CONTRACTS

 

AIR FORCE

 

General Atomics Aeronautical Systems Inc., Poway, Calif., has been awarded a not-to-exceed  $117,286,467 undefinitized contract action (0118) for an existing firm-fixed-price contract (FA8620-10-G-3038) for the MQ-9 Accelerated Extended Range effort which will field 38 MQ-9 Extended Range aircraft.  Work will be completed in Poway, Calif., and is expected to be completed by July 7, 2016.  Fiscal 2013 research and development funds in the amount of $6,597,174, fiscal 2013 procurement funds in the amount of $31,304,722, and fiscal 2014 research and development funds in the amount of $3,605,250 will be obligated for a total obligation of $41,507,146 at contract award.  This award is a result of sole-source acquisition.  Air Force Lifecycle Management Center/WIIK, Medium Altitude Unmanned Aircraft Systems, Wright-Patterson Air Force Base, Ohio, is the contracting activity. 

 

General Atomics Aeronautical Systems Inc., Poway, Calif., has been awarded a $16,595,766 delivery order (0114) for an existing contract (FA8620-10-G-3038) for Lead-off Hitter AFSOC MQ-9 Software Line which will provide MQ-9 software engineering support for the AFSOC fleet of MQ-9 unmanned aerial systems.  Work will be performed in Poway, Calif., and is expected to be completed by Feb. 6, 2015.  Fiscal 2013 research and development funds in the amount of $2,063,006 are being obligated at time of award.  Air Force Life Cycle Management Center/WIIK, Medium Altitude Unmanned Aircraft Systems, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

Wright & Wright Machinery Company Inc.*, Monticello, Ky., has been awarded a maximum $87,500,000 fixed-price with economic-price-adjustment contract for the procurement of commercial type agricultural equipment.  This contract is a competitive acquisition and nine offers were received.  This contract is one of up to five contracts being issued against solicitation number SPM8EC-11-R-0008 and with requirements that specifically call for agricultural equipment within the product line and will be competed amongst other contractors who receive a contract under this solicitation.  This is a five-year base contract.  Locations of performance are Kentucky and Korea, with a Feb. 4, 2019 performance completion date.  Using military services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies.  Type of appropriation is fiscal 2014 through fiscal 2019 defense working capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa., (SPE8EC-14-D-0012). 

 

ReadyMat US LLC*, Lake Charles, La., has been awarded a maximum $9,000,000 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for foldable fiberglass mats.  This contract is a competitive acquisition, and three offers were received.  This is a two year base contract with three one-year option periods.  Location of performance is Louisiana with a Feb. 5, 2019 performance completion date.  Using military services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies.  Type of appropriation is fiscal 2014 defense working capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa., (SPE8E6-14-D-0001).

 

NAVY

 

HELIX-Hon a Joint Venture Co.*, San Diego, Calif., is being awarded a maximum amount $30,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity architect-engineering (A-E) contract for A-E services for the preparation of Navy and Marine Corps environmental planning documents for infrastructure projects in the Naval Facilities Engineering Command Southwest area of responsibility.  The work to be performed provides for data collection, natural resource survey, and resource effects analysis work related to National Environmental Policy Act (NEPA) and other environmental planning services.  Services will include, but are not limited to the preparation of the following primary NEPA related documents:  environmental assessments; environmental impact statements; draft findings of no significant impacts; and draft records of decision.  No task orders are being issued at this time.  Work will be performed at various Navy and Marine Corps installations in California (85 percent), Arizona (6 percent), Nevada (6 percent), and other DoD installations and federal agencies in the United States (3 percent).  The term of the contract is not to exceed 60 months with an expected completion date of February 2019.  Fiscal 2014 environmental restoration, Navy contract funds in the amount of $5,000 are obligated on this award and will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with eight proposals received.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity (N62473-14-D-1401).

 

Allan C. Bamforth JR Engineer Surveyor Ltd.*, Norfolk, Va., is being awarded a maximum amount $15,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity architect-engineering services contract for civil design and engineering services in the Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic area of responsibility (AOR).  Task order 0001 is being awarded at $702,229 for the design of a water treatment plant at Marine Corps Air Station, Cherry Point, N.C.  Work for this task order is expected to be completed by September 2015.  All work will be performed at various Navy and Marine Corps facilities and other government facilities located in the NAVFAC Mid-Atlantic AOR, primarily in Coastal North Carolina and the Hampton Roads region of Virginia; however, projects may be included throughout the NAVFAC Atlantic AOR.  The term of the contract is not to exceed 60 months with an expected completion date of February 2019.  Fiscal 2013 military construction (planning and design) contract funds in the amount of $702,229 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the NAVFAC e-solicitation website, with eight proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity (N40085-14-D-8403).

 

Dignitas Technologies*, Orlando, Fla., is being awarded a $7,685,234 cost-plus-fixed-fee contract for research and development services in support of the Naval Air Warfare Center Training Systems Division's Environmental Representation Data and Effects Program.  These services include simulation and environmental representation subject matter expertise, technology development and integration, and applied technology experimentation.  Work will be performed in Orlando, Fla., and is expected to be completed in February 2017.  Fiscal 2014 research, development, test and evaluation, Defense-wide funds in the amount of $290,000 are being obligated on this award, none of which will expire at the end of the current fiscal year.  This contract was competitively procured via a Broad Agency Announcement; one offer was received.  The Naval Air Warfare Center Training Systems Division, Orlando, Fla., is the contracting activity (N61340-14-C-6103). 

 

ARMY

 

Raytheon Co., McKinney, Texas, was awarded a $16,286,396 firm-fixed-price, foreign military sales contract for 22 modified improved target acquisition systems for the Royal Saudi Land Forces SWORD program and three for the Saudi Arabian National Guard.  Estimated completion date is June 30, 2015.  Bids were solicited via the Web with one received. Work will be performed in McKinney, Texas.  Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-14-C-0066).

 

HRD Engineering, Kansas, City, Mo., was awarded a $9,500,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for architectural and engineering civil works for the Corps of Engineers Kansas City District.  Funding and work location will be determined with each order.  Estimated completion date is Feb. 4, 2019.  Bids were solicited via the Internet with 11 received.  Corps of Engineers, Kansas, City, Mo., is the contracting activity (W912DQ-14-D-1001).

 

CORRECTION: The contract W52P1J-14-D-0042 to GTI Systems, Inc was incorrectly announced Jan. 31, 2014.  The contract was awarded on Feb 3, 2014.

 

CORRECTION:  The contract W912DY-13-G-0022 modifications (P0001 and P0002) to Cray, Inc. were incorrectly announced Feb 3, 2014.  The modifications were awarded today.

(NSI News Source Info) TORONTO, Canada - February 5, 2014:  Toronto residents deal with significant snowfall.  A snowfall warning is in effect for the city, issued by Environment Canada when there is 10-15 cm or more of snow that falls within 12 hours or less.

School bus closure information

The snow, combined with roads already icy from last weekend's thaw and freeze, created difficult driving conditions and poor visibility.

Drivers who commute from the Niagara region and along the QEW reported a very slow drive. Some drivers told CBC it took two hours to travel from the Burlington/Oakville area to downtown.


The snow is making for slick conditions on the roads and some blowing and drifting snow and reduced visibility.

Snowfall warnings cover Ontario from the southwest all the way through to Kingston, including the entire Greater Toronto Area, as a snowstorm moves through the region


Forecasters say parts of southern Ontario are on track for a total of 15-20 cm of snow by the time all is said and done, with the GTA getting 10-15 cm depending on location.

NAVY

 

Armag Corp., Bardstown, Ky., is being awarded a $49,971,770 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for pre-engineered/pre-fabricated deployable standard steel armories, forward operating base armories, portable steel storage magazines, earth covered magazines, watertight magazines and associated optional features.  These items serve as stand-alone high security storage facilities for conventional small arms, ammunition and explosives.  It is anticipated that the arms, ammunition and explosives programs of various government activities will be supported through this contract.  The contract also includes on-site installation support.  Work will be performed in Bardstown, Ky., and is expected to be completed by January 2019.  Fiscal 2014 operation and maintenance Army Reserve funding in the amount of $54,236 will be obligated at time of award, and will expire at the end of the current fiscal year.  The Naval Surface Warfare Center, Crane, Ind., is the contracting activity (N00164-14-D-GQ35).

 

The Boeing Co., St. Louis, Mo., is being awarded a $42,179,054 modification to a previously awarded firm-fixed-price contract (N00019-09-C-0019) for the procurement of aircraft armament equipment for F/A-18E/F and EA-18G aircraft, including jumper bundles, pylons, and bomb racks.  Work will be performed in Meza, Ariz. (71 percent) and St. Louis, Mo. (29 percent), and is expected to be completed in May 2018.  Fiscal 2013 aircraft procurement, Navy funds in the amount of $42,179,054 are being obligated on this award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

O.E.S., Inc.,* Wainwright, Alaska, has been awarded a maximum $8,566,833 modification (P00032) exercising the third option year on a one-year base contract (SP3300-10-C-0037) with four one-year option periods for facility maintenance and repair for warehouse and distribution support services.  This is a fixed-price, incentive-firm-target contract with cost-reimbursement and labor-hour line items.  Locations of performance are Alaska and California with a Jan. 31, 2016 performance completion date.  Using military service is federal civilian agency.  Type of appropriation is fiscal 2014 defense working capital funds.  The contracting activity is the Defense Logistics Agency Distribution, New Cumberland, Pa.

Lockheed Martin Corp., Newtown, Pa., has been awarded a $14,430,612 fixed-price-incentive-firm modification (P00006) for an existing contract (FA8807-13-C-0002) for GPS III long lead material for space vehicles 07 and 08.  The contract modification provides for the acquisition of long lead material under the basic contract.  Work will be performed predominantly in Clifton, N.J., and is expected to be completed by June 2015.  Fiscal 2013 missile procurement funds in the amount of $14,430,612 are being obligated at time of award.  The Space and Missile Systems Center Global Positioning Systems Directorate, Los Angeles Air Force Base, Calif., is the contracting activity.

Garrett Container Systems, Accident, Md., has been awarded a $19,541,184 indefinite-delivery/indefinite-quantity contract for common Department of Defense civilian and military items.  This contract includes nine distinctive pieces of equipment that all security forces personnel utilize on a daily basis, including concealable body armor, Safariland 6005 SLS M-9 Berretta drop leg holster system (with Quick Locking System (QLS), mid-ride belt loop adapter, and small MOLLE adapter plate); nickel plated steel handcuffs, 21-inch expandable baton, mini-flashlight with holder, and whistle.  Work will be performed at Accident, Md., and is expected to be complete by March 2, 2019.  This award is the result of a competitive acquisition and all offerors were solicited using Federal Business Opportunities and three offers were received.  Fiscal 2014 operations and maintenance funds in the amount of $3,000 will be awarded for a post award.  771st Enterprise Sourcing Squadron, Joint Base San Antonio, Texas, is the contracting activity (FA8054-14-D-0002).

SelectTech Services Corp., Centerville, Ohio, has been awarded a $7,680,250 firm-fixed-price contract for engineering technical support services.  This contract is to provide personnel, equipment, tools, materials, and other items and services necessary to perform maintenance and fabrication of experimental processing and test equipment. The technical support shall consist of preventive and remedial maintenance, inspection, modification, overhaul, fabrication, repair, calibration, certification and transport of experimental/test equipment, and laboratory instrumentation.  Work will be performed at Wright-Patterson Air Force Base, Ohio, and is expected to be complete by Jan. 28, 2015.  This award is the result of a competitive acquisition and five offers were received.  Fiscal 2014 research and development funds in the amount of $111,000 are being obligated at time of award.  Air Force Research Laboratory/RQKE, Enterprise Contracting Branch, Wright-Patterson AFB, Ohio, is the contracting activity (FA8650-14-4016).

NAVY

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Ft. Worth, Texas, is being awarded a $35,781,319 modification to a previously awarded cost-plus-fixed-fee contract (N00019-02-C-3002) to develop a Universal Armament Interface capability in the F-35 software for Small Diameter Bomb II F-35 Mission Systems Integration Laboratory, ground test only.  Work will be performed in Fort Worth, Texas, and is expected to be completed in April 2018.  Fiscal 2014 research, development, test and evaluation, Navy funds in the amount of $4,000,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Raytheon Technical Services Co., LLC, Indianapolis, Ind., is being awarded a $17,257,960 firm-fixed-price delivery order against a previously issued basic ordering agreement (N00019-10-G-0006) for the procurement of 28 LAU-115D/A missile launchers for the Government of Australia and 64 LAU-116-B/A missile launchers for the U.S. Navy (34) and the Government of Australia (30).  These missile launchers are in support of the F/A-18E/F and EA-18G aircraft.   Work will be performed in Indianapolis, Ind., and is expected to be completed in September 2016.  Foreign military sales and fiscal 2013 and 2014 aircraft procurement, Navy funds in the amount of $17,257,960 are being obligated on this contract, none of which will expire at the end of the current fiscal year.  This contract combines purchases for the U.S. Navy ($5,819,780; 34 percent) and the Government of Australia ($11,438,180; 66 percent) under the Foreign Military Sales Program.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

CoSTAR Services, Inc.*, San Antonio, Texas, is being awarded a $9,865,087 modification under a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N69450-13-D-7700) to exercise option one for regional base operations support services at Naval Air Station, Jacksonville, Naval Station Mayport, Naval Operational Support Center (NOSC) Atlanta, Ga., NOSC Augusta, Ga., NOSC Columbus, Ga., NOSC Bessemer, Ala., NOSC Greenville, S.C., NOSC Miami, Fla., NOSC Tallahassee, Fla., NOSC West Palm Beach, Fla., and Marine Corps Reserve Center Jacksonville, Fla.  Services include, but are not limited to facility investment, custodial, pest control, integrated solid waste management, and grounds maintenance and landscaping.  This contract contains options, which if exercised, will bring the contract value to $14,483,217.  Work will be performed in Jacksonville, Fla. (90 percent); West Palm Beach, Fla. (2 percent); Atlanta, Ga. (2 percent); Augusta, Ga. (1 percent); Columbus, Ga. (1 percent); Bessemer, Ala. (1 percent); Miami, Fla. (1 percent); Tallahassee, Fla. (1 percent); and Greenville, S.C. (1 percent).  Work is expected to be completed in January 2015.   Fiscal 2014 operation and maintenance, Navy; Fiscal 2014 operation and maintenance, Navy Reserve; Fiscal 2014 operation and maintenance, Marine Corps; Fiscal 2014 Navy working capital funds; Fiscal 2014 Defense health program funds; and Fiscal 2014 family housing operation and maintenance, Navy contract funds in the amount of $5,648,935 are being obligated on this award and will expire at the end of the current fiscal year.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Fla., is the contracting activity.

Detyens Shipyards, Inc., North Charleston, S.C. is being awarded a $9,654,055 firm-fixed-price contract for a 55-calendar day regular overhaul and dry docking of fleet replenishment oiler USNS Leroy Grumman (T-AO 195).  Work will include port main engine clutch and coupling overhaul; antenna cleaning, inspecting and refurbishing; helicopter deck sprinkler and hose reel piping renewal; fall blocks and fairlead sheaves; hull painting and cleaning; and flight deck non-skid renewal. The ship’s primary mission is to provide fuel to U.S. Navy ships at sea and jet fuel to aircraft assigned to aircraft carriers.  The contract includes options, which, if exercised, would bring the cumulative value of this contract to $11,349,714.  Work will be performed in Charleston, S.C., and is expected to be completed by April 2014.  Fiscal 2014 working capital contract funds in the amount of $9,654,055 are being obligated at the time of award and will expire at the end of the current fiscal year.  This contract was competitively procured with proposals solicited via the Federal Business Opportunities website, with one offer received.  The U.S. Navy’s Military Sealift Command Norfolk, Norfolk, Va., is the contracting activity (N32205-14-C-1001).

Vigor Marine LLC, Portland, Ore., is being awarded a $6,655,679 firm-fixed-price contract for a 55-calendar day regular overhaul and dry docking availability of fleet replenishment oiler USNS Yukon (T-AO 202).  Work will include port main engine overhaul, gyro replacement, number four ship’s service diesel generator overhaul, docking and undocking and underwater hull cleaning and painting.  Yukon’s primary mission is to provide fuel to U.S. Navy ships at sea and jet fuel to aircraft assigned to aircraft carriers.  The contract includes options which, if exercised, would bring the total contract value to $8,092,975.  Work will be performed in Portland, Ore., and is expected to be completed by April 2014.  Fiscal 2014 working capital contract funds in the amount of $6,655,679 are being obligated at the time of award and will expire at the end of the current fiscal year.  This contract was competitively procured with proposals solicited via the Federal Business Opportunities website, with two offers received.  The U.S. Navy’s Military Sealift Command Norfolk, Norfolk, Va., is the contracting activity (N32205-14-C-1009).

(NSI News Source Info) TORONTO, Canada - January 29, 2014: Bangladesh ordered 24 Russian Yak-130 light fighter jets worth $800 million in the final quarter of last year, a Russian newspaper reported Tuesday.

The deal was paid for with a loan extended by Moscow to the country a year ago, the director of Russian state arms exporter Rosoboronexport said in a separate interview published by Kommersant on Monday, without disclosing the deal’s price tag.

The newspaper said Tuesday that the sale was worth $800 million, citing unnamed sources in the defense industry. The planes are to be fitted with English-language cockpits and delivery is scheduled to begin next year.

The Yak-130 is a lightweight subsonic trainer aircraft designed to mimic the cockpit and handling capabilities of Russia’s more advanced fighters.

The plane can also be configured to carry a small payload of ground attack and air-to-air weapons.

Russia has targeted South Asia as a growth market for arms exports. The country delivered a refitted aircraft carrier, the INS Vikramaditya, to India earlier this month and is in the process of supplying Vietnam with six advanced attack submarines.

Yak-130 Combat Trainer Preface
The Yak-130 combat trainer was selected as the winner of the trainer competition of the Voyenno Vozdushnyye Sily, Russian Federation Air Force, in April 2002. The aircraft is also actively marketed for export by Yakovlev, the Irkut company, and by Rosoboronexport.

The Russian Air Force has a future requirement for 300 Yak-130 aircraft that can be deployed as a light strike aircraft or as a trainer for a range of fourth or fifth-generation fighters. An order was placed for the first 12 aircraft to replace ageing Aero Vodochody L-39 Albatros in 2002. The aircraft entered service in the Russian Federation Air Force at the military pilot training academy in Krasnodar in July 2009 and was showcased in the MAKS 2009 air show.

The production line for the aircraft at the Aviation Plant Sokol in Nizhny Novgorod, known as NAZ Sokol, is fully operational and the roll out of the first production series aircraft took place in May 2003. A series of flight tests of the serial production aircraft was started in April 2004.

The Russian Air Force ordered official testing in May 2005. The full trials of the advanced combat trainer, including spin and combat tactics trials, were completed in December 2009 prior to delivery of the first two production aircraft to the Russian Air Force.

The first Yak-130 ordered by the Russian Air Force completed its flight acceptance test at Sokol in August 2009. The Russian Air Force received the first four of 12 Yak-130s between February 2010 and April 2010. Another five aircraft were delivered in April 2011.

In December 2011, the Russian Ministry of Defence placed an order with Irkut for the delivery of 55 Yak-130 combat trainers by 2015. The first batch of six aircraft was delivered to the Russian Air Force in October 2012. The second batch of three Yak-130s was delivered in November 2012. A total of 15 aircraft were delivered to the Russian Air Force in 2012.

International orders and deliveries
In March 2006, it was announced that Algeria had placed an order for 16 Yak-130 trainers. The first flight of the Yak-130 built for Algerian Air Force was completed in September 2009. In September 2011, the Algerian pilots were permitted to take solo flights on the aircraft after completion of three months theoretical and practical trainings. Deliveries were concluded in 2011.

In January 2010, the Libyan Air Force ordered six Yak-130 aircraft. The Vietnamese Air Force has ordered eight Yak-130 aircraft.

In December 2010, the Kazakh Defence Minister signed an agreement with his Russian counterpart to use the Yak-130. Syria and Indonesia have also shown interest in Yak-130 combat trainers.


In December 2012, the Belarusian Defence Ministry signed a contract with Irkut for four Yak-130 combat-trainers. Deliveries are scheduled for 2015.
