AED, Inc., * Hyattsville, Maryland, is being awarded a maximum amount $27,000,000 indefinite-delivery/indefinite-quantity contract for contractor support services within the Naval Facilities Engineering Command (NAVFAC), Southeast area of responsibility (AOR). Task order 0001 is being awarded at $75,405 for performance of a construction engineering technician at Fort Buchanan, Puerto Rico. Work for this task order is expected to be completed by September 2015. The University of Washington (UW), Seattle, Washington, is being awarded a $12,776,050 cost reimbursement contract for mid-life re-fit overhaul of Ocean Class Oceanographic research vessel Thomas G. Thompson (AGOR 23). Work includes finalization of design and contract specification for AGOR 23, preliminary design documents for AGOR 24 and AGOR 25, competitive shipyard contracting, management and oversight of shipyard contract including sub-contractors, purchasing and delivery of any contractor acquired government property, testing and acceptance, and return of the AGOR 23 to service. UW will be responsible for all management, oversight, procurement, contracting, testing, and acceptance criteria related to conducting a mid-life refit and overhaul of AGOR 23, and completion of Class-wide design and specifications to be utilized in future mid-life refits of AGOR 24 & AGOR 25. Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $24,868,359 modification to the previously awarded F-35 Lightning II Low Rate Initial Production (LRIP) Lot VI contract (N00019-11-C-0083). This modification is to realign and increase concurrency funding for post-production concurrency changes to LRIP Lot VI aircraft. Phoenix International Holdings Inc.,* Largo, Maryland, is being awarded a $75,000,000 indefinite-delivery/indefinite-quantity, cost-plus-award fee contract for worldwide undersea deep ocean search and recovery operations and associated services to support the Director of Ocean Engineering, Supervisor of Salvage and Diving (SUPSALV). General Dynamics Land Systems, Sterling Heights, Michigan, is being awarded a $61,196,977 firm-fixed-price modification to a previously awarded contract (M67854-14-C-5501) for production of 1,067 Cougar egress upgrade kits in support of the Program Executive Officer Land Systems, Program Manager, Mine-Resistant Ambush-Protected vehicle program. The egress upgrade kit includes upgrades to four existing vehicle systems: 1) front doors; 2) rear doors; 3) rear steps; and 4) exhaust. The Boeing Co., St. Louis, Missouri, is being awarded a $14,764,403 modification to a previously awarded firm-fixed-price contract (N00019-14-C-0032) for aircraft armament equipment items in support of the F/A-18E/F and E/A-18G aircraft. L-3 Communications Vertex Aerospace LLC, Madison, Mississippi, is being awarded an $11,961,245 modification to a previously awarded indefinite-delivery requirements contract (N00019-12-D-0016) to exercise an option for maintenance, repair, and logistics support for the chief of Naval Air Training Aircraft’s intermediate maintenance departments located at the Naval Air Station Pensacola, Florida, and Naval Air Station Corpus Christi, Texas. As a first response to demonstrate our commitment to the defense of our Allies, the U.S. augmented its participation in Baltic Air Policing by sending an additional six F-15s to the NATO mission.  Under operation ATLANTIC RESOLVE, U.S. Army Europe forces have deployed to Latvia, along with other Allies in the region, to conduct land forces training.

(NSI News Source Info) TORONTO, Canada - September 17, 2014:  In light of the Russian military intervention in Ukraine, the United States is demonstrating its continued commitment to collective security through a series of actions designed to reassure NATO Allies and partners of America's dedication to enduring peace and stability in the region. 

As a first response to demonstrate our commitment to the defense of our Allies, the U.S. augmented its participation in Baltic Air Policing by sending an additional six F-15s to the NATO mission.  Under operation ATLANTIC RESOLVE, U.S. Army Europe forces have deployed to Latvia, along with other Allies in the region, to conduct land forces training.  

U.S. and Latvian troops participate in a range of other joint and multilateral exercises, including SABER STRIKE, BALTOPS, and STEADFAST JAZZ.  Latvian soldiers and defense personnel also receive technical training and strategic education in the United States.

As NATO allies, the United States and Latvia are committed to each other’s defense and partner in critical areas around the world.  Latvia contributes important capabilities to the Alliance’s collective security, including the training of U.S.-certified joint terminal attack controllers (JTAC) who coordinate air support for ground units during operations.

 The government of Latvia has recognized the danger of increased cyber threats and is working together with NATO, the European Union, the Baltic states, Nordic states, and the United States to strengthen its cybersecurity.  The United States supports Latvia’s efforts through visits by U.S. experts and Latvian participation in EUCOM- and NATO-sponsored events and U.S.-based training.  The government of Latvia is also a partner in the Freedom Online Coalition, a group of governments collaborating to advance Internet freedom.

Exelis Systems Corporation, Colorado Springs, Colorado, has been awarded a $79,807,790 fixed-price with economic-price-adjustment contract, which contains firm-fixed-price, cost-reimbursable and cost-plus-fixed-fee CLINs, to provide day-to-day base operation and maintenance services. This contract provides for multifunctional requirements to include program management, postal services and communications, safety and occupational health/industrial hygiene and ambulance services, civil engineering, force support services, logistics support, U.S. Customs operations, reservation assistance office operations, local national payroll services, and transient alert operations. In addition to the day-to-day base operation and maintenance services, the contractor is required to provide contingency and exercise support in conjunction with all Department of Defense, Joint Chief of Staff, U.S. Air Force, and all government-supported allied operations. Work will be performed at Incirlik Air Base, Izmir Air Station, Ankara Support Facility and the Office of Defense Cooperation-Turkey in Turkey, and at Morón Air Base in Spain, and is expected to be completed by Jan. 8, 2016. Fiscal 2015 operations and maintenance funds in the amount of $79,807,790 will be obligated when they become available. This contract was a competitive acquisition and six offers were received. The Air Force Installation Contracting Agency's 764th Specialized Contracting Squadron, Kaiserslautern, Germany, is the contracting activity (FA5641-15-C-0001).

Alion Science and Technology Corp., Burr Ridge, Illinois, has been awarded a $24,926,478 cost-plus-fixed-fee delivery order (0083) on the Advanced Materials, Manufacturing, and Testing Information Analysis Center (AMMTIAC) indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, sole-source contract (FA4600-06-D-0003) for technical analysis, logistics and sustainment for Headquarters U. S. Marine Corps. AMMTIAC shall provide research and development expertise in areas such as non-destructive testing, corrosion, thermal-protection systems, rapid prototyping, integration and testing of experimental systems, low-volume production, condition-based maintenance, and real-time system monitoring. The Aerospace Corporation, El Segundo, California, has been awarded a $22,131,100 modification (P00008) to previously awarded contract FA8802-14-C-0001 for fiscal 2014 equipment outside of the ceiling, which will allow the contractor to complete their systems engineering and integration tasks by funding special purpose plant equipment costs. Work will be performed in El Segundo, California, with an expected completion date of Sept. 30, 2014. No funds are being obligated at the time of award. NAVY

The maximum dollar value, including the base period and four option years, for all five contracts combined is $48,000,000. Cianbro Corp., Pittsfield, Maine, is being awarded a $13,842,000 firm-fixed-price contract for structural repairs to Bridge #1 at Portsmouth Naval Shipyard. Work will be performed in Kittery, Maine, and is expected to be completed by April 2016. Fiscal 2014 operation and maintenance (Navy) contract funds in the amount of $13,842,000 are being obligated on this award and will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with three proposals received. A&D GC, Inc.,* Santee, California, is being awarded $12,017,000 for firm-fixed-price task order 0015 under a previously awarded multiple award construction contract (N62473-09-D-1658) for repair and modernization of Bachelor Enlisted Quarters Building 41 at Naval Medical Center, San Diego. The work to be performed provides for repair and modernization of a four-story unaccompanied housing facility for enlisted sailors. The project will upgrade building structural systems to comply with current seismic codes and progressive collapse prevention standards. This includes reinforcing existing shear walls and boundary elements, addition of reinforced boundary elements to accommodate the new room module layout, and anchoring/bracing of equipment, suspended ceilings, fixtures, and appurtenances. Work will be performed in San Diego, California, and is expected to be completed by April 2016. Progeny Systems Corp.,* Manassas, Virginia, is being awarded a $9,587,392 cost-plus-fixed-fee delivery order (0002) against a previously issued Basic Ordering Agreement (N68335-13-G-0001) for work associated with a Phase III Small Business Innovation Research effort under Topic N121-045, entitled “Maritime Airborne Service Oriented Architecture Integration.” Work will be performed in Manassas, Virginia, and is expected to be completed in December 2015. This contract was a competitive acquisition and six offers were received. This is a one-year base contract, with seven one-year option periods.
