The Aerospace Corporation, El Segundo, California, has been awarded an $811,607,999 modification (P00015) to previously awarded contract FA8802-14-C-0001 for planning, systems definition, and technical specification support, analyze user needs, design and design alternative, interoperability, manufacturing and quality control, and assist with test and evaluation, launch support, flight tests, orbital operations and integration of space systems into effective systems of systems. L-3 Communications Corporation DBA Communication Systems West, Salt Lake City, Utah, has been awarded a $31,159,640 firm-fixed-price undefinitized contract action for production, modification and integration of intelligence, surveillance and reconnaissance capabilities onto three Cessna 208B aircraft, spares and training. Work will be performed at Salt Lake City, Utah, and Titusville, Florida, with an expected completion date of Sept. 30, 2015. This award includes foreign military sales for the countries of Niger, Kenya and Mauritania. Fiscal 2014 building partnership capacity funds in the amount of $31,159,640 are being obligated at the time of award. The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-14-C-4020).

Intelligent Decisions, Inc., Ashburn, Virginia, has been awarded a $14,612,066 modification (FY01-02) to previously awarded contract FA8732-13-D-001 for Enterprise Land Mobile Radio Trunking System upgrade. This modification provides for the exercise of pre-priced optional contract line items for the purchase of ELMR infrastructure equipment at nine Air Force Reserve Command locations, and 3,151 new portable and 304 new mobile radios, in support of the AFRC mission under the basic contract, as a result of a competitive negotiated procurement. This modification brings the total cumulative face value of the contract to $20,055,287. Work will be performed at Ashburn, Virginia, with an expected completion date of June 20, 2015. Fiscal 2014 operations and maintenance funds in the amount of $10,362,759, and fiscal 2012, 2013 and 2014 National Guard and Reserve equipment and defense funds in the amount of $4,249,306, are being obligated at the time of award. Telspan Data, LLC, Concord, California, has been awarded a $9,967,063 basic indefinite-delivery/indefinite-quantity contract for data replay systems (DRS) for the Air Force Test Center. The DRS system is used to configure, compile and replay telemetry captured from various sources during flight testing. Work will be performed at Eglin Air Force Base, Florida, with an expected completion date of Oct. 6, 2014. This contract was a sole-source acquisition under the authority of justification and approval. Fiscal 2012 research, development, test and evaluation funds in the amount of $39,790 are being obligated at the time of award. Calculex, Inc., Las Cruces, New Mexico, has been awarded a $9,752,281 basic indefinite-delivery/indefinite-quantity contract to support existing airborne data recorders (ADR) for the Air Force Test Center. The ADR system is used to capture, record, and relay various inflight telemetry feeds during flight testing. Work will be performed at Eglin Air Force Base, Florida, with an expected completion date of Jan. 31, 2015. This contract was a sole-source acquisition. Fiscal 2014 research, development, test and evaluation funds in the amount of $52,000 are being obligated at the time of award. Herrick Technology Laboratories, Inc., Manchester, New Hampshire, has been awarded a $9,704,228 cost-plus-fixed-fee contract for prototype hardware and software to develop new radio frequency technology, including research, development, integration and demonstration of novel radio frequency technology to improve warfighter outcomes in the field. Work will be performed at Germantown, Maryland, with an expected completion date of Sept. 18, 2018. This award was a competitive acquisition, with offers solicited electronically; 10 proposals were received. Fiscal 2014 research, development, test and evaluation funds in the amount of $696,792.00 are being obligated at the time of award. Work will be performed at Buffalo, New York, and Eglin Air Force Base, Florida, with an expected completion date of Sept. 15, 2015. This contract was a sole-source. Northrop Grumman Aerospace Systems, Redondo Beach, California, has been awarded an $8,990,905 modification (P00093) to previously awarded contract FA8810-09-C-0001 for six-month fiscal 2015 on-orbit support and sustainment of the Defense Support Program constellation. Work will be performed in Redondo Beach, California, with an expected completion date of March 31, 2015. Fiscal 2015 operations and maintenance funds in the amount of $8,990,905 will be obligated when they become available. Purcell Construction Corp., Watertown, New York, was awarded a $40,036,480 firm-fixed price contract to build two barracks/company operations buildings, a running track and a general purpose storage building at Joint Base Langley-Fort Eustis, Virginia. Facility will be constructed to meet a surge capacity of 450 people. This is phase three of a four phase Advanced Individual Training Barracks complex. Work will be performed in Hampton, Virginia, with an estimated completion date of June 23, 2017. Bids were solicited via the Internet, with four received. Fiscal 2014 military construction funds in the amount of $40,036,480 are being obligated at the time of the award. U.S. Army Corps of Engineers, Norfolk, Virginia, is the contracting activity (W91236-14-C-0046).

Millennium,* Arlington , Virginia (W15QKN-14-D-0033); Subsystem Technologies, Inc.,* Arlington, Virginia (W15QKN-14-D-0034); WisEngineering, LLC,* Dover, New Jersey (W15QKN-14-D-0035); and International Logistics Systems, Inc., Glen Rock, Pennsylvania (W15QKN-14-D-0107), were awarded a $29,967,029 firm-fixed-price, multiple award contract to provide weapon system and munitions life cycle supportability services in support of the Army Research Development and Engineering Command. Funding and work location will be determined with each order, with an estimated completion date of Sept. 18, 2019. Bids were solicited via the Internet, with 13 received. Army Contracting Command, Picatinny Arsenal, New Jersey, is the contracting activity.

The Nutmeg Companies,* Norwich, Connecticut, was awarded a $19,908,520 firm-fixed-price contract, with options, to construct one 25,913 square-foot educational facility and one 32,125 square-foot billeting facilityfor the Massachusetts National Guard. Work will be performed in Buzzards Bay, Massachusetts, with an estimated completion date of April 15, 2016. Bids were solicited via the Internet, with six received. Fiscal 2014 military construction funds in the amount of $19,908,520 are being obligated at the time of the award. National Guard Bureau - Massachusetts, Milford, Massachusetts, is the contracting activity (W912SV-14-C-0008).

HGL Construction, Inc.,* Midwest City, Oklahoma, was awarded a $15,000,000 firm-fixed-price, single award task order contract for design/build and construction services in support of various military and civil works. Funding and work location will be determined with each order, with an estimated completion date of Aug. 27, 2015. Bids were solicited via the Internet, with 14 received. U.S. Army Corps of Engineers, Tulsa, Oklahoma, is the contracting activity (W912BV-14-D-0013).

Bukkehave, Inc.,* Ft. Lauderdale, Florida, was awarded an $11,607,670 firm-fixed-price, requirements, foreign military sales contract for Toyota Land Cruiser truck variants (in both left-hand drive and right-hand drive): 2-door pickup, 4-door pickup, sport utility vehicle, ambulance, mobile maintenance truck, and common spare parts. Funding and work location will be determined with each order, with an estimated completion date of Sept. 29, 2017. Maersk Line Ltd., Norfolk, Virginia, was awarded a $10,610,996 modification (0001) to cost-plus-fixed-fee contract W52P1J-14-G-0023 for maintenance of the storage environment for all watercraft (including supply operations), watercraft care of supplies in storage maintenance, and preparation of watercraft for activation/exercises at Watercraft Equipment Base-Yokohama North Dock, Yokohama, Japan. Specific tasks to be performed include: base support activities, preservation of watercraft for long-term storage, inspection and correction of faults on vessels prior to completion of on condition cyclic maintenance, schedule maintenance, and support over and above 30/40/50 level fault repair. Fiscal 2014 operations and maintenance (Army) funds in the amount of $10,610,996 were obligated at the time of the award. Estimated completion date is Aug. 27, 2015. Work will be performed in Japan. BAE Land and Armament Systems L.P., Santa Clara, California, was awarded a $10,506,287 modification (P00024) to cost-plus-fixed-fee contract W56HZV-13-C-0018 for system technical support and sustainment system technical support for the Bradley family of vehicles. Fiscal 2012 and 2013 other procurement (Army) funds in the amount of $9,808,656, and fiscal 2014 operations and maintenance (Army) funds in the amount of $697,631 were obligated at the time of the award. Estimated completion date is Dec. 17, 2015. Work will be performed in Santa Clara, California ($9,635,316; 92 percent); Sterling Heights, Michigan ($515,859; 5 percent); and York, Pennsylvania ($355,112; 3 percent). Great Lakes Dredge & Dock Company, LLC, Oak Brook, Illinois, was awarded a $9,953,434 firm-fixed-price contract, with options, for beach fill and initial construction in Oakwood Beach, New Jersey, with an estimated completion date of March 17, 2015. Bids were solicited via the Internet, with four received. Fiscal 2014 other procurement funds in the amount of $9,953,434 are being obligated at the time of the award. U.S. Army Corps of Engineers, Philadelphia, Pennsylvania, is the contracting activity (W912BU-14-C-0031).

UPDATE: CB&I Federal Services LLC, Baton Rouge, Louisiana (W9128F-14-D-0034) and Kellogg Brown & Root Services, Inc., Arlington, Virginia (W9128F-14-D-0035), have been added as awardees to the multiple-award Rapid Disaster Infrastructure (RDI) Response Contract announced July 16, 2014 in response to solicitation W9128F-14-R-0002.

NAVY

Lockheed Martin Mission Systems and Training, Manassas, Virginia, is being awarded an $117,767,647 cost-plus-incentive-fee and cost reimbursement modification to previously awarded contract (N00024-09-C-6247) to exercise an option for engineering services and support of the AN/BVY-1 Integrated Submarine Imaging System and on board repair part kits. Services will include design, development, testing, reverse engineering, technology insertion/refreshment, engineering services, field engineering services, and system support. The Integrated Submarine Imaging System provides mission critical, all-weather, visual, and electronic search, digital image management, indication, warning, and platform architecture interface capabilities. Work will be performed in Manassas, Virginia (74 percent); Virginia Beach, Virginia (9.2 percent); Northampton, Massachusetts (6.1 percent); Arlington, Virginia (4.6 percent); Fairfax, Virginia (4.6 percent); and Newport, Rhode Island (1.5 percent), and is expected to be completed by September 2015. Phoenix International Holdings Inc.,* Largo, Maryland, is being awarded a $75,000,000 indefinite-delivery/indefinite-quantity, cost-plus-award fee contract for worldwide undersea deep ocean search and recovery operations and associated services to support the Director of Ocean Engineering, Supervisor of Salvage and Diving (SUPSALV). This contract allows the Navy to meet its responsibility for deep ocean search and recovery established under the Salvage Facilities Act. In addition to providing support for a wide variety of search, recovery, and rescue operations, the contract includes services to warehouse, maintain, deploy and operate a wide variety of Navy-owned equipment. The contract also provides a vehicle for SUPSALV to obtain commercial systems, as needed, to supplement the Navy’s equipment capabilities. Work will be performed in Largo, Maryland, and is expected to be completed by August 2015. No funding will be obligated at time of award. General Dynamics Land Systems, Sterling Heights, Michigan, is being awarded a $61,196,977 firm-fixed-price modification to a previously awarded contract (M67854-14-C-5501) for production of 1,067 Cougar egress upgrade kits in support of the Program Executive Officer Land Systems, Program Manager, Mine-Resistant Ambush-Protected vehicle program. The egress upgrade kit includes upgrades to four existing vehicle systems: 1) front doors; 2) rear doors; 3) rear steps; and 4) exhaust. The egress upgrades are needed to increase the survivability for the user in the case of an attack or accident. Work will be performed in Ladson, South Carolina, and work is expected to be completed in April 2016. Fiscal 2012 and 2013 other procurement (Marine Corps); fiscal 2013 other procurement (Navy and Air Force); and fiscal 2014 other procurement (Navy) contract funds in the amount of $61,196,977, will be obligated at time of award. Fiscal 2012 procurement (Marine Corps) funds in the amount of $30,598,489 will expire at the end of the current fiscal year. This contract modification is a sole-source procurement to the competitively awarded contract and was advertised via the Federal Business Opportunities website, with one response received. The Marine Corps Systems Command Quantico, Virginia, is the contracting activity.

The Boeing Co., St. Louis, Missouri, is being awarded a $14,764,403 modification to a previously awarded firm-fixed-price contract (N00019-14-C-0032) for aircraft armament equipment items in support of the F/A-18E/F and E/A-18G aircraft. The equipment being procured includes 342 station control units for the U.S Navy (245) and the government of Australia (97); six Ariel Refueling System (ARS) air probes, six ARS fuel probes, 12 ARS suspension lugs, 11 advanced launch system (ALR) -67 mounting bases, and 11 ALR-67 retainers for the U.S Navy; and 39 centerline feed thru plates for the U.S. Navy (24) and the government of Australia (15). Work will be performed in Clearwater, Florida (99 percent), and St. Louis, Missouri (1 percent), and is expected to be completed in October 2016. Fiscal 2013 and 2014 aircraft procurement (Navy), and foreign military sales funds in the amount of $14,764,403, are being obligated at time of award, none of which will expire at the end of the current fiscal year. This contract combines purchase for the U.S. Navy ($10,630,370; 72 percent) and the government of Australia ($4,134,033; 28 percent) under the Foreign Military Sales Program. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

L-3 Communications Vertex Aerospace LLC, Madison, Mississippi, is being awarded an $11,961,245 modification to a previously awarded indefinite-delivery requirements contract (N00019-12-D-0016) to exercise an option for maintenance, repair, and logistics support for the chief of Naval Air Training Aircraft’s intermediate maintenance departments located at the Naval Air Station Pensacola, Florida, and Naval Air Station Corpus Christi, Texas. Support to be provided includes labor, equipment, tools, services, and direct and indirect material. AAI Textron Systems, Hunt Valley, Maryland, is being awarded a $9,931,778 modification to a previously awarded firm-fixed-price contract (N68936-13-C-0161) for the procurement of additional radio frequency electronic warfare systems integration test environment system (RF EW SITE) equipment including shipping and set-up in support of the Electronic Combat Systems Evaluation Laboratory/Weapons System Simulation Laboratory at the Naval Air Warfare Center Weapons Division, Point Mugu, California. The RF EW SITE equipment being procured includes 70 synthetic source instruments, nine radio frequency switch matrix, and three stimulus cabinets. Pentaq Manufacturing Corp.,* Sabana Grande, Puerto Rico, has been awarded a maximum $31,895,125 modification (P00110) exercising the first option period on a one-year base contract (SPM1C1-13-D-1073), with four one-year option periods. (NSI News Source Info) TORONTO, Canada - September 18, 2014:  In light of the Russian military intervention in Ukraine, the United States is demonstrating its continued commitment to collective security through a series of actions designed to reassure NATO Allies and partners of America's dedication to enduring peace and stability in the region. 


As a first response to demonstrate our commitment to the defense of our Allies, the U.S. augmented its participation in Baltic Air Policing by sending an additional six F-15s to the NATO mission.  Under operation ATLANTIC RESOLVE, U.S. Army Europe forces have deployed to Latvia, along with other Allies in the region, to conduct land forces training.

(NSI News Source Info) TORONTO, Canada - September 17, 2014:  In light of the Russian military intervention in Ukraine, the United States is demonstrating its continued commitment to collective security through a series of actions designed to reassure NATO Allies and partners of America's dedication to enduring peace and stability in the region. 

As a first response to demonstrate our commitment to the defense of our Allies, the U.S. augmented its participation in Baltic Air Policing by sending an additional six F-15s to the NATO mission.  Under operation ATLANTIC RESOLVE, U.S. Army Europe forces have deployed to Latvia, along with other Allies in the region, to conduct land forces training.  

U.S. and Latvian troops participate in a range of other joint and multilateral exercises, including SABER STRIKE, BALTOPS, and STEADFAST JAZZ.  Latvian soldiers and defense personnel also receive technical training and strategic education in the United States.

As NATO allies, the United States and Latvia are committed to each other’s defense and partner in critical areas around the world.  Latvia contributes important capabilities to the Alliance’s collective security, including the training of U.S.-certified joint terminal attack controllers (JTAC) who coordinate air support for ground units during operations.

 The government of Latvia has recognized the danger of increased cyber threats and is working together with NATO, the European Union, the Baltic states, Nordic states, and the United States to strengthen its cybersecurity.  The United States supports Latvia’s efforts through visits by U.S. experts and Latvian participation in EUCOM- and NATO-sponsored events and U.S.-based training.  The government of Latvia is also a partner in the Freedom Online Coalition, a group of governments collaborating to advance Internet freedom.

The parliaments of Ukraine and the European Union were set 16 September to ratify a landmark political and free trade deal, but some lawmakers expressed displeasure over a delay in the agreement. 

The political and trade deal ratified by parliaments in Ukraine and the European Union were the first step towards membership in the bloc, Ukrainian President Petro Poroshenko said. 

The European Parliament gave its consent to the EU-Ukraine Association agreement, which includes a Deep and Comprehensive Free Trade Agreement (DCFTA), on Tuesday in Strasbourg. At the same time, the Agreement was also ratified by the Ukrainian Parliament in Kiev. The deal will establish a deep political association and economic integration between the EU and Ukraine and provide for mutual free market access.

MEPs backed the agreement with 535 votes in favour, 127 against and 35 abstentions.

"Through this ratification, Ukraine's European choice will be institutionalized and will bind the futures of the EU and Ukraine together. Ukrainian society has paid the highest price for its European aspirations, grieving the deaths of numerous people, suffering territorial occupation by Russia and experiencing deteriorating economic conditions. With this ratification, the EU gives Ukraine the strongest sign of support, despite the regrettable proposal to delay implementation of the agreement" said rapporteur Jacek Saryusz-Wolski (EPP, PL) before the vote.

He added that the agreement was "not a definitive goal of EU-Ukraine relations" and stressed that the common future of the EU and Ukraine must now be protected from Russian aggression by introducing "increasingly heavy sanctions until the cost for Russia will be too high to sustain its policy".

"This is an historic moment", said EP President Martin Schulz in his address to MPs in the Strasbourg and Kiev chambers via a video link. "The two parliaments freely determined to vote today at the same time on this agreement. This is free democracy, the opposite of directed democracy. The European Parliament has always defended the territorial integrity and sovereignty of Ukraine and will continue to do so", he added.

Just before the Ukraine Parliament ratified the deal, President Poroshenko said "The Ukrainians have reversed the express-train going East, and I hope that also today's vote will confirm that. Our synchronised ratifications will be a feast, not just for Ukraine but also for Europe because without Ukraine there is no united Europe. I would like to thank Europe for the support it has given us in these difficult times. At the same time I would like to address our government - the EU only asks for one thing in return from us - the reforms. I urge you not to delay them in any way".

What does the deal involve?

The deal provides both for a political association and for free trade. The political provisions take Ukraine one step closer to the EU, by opening new channels for political dialogue and establishing ground rules for cooperation in areas such as energy, transport, and education. It requires Ukraine to implement reforms and respect democratic principles, human rights and the rule of law.

Among other rules, the deal provides for greater movement of workers, sets targets for establishing a visa-free travel regime and aligning the two sides’ regulatory systems by laying down detailed timetables for Ukraine to transpose parts of the EU acquis legislation into its national laws and put them into effect.

The Deep and Comprehensive Free Trade Agreement part substantially integrates the EU and Ukraine markets, by dismantling import duties and banning other trade restrictions, albeit with specific limitations and transitional periods in “sensitive” areas, such as trade in agricultural products. It will also partially integrate public procurement markets.

When will it take effect?

As a result of today's votes both in the EU and Ukrainian Parliament, the deal will be applied provisionally but the date still needs to be confirmed by the Council. To take full legal effect, the deal has to be ratified by the 28 EU member states. So far, it has been ratified in six member states,, but several years may elapse before the process is completed in all member states.

It was planned to apply the trade rules from 1 November this year, but last Friday 12 September the EU, Ukraine and Russia agreed in talks to delay the provisional entry into effect of the trade rules until 31 December 2015.


The EU Commission says that it will continue to apply EU “autonomous trade preferences” to Ukraine, which in effect opens the EU market to Ukraine unilaterally. A decision to prolong these preferences later would need the backing of the European Parliament.

Walbridge Aldinger Co., Detroit, Michigan, is being awarded $9,982,290 for firm-fixed-price task order 0006 under a previously awarded multiple award construction contract (N40085-10-D-5331) for construction of an aerial target operation facility at Naval Air Station Oceana, Dam Neck Annex.
