missile PC-08 Flight Test at White Sands Missile Range, NM. Preliminary test data indicates mission objectives were successfully achieved. The test demonstrated system capability using Post Deployment Build -6.5 (PDB-6.5) software to search, detect, track, engage, and kill an aerodynamic Tactical Ballistic Missile (TBM) using a ripple method of fire engagement. THAAD: In March, Lockheed Martin and the U.S. Missile Defense Agency conducted their sixth successful intercept in six attempts of the THAAD weapon system at the Pacific Missile Range Facility in Kauai, HI. This flight test demonstrated the system’s ability to detect, track and intercept a separating target inside the Earth’s atmosphere. This was the first salvo mission, with two THAAD interceptors launched against a single separating target, which is a tactical option for the system. Data indicates the first interceptor successfully destroyed the target while the second interceptor destroyed a large piece of debris from the initial intercept. This year, Lockheed Martin employees celebrated the 10th anniversary of the first THAAD successful intercept and the 25th anniversary of the first hit-to-kill intercept of a ballistic missile target outside of the Earth’s atmosphere.In October, the U.S. Army and the MDA activated the second THAAD Battery at Fort Bliss, TX, signifying the continued integration of THAAD into the U.S. Army’s Air and Missile Defense force structure. Unit training on the second THAAD Battery is underway with equipment hardware deliveries slated to occur within a year. 2009 Missile Defense Milestones – Next-Generation Capabilities and Supporting Systems C2BMC: Command, Control, Battle Management & Communications (C2BMC) continues to support real-world operations 24/7 around the world in 17 time zones, supporting the Missile Defense Agency’s strategic and regional objectives. Logistics and Sustainment: In November, Global Aerospace Logistics, LLC (GAL), Lockheed Martin and Raytheon announced the signing of a Joint Collaborative Agreement that will establish world-class logistics and sustainment services for the United Arab Emirates’ air and missile defense systems. Under the agreement, GAL will work with Raytheon and Lockheed Martin to develop a logistics and sustainment capability to meet the immediate and future needs of the UAE’s air and missile defense strategy. Targets and Countermeasures: Through 2009, Lockheed Martin’s Targets and Countermeasures Program has achieved 33 successful target missions out of 34 since 1996. Lockheed Martin’s unmatched 97 percent reliability rate has included unitary and separating targets, spanning land, sea and air launches. In 2009, Lockheed Martin shipped the next-generation Launch Vehicle-2 target to a test range in preparation for an upcoming test. Space Based Infrared System (SBIRS): In November, the Lockheed Martin-led team developing the Space Based Infrared System (SBIRS) program for the U.S. Air Force successfully completed thermal vacuum testing of the first geosynchronous (GEO-1) satellite, one of the most significant program milestones that validates spacecraft performance in a simulated space environment. The first SBIRS GEO spacecraft is planned for delivery to Cape Canaveral Air Force Station in late 2010, where it will then undergo final processing and preparation for launch aboard an Atlas V launch vehicle. Under its design and development contract, MEADS International will provide six Battle Management, Command, Control, Communications, Computers and Intelligence Tactical Operations Centers, four launchers, one reloader, three surveillance radars, three multifunction fire control radars, and 20 PAC-3 Missile Segment Enhancement missile rounds for the tests, expected to begin in 2012. “We have already produced and qualified a significant portion of the subsystem hardware, providing increased confidence in our major end item products,” said MEADS International President Steve Barnoske. “These timely approvals keep all MEADS system elements on schedule for integration and testing and ultimately for deployment to U.S. and allied forces.” MEADS will meet challenging new requirements not addressed by any previous or planned Air and Missile Defense system. Under development by Germany, Italy and the United States, MEADS is a mobile system that will replace Patriot in the United States and Nike Hercules in Italy. It will replace Hawk and Patriot systems in Germany. The system is designed to permit full interoperability between the U.S. and allied armies, and it is the only medium-range air defense system to provide full 360-degree coverage. With completion of the component-level design reviews, the MEADS program has successfully met criteria to begin a series of system-level CDR events. The tri-national AMD system continues to demonstrate significant progress toward final design approval expected next year. “Entering the system CDR phase is a significant milestone for the MEADS program,” said Executive Vice President Klaus Riedel. “MEADS is an extraordinary system that will provide superior protection for maneuver forces and critical assets against tactical ballistic missiles, cruise missiles, aircraft and unmanned aerial systems. We are ready to demonstrate that the MEADS system design has matured to the requirements set out by Germany, Italy and the United States.” A total of 15 system-level CDR events will be completed in the year ahead and permit final evaluation of MEADS survivability, logistics, safety, integration and test, life cycle cost, and performance. (NSI News Source Info) January 29, 2009: The joint US-Italian-German MEADS (Medium Extended Air Defense System) air defence programme gains momentum. As reported by EADS Defence & Security (DS) on Monday, its Defence Electronics business unit has delivered a first batch of 5,000 transmit / receive (T/R) modules and related electronics for the MEADS Multifunction Fire Control Radar (MFCR). EADS DS is thus the first European company to mass produce the core components for the new AESA (Active Electronically Scanned Array) radar technology on an industrial scale. The MEADS programme thereby obtains a global strategic lead in the deployment of AESA technology.
Within the framework of the MEADS design and development programme, Defence Electronics had been awarded a contract worth about € 120 million for the production of approx. 40,000 T/R modules and associated electronic components, so-called manifolds, which will make the MEADS fire control radar the most powerful radar of its type in the world. These modules are key elements in the new generation of radar systems which are based on AESA technology. AESA radar systems use electronic beam scanning, which is made possible by thousands of T/R modules. This concept offers completely new possibilities for deployment and will therefore be used for most of the future military radars in the world. EADS DS staff from Defence Electronics, Defence and Communications Systems and LFK are cooperating closely on this to ensure the success of the MEADS programme. LFK GmbH / MBDA Germany are responsible for the complete radar antenna.
“The high demands placed on the capabilities of the MEADS radar cannot be met without AESA technology,” declares Bernd Wenzler, CEO of Defence Electronics. “The joint efforts of the various EADS Defence & Security partners have advanced this development to a point where we can supply the participating countries with tens of thousands of deployable modules within a relatively short period.”

MEADS is intended to provide significant operation and support cost savings.
In May 2005, MEADS International signed a definitized contract valued at $2 billion plus €1.4 billion for MEADS design and development. A multinational joint venture headquartered in Orlando, Florida, MEADS International’s participating companies are MBDA in Italy, LFK in Germany and Lockheed Martin in the United States. Together, these companies have focused an international engineering team in Orlando to develop systems and technologies for the MEADS programme, which is closely watched as a model for collaborative transatlantic development.
