(NSI News Source Info) TORONTO, Canada - May 14, 2013: Chinese leaders are making much of the fact that 200 years ago China was a mighty empire that generated a third of world GDP and 150 years later that was down to less than five percent. 

Now, because economic reforms in the 1980s, Chinese GDP is 16 percent of the world total and rising. But 200 years ago China was 35 percent of the world’s population and now is 20 percent. The U.S. has a fifth of GDP on the planet with only five percent of the population. China expects their GDP to surpass that of the U.S. within 10-20 years and then keep going. This makes many Chinese feel great and more willing to tolerate the police state bureaucrats who run the country.

Yet many Chinese and foreign economists doubt that the growth will go where Chinese officials say it will. That’s because Chinese economic growth has been slowing down and that trend is likely to continue because of numerous problems with the Chinese banking system and industrial policy as well as unfavorable trends in pollution and labor force growth.

Still, most Chinese are proud of their economic achievements in the last three decades and see this as the return of China to the leading position it has held for thousands of years. The 19th and most of the 20th century were a disaster for China and a recovery from that is seen by Chinese as long overdue. Foreigners, especially if they aren’t neighbors of China, have a hard time appreciating how important this is in China. But for those who live close to China, these new Chinese attitudes and aggressiveness are regarded with a sense of dread. Traditional China was an arrogant, aggressive and brutal state. The neighbors all have considerable experience with this and don’t look forward to seeing the bad old days return. China simply sees it new assertiveness as reclaiming what was lost in the many defeats it suffered during the 19th and early 20th century. It’s aggression borne of arrogance, which has been the cause of so many wars in the past.

(NSI News Source Info) TORONTO, Canada - March 27, 2013: The U.S. Army is converting 250 of its RG33 MRAP (Mine Resistant Ambush Protected) vehicles for use by combat engineers who seek out and clear roadside bombs and mines. This will cost about $150,000 per vehicle. This is part of an effort to make some use of the 20,000 MRAPs the Department of Defense bought (mainly for the army and marines) over the last decade at a cost of $45 billion. Current plans are to put at least half of these vehicles into storage. 

About ten percent of them (the oldest and most beat up) will be scrapped and the rest will be donated (to American police departments and foreign armed forces) or used for training. Some will still be used in Afghanistan as long as there are American troops there. 

The RG33 is one of over a dozen MRAP models purchased. The RG33 has four wheels and weighs 22 tons. There is a RG-33L model that has six wheels, can carry twice as many people in the back, and weighs 26 to 37 tons depending on the version.

The RG33 is part of a family of similar vehicles. The RG31 came first (in 2007). Also called Nyala, it was developed and built in South Africa. It normally costs about a million dollars each (depending on accessories) and was designed to resist landmines and roadside bombs. 

It was developed from the earlier Mamba armored personnel carrier and has an excellent track record. This wheeled (4x4) vehicle weighs eight tons and can carry up to eleven people. Some models, depending on equipment carried, only seat five.

RG32 is a smaller version of the RG31 MRAP. The RG32 is similar to armored hummers and weighs 4.5 tons. It does not have the characteristic MRAP V shaped underbody. It is bulletproof and resistant to explosions and mines (but not as much as the MRAP version). The RG32 can carry five people and is popular with peacekeepers.

The RG-33 is a mine-resistant light armored vehicle initially designed by BAE Systems Land Systems South Africa (formerly Land Systems OMC) a South African subsidiary of BAE Systems. BAE Systems in the US extensively modified it with additional protection, new power train and suspension systems. It was built in a number of locations including York, Pennsylvania, USA. It is one of several vehicles being fielded by the US Armed Forces in Iraq under the MRAP program.

(NSI News Source Info) TORONTO, Canada - January 9, 2013: China’s new Z-10 helicopter gunship is apparently in mass production. In the last year the Z-10 has been photographed serving with four of the five aviation brigades in the army. There is a squadron (12 helicopters) of Z-10s in each brigade. The move to mass production of the Z-10 was a surprise because this aircraft has been in development for over 14 years and the several prototypes encountered numerous problems. This led to failed attempts to buy or steal helicopter gunship technology from Russia and South Africa.

Two years ago some of the Z-10 prototypes were sent to Chinese Army aviation units for field testing. While not a failure, the newer and lighter Z-19 was apparently seen as a better candidate for mass production. Work continued on the Z-10 because the Z-19 is basically an armed scout helicopter. China always wanted something more like the American AH-64 Apache. That would be the Z-10, at least once all the development problems were overcome. The seven ton Z-10 is smaller than the 10 ton AH-64 and also has a crew of two. The Z-10 is armed with 30mm autocannon and can carry up to a ton of rockets or missiles.

For three years now the Z-19 armed scout helicopter has been spotted in the air, most recently painted in military colors. The Z-19 was earlier known as the Z-9W. The Z-19 is yet another Chinese helicopter based on the Eurocopter Dauphin (which has been built under license in China for two decades). The Z-19 is a 4.5 ton, two seat armed helicopter. It can carry a 23mm autocannon and up to half a ton of munitions (missiles, usually). Cruising speed is 245 kilometers an hour and range is 700 kilometers. The Z-19 is basically an upgraded Z-9W.

The helicopter adopts a standard gunship configuration with a narrow fuselage and stepped tandem cockpit with the gunner in the front seat and the pilot in the backseat. The fuselage appears to have a stealthy diamond shaped cross section to reduce RCS. It also have a 5-blade main rotor made of composite material and an AH-64 style 4-blade tail rotor. All the vital areas of the fuselage including the cockpit and fuel tanks are believed to be protected by the armor plates. 

It weighs about 5.5 tons and was powered initially by two P&W PT6C-76C turboshaft engines (rated @ 1,250kW each) on the prototypes. However domestic developed engines (upgraded WZ-9) are being used in production batches due to the embargo imposed by the west. Its rotor and transmission systems may have been designed with extensive technical assistance from Eurocopter France and Agusta. 

Its main weapon are 8 newly developed KD-10 ATGMs in the same class of American AGM-114 Hellfire. A 23mm cannon is mounted under the chin, aimed via gunner's helmet mounted display. Also up to 8 PL-90 AAMs can be carried against enemy helicopters and slow-moving fixed wing aircraft. Its range can be further extended by external fuel tanks. Similar to AH-64, Z-10 features nose mounted PNVS and TVDS housing FLIR, TV camera, laser range finder and designator. RWR and radar jammer antennas are installed on both sides of the forward and aft fuselage. In addition, two laser warning receivers was installed on top of the pylon tips. The helicopter may have been fitted with an integrated communication/navigation system, a comprehensive ECM suite, IFF, chaff/flare launchers, 1553B data bus, HOTAS and a glass cockpit

The development started in 1998. 2 prototypes were built in 2003 and 6 more were built in 2004. The first flight of 02 prototype took place on April 29, 2003. Several Z-10 prototypes powered by PT6C-76C engine were evaluated by the Army in 2007. However the production was halted due to the embargo of PT6C-76C engine imposed by the Canadian government. 

In 2009 it was reported that an "optimized" version (Z-10A?) was under development and expected to enter the mass production. This version is powered by the less powerful WZ-9 engines (~1,000kW) thus was forced to have its weight reduced by eliminating certain less-critical parts such as less armor protection, smaller PNVS/TVDS on the nose similar to that of Z-9WA and a smaller weapon load. 

The first batch of 12 Z-10s entered the service with PLA Army Aviation (S/N LH951xx) in late 2010. More Z-10s are entering the service with the Army (S/N LH981xx,961xx941xx991xx) since late 2011. However some still carry the original PNVS/TVDS installed on the prototypes but are powered by WZ-9 turboshafts. This version also features additional equipment such as anIR jammer (?) installed on the cockpit roof. It has been speculated that Z-10 could be powered by the new WZ-16 turboshaft engine (~1,500kw) in the future.

(NSI News Source Info) TORONTO, Canada - October 25, 2012: Earlier this year pictures came out of China showing yet another stealth fighter prototype. This one is called the J-31 “Falcon Eagle” (from an inscription on the tail), and while it looks like the American F-22, it’s also smaller than China’s other stealth fighter (the J-20, which has already flown). The J-31 was built by the Shenyang Aircraft Corporation (which makes the J-11, the illegal Chinese copy of the Russian Su-27). The J-31 has some characteristics of the F-35 as well but appears more an attempt to match the F-22. It’s possible that the F-31 was a competing (with the J-20) design that lost out. That’s because the J-31 has not flown yet. Whatever the case, the J-31 is further evidence that China is determined to develop its own high tech military gear. 


While China is eager to develop advanced military technology locally, it recognizes that this takes time and more effort than nations new to this expect. Thus China is trying to avoid the mistakes Russia made in this area, and having competing designs and developing necessary supporting industries is part of that. All this takes a lot of time and involves lots of little (and some major) failures. The Chinese are doing it right and are willing to wait until they get military tech that is truly world class.

The other stealth fighter, the J-20, was made by CAC (Chengdu Aircraft Company), which also produced the JF-17 and J-10. The J-20 made its first flight over a year ago and several more since then. A second J-20 prototype has also been seen and first flew last May. While the J-20 looks like the American F-22 when viewed head on, it's overall shape, weight, and engine power is closer to the American F-15C. In other words, it's about 20 meters (62 feet) long, with a wing span of 13.3 meters (42 feet). J-20 has about the same wing area as the F-15C, which is about 25 percent less than the F-22 (which is a few percent larger than the F-15 in terms of length and wingspan). Worse, for the J-20, is the fact that its engine power is about the same as the F-15C, while the F-22 has 65 percent more power. With the afterburner turned on, the J-20 has more power than the F-15C and nearly as much as the F-22. But because the afterburner consumes so much fuel, you can't use more than a few minutes at a time. The F-22 is still one of only three aircraft (in service) that can supercruise (go faster than the speed of sound without using the afterburner). In addition to the F-22, the Eurofighter and the Gripen can also supercruise.

The J-20 has some stealthiness when it's coming at you head on. But from any other aspect, the J-20 will light up the radar screen. For this reason the J-20 is seen as a developmental aircraft, not the prototype of a new model headed for mass production. As such, it is only the fifth stealth fighter to fly, the others being the U.S. F-22 and F-35, plus the Russian T-50 and I.42. The older U.S. F-117 was actually a light bomber and the B-2 was obviously a heavy bomber. Based on recent Chinese warplane development projects (J-11 in particular), the J-20 has a long development road ahead of it and will likely change size and shape before it reaches the production design. The J-31 may be an insurance policy, in case the J-20 effort goes off the rails in a big way.

While the shape of the J-20 confers a degree of stealthiness (invisibility to radar), even more electronic invisibility comes from special materials covering the aircraft. It's not known how far along the Chinese are in creating, or stealing, these materials, or the needed engines. The current J-20 engines are sufficient for early flight tests but not capable of providing the supercruise, something that would be essential for the J-20. That's because China would most likely use the aircraft singly, or in small groups, to seek out and attack American carriers. As for F-22 class engines, that is being worked on. Two years ago China announced it was developing the WS-15 engine (since the 1990s), a more powerful beast well suited for the J-20. No date was given as to when the WS-15 would be available for use or whether it would have the same vectoring (ability to move the hot jet exhaust in different directions in order to make the fighter more maneuverable) the F-22 uses.

For the J-20 to be a superior fighter, it would need electronics (including radars and defense systems) on a par with the F-35 and F-22. So far, the Chinese have not caught up with stuff used by current American fighters. But the gap is being closed, faster than it was during the Cold War when the Russians were creating, or stealing, their way to military tech equivalence with the West. The Russians never made it but the Chinese believe they can succeed.

Work on the J-20 began in the late 1990s, and the Chinese knew that it could be 25 years or more before they had a competitive stealth fighter-bomber. The J-20 is being tested in central China. The twin engine J-20 appears to be about the same weight as the 30 ton F-15C. The F-35A is a 31 ton, single engine fighter, while the twin-engine F-22 is slightly larger at 38 tons. The Russian I.42 was a 42 ton aircraft and their T-50 weighed in at 37 tons.

China is also developing other support technologies, like the AESA radar, highly efficient cockpit, stealth, and software to tie everything together. Developing, or even copying, this tech is not easy. But the Chinese already know that, having decades of experience adapting stolen technology to their needs. Thus it appears that China is planning on having the J-20, in some form, ready for service by the end of the decade. The key factor is their ability to develop or steal the needed technology by then. The J-20 appears to be a fighter-bomber, as this kind of aircraft would be most useful dealing with the U.S. Navy and key targets in Taiwan or Japan. In any event, the J-20 is an attempt to develop some kind of 5th generation aircraft, complete with stealth.

The only other competitor in this area is Russia, where fifth generation fighter developments were halted when the Soviet Union disintegrated in 1991. Actually, all development work on new fighters, by everyone, slowed down in the 1990s. But work on the F-22, F-35, Eurofighter, and Rafale continued, and those aircraft became, in roughly that order, the most advanced fighter aircraft available today. MiG resumed work on the I.42 in the 1990s, but had to stop after a few years because of a lack of money. Sukhoi has never stopped working on its T-50, funded by much higher sales of its Su-27/30 fighters. This fifth generation may come to be called the "last generation," after they are replaced by the second generation of pilotless combat aircraft (counting armed Predators and the like as the first).

(NSI News Source Info) TORONTO, Canada - March 24, 2012: For the third time in the last six months the Israeli Air Force has hosted foreign fighter pilots for tactical training. Israeli fighter pilots are considered the best trained in the world, and Israel maintains a special training program, complete with pilots trained and equipped to operate as likely foes would, to train their own pilots. The latest nation to send fighters and pilots for training is Poland, flying F-16s in for that purpose. Previously, Italy had sent Typhoons and Tornados and Greece F-16s.

The Israeli training center is based on the one pioneered by the U.S. Air Force Red Flag program and the U.S. Navy's Top Gun training. Using American aircraft for "aggressor (or dissimilar) training" began in the 1960s. The original "Top Gun" fighter pilot school was established in 1969, by the U.S. Navy, in response to the poor performance of its pilots against North Vietnamese pilots flying Russian fighters. What made the Top Gun operation different was that the training emphasized how the enemy aircraft and pilots operated. This was called "dissimilar training". In the past, American pilots practiced against American pilots, with everyone flying American aircraft and using American tactics. It worked in World War II because the enemy pilots were not getting a lot of practice and were using similar aircraft and tactics anyway. Most importantly, there was a lot of aerial combat going on, providing ample opportunity for on-the-job training. Not so in Vietnam, where the quite different Russian-trained North Vietnamese were giving U.S. aviators an awful time. The four week Top Gun program solved the problem. The air force followed shortly with its Red Flag school.

Over the last 40 years the two training programs have developed differently, and the entire concept of "dissimilar training" has changed. The navy kept Top Gun as a program to hone a fighter pilot's combat skills. The air force made their Red Flag program more elaborate, bringing in the many different types of aircraft involved in combat missions (especially electronic warfare). But after the Cold War ended it became increasingly obvious that none of America's potential enemies was providing their fighter pilots with much training at all.

In other words, the dissimilar training for U.S. fighter pilots was not as crucial as it had been during the Cold War. Actually, it had been noted that flying skills of Soviet pilots was declining in the 1980s, as economic problems in the USSR caused cuts in flying time. During that period American pilots were actually increasing their flying time. Moreover, U.S. flight simulators were getting better. American pilots were finding that even the game oriented combat flight simulators had some training value.

So in the late 1990s, Top Gun and Red Flag found their budgets cut. But the programs remain, as does the memory of why they were set up in the first place. If we find that, say, China is continuing to improve its combat aviation, and gives its fighter pilots more flying time and their politicians maintain a bellicose attitude towards the U.S., there will be a need to increase American Top Gun training. Because of the new Chinese "dissimilar training" effort, the U.S. Top Gun and Red Flag schools are being restored to their former prominence, and Israel has become one of the best Red Flag operations outside the United States. The Chinese move is certainly a very meaningful one, as it shows that they are serious about preparing their pilots to fight and defeat Taiwanese and American pilots. Dissimilar training is how that is done and for most nations Israel is the nearest place to get it.

 (NSI News Source Info) TORONTO, Canada - January 4, 2012: In the south, security forces chip away at the criminal infrastructure that supports the smugglers and Islamic terrorists. The smuggling has long been a major part of the economy, and local culture. The government generally tolerated it as long as the gangsters were discreet. Radical Islam is something that was always just beneath the surface. In the last few decades, Islamic radicalism became fashionable and found material, if not moral, support from the smuggling gangs. That made the Islamic terrorists much more difficult to find and catch. The terrorists are being protected by the same loyalties and secrecy that has long protected the criminal gangs. But even some of the gangsters are getting tired of all the violence, and additional security forces, the Islamic terrorism has brought to the neighborhood.

In addition to making peace with Cambodia, the government has hustled of late to improve diplomatic and economic relations with the newly elected government of Burma. Although army officers still appear to be calling the shots in Burma, there is also some reform. Thailand hosts over 150,000 refugees from Myanmar (Burma) in Thailand, nearly all of them from tribes that have been fighting the Burmese government for centuries. But recently, the Burmese government has made peace deals with most of the tribes. The government is also developing military links with India, which is part of the movement by China's neighbors to create an alliance that can limit any possible Chinese aggression. The growth of Chinese military power, and claims on neighboring territory has made all this coalition building popular.

The days before and after New Years Day are occasions for lots of celebrations. This involves a lot of driving and drinking. Therefore much of the army was assigned to monitor traffic and try to catch drunk drivers before they killed someone. About half the 300 people killed during these holidays are the result of drinking. Some ten times as many people are injured. This is a problem even in the Moslem south, where Islamic conservatives discourage the use of alcohol.

January 1, 2012: In the south, two soldiers were killed by a roadside bomb.

December 30, 2011: In the south, several attacks (using bombs, grenades and gunfire) left seven troops wounded and one local security volunteer shot dead by terrorists.

December 21, 2011:  Thailand and Cambodia have agreed to withdraw troops from the border after the International Court of Justice establishes where the border actually is. No date was given for when the withdrawal was to take place, because the international courts tend to take a while to complete their work.

(NSI News Source Info) TORONTO, Canada - January 17, 2011: With the U.S. Marine Corps cancelling its new EFV (Expeditionary Fighting Vehicle), all the marines have left is the elderly AAV7. Now it is the Chinese who will have the most varied, and recently built, fleet of amphibious armored vehicles. China has produced a line of amphibious artillery systems that are mounted in the 20 ton ZBD amphibious tracked armored vehicle.
The latest model mounts a 122mm howitzer in the chassis. An earlier one mounted a 122mm gun in a small turret. The ZBD 97 is an amphibious infantry fighting vehicle, with a 30mm autocannon (or a 100mm gun/missile launcher) in a small turret. The crew of three is accompanied by seven infantrymen in the rear. The ZBD, in the form of the ZBD 97 infantry fighting vehicle, has been in service since 2006.

The ZBD series of armored amphibious vehicles are not as formidable as the EFV, but are more recent, although smaller, vehicles than the AAV7 the U.S. marines are currently equipped with. The Chinese continue to build ZBD type vehicles, and practice with them. ZBDs are typically launched from ships up to ten kilometers offshore, and can get to a beach in less than 15 minutes.

The EFV was previously called the AAAV (Advanced Amphibious Assault Vehicle). Weighing nearly 36 tons, the EFV is 3.4 meters (10.5 feet) tall, 3.9 meters (12 feet) wide and just under 10 meters (30 feet) long. It's armed with a 30mm automatic cannon (MK34 Bushmaster) and a 7.62 mm co-axial machine gun. The EFV also has better armor protection and electronics than the AAV7 it replaces. The EFV is about 25 percent heavier than the AAV7, and somewhat larger. The U.S. had planned to buy 563 EFVs to replace about a thousand AAV7s. The latter will probably be retired in a decade or so.

    DTN News: The Chinese Plan To Crush American Power In Korea
    (NSI News Source Info) TORONTO, Canada - November 17, 2010: U.S. military planners have discovered that China's current arsenal of non-nuclear ballistic and cruise missiles could probably knock out five of six major American air bases in Japanese and South Korea. Oops. To make matters
    worse, this has become an issue as North Korea stumbles towards political collapse, and China indicates that it will assume control in the north if that happens. South Korea believes it should move north to deal with a collapse, and this plan is becoming a contentious issue with China.

    It's long been obvious that China planned a similar tactic against Taiwan. Wargames and detailed analysis of possible Chinese attacks on Taiwan, indicated that the basic Chinese missile attack strategy might work, and do so within days. The key to such a blitz is the 1,300 Chinese ballistic and cruise missiles. Most of these are based on the coast opposite Taiwan (180 kilometers away across the Taiwan Straits). The Chinese missiles carry one ton or half ton conventional (high explosive or cluster bomb) warheads, and were expected to be used to try and cripple Taiwanese air force and navy, as well as attacking headquarters and communications targets. Almost simultaneously, China would try to invade with airborne and amphibious forces.

    Without those missiles, Taiwans's superior air and naval forces would make it very difficult, if not impossible, for the invasion force to cross the straits. The wargames play out various targeting strategies, and defensive moves the Taiwanese could take. In most cases, the Chinese succeed. The barrage of missiles do serious damage to Taiwanese air and naval forces, giving Chinese air and naval forces an opportunity to get ground forces ashore.

    China could use many of these missiles against Japanese and South Korean targets, although many of the missiles would have to be moved to new firing positions first. That would probably be noticed by the Americans, or Taiwanese. If North Korea showed signs of political collapse, and China began moving its shorter range ballistic missiles north, American commanders would have to prepare for the worst.

    The U.S. has land based Patriot missile systems that fire the PAC-3 anti-missile missile, as well as the ship based Aegis system. But even with these defenses, the Chinese still have a good shot at winning a quick victory. Or at least crippling American and South Korean air power as Chinese troops occupy North Korea.

    DongFeng 21 (CSS-5) Medium-Range Ballistic Missile

    DF-21 (CSS-5) Medium-Range Ballistic Missile DF-21A MRBM System in service with the PLA Second Artillery Corps (Chinese Internet)

    The DongFeng 21 (DF-21, NATO code name: CSS-5) is a two-stage, solid-propellant, single-warhead medium-range ballistic missile (MRBM) system developed by China Changfeng Mechanics and Electronics Technology Academy (also known as 2nd Space Academy). Developed from the JuLang 1 (JL-1) submarine-launched ballistic missile (SLBM), the DF-21 was originally intended for strategic missions but its later variants were designed for both nuclear and conventional missions. The latest DF-21D was said to be the world’s first and only anti-ship ballistic missile (ASBM) system. The DF-21 has also been developed into space launcher and anti-satellite/anti-missile weapon carrier.

    Development History

    August 1965 – The Chinese Premier Zhen Enlai ordered to start the development of the solid-propellant rocket technology. A design team was formed within the 4th Space Academy, and a single-stage ballistic missile design DongFeng 61 (DF-61) was proposed.

    1967 – The PLA decided to build its first nuclear-powered missile submarine, and demanded a medium-range ballistic missile to be carried onboard. As a result, the PLA decided to abandon the DF-61 design and develop a submarine-based two-stage solid-propellant ballistic missile JL-1.

    1970 – The design of the JL-1 airframe was separated from the 4th Space Academy and reassigned to the 1st Space Academy, while the 4th Space Academy concentrated on the development of the solid-propellant rocket technology.

    Early 1970s – The PRC made several major breakthroughs in developing the solid-propellant rocket technology. At the same time, the PLA began to explore the possibility of developing a land-based version of the JL- 1.

    1975 – Two parallel development programmes were underway – the submarine-based JL-1 and the land-based DF-21, which share the same airframe and engine design.

    1976 – The JL-1/DF-21 programme was reassigned to the 2nd Space Academy, which was previously responsible for the missile defence programme. Huang Wei-Lu was appointed as the chief designer. The 2nd Space Academy was also assigned to the development of the transporter-erector-launcher (TEL) vehicle, missile canister, missile testing and aiming, and other support systems for the DF-21.

    May 1985 – The first successful DF-21 flight from Base 25 (Wuzhai).

    May 1987 – The Second successful DF-21 flight from Base 25 (Wuzhai).

    1987 – The DF-21A development programme was initiated. The missile features a 60% increase in its range.

    1988 – The DF-21 MRBM was certified for design finalisation.

    1995 – The first successful DF-21A flight test from Base 25 (Wuzhai).

    1996 – Initial operational capability of the DF-21A was achieved.

    DongFeng 21 (CSS-5 Mod-1)

    The basic variant DongFeng 21 has a maximum range of 1,700km, and a payload of 600kg. The missile can carry a single 500kT nuclear warhead, with an estimated CEP of 300~400m. This version did not enter operational service.

    The DF-21A is the extended-range version developed in the 1990s. The PLA demanded a new land-based MRBM as a successor to its DongFeng 3A in 1985, and the contract with the CASIC to develop the DF-21A was signed in 1987. The development programme suffered from major setbacks in 1991, when two flight tests both failed. The PLA allocated additional funds to the programme in 1993 for an improved design. Four successful flight tests were carried out between 1995 and 1996 and the missile was operational by 1996.

    The DF-21A has an increased range of 2,700km, and an estimated CEP of 100~300m. The missile is believed to be configured for strategic missions only. The missile is carried inside a canister mounted on a truck-towed trailer for road-mobile. It was estimated that so far around 60~80 DongFeng 21 missiles and 30~40 launcher systems may have been deployed by the PLA Second Artillery Corps in 7 missile brigades:

    • 807 Brigade
    • 808 Brigade
    • 809 Brigade
    • 811 Brigade
    • 822 Brigade
    • 823 Brigade

    These missiles are generally deployed in areas closer to China’s borders to ensure adequate target overage of areas previously covered by the DF-3 IRBM, which has a longer range, but is less accurate compared to DongFeng 21. There have reports suggesting that some DongFeng 21 MRBMs have been re-fitted with conventional warheads.

    DongFeng 21C (CSS-5 Mod-3)

    First revealed in 2006, the DF-21C is a conventionally-armed MRBM system with upgraded mobile launcher and guidance system. The missile was said to have a payload of 2,000kg and a maximum range of 1,700km. Unlike the road-mobile DF-21A, the DF-21C is mounted on a 10X10 WS2500 TEL vehicle, which offers some limited off-road travelling ability. The new GPS-based guidance system has reduced the missile’s CEP to 30~40m, enabling it for precision-strike missions.

    DongFeng 21D (CSS-5 Mod-4)

    The U.S. Department of Defense has confirmed the existence of the DF-21D land-based ASBM system, which is the world’s first and only of its kind. By combining manoeuvrable re-entry vehicles (MaRVs) with a terminal guidance system, the DF-21C is capable of targeting a slow-moving aircraft carrier battle group from a land-based mobile launcher. The maximum range of the missile was said to be 3,000km, possibly achieved by carrying a smaller payload.

    Kaituozhe 1 Space Launch Vehicle

    The Kaituozhe 1 (KT-1) is a four-stage, solid-propellant space launcher based on the DF-21 design. It is capable of placing up to 50kg payload into 600km Low Earth Orbits (LEO). The launcher made its maiden flight in September 2002 and then a second flight in September 2003, none of which was fully successful. CASIC also developed a larger KT-1A, which is capable of sending 300kg payload into the Geostationary Transfer Orbit (GTO) and polar orbit, and the KT-1B with even greater payload capability (400kg and up to three separate payloads). None of the two designs has ever been launched.

    SC-19 Kinetic Kill Vehicle Carrier

    The launch vehicle for the kinetic kill vehicle (KKV) used during China’s first ASAT weapon test in January 2007 was reported to be SC-19, a modified variant of the DF-21 or KT-1. This is hardly surprising since the PLA studied the feasibility of using a single missile airframe for three missions: SLBM, land-based MRBM, and ballistic missile defence, from the very beginning of the JL-1/DF-21 programme.
