(NSI News Source Info) HELSINKI, Finland - August 24, 2010: Patria and the Ministry of Defence of the Republic of Croatia signed an Amendment related to the manufacturing and delivery contract of 126 Patria AMV 8x8 wheeled armoured vehicles on July 2010. The negotiations were started on the Croatian MoD’s initiative due to the financial reasons. According to the amendment the number of vehicles remains unchanged and the deliveries will be completed by the end of 2012. The vehicle versions were updated to match the current requirements of the Ministry of Defence. Majority of the vehicles will be manufactured in Croatia by Patria’s local consortium partner Duro Dakovic Special Vehicles (DDSV).The new revised contract also strengthens financial capabilities of DDSV in this program. In addition to the initial batch of 6 vehicles manufactured in Finland Patria has completed the transfer of technology to DDSV. DDSV has already locally manufactured the first 9 Patria AMV 8x8 basic vehicles. “Patria is very pleased that the amendment negotiations were concluded in good cooperation and understanding with all parties. This new amendment further strengthens Patria’s leading position as the supplier of armoured wheeled vehicles but also opens possibilities for future business opportunities with our Croatian partner”, states Mr Seppo Seppälä, President of Patria Land & Armament Oy. Raytheon Co., Integrated Defense Systems, Sudbury, Mass., is being awarded a $46,873,788 firm-fixed-price modification to previously awarded contract (N00024-09-C-5111) for the definitization of the production of an AN/SPY-1D(V) transmitter group, MK 99 Mod 8 fire control system and engineering services in support of the DDG 113 Aegis weapons systems ship set. Work will be performed in Andover, Mass. (88 percent), and Sudbury, Mass. (12 percent), and is expected to be completed by February 2014. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington Navy Yard, D.C., is the contracting activity.

JLG Industries, Inc., McConnellsburg, Pa., is being awarded a $40,373,200 indefinite-delivery/indefinite-quantity contract to purchase up to 280 extendable boom fork lifts and associated training. Delivery Order 0001 will be executed in the amount of $23,214,590. Work will be performed in McConnelsburg, Pa., and is expected to be completed by August 2012. Contract funds will not expire at the end of the current fiscal year. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

DTI Associates, Inc., a Kratos Co., Arlington, Va., was awarded an $11,088,758 cost-plus-fixed-fee level-of-effort contract on Aug. 20 for the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requirement for continuing and uninterrupted engineering support performed in support of NSWCDD Engagement Systems Department programs and activities. This contract will be used to provide engineering support for critical and high priority programs such as Precision Strike Package; Littoral Combat Ship; Electromagnetic Railgun Launcher; GunPACS; and Strategic Border Initiative. Work will be performed in Dahlgren, Va., and is expected to be completed by May 2010. Contract funds in the amount of $213,176 will expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Surface Warfare Center Dahlgren Division, Dahlgren, Va., is the contracting activity (N00178-10-C-1056).

W.G. Yates & Sons Construction Co., Biloxi, Miss., is being awarded $10,037,000 for firm-fixed price task order #0004 under a previously awarded multiple award construction contract for the construction of a Navy Lodge addition at Naval Construction Battalion Center Gulfport, Miss. The work provides for the construction of a two-story, 50-room wing to the existing Navy Lodge; a new entryway and lobby; and pathways, landscaping, tot lot, outdoor patios, and additional parking. The project includes all site work, utilities, and fire protection. This facility shall be constructed in accordance with current anti-terrorism/force protection standards. Work will be performed in Gulfport, Miss., and is expected to be completed by March 2012. Contract funds will not expire at the end of the current fiscal year. Five proposals were received for this task order. The Naval Facilities Engineering Command, Southeast, Jacksonville, Fla., is the contracting activity (N62467-05-D-0183).

Electric Boat Corp., Groton, Conn., is being awarded a $9,218,711 cost-plus-fixed-fee contract under previously awarded basic ordering agreement (N00024-10-G-4314) to support submarine repair work at Pearl Harbor Naval Shipyard on SSN 688-class submarines during on-going availabilities. This contract is for skilled tradesmen support to three Chief of Naval Operations submarine maintenance availabilities. Ships scheduled to undergo repairs include USS Key West (SSN 722); USS Columbus (SSN 762); and USS Chicago (SSN 721). The work will be performed at Pearl Harbor, Hawaii, and is scheduled to be completed in February 2011. This contract was not competitively procured. Contract funds will expire at the end of the current fiscal year. The Supervisor of Shipbuilding, Conversion, and Repair, Groton, Conn., is the contracting activity.

The Boeing Co., St. Louis, Mo., is being awarded an $8,491,829 cost-plus-incentive-fee deliver order against a previously issued basic ordering agreement (N00019-05-G-0026) for non-recurring engineering associated with the integration of a synthetic radar virtual mission training system (VMTS) into T-45C aircraft. Efforts to be provided include design, integration, test, validation and verification of two flight-worthy VMTS retrofit kits. Work will be performed in St. Louis, Mo. DTS Aviation Services, Fort Worth, Texas, was awarded a $42,265,329 contract modification which will provide maintenance of T-38C, T-6 and T1A aircraft at Columbus Air Force Base. At this time, no funds have been obligated. 14 CONS/LGC, Columbus Air Force Base, Miss., is the contracting activity (FA3002-05-C-0016).

Science Applications International Corp., McLean, Va., was awarded a $19,393,764 contract which will develop and demonstrate new technology that provides comprehensive, automated techniques to allow end users to safely execute new software of uncertain provenance. AFRL/PKDA, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-10-C-7023).

Booz Allen Hamilton, Herndon, Va., was awarded an $8,432,204 contract which will provide vulnerability and survivability analysis for Special Operations Command Pacific combat readiness and mission assurance. CDR) phase two months ahead of the baseline schedule. CDR completion, the program’s most significant milestone to-date, validates the detailed GPS III design to ensure it meets warfighter and civil requirements, and allows the program to begin the production phase. More than 350 representatives from the U.S. Air Force Global Positioning Systems Wing, the GPS III contractor team, as well as user communities from the Department of Defense, Air Force Space Command, the Department of Transportation and the Federal Aviation Administration participated in a four-day Space Vehicle CDR at Lockheed Martin Space Systems Company’s new Patriot Center in Newtown, Pa. The next generation GPS IIIA satellites will guarantee signals three times more accurate than current GPS spacecraft and provide three times more power for military users, while also adding a new civil signal (L1C) that is designed to be interoperable with other global navigation satellite systems. The contract provides program management and on-site CLS to operate, maintain, sustain, and upgrade training devices located at Barksdale Air Force Base, La., and Minot Air Force Base, N.D. (NASDAQ:FRPT), a leading designer, developer and manufacturer of survivability solutions and provider of total life cycle support for those products, today announced that it has received a modification to existing contract M67854-07-D-5031 with an approximate value of $64.1 million for seat survivability upgrade kits for 1,946 Mine Resistant Ambush Protected Category I Cougar vehicles. The modification is subject to definitization. Work will be performed primarily in Afghanistan with additional work in Kuwait and home stations in the United States. All work under this modification is expected to be complete by February, 2011.

(NSI News Source Info) SEOUL, South Korea - August 23, 2010: The North Korean military has developed various kinds of camouflage materials like stealth paint and set up fake facilities and equipment to cheat state-of-the-art reconnaissance satellites and aircraft, a confidential field manual obtained exclusively by the Chosun Ilbo shows. The manual was smuggled out of the North by a source through a Christian organization called Caleb Mission.

So far information about the North Korean military's camouflage tactics trickled out only piecemeal through testimonies of North Korean defectors, but this is the first time a confidential military field manual with details has been revealed.

The manual, printed in 2005, quotes leader Kim Jong-il as saying, "As I've said several times, modern warfare is stealth warfare. We can say that victory or defeat will be determined by how we carry out stealth warfare."

The 80-odd-page booklet gives detailed instructions on how to make and apply stealth paint that absorbs radar waves and build various kinds of fake facilities, such as command posts, foxholes, runways, fighter jet and naval bases, and cave strongholds.

The manual also describes how to conceal real facilities or equipment and to make military units look as though they are moving when they are not to deceive South Korean and U.S. reconnaissance.

A South Korean intelligence expert who reviewed the manual said, "I was surprised to find that the North Korean military has done more intensive and careful research into stealth tactics than we thought. This is a useful piece of information that will be of great help to our military stepping up preparedness against the North."

(NSI News Source Info) TORONTO, Canada- August 23, 2010: China will test its new the Dong Feng 21D anti-ship ballistic missile, the country's state media said Friday. There is speculation that Beijing is responding to the U.S. deployment of the nuclear-powered aircraft carrier George Washington to the West Sea and the South China Sea to join naval exercises with Korea and Vietnam, which China considers too close for comfort.

Internet China National Radio said the China Aerospace Science and Industry Corporation will soon test-fire "a weapon under an important state weapons project."

Although it did not specify what this project was, it carried a photo of a Dong Feng 21C medium-range ballistic missile, the same series as the Dong Feng 21D, and an artist's drawing of such missiles attacking an American aircraft carrier. Diplomats in Beijing speculate that the announcement is a warning to the U.S. over its dispatch of the aircraft carrier.

The Dong Feng 21D is a medium-range ballistic missile with a range of 1,300-1,800 km and is capable of carrying six warheads weighing up to 450 kg. It is being described as an "aircraft carrier killer" because it can sink the ship instantly as it penetrates the ship's outer hull and explodes inside the carrier.

Hong Kong's Wen Wei Po daily ran a headline story the same day that said, "If China attacks a U.S. aircraft carrier with a Dong Feng 21, the U.S. will counterattack with a nuclear weapon," citing an unnamed U.S. admiral.

(NSI News Source Info) NEW DELHI, India - August 23, 2010: Tata group firm Jaguar Land Rover is understood to have geared up to start assembly of sports utility vehicle Freelander2 from November this year at Chikhli facility in Maharashtra, used earlier by Mercedes Benz. According to sources close to the development, Tata Motors is currently conducting maintenance work and installing machineries on behalf of Jaguar Land Rover (JLR) at Chikhli to start the assembly around November.

"JLR has decided to start assembling vehicles with their cheapest offering in India, which is Freelander2. It wants to start production soon. So it has decided to utilise Tata Motors' almost ready facility at Chikhli," a source said. Tata Motors had earlier given the Chikhli facility to Mercedes Benz on lease. The German luxury carmaker handed over the facility again in December 2009. The plant had a capacity to produce 3,500 units in single shift.

When contacted, a JLR spokesperson told PTI from Gaydon: "It has been confirmed that JLR plans to assemble Land Rover vehicles in India, for the Indian market, from next year... we have no further information to share at this time."

In June, JLR had announced plans to assemble Land Rover SUV in India from next year. Currently all vehicles of the two British brands are imported from their facilities in the UK.

Local assembly of the SUV will result in considerable reduction in prices as currently very high import duty is tagged alongwith the vehicle. Freelander2 is available for a starting price of Rs 33.55 lakh (ex-showroom, Delhi).

Sources said the company will carry out extensive quality checks with the locally produced Freelander2 and this is one of the main reasons for advancing the assembly of the SUV.

"Besides, the company is expecting spurt in demand after the price will be lowered. So not to have long order backlogs, JLR wants to have sufficient buffer," a source said.

Earlier, JLR had said that it would more than double its dealerships in India within this fiscal to increase sales as part of the British marque's plan to focus more on emerging markets.

The company, which currently has three dealerships at two cities in India, will add four more outlets in 2010-11. The company currently sells the entire range of JLR products in India, including XF, XKR and XJ from Jaguar, and Range Rover and Discover from Land Rover's portfolio.
