(NSI News Source Info) HONG KONG - July 21, 2010: China on Tuesday dismissed claims that it was the world’s largest energy consumer, calling the latest estimates from the International Energy Agency “not very credible”. The energy watchdog disclosed on Monday that China had overtaken the US in energy consumption, according to preliminary estimates. The news – and China’s quick reaction – underlines the sensitivities that surround China’s thirst for energy, particularly as the government struggles to meet ambitious efficiency targets by the year’s end.
Zhou Xian, head of the general office of the Nat­­ional Energy Administration, dismissed the numbers. “When the IEA came to China to publish its energy outlook a couple of days ago, they also overestimated China’s energy consumption and carbon dioxide emissions,” he said. “We think that is because of a lack of knowledge about China, especially about China’s latest developments of energy conservation and renewable energy.” The IEA’s estimates of energy use and demand can change between the preliminary forecasts and the final data – sometimes by a big margin. The IEA’s underestimation of energy demand in 2004 contributed to a global jump in oil prices. Officials from the National Energy Administration have also previously forecast that China will soon overtake the US in energy consumption. It is just a question of when. China’s booming energy demand is caused by rapid economic growth, particularly in heavy industry. Beijing has had limited success in encouraging energy efficiency and in its efforts to ban electricity subsidies for industrial users. It hopes to reduce energy intensity – a measure of energy consumed per unit of GDP – by 20 per cent by the end of the year based on 2005 levels. That target will not be easily met, and the looming deadline puts pressure on officials to crack down on heavy energy users. In a June interview China’s senior climate change negotiator proposed electricity caps in certain sectors. Last month the People’s Bank of China directed Chinese banks to stop lending to energy-intensive industries, according to the China Daily. China’s own numbers for its 2009 energy consumption are lower than the IEA’s. But even those figures suggest that China and the US are neck and neck for the top consumption spot. The IEA estimates that China consumed 2,265m tonnes of oil equivalent in 2009, whereas preliminary data from China’s National Bureau of Statistics puts consumption at about 3,100m tonnes of coal equivalent during the same period. That is about 2,170m tonnes of oil equivalent based on back-of-the-envelope conversions – lower than the IEA’s estimate but almost the same as US energy consumption during the same period. China’s 2009 energy use is still lower than that of the US between 2004 and 2008, according to the IEA. The IEA has in the past said that it hopes China will eventually join the organisation. This year’s statistical review by BP, which is the most widely followed economic review by any company, also found China’s energy use to have surpassed that of the US. BP calculated China had consumed 2.2bn tonnes of oil equivalent last year compared to the US’s 2.17bn. One of the main differences between the IEA numbers and those of China is that the IEA includes China’s consumption of traditional biomass. Fatih Birol, the IEA’s chief economist, said on Tuesday: “A Chinese person consumes only one-third of the amount of energy of someone living in the western world.” But he added that “in terms of energy usage, these do not change the fact that China has become the largest energy consumer in the world”. (NSI News Source Info) NEW DELHI, India - June 10, 2010: Sri Lanka President Mahinda Rajapaksa has proposed discussions on establishing a joint information mechanism on the possibility of oil and gasfields straddling the India-Sri Lanka maritime boundary. In a joint declaration, Prime Minister Manmohan Singh assured Mr. Rajapaksa that this proposal would receive his government's attention and the matter could be discussed further between the two sides. The two countries also agreed to promote dialogue on security and defence issues and step up high-level military exchanges and training of military personnel. Newly recruited Sri Lankan police personnel would be given additional training in Indian institutions. They agreed to institute an annual defence dialogue between the two governments. The two countries would promote the use of space technology for a variety of societal services. India offered to extend the bandwidth to set up satellite-interactive terminals in Sri Lanka. An agreement on conducting a feasibility study for the interconnection of the Indian and Sri Lankan electricity grids was also signed. The two leaders were confident that the agreement would make a significant contribution to enhancing bilateral cooperation in the energy sector. In a step towards strengthening the security and legal framework of the bilateral relationship, Dr. Singh and Mr. Rajapaksa witnessed the signing of the Treaty on Mutual Legal Assistance on Criminal Matters and Agreement on Transfer of Sentenced Prisoners. Both leaders agreed to revive the Joint Commission mechanism and hold its next meeting in the second half of 2010 in order to devise a fuller agenda of bilateral cooperation in various fields. The two leaders were briefed on the progress in discussions between the National Thermal Power Corporation of India and the Ceylon Electricity Board of Sri Lanka on a joint venture to build a 500-MW coal-fired power plant at Sampur in Trincomalee, incorporating environmentally friendly technologies. Sri Lanka expressed its appreciation of India extending an additional concessionary line of credit of $200 million. Mr. Rajapaksa appreciated the credit facilities for about $800 million for railway projects in Sri Lanka. The procurement of rolling stock from India would take place in a phased manner. In the light of past experience, a Steering Committee would oversee the timely completion of the contracted work. In restoring physical and cultural infrastructure and promoting normality in northern Sri Lanka, India agreed to assist in the rehabilitation of the Palaly Airport and the Kankesanthurai Harbour as also help in renovating the Duraiappah Stadium and constructing a cultural centre in Jaffna. India and Sri Lanka agreed to resume ferry services between Colombo and Tuticorin and between Talaimannar and Rameswaram. The two leaders noted the involvement of the Self-Employed Women's Association (SEWA) in addressing rehabilitation of war widows, and witnessed the signing of an MoU on Setting Up of Women's Trade Facilitation Centre and Community Learning Centre at Batticaloa. They also witnessed the signing of the MoU on a Small Development Project Scheme. In bilateral trade, it was agreed that a more comprehensive framework of economic cooperation was required. Officials would hold intensive consultations to develop a framework for sustainable economic partnership and addressing outstanding issues. A CEOs forum would involve the public and private sectors in a dialogue to generate ideas to deepen and broaden the bilateral economic relationship and help chart the future course of business and trade interaction. The two leaders agreed on establishing the Consulate-General of India in Jaffna and in Hambantota to reinforce consular cooperation and friendly links. India welcomed Sri Lanka's interest in establishing an extra post in India, in addition to those in Chennai and Mumbai. They expressed satisfaction with the Joint Statement on Fishing Arrangements of October 2008 and agreed to explore ways to strengthen the safety and security of fishermen and, in this context, directed their officials to revive the meetings of the bilateral Joint Working Group on Fishing. It was also decided to enhance and promote contacts between the fishermen's associations on both sides. Both leaders welcomed the proposal for the restoration of the Tiruketheeswaram temple at Mannar and witnessed the signing of the Programme for Cultural Cooperation for the period 2010-2013. It was agreed to step up links in the educational sector with the two leaders announcing the launching of an “India-Sri Lanka Knowledge Initiative.” Under this Initiative, the University of Colombo would establish a Centre for Contemporary Indian Studies with the support of the Government of India. India announced an expansion of its scholarship programmes in Sri Lanka, including addressing special needs of Northern and Eastern Sri Lanka and upcountry areas. India also responded positively to the request to extend technical assistance to the 10-year Presidential Initiative to steer the island country towards a Trilingual Society by 2020. Both sides agreed to collaborate in the establishment of a research institute on agriculture in the Northern Province of Sri Lanka. Welcoming the growing connectivity between the countries, the two leaders called for greater cooperation in tourism and promotion of people-to-people contacts, especially between youth.

DTN News: Meggitt To Develop Energy Efficient Systems For Combat Vehicles *Source: DTN News / Future Technologies (NSI News Source Info) NEW YORK, USA - August 7, 2009: Meggitt’s US-based military electronics cooling facility in California and Maryland-based Patrick Power Products Inc (P3I) are to develop a family of rugged, energy and fuel-efficient auxiliary thermal management and power systems to run and cool electronics on ground combat vehicles.The IAV Stryker is a family of eight-wheeled all-wheel-drive armored combat vehicles produced by General Dynamics Land Systems, in use by the United States Army. Based on the Canadian LAV III light-armored vehicle, which in turn is based on the Swiss MOWAG Piranha III 8x8, the Stryker is the U.S. Army's first new armored vehicle since the M2/M3 Bradley Fighting Vehicle in the 1980s. The Stryker was championed by General Eric Shinseki when he was U.S. Army Chief of Staff. The vehicle is employed in Stryker Brigade Combat Teams, light and mobile units based on the Brigade Combat Team Doctrine that relies on vehicles connected by military C4I networks.
Optimised for size, weight and power (SWaP) and thermal management efficiency, the partnership aims to reduce dependence on a vehicle’s main engine power by command, control and communications systems and the electronics needed to run defensive and offensive weapons and the vehicles themselves. The systems will draw on established technology like the M1A2SEP thermal management system, 1300 of which have been produced by Meggitt for the US Army in the last decade, Meggitt’s third generation combat thermal management system developed for the US Army MULE programme and the recently demonstrated US Army multi-fuel rotary auxiliary power unit produced by P3I for the Abrams Main Battle Tank. Meggitt and P3I aim to develop and demonstrate combat-ready systems that can be integrated easily into a range of US Army and international ground combat vehicles and function reliably in all known extreme environments. Meggitt and P3I estimate the new systems could reduce dependence on vehicle engine power by over 40% on platforms like the M1A2, M2A3 and Stryker family of combat vehicles while reducing vehicle energy and fuel consumption and the associated logistics impact by over 60%.
